Introduction
 Marikina Settlement Office (MSO):
1. Formulate and Implement an overall development policy
grounder on sustainable and equitable development in the
locality and among low-income classes;
2. Formulate a land use policy as well as all land conversions
required in specific urban and urbanizing communities;
3. Formulate an urban development and housing framework
that will treat the urban poor’s need for land as an
integral concern; and,
4. Create a central authority for urban center, which will have
adequate control over urban center’s development.” (Local

the main indications of poverty.
