Tobacco Usage
• In FY2010 Illinois spent $9.7 million on tobacco prevention, which is 6.2% of the CDC
Annual Spending Target.1
• The CDC estimates that 52.9% of adult smokers in Illinois tried to quit smoking in 2008.2
• Illinois received $857 million in tobacco settlement payments and taxes in FY2010.3
• Illinois has not securitized any of its Master Settlement Agreement (MSA) dollars.4

Excise Tax: There is a tax of $0.98 per pack on cigarettes. All other tobacco products are
taxed 18% of the wholesale price.
• Establishments are required to post signs stating that sales to minors are prohibited, as
well as stating the Surgeon General’s warning concerning smoking.
• Only sales clerks are allowed access to single packs of cigarettes prior to sale.
