Proposal to host and organize the Cuenca Colloquium

The following proposal is submitted by Luis Peral and the ACCEM for
consideration by the Editorial Board.

Proposal
From 2008 onwards, The Reader would formally direct the annual Cuenca Colloquium for
advanced graduate research on refugee law. Jim Hathaway would remain as the Colloquium's
President and ACCEM would carry out (and exercise oversight oft) the logistical
arrangements and financing. The content and development of the Colloquium, and its
teaching, would be directed by the editorial board of The Reader.

Purpose
To reflect the most important developments in International Refugee Law in the three-fold
perspective of the Geneva Convention, European Law and International Security related
issues.

Date:
Once annually commencing September 2008

Participants
Young academics from universities in Europe and outside (developing countries)

Management
Jim Hathaway will remain president of the Colloquium.
ACCEM will organize all logistics, including recruitment of participants, hotel booking,
flights, etc., and will play the role of the secretariat during the event.

Role of Editorial Board


Academic Direction:
- Designing curriculum
- Teaching (at least three members of the EB should participate)
- Selecting participants
- Promoting the event in academic circles
- Assisting in disseminating outcome of Colloquium

Funding
ACCEM will provide financing, including travel, accommodations, meals and honoraria for
teaching.

Promotion of Seminar
Promotion should start in May.
