the Taiwanese passport was supposed to be only a permit to
enter Taiwan.
One curious aspect of this case has always been that although the
document issued by the Republic of China is in the nature and form
of a passport it requires the holder to obtain a visa before entering
Taiwan. I have never heard of any other passport which requires the
nationals of its own country to obtain a visa to visit the mother
country. It surely suggests that the applicant was not regarded as a
full national of Taiwan although the passport states that he is.

Language assistance in Taiwanese:
Another reason of course for the delay in this hearing taking place
was created by the unavailability of a suitable interpreter to assist

this Accused at the trial and to allow him to have his rights under
the Constitution to understand and to take a full part in the trial with
the assistance of an interpreter. An interpreter was subsequently
found from Papua New Guinea and he attended the Court for the
majority of the hearing to assist the Accused and the delay to a
large extent had been because of the difficulty in obtaining a
suitable interpreter. Subsequent events have shown that perhaps a
Mandarin interpreter may have been sufficient, but based upon the
information that was known at the time, a Taiwanese interpreter
seemed to be necessary and was sought and obtained at no small
expense.

family of Captain Lai-yu Wu (). Should Captain Wus family decide to

take legal action over the incident, your legal advice would be valuable to
them.
We were deeply saddened to hear of Captain Wus tragic death, and Minister
Yang has offered his most sincere condolences to his family. The Ministry of
Foreign Affairs has consistently helped Captain Wus family since Jin Chun
Tsai 68 (68) was captured by Somali pirates in April 2010. We will
continue to provide necessary assistance to Captain Wus family, and hope
the related issues will be resolved soon.
