Tobacco Usage

• In FY10 Vermont spent $5.9 million on tobacco prevention, which is 57.1% of the CDC
Annual Spending Target.1

• The CDC estimates that 51.4 % of adult smokers in Vermont tried to quit smoking in 2008.2

• Vermont received $86 million in tobacco settlement payments and taxes in FY10.3

• Vermont has not securitized any of its Master Settlement Agreement dollars.4

Excise Tax: As of July 1, 2009 there is a tax of $2.24 per pack on cigarettes.

Clean Indoor Air Ordinances

• Smoking is prohibited in all child care centers, government buildings, health facilities,
restaurants, bars and schools.

• Smoking restrictions are required in all private workplaces.

Youth Access Laws

• The minimum age requirement for the purchase of tobacco products is 18, and penalties
exist for both minors and merchants who violate this law.

• Establishments are required to post signs stating that sales to minors are prohibited.

• Only sales clerks are allowed access to tobacco products prior to sale.

• The sale of bidis is prohibited both to minors and to adults.
