A city is a stable built-up area on condition that it present a minimum of required organization. A given town becomes more important than the neighboring towns, which, only secondly, come subordinate. The central institutions are, at first, mixed with the local institutions of the privileged town where are produced. But in general this is not the case, an initial conglomeration can proliferate, this case the oldest keeps a central importance, and the others are immediatelv subordinate to it.
