CHAPTER 1 – INRODUCTION
Name of the Council
Definitions
2. In this Constitution;
3. The aims and objectives of the Pakistan Youth Council shall be;
I. To propagate awareness among the Youth about their rights and obligations.
II. To disseminate information and awareness about social and Youth issues.
III. To promote democratic values, gender equality, harmony, human rights, peace
and tolerance.
IV. To promote education to make the Youth aware of their civil, cultural,
economic, political and social rights.
V. To develop a spirit of unity, mutual trust, brotherhood, solidarity and social
integrity.
VI. To strengthen voice of the Youth for the vindication of their fundamental rights
against the prevalent abuse.
VII. To encourage the youngsters, actively participate in political process.
VIII. To train the Youth volunteers to assist the needy during emergencies and
disasters.
IX. To protect the cultural heritage of Pakistan and to promote recreational and
sports activities.
X. To develop and chain the Youth leadership.
XI. To strive for the reduction of the age for parliamentary candidature to 18 years
so that the Youth of the country may equally contribute to the national fabric.

XII. To promote the Youth participation in social activities to play an active role to
bring about a social change.
XIII. To establish and maintain friendly relations with other national and international
Youth organizations.
XIV. To work for the reduction of unemployment through employment networks for
the Youth and support cooperative enterprises and employment programs.
XV. To eliminate gender discrimination and ensure the enjoyment of public liberties
by devising comprehensive policies and plans of action on the basis of equality.
XVI. To conduct research and surveys to sort out the Youth issues and their probable
solutions.
XVII. To disseminate the Youth related information, policies, research and surveys.
XVIII. To enhance the constructive role of media to highlight the Youth related issues.
XIX. To promote and strengthen respect for human rights and fundamental freedoms.
XX. To work for the achievement of 100% literacy rate through adult literacy
programs by Youth volunteers.
XXI. To introduce a uniform curriculum to ensure the quality education in order to
discourage elitism.
XXII. To develop awareness about hepatitis and HIV/AIDS prevention and health
care.
XXIII. To strengthen the family culture and values.
XXIV. To eliminate all kinds of prejudices; e.g. ethnic, religious, sectarian, linguistic or
parochial.
XXV. To protect the rights and interests of the minorities and respect their aspirations.
XXVI. To strive for the right of the citizens to have free access to public information.
I. Be constituted at the Union Council level in the four provinces. The area of the
Local Youth Council in the Districts of Islamabad Capital Territory, Gilgit
Baltistan and FATA shall be proposed by the District Executive Committee and
approved be the Federal Executive Committee.
II. Consist of at least 10 members form that Union Council.
5. The membership of the Pakistan Youth Council shall be open to the Youth between 18-
30 years of age without any discrimination of gender, religion, colour, creed etc.
6. The members have to sign a declaration stating that;
I. They are in agreement with the aims and objectives of the Pakistan Youth
Council and will abide by its constitution.
II. They shall pay the prescribed subscription in advance.
7. Only the members of the Pakistan Youth Council shall be eligible to become the
member executive Committees of different tiers of the Council.

Loss of Membership
8. The membership of the Pakistan Youth Council shall stand expired at the age of 30.
9. The membership of the Pakistan Youth Council shall stand cancelled in case;
I. Involvement in criminal or illegal activities.
II. Involvement in any act contrary to the Constitution of the Pakistan Youth
Council.
III. Guilty of corruption or embezzlements in case of public servant.
IV. Remains absent from two consecutive meetings without serving a reasonable
notice.
10. The order for the cancellation of the membership shall be issued by the presiding
officer of the respective executive committee.
11. The Local Youth Council shall perform the following functions:
12. The Local Youth Council shall meet at least once a year.
13. The Local Executive Committee shall be responsible to serve a notice to each member
stating the time and venue for the meeting, not less than 20 days prior to the Meeting.
14. The presence of the one fifth of total membership of the Local Youth Council is
required to initiate and continue the proceedings of the Meeting.
Delegation of Powers
15. The Local Youth Council may delegate any one or more of its powers to the Local
Executive Committee, any office bearer or employee of the Local Youth Council with
such limitations, terms and conditions as it may deem fit.
Attendance Fee
16. Every member of the Local Youth Council shall pay, in advance, a fee of Rs. 100,
before attending a session or any fee determined by the Local Executive Committee for
time being.

The Local Executive Committee
17. The Local Executive Committee shall be elected by the Local Youth Council and shall
consist of;
I. A President
II. A Vice President
III. One Member District Youth Council
IV. Four Members
V. Two Women Members (As given in Article 40)
18. The Local Executive Committee shall perform the following functions:
I. To consider and pass resolutions and take necessary steps with regard to the
matters arising from time to time relating to the Local Youth Council. It shall
ensure all these steps to be taken in lines with the Constitution.
II. To carry on and supervise the activities of the Local Youth Council.
III. To elect any casual vacancy of the Local Executive Committee.
IV. To approve the annual budget of the Local Youth Council and to authorize
payments in accordance with the same.
V. To sanction other payments not provided in the Budget.
VI. To maintain, in the prescribed manner, a Register of Members of the Local
Youth Council in which the names and addresses of members shall be entered.
VII. To carry out correspondence on behalf of the Local Youth Council and maintain
the record thereof.
VIII. To maintain records of the minutes of the meetings of the Local Youth Council
and the Local Executive Committee.
IX. To ensure proper maintenance of the accounts of the Local Youth Council.
X. To ensure the issuance of printed acknowledgement for the grants, gifts,
donations, or whatsoever received.
XI. To collect and consider all information necessary and useful with reference to
the aims and objectives of the Pakistan Youth Council.
XII. To perform such other functions as the Local Youth Council may for time being
empower it to perform.
I. To control, direct and regulate all activities of the Local Youth Council in
consonance with the aims, objects, rules and declared policy of the Pakistan
Youth Council.
II. To take disciplinary action against any member of the Local Youth Council who
violates the decisions of the Pakistan Youth Council.

III. To appoint a Local Election Commission to organize and conduct elections for
the Local Executive Committee.
IV. To acquire immovable / movable properties by purchase, lease, hire, exchange
or otherwise and to erect, alter, improve, maintain, sell scarp or sale the same.
V. To receive, accept and manage funds, donations, grants from the individuals,
government, semi-government, trusts.
VI. To open account with any scheduled banks in the name of the Local Youth
Council.
VII. To nominate any three persons from the Local Executive Committee and/or
employees to open & operate any bank account in any scheduled bank within
the Pakistan.
VIII. To nominate the names for the membership of the Advisory Board for the Local
Youth Council by a simple majority.
20. The Local Executive Committee shall perform its functions in lines with the
Constitution. It shall be accountable to the Local Youth Council.
The President
I. Preside over all the meetings of the Local Executive Committee and the Local
Youth Council.
II. Have powers, in anticipation of the approval of the Local Executive Committee,
to sanction expenditure up to the limit approved by the Local Executive
Committee.
III. Be responsible for proper working and functioning of the Local Youth Council
and its activities.
IV. The president shall be responsible to maintain the discipline while presiding
over a meeting.
V. Have power to delegate one or more of his powers to the Vice President of the
Local Youth Council.

I. Act as coordinator between District Youth Council and Local Youth Council.
II. Attend the meetings of the District Youth Council and the meetings of the Local
Executive Committee.
III. Be eligible to contest elections for the District Executive Committee.
IV. Represent the Local Youth Council in the District Youth Council.
24. The term for the office of the members of the Local Executive Committee shall be 3
years. They would continue to serve in the Committee until new members are elected
to replace them.
25. Any member of the Local Executive Committee may resign from his office and such
resignation shall be addressed to the President or the Vice President of the Local
Executive Committee.
Bye Elections
26. Any casual vacancy occurring among the members of the Local Executive Committee
may be filled by the Local Executive Committee within three months and the person so
appointed shall hold office for the remainder of the term of the office bearer in whose
place he is appointed.
27. The Member District Youth Council shall provide the annual list of the Local Executive
Committee signed by the President of the Local Executive Council to the District Youth
Council in July every Year.
28. If the Local Youth Council hires coordinator, the coordinator shall be ex-officio
member of the Local Executive Committee and shall not have power to vote as ex-
officio member.
29. The Local Executive Committee shall meet at least six times a year.
30. A special meeting of the Local Executive Committee shall be convened if the President
receives a written requisition signed by one third of the total members of the Local
Executive Committee, stating the purpose for which the meeting is required to be

convened. The requisite meeting shall be convened within 7 days of the receipt of such
requisition.
31. The Vice President shall, not less than 7 days prior to the ordinary meetings and 3 days
prior to the special meeting, serve to the members a notice stating the time and venue
for the meeting.
32. The agenda of every ordinary meeting shall be issued at least 5 days before the
meeting, provided that this period may be curtailed by the President in special
circumstances.
33. The Members must notify the Vice President 3 days before the meeting, if they want to
table a resolution giving the text of the same. But the President may with the consent of
the Local Executive Committee permit the discussion of a subject even though the
requirement of notice has not been fulfilled.
34. The presence of the one third of total membership of the Local Executive Committee is
required to initiate and continue the proceedings of the Meeting.
Decisions by Majority
35. All decisions shall be taken by the vote of simple majority of the members present and
voting.
Casting Vote
Resolution in Writing
37. A resolution / decision in writing shall be circulated to all the Members of the Local
Executive Committee through telex, telegram, E-mail and signed or affirmed by them
or a majority of them shall be as valid and effective as if it had been passed by the
meeting of the Local Executive Committee duly convened and held.
Delegation of Power
38. The Local Executive Committee may delegate any of its powers to the President or the
Vice President or employee of the Local Executive Committee or sub committees with
such limitations and restrictions as it may deem fit.

Sub Committees
39. The Local Executive Committee may constitute sub committees like finance
committee, activities and events committee, membership committee etc.
40. The Local Executive Committee shall nominate two Women as the Women Member
Local Executive Committee form members of the Council.
41. The Women Member elected by the Local Executive Committee shall not be eligible to
contest election for the Member District Youth Council.
42. The Women members shall have right to vote.
43. The term of the office for the Women Member Local Executive Committee shall be 3
years.
44. There shall be a District Youth Council in each District of four Provinces, Gilgit
Baltistan, FATA and Islamabad Capital Territory.
45. The District Youth Council shall consist of the Members District Executive Committee,
the District Youth Council Members elected by the Local Youth Councils and the
Women Member District Executive Committee as given in Article 75 & 76.
46. The District Youth Council shall perform the following functions:
47. The District Youth Council shall meet at least once a year.

Quorum for the Meetings
49. The presence of one third of total membership of the District Youth Council is required
to initiate and continue the proceedings of the Meetings of the District Youth Council.

Executive Committee, any office bearer or employee of the District Youth Council with
such limitations, terms and conditions as it may deem fit.
51. The District Executive Committee shall be elected by the District Youth Council and
shall consist of;

III. One Member Federal Youth Council.
IV. Six Members.
V. Three Women Members (As given in Article 75).
52. The District Executive Committee shall perform the following functions:

VII. To nominate any three persons from the District Executive Committee and/or
employees to open & operate any bank account in any scheduled bank within
the Pakistan.
VIII. To nominate the names for the membership of the Advisory Board for the
District Youth Councils by a simple majority.
54. The District Executive Committee shall perform its functions in lines with the
Constitution. It shall be accountable to the District Youth Council.
The President

elected in case of resignation.

II. Attend the meetings of the Federal Youth Council and meetings of the District
Executive Committee.
III. Be eligible to contest election for the Federal Executive Committee.
IV. Represent the District Youth Council in the Pakistan Youth Council.
The Local Youth Council’s office of the Member District Executive Committee
58. The Local Youth Council’s office of the Member District Executive Committee shall
stand vacant and office of the Local Youth Council shall be filled by the Local
Executive Committee as casual vacancy.
59. The term for the office of the members of the District Executive Committee shall be 3
years. They would continue to serve in the Committee until new members are elected to
replace them.
60. Any member District Executive Committee may resign from his office and such
resignation shall be addressed to the President or the Vice President of the District
Executive Committee.
Bye Elections

62. The Member Federal Youth Council shall provide the annual list of the District
Executive Committee signed by the President of the District Executive Council to the
Federal Youth Council in July every Year.

Ex-Officio Member the District Executive Committee
63. If the District Youth Council hires employees, the District officer shall be ex-officio
member of the District Executive Committee and shall have no power to vote as ex-
officio member.
64. The District Executive Committee shall meet least four times a year.
65. A special meeting of the District Executive Committee shall be convened if the
President receives a written requisition signed by one third of the total members of the
District Executive Committee, stating the purpose for which the meeting is required to

such requisition.

The Women Member District Youth Council and the Women Member District
Executive Committee
75. The District Executive Committee shall nominate three Women as the Women Member
District Executive Committee from members of the Council.
76. The District Executive Committee shall also nominate one third of total members of the
District Youth Council as the Women Member District Youth Council from members
of the Council.
77. The Women Member District Executive Committee or the Women Member District
Youth Council elected by the District Executive Committee shall not be eligible to
contest election for the Member Pakistan Youth Council.
78. The Women members shall have right to vote.
79. The term for the office of the Women Member District Executive Committee and the
Women Member District Youth Council shall be 3 years.
80. There shall be a District Youth Council for the Islamabad Capital Territory and shall
work as other District Youth Councils.
81. There shall be a District Youth Council for the Gilgit Baltistan and shall work as other
District Youth Councils.
82. There shall be a District Youth Council for the Federal Administrated Tribal Area and
shall work as other District Youth Councils.

CHAPTER 4 – FEDERAL YOUTH COUNCIL
The Federal Youth Council
85. The Federal Youth Council shall perform the following functions:
86. The Federal Youth Council shall meet at least once a calendar year.
87. The Federal Executive Committee shall be responsible to serve a notice to each

Meeting.
88. The presence of one third of total membership of the Federal Youth Council is required
to initiate and continue the proceedings of the meeting of the Federal Youth Council.

The Federal Executive Committee
90. The Federal Executive Committee shall be elected by the Pakistan Youth Council and
shall consist of;
I. A President.
II. A Vice President.
III. One Member Pakistan Youth Federation.
IV. Ten Members.
V. Four Women Members (As given in Article 114).
91. The Federal Executive Committee shall perform the following functions:
I. To consider and pass resolutions and take necessary steps with regard to the
matters arising for time being relating to the Federal Youth Council. It shall
ensure all these steps to be taken in lines with the Constitution.

or otherwise and to erect, alter, improve, maintain, sell scarp or sale the same.
VI. To secure, receive, accept and manage funds, donations, and grants from the
individuals, government, semi-government, trusts, companies, and donor
agencies, national and international organizations.
VII. To open account with any scheduled banks in the name of the Federal Youth
Council.
VIII. To nominate any three persons from the Federal Executive Committee and/or
employees to open & operate any bank account in any scheduled bank within
Pakistan.
IX. To nominate the names for the membership of the Advisory Board for the
Federal Youth Council by a simple majority.
93. The Federal Executive Committee shall perform its functions in lines with the
Constitution. It shall be accountable to the Federal Youth Council.
The President

The Member Pakistan Youth Federation
I. Act as coordinator between the Pakistan Youth Council and the Pakistan Youth
Federation.
II. Attend meetings of the Federal Executive Committee and meetings of the
Pakistan Youth Federation.
III. Represent the Pakistan Youth Council in the Pakistan Youth Federation.
The District Youth Council’s office of the Member Federal Executive Committee
97. The District Youth Council’s office of the Member Federal Executive Committee shall
become vacant and office of the District Youth Council shall be filled by the District
Executive Committee as casual vacancy.
98. The term for the office of the Member Federal Executive Committee shall be 3 years,
but members would continue to serve in the Committee until new members are elected
to replace them.
99. Any member of the Federal Executive Committee may resign from his office and such
resignation shall be addressed to the President or the Vice President of the Federal
Executive Committee.
Bye Elections
100. Any casual vacancy occurring among the members of the Federal Executive Committee
may be filled by the Federal Executive Committee within three months and the person

101. The Vice President shall provide the annual list of the Federal Executive Committee
signed by the President of the Federal Executive Council to the Government
departments and other stakeholders as decided by the Federal Executive Committee in

102. If the Federal Youth Council hires employees, the executive officer shall be ex-officio
member of the Federal Executive Committee and shall have no power to vote as ex-
officio member.

them or a majority of them shall be as valid and effective as if it had been passed by the
meeting of the Federal Executive Committee duly convened and held.
Delegation of Power
112. The Federal Executive Committee may delegate any of its powers to the President or
the Vice President or employee of the Federal Executive Committee or sub committees
with such limitations, terms and conditions as it may deem fit.
Sub Committees
113. The Federal Executive Committee may constitute sub committees like finance
committee, activities and events committee, membership committee etc.
The Women Member Federal Youth Council and the Women Member Federal
Executive Committee
114. The Federal Executive Committee shall nominate three Women as the Women Member
Federal Executive Committee from members of the Council.
115. The Federal Executive Committee shall also nominate one third of total members of the
Federal Youth Council as Women Member Federal Youth Council from members of
the Council.
116. The Women Member Federal Executive Committee or the Women Member Federal
Youth Council elected by the Federal Executive Committee shall not be eligible to
contest election for the Member Pakistan Youth Federation.
117. The Women members shall have right to vote.
118. The term for the office for the Women Member Federal Executive Committee shall be
3 years.
119. There shall be an Advisory Board, each for the Federal Youth Council, the District
Youth Councils and the Local Youth Councils.
120. The age limit has nothing to do with the membership of the Advisory Board.
121. The Advisory Board may comprise;
I. Men of Integrity,
II. Seasoned Politicians,
III. Distinct Media Professionals
IV. Retired Officers form Armed Forces of Pakistan.
122. The strength of the membership of the Advisory Board shall not be more than 13 for
the Federal Youth Council, 9 for each District Youth Council and 7 for each Local
Youth Council.

Term for the Office
123. The term for the office of the Member Advisory Board shall be 3 years, but members
would continue to serve in the Advisory Board until new members are nominated to
replace them.
Nomination
124. The Federal Executive Committee, the District Executive Committees and the Local
Executive Committees shall be responsible to nominate the names for the membership
of the Advisory Board for the Federal Youth Council, the District Youth Councils and
the Local Youth Councils respectively by a vote of simple majority.
CHAPTER 6 – ELECTIONS
Eligibility
126. Any member of the Electoral College may contest election for the offices for which
Electoral College is constituted.
Secret Ballot
127. The Pakistan Youth Council shall hold Council elections at three levels; the Local
Youth Council, the District Youth Council and the Federal Youth Council, in a free and
fair manner and by secret ballot. As far as possible, efforts will be made to achieve the
objective of election by consensus.
128. The Local Election Commission shall consist of five members appointed by the Local
Executive Committee prior to the election.
129. The existing office bearers of the Local Youth Council and the candidates for an
election shall not be eligible to become members of the Commission.
130. The Local Election Commission shall plan, organize and conduct elections at the Local
Youth Council level.

132. The existing office bearers of the District Youth Council and the candidates for an
election shall not be eligible to become members of the Commission.
133. The District Election Commission shall plan, organize and conduct elections at the
District Youth Council level.
134. The Federal Election Commission shall consist of five members appointed by the
Federal Executive Committee prior to the election.
135. The existing office bearers of the Federal Youth Council and the candidates for an
election shall not be eligible to become members of the Commission.
136. The Federal Election Commission shall plan, organize and conduct elections at the
Federal Youth Council level.
Bye-Elections
137. Any casual vacancy occurring among the members of the Local / District / Federal
Executive Committee shall be filled by the respective Local / District / Federal
Executive Committee and, the person so appointed shall hold office for the remainder
of the term of the office bearer in whose place he is appointed.
138. The Local Executive Committee concerned shall appoint an Election Tribunal for
hearing of appeals and petitions against election to the respective Local Youth Council.
139. The District Executive Committee shall appoint an Election Tribunal for hearing of
appeals and petitions against election to the District Youth Council.
140. The Federal Executive Committee concerned shall appoint an Election Tribunal for
hearing of appeals and petitions against election to the respective the Federal Youth
Council.
141. Each Election Tribunal shall consist of one Chairman and two members.
142. A Tribunal shall regulate its own procedure for hearing and disposal of appeals and
petitions relating to election as expeditiously as possible.
143. The membership fee of the Pakistan Youth Council is Rs. 100/- payable to the Local
Youth Council and the Federal Executive Committee may change it form time to time.
144. Each Local Youth Council shall pay to the District Youth Council ten percent of its
income from the membership fees.
Accounts of Income
145. All fees received from members of the Pakistan Youth Council as well as donations and
contributions collected from time to time shall be accounted for properly as income of
the Pakistan Youth Council.

Deposit in Bank
146. The funds of the Local / District / Federal Youth Council shall be deposited in the name
of the Pakistan Youth Council with a bank approved by the Federal Executive
Committee.
Operation of Accounts
147. The Executive Committees shall nominate any three persons to operate the Bank
account of Local / District / Federal Youth Council jointly two of three.
148. Proper account of income and expenditure shall be maintained by the respective
Executive Committee for a fiscal year at the Federal, District and Local level and the
annual statement of finance and accounts shall be presented to the Executive
Committees concerned within two months of the close of Fiscal year (July to June).
Audit of Accounts
149. The Vice President shall arrange audit of the accounts periodically and the report of
audit shall be presented to the Executive Committees concerned along with the Annual
Statement of Finance and Accounts.
CHAPTER 8 – MISCELLANEOUS
Amendment of Constitution
150. The Constitution of Pakistan Youth Council may be amended by the Federal Youth
Council by the vote of at least two-third majority of the members present and voting.
151. The President of the Pakistan Youth Council shall, with the approval of the Federal
Executive Committee, make rules/by laws for carrying' out the purposes of the
Constitution.
Removal of Difficulty
152. If any difficulty arises 'in giving effect to any of the provisions of the Constitutions, the
President of the Pakistan Youth Council may make such provisions for the removal of
the difficulty as he may deem fit.

Number of Offices to Hold
I. Have the right to hold any office of other organization or political party not
contrary to the aims and objectives of the Pakistan Youth Council.
II. NOT hold two or more offices of any tier at the same time and shall hold only
one office of the Pakistan Youth Council.
Performance Reports
155. All Local Youth Councils shall forward performance report to the concerned District
Executive Committee through the Member District Youth Council and the District
Youth Councils shall forward performance report to the Federal Executive Committee
through the Member Federal Youth Council.
156. The Pakistan Youth Council shall work for its aims and objectives in association with
all political parties, but shall not be a part or wing of any political party.
157. There shall be Local, district and Federal level Ethics and Discipline Committees.
158. The President shall nominate 5 members committee, headed by a senior member in
consultation with the respective Executive committee.
