GENERAL:
ESVAGT Safe Personnel Basket is designed for personnel transfer only.
The basket should never be used as work platform or any other purpose not mentioned in
this manual. All unauthorized use of the basket could endanger the personnel in the
basket and on the ground or vessel.

RESPONSIBILITY:
It is the Platform Supervisor’s responsibility according to existing national legislation that
transfer takes place in a safe and sound manner.

SAFE TRANSFER:
The control room always has to be advised of the transfer in order that no discharge of
water etc. in the operation area takes place.

Transfer is to take place in compliance with the following:

• the operation is to be carried out as far as possible on open sea
• MOB boat is to be available for fast launching from platform or transfer vessel
• radio contact between crane driver and vessel’s bridge/deck is to be maintained
• straps in access ways must always be closed before the basket is lifted, and never
opened again before the basket is down on platform or vessel
• the basket must never bring more than four persons
• heavy or bulky luggage is to be transferred separately
• a person experienced in transfer with personnel basket is always to accompany the
person(s) to be transferred
• all persons must wear a work life jacket and/or a survival suit
• tiller ropes are to be used during start as well as landing

Transfer should only take place when:

• persons to be transferred on voluntary basis only.
• the wind speed measured as an average value does not exceed 15 m/sec.
• the wave height does not exceed 3.5 m (from peak to trough)
• limitations – e.g. deck space and local conditions
• the crane driver can see the personnel basket as well as start and landing area
during the whole operation
• the start and landing area is cleared
• the Platform Supervisor and the Captain of the transfer vessel have evaluated that
transfer can take place in a safe and sound manner
• persons to be transferred are to receive instructions on where to stand, how to hold
on and how to leave the basket when it lands. Use the instruction video if necessary
(supplied by ESVAGT).
• persons, who are not able to hold on in a normal manner, are to be transferred lying
down on a rigid stretcher safely secured to the basket and accompanied by two
persons.

LIFTING WIRE:
• the lifting wire is securely mounted on the basket’s lifting ring
• if the wire is mounted by means of a shackle, this must be of a type with nut and bolt
that are secured by means of spot welding

COMPENSATOR:
• the compensator is mounted to compensate for wave action during start/landing on a
floating unit and to avoid that the basket rotates during lifting and assist the crane
driver in centring the crane wire during lift off

TILLER ROPES:
• tiller ropes are mounted to ensure safe start and landing
• personnel basket and related lifting gear must be protected against mechanical
overload

MAINTENANCE AND INSPECTION:

• the basket shall be inspected (offshore/onshore), maintained and load tested in
accordance with operators PM check e.g. UK every 6 months. DK and others every
twelfth months.
• the compensator is to be renewed after 12 months use.

FASTENING OF STRETCHER:
For the purpose of fastening drawings are used.
1. a “strap-tightener” for tightening the straps in each corner of the stretcher is used

2. the hooks for the “strap-tightener” are fitted into the outer part of the stretcher’s lower
holes

3. fastening of the straps onto the basket. The hooks are fitted into the small yellow
painted eyes, which the net is fastened to.

CAPACITY:
Establish that the crane chosen to handle the suspended basket has a rated capacity for
goods on the fixed load lifting attachment over its working range of at least 2 x (weight of
basket + basket lifting attachments + basket rated capacity).
The crane has to have crane man riding certificate.

MOTION CONTROL SYSTEM:

The crane should be equipped with systems such that when the controls are released the
motions are brought to rest automatically.
The crane should be equipped with powered lowering.
Cranes with free-fall capability should not be used for the lowering and rising of persons.
Any load bearing hydraulic cylinder should be fitted with a device, which will stop the
movement in the event of hose rupture of pipe fracture.
The crane control system should be capable of providing a smooth transition of the basket
working speed up to a maximum of 0.5 m/sec.
Cranes used for suspended baskets should be designed so that in the case of failure of
the power supply or the control system, the suspended basket can be moved to a position
to enable without risk.

HOOK:
The crane hook should be provided with a suitable safety catch.

PENNANT WIRE:
Suitable pennant wire if hook of heavy duty type.
