1. Opening of sitting

The sitting opened at 08.30.

The following spoke:

* Ortuondo Larrea, who protested at the manner in which the debate which was due to follow on
terrorism in Spain had been organised, namely without the possibility of tabling motions for resolu-
tions, which prevented Parliament expressing its views (the President replied that this was a decision
taken by the appropriate bodies of Parliament);
* Schleicher, who pointed out that in one of the European schools in Brussels the academic year had
been unable to begin because construction work on the building had not been completed; she
requested the President of Parliament, together with the Commission, to ensure that this situation
did not adversely affect the children concerned (the President replied that he would forward this
request to the Bureau and other appropriate bodies in Parliament)

2. Approval of Minutes of previous sitting

Mrs Stenzel had been present the previous day but her name did not appear on the record of attendance.

The Minutes of the previous sitting were approved.

3. Membership of committees

At the request of the ELDR Group, Parliament ratified the appointment of Mr Caveri as a member of the
Committee on Employment and Social Affairs.

4. Referral to Committees

The ECON committee had been made committee responsible for the common position on a European
Parliament and Council Directive on reorganisation and winding up of credit institutions (8733/2/2000
* C5-0423/2000 * 1985/0046(COD))

The BUDG committee had been asked for an opinion on progress made towards implementing the com-
mon foreign and security policy (Article 21 EU) (INI 002038)

The JURI committee had been asked for an opinion on progress made in the field of fiscal coordination
(INI 002040)
