Dear Legislator:
As you may recall, I wrote you in early June 2010, concerning planned changes to
PennDOT’s Legislative Service Section, As an update, I am writing today to let you know that
subsequently we have had discussions with House and Senate legislative leadership about the
services of this section. Based upon a collaborative effort on everyone's part, we have arrived at a
balanced course of action that addresses the primary concerns of legislators, while reducing the
cost to the commonwealth to maintain this service.
‘On August 13, 2010, PennDOT will stop accepting paperwork from legislative offices on
behalf of businesses regulated by the department. These are businesses that charge a fee to
customers for their services. As you know, legislators raised concems after my initial letter that
individual constituent needs could not be addressed if PennDOT’s Legislative Services Section
were to close. To address this concern and in consultation with legislative leadership, PennDOT
will continue to process individual constituent paperwork submitted by legislative offices.
However, PennDOT’s Legislative Services Section will close and processing of this paperwork
will be consolidated with operations at PennDOT’s Riverfront Office Center; this will occur
within the near future.
This change will lead to improved efficiencies and a cost savings of approximately $1
million per year, while still maintaining your ability to have paperwork processed for your
constituents and returned to your office. Specific details concerning timelines and process
changes will be forthcoming and made available to your staffs in both your Capitol and district
offices.
‘We will continue to monitor the results of these changes as we go through this transition
and will take further action, if merited. Thank you, in advance, for your cooperation in this
