1. How would you define the term bureaucracy?
It is system of government in which most of the important decisions are made by state officials
rather than by elected representatives. Impersonality as opposed to having a vested interest.
2. How and why do Congress and the president rely on administrative agencies?
Neither Congress nor the president can do all administrative tasks on their lonesome, and thuse
they appoint others for sake of efficiency.
3. How does the national bureaucracy affect your everyday life and the lives of other Americans?
Bureaucracy means that judges making decisions about very controversial issues largely do not
care what the outcome is, so long as it is legal, constitutional, and just. But it also makes
government more expensive.
4. Why are there ongoing debates about whether the bureaucracy should be staffed by civil
service employees or by political appointees?

5. Describe the sources of limits on the exercise of administrative power.
