This letter is being sent to notify you that your proposal did not result in the award of a contract,
number HSBP1006D01353, under the above referenced solicitation. In accordance with Federal
Acquisition Regulation (FAR) 15.503(b), the following is provided for your information:
a. Number of offerors solicited: Unlimited¯
b. Number of proposals received: 5.
c. Offeror awarded the contract: The Boeing Company.
d. Total value of contract, including Base and Option Years: IDIQ contract with $2 million
dollars minimum for the full panoply of supplies and services to provide 6,000 miles of
secure US border¯
As stated in the solicitation, when combined, all non-cost factors (Factors 1 through 7) were
significantly more important than Cost/Price (Factor 8). The proposal submitted by The Boeing
Company represents the best value in accordance with the criteria and factors in the solicitation.
As a result of the technical evaluation and cost analysis, it was determined that award to The
Boeing Company was the most advantageous to the government.

Your firm is invited to request a debriefing in accordance with FAR 15.506. Please notify this office
via email at sbinet~dhs.qov of your desire for a debriefing along with a list of attendees. We will
notify you of the date and time of the debriefing should you request one. Additionally, to allow us
the opportunity to prepare responses please forward any questions that your firm desires answered
by the government in the debriefing to email address above. For your information, your firm will
certainly have the opportunity to ask additional questions at the debriefing beyond those submitted
in advance.
