This chapter is about the different functions of government bureaucracy. While many people express frustration
with the size and inefficiency of the government bureaucracy, in fact, many of the seemingly unnecessary rules and
regulations serve an important purpose. These rules reflect the struggle between different branches of government to
control these agencies, and are intended to allow the government to act as systematically and objectively as possible.
The bureaucracy can be cumbersome, but it does serve an important role in serving citizens, regulating industries,
and assisting in the implementation of specific programs.
