Industry overview:
Gorgon nuts AKA Makhana , a unique high protein fat free crop grown in North
Bihar area, particularly the Methilanchal districts of Madhubani and Darbhanga.
Interestingly this area accounts for 90% of estimated 75,000 tons of its annual
production, Other than India, the unique product is grown in China, Nepal and
Bangladesh and considered as a delicacy. However the Rs. 500 crore market for
Makhana is unorganized and producers have no support. The cluster development
programme for Makhana will provide training to the farmers, processors, backward
and forward linkages with the industry and producers to offer input services like
finance from Bank, information for increasing production with the help of the
cluster actors.

The Cluster Development Programme for Makhana cultivators and processors of


Darbhanga and Madhubani Districts will provide a sustainable economic dynamics
for the Makhana Micro Family industries of this area. A large of population, about
2.3 lakh whose livelihood is solely dependent on Makhana cultivation and
processing have main source of employment from it. The magnitude of the
importance of it can be observed from the fact that profit earned out of this activity
is about Rs. 1.02 crore annually and its contribution towards direct employment is
1.5 lakh and indirect employment is about 1.8 lakh people of this area. This gives a
considerable amount of cushion to withstand the impact of poverty in these
districts. The Makhana cultivation and processing as micro family industries of this
area has got 60,000 families engaged in these industries.

The most important aspect of these two districts is their very rich and fertile land,
natural gift of perennial rivers, The climate over here is cooler and damper than
that in the adjoining districts. The climate and land both are very suitable for
various horticultural activities, such as cultivation of Makhana. But the traditional
out look of the people here comes in way of their earning. There is need to bring
them into the upto date activities apart from traditional ones. This Cluster
Development Programme on Makhana Industries will definitely herald anew era
and harness in them a new call to adopt innovation and up gradation in what they
have been doing over years so that generation of employment and earnings both
may go ahead.

The Cluster Development Programme can bring in capital and technological up


gradation by which the cultivators and processors can increase their yield and
production. Keeping in view the high potential of the cluster an integrated package
of encouragement to Makhana growers and processors is needed. It may be
provided in the form of scientific awareness among them conforming to the buy
back of market for the produce. Arrangement of credit facilities through Gramin
Keshetriya Bank providing also technical support and specific agronomy will
provide opportunity to them to increase their yield. Training programme to
promote rural enterprises, credit, insurance facilities for Makhana growers and
processors will boost their morale to go in for innovation and up gradation of the
pattern and technology they have using over years.

But what is alarming is that infrastructure facilities in the districts are very poor.
Likewise, though the number of bank branches is 148, CD ratio, which is only
27%, is far below expectation. Thus happens to entail upon the health of industrial
activities. However, in spite of poverty prevalent in the districts, they have
optimum potential for industrial growth. There is need of government sponsored
programme/schemes. It is believed that the Cluster Development Programme
undertaken by the Ministry of MSME, Government of India through MSME
Development Institute, Muzaffarpur is sure to make a mark in this direction.

What is Makhana ?

Gorgon nut is an aquatic crop, commonly known as Makhana (Euryale ferox salib)
is highly nutritious, full organic non cereal food, is extensively grown in the
stagnant water of ponds and lakes.
The popped Makhana, roasted and eaten as well as used in preparation of various
kind of delicious sweets and recipes. It contains 9.7% easily digestive
protein,76.9% carbohydrate,0.1% fat,0.5% minerals,0.9% phosphorus and 1.4
mgfe/100 gm. It also contains useful medicinal properties.

Euryale ferox (also known as fox nut, foxnut, makhana, or gorgon plant) is the
only species in the genus Euryale. It is a flowering plant classified in the water lily
family, Nymphaeaceae, although it is occasionally regarded as a distinct family
Euryalaceae. Unlike other water lilies, the pollen grains of Euryale have three
nuclei.

Uses of makhana

Food Uses

The plant produces starchy white seeds, and the seeds are edible. The plant is
cultivated for its seed in lowland ponds in India, China, and Japan. The Chinese
have cultivated the plant for over 3000 years. More than 96,000 hectares of Bihar,
India, were set aside for cultivation of Euryale in 1990-1991. The plant does best
in locations with hot, dry summers and cold winters. Seeds are collected in the late
summer and early autumn, and may be eaten raw or cooked.

In India, particularly in the northern and western parts of the country, Euryale
ferox seeds are often roasted or fried, which causes them to pop like popcorn.
These are then eaten, often with a sprinkling of oil and spices. In Mithila culture of
Mithilanchal,Bihar makhana is an auspicious ingredient in offerings to the Lord
festivals and is used in cooking, specially to make a porridge/pudding called kheer
of makhana or 'makhaanak kheer' or 'makhaanak payasam'.

Medicinal uses

In Chinese, the plant is called qiàn shí. Its edible seeds are used in traditional
Chinese medicine, where they are often cooked in soups along with other
ingredients, and believed to strengthen male potency and retard aging.

Significant Govt policies and issues:


It is needless to reiterate that the Ministry of Micro, Small & Medium Enterprises,
Govt. of India has, from the very outset, been engaged in accelerating the pace of
industrialization and its sustainable development and for the purpose it has always
come forward with conducive policies and programme and also packages of
support/subsidies and supportive measures to help MSME all over the country.
undoubtedly this sector has vast potential of generating employment opportunity
through the wide spread in every nook and corner of the country so that the main
objective of capital formation at the grass root level can be achieved.

MSME-Development Institute, like all other Institutes in other parts of the


country, is the field office to carry out the policy and programme of the Ministry
and get them implemented among the target groups. This Cluster Development
Programme under which Makhana Cluster Industry of Darbhanga and Madhubani
districts of North Bihar is a part of its policy and programme in the direction of
promoting growth of MSME through cluster already identified by the Ministry.

Of late the credit How in the state of Bihar has reached to Rs. 2174 crore in 2005-
06 in the agriculture sector, but it is still 33% of the National average of 48.6%.
Perhaps this is why Government of India has put it on top of its agenda. National
Bank for Agriculture & Rural Development has been assigned the duty to direct
the credit flow to agriculture and rural sector. This needs regular monitoring and
efforts to streamline the functioning of this mechanism. SISI will associate itself
with agencies active in promoting such cluster already working the rural area, as
one the Makhana Cluster Industries of Darbhanga and Madhubani districts.

Keeping in view the emerging situation with special reference to the growth of
Makhana Cluster Industries in the district of Darbhanga and Madhubani, there is
need to take some suitable measures/policies and programme so that proper
infrastructure facilities, as mentioned hereunder, may be made available:

Storage and Market yard - Policy should adopted to initiate immediate setting up
of Storage/market yard to facilitate rapidly steering the growth of Makhana
industries in the districts of Darbhanga and Madhubani.

Non-Farm Sector - The prime concentration which is due to be focused to the


Cluster is its low gestation period, a little amount of investment and high
employment potential. But in want of proper and adequate policy support there is
sluggish movement of the Makhana Industry.

Sponsored programme/scheme - Darbhanga and Madhubani both are backward


having high potential of development and industrial growth, particularly in the
field of Makhana Industry. What come in the way are poverty and illiteracy and
also low investment capability. Skill up gradation and orientation programme need
to be sponsored by the Government Institutions. Govt. sponsored scheme for
credit facility will help the growers and processors. There is need to adopt suitable
policy.

Bihar Govt. Industrial Policy - On going through the industrial Policy of the
Government of Bihar it appears that Makhana Industries has not acquired any
crucial position and as a result priority has not been attached to it in terms of its
potentiality to generate employment, earning foreign exchange etc. Policy at the
State Government level should be adopted to reinforce its strength in the field of
employment and export promotion and allied activity which is possible from its
growth.

Setting up of Industrial Estate/Food Parks - There is complete absence of


infrastructure in the Districts of Darbhanga and Madhubani so far as the cluster
industry of Makhana is concerned. A joint effort to establish Industrial
Estate/Food Parks should be made. Necessary policy decision at the State
government level needs to be taken.
