Executive Summary

Transportation network of any country is of vital importance to its development and

affects all sectors through economic linkages. Road transportation is a key
component of transportation but is often overlooked in many developing countries.
It has been widely recognized that economies with better road networks are
positioned more advantageously in terms of overall competitiveness as compared to
economies having poor networks. However the fleet of buses used tend to be in
horrible shape and road transport sector in Pakistan is facing serious problems.

Sammi-Daewoo Express Bus Service operating throughout the length and breadth
of Pakistan facilitating the people to transport themselves and their belongings to /
from every nook and corner of the country.

Daewoo is providing a quality services to its customers which includes, safe

journey, healthy environment & food and comfort by ensuring the following
practices;

• Proper training of all staff members.

• Timely and effective repairing of buses which includes replacing the old ones
with new ones, changing of spares and wheels and regular inspection of
buses for their fitness.
• Advance telephone booking and reservation.
• Punctuality & regularity is the key feature of their services.
• Value addition services such as cargo services and CBS.

As far as cost is concerned, it is analyzed on the basis of a comparison with fares of

other bus services and public opinion that Daewoo is charging a bit higher fare than
the justifiable fare for such service.

For increasing the volume of business and customer we suggest to the Daewoo to
make following improvements;

• A slight reduce in the fares to make it competitive with others.

• Increase the No. of stops during journey, at least consider the main cities in
this respect.
Better the quality of refreshment served to the passengers.

1. Road Transportation to economic development

Transportation network of any country is of vital importance to its development and

affects all sectors through economic linkages. It ensure save and timely travel,
encourages business activities and cuts down transportation costs while granting
producers access to markets for their goods. A reliable transportation network also
provides swift access to labor force and hence generates employment opportunities.
An efficient transportation network encompasses road, rail and aviation.

Road transportation is a key component of transportation but is often overlooked in
many developing countries. The reliable, well-maintained and least costly road
transportation is essential in getting the masses to work and acts as significant tool
in fight against poverty.

It has been widely recognized that economies with better road networks are
positioned more advantageously in terms of overall competitiveness as compared to
economies having poor networks.

Pakistan has a road network covering 258,350 Km including 176,589 Km of high

type roads and 81,761 Km of low type roads. Total roads, which were 229,595 Km
in 1996-97, increased to 258,350 Km by 2008-09 indicating an increase of 12.5%.

This continues improvement in roads reflects the government’s enhanced focus and
importance of this network.

Bus service in urban areas, between cities and domestically is well established with
services run by both public and private sectors. Bus services like Daewoo Express,
Kohistan, Skyway and Niazi Bus have set up modern intercity service in Pakistan
which connects to most cities in Pakistan and runs 24 hours a day. Intercity buses
tend to be more modern and well kept as compared to urban transport within cities
which are also well established.

Since 2000, the government has taken a comprehensive initiative to modernize the
existing domestic bus fleets and minimally impact the environment. This public-
private enterprise would gradually introduce 8,000 CNG buses throughout the
country and 800 buses in Karachi. This venture will ensure high standards of
efficiency and cleanliness

However the fleet of buses used tend to be in horrible shape and road transport
sector in Pakistan is facing the following problems and so these have to be faced
also by all the bus services in Pakistan.

Public Transportations Issues

• Upto 20 years old buses are plying on our roadway.
• Shortage of public transportation is causing overloading vehicles.
• Lack of government run public transportation has resulted into many small
transportation companies and those are difficult to regulate.

Road Infrastructure Issues

• Road side hazard is big issue in Pakistan because there is no established
Safety Design Standards.
• There is no policy on U-Turns. The illegal U-Turns made by the business
owners are causing road crashes.
• Underpass chocked during rain making them unusable.
• Parking spaces are not available in the major cities, leading to congestion
and road crashes due to unauthorized parked vehicles.
• There is no QC/QA mechanism in place for road safety design.

Vehicle Safety Issues

• Overloaded trucks to move very slow on the upgrade roads, causing
disturbance in the traffic flow and sometimes result in road crashes.
• Illegal High intensity & fog lights are being used by the drivers, which are a
cause of glare during night time.
• Vehicle safety inspection is performed only on public transportation vehicles
and that is also limited to visual inspection.

Legislation /Regulation Issues

• Highway Ordinance and Motor vehicle Ordinance along with their rules need
be consolidated in one document. Safety Ordinance yet have to be adopted
by the provincial governments and rules have to be formulated.
• Current fine structure is not helpful in changing the driver behavior because
the traffic violation fines are too low. For instance, the minimum fine for a
traffic violation is Rs. 50/- and maximum fine is Rs. 300/- in Punjab.
• The third party vehicle insurance is mostly fake. Furthermore, it only covers
the passengers inside the vehicle, not even the passengers of other vehicle
involved in the crash.

Due to above mentioned issues thousands of people die on the Pakistans roads
every year. We are not talking about random events or accidents, we are talking
about road crashes. In developing country like Pakistan, the poor are
disproportionately affected, with most of the victims being pedestrian, bicyclist,
motorcyclists and passenger of public transport riders and with more than half of
them between ages of 15 to 44 years.

In Pakistan 10,125 crashes were reported to police including 4193 fatal cases in
2006. However, this should be noted here that these are reported crashes and
fatalities; and not the total number of crashes and fatalities

SAMMI- Globaly
Sammi Corporation was established as forest products importer in 1954 but has
expanded its business to become a dynamic trading company in Korea. From the
1950's, Sammi has been challenging the world market with a great emphasis on

industrial products, such as Stainless steel, Coated steel, Automotive parts, Wood
products & various raw material.

SAMMI in Pakistan
Sammi is a Korean Organization performing business in different fields having
different concerns in a group like Sammi Corporation, Sammi Construction, Sammi
Daewoo Pakistan Express Bus Service Ltd etc. Sammi is a combination of two
Korean words i.e. Sam and Mi, and its meaning is ‘Three Beauties’. Sammi entered
Pakistan at the start of 2004 with the acquisition of Daewoo Pakistan Express Bus
Service Ltd.

Company History in Pakistan

1990s saw the demise of public sector organizations in transport services. Many of
us must have thought with concern about the future of this sector as well as the
possible hardships for the traveling public. Private sector in transport service was
disorganized and persisted with low service quality. Heretofore road transport
services were never organized on scientific lines with corporate culture. However
immediately after launching of Lahore – Islamabad Motorway (M-2) in November
1997, Daewoo Pakistan Express Bus Service (DPEBSL) was incorporated which
launched its express bus service between Lahore – Rawalpindi / Islamabad in April
1998. This service, owing to its peculiar quality features setting new standards of
safety, security, reliability, luxury, comforts and regularity, soon became popular
and first choice of the traveling public. Sammi Corporation, Seoul, Korea took over
DPEBSL in 2004 which led to accelerated growth and expansion of Sammi-Daewoo
Express Bus Service in Pakistan.

Special relation of Daewoo with Lahore

There is an ancient Punjabi adage, "One who hasn`t seen Lahore, hasn`t been
born!" Lahore is a Municipal city and it has been the capital of Punjab for nearly a
thousand years, and the administrative head-quarters of a Division and District of
the same name. Lahore has a friendly, relaxed atmosphere. It is a fine place to

City Bus
SAMMI Daewoo City Bus Service Division - Introduction

Sammi Daewoo City Bus was the first environmental and technological revolution
in Urban Transport Sector in Pakistan when State of the Buses with advanced and
more powerful engines with TECHO Monitoring System were introduced in 1999.
Moreover provision of A/C, call bell and announcement system was also the part
of this modernistic change in Urban Transport Culture. Since 1998, Sammi
Daewoo City Bus Division has been serving the valorous people of Lahore.
Currently 4 routes are being operated within the city covering all the localities
while two Sub-Urban Routes are being operated for Gujranwala and Sheikhupura.

Inauguration of Sub-Urban and Intercity Routes

Similar to urban transport service, same Cultural Revolution was successfully
launched for two nearer cities of Lahore i.e. Sheikhupura (Inaugurated on June
7th 2005) and Gujranwala (Inaugurated on December 20th 2006) as there
was no bus service available earlier having such exclusive features. Thus not only
the feat was widely appreciated by the citizens of all these localities but the said
routes are strengthening the basis of company with optimum output.

Sammi Daewoo Pakistan Express Bus Service conquered a new milestone by
launching a new route of its luxury bus service for Faisalabad~Karachi~Faisalabad
on 22nd May 2009.

Launching of Murree ~ Rawalpindi route

Murree is known as the "Queen of the hills" (Malika-e-kohsar). At 2,100 meters
above sea level (circa 7,000 feet), Murree is only an hour`s drive (some 54 km)
northeast of Islamabad. It`s cold pine forests, amidst magnificent mountain
scenery, makes it the first choice for a day`s outing from the capital. The Galis are
a string of hill resorts along the ridge between Murree and Abbottabad, situated on
the Karakoram Highway. Hiking is the favourite passtime beacuse the valley offers
a variety of walks. It was founded as a hill station by the British in 1851. Until
1876, Murree was the summer headquarters of the government of Punjab but was
subsequently transferred to Simla.

Sammi Daewoo Pakistan Express Bus Service conquered a new milestone by
launching a new route of its luxury bus service for Lahore~Karachi~Lahore and

Multan~Karachi~Multan on 23rd May 2008, while two new terminals i.e. Sukkur
and Moro were also inaugurated on the same date. Thus along with Punjab and
N.W.F.P., major portion of Sindh Province has also been covered to serve with
pride. This new service is especially routed through Sahiwal, Khanewal, Multan,
Sukkur, Moro and Hyderabad. So it will be beneficial for the inhabitants of all these
cities.

Ticket can be purchased at any time after reservation till fifteen minutes before the

with new ones, changing of spares and wheels and regular inspection of
buses for their fitness.

As far as cost is concerned, it is analyzed on the basis of a comparison with fares of

• A slight reduce in the fares to make it competitive with others.
