This chapter is about the president. The chapter begins by comparing presidents and prime ministers, and draws
conclusions about the different kinds of power that these two leaders wield and how they interact with their
respective legislative bodies. It then discusses the importance of divided and unified governments in deciding
legislative issues. There is then a discussion about how the presidency has changed over time. It then lists the
powers of the president, and the powers that he doesn’t have. It also discusses the office of the president, and how
the office is structured. It then discusses some of the responsibilities of the president, namely, their obligation to
persuade Congress and the public that their policies are sound.
