Bills Meeting 2011 Crossover Deadline but Not Ratified or Not Defeated in Other House As of November 8, 2011 Following

is a list of bills that made the 2011 crossover deadline but which - as of Tuesday, November 8, 2011 - had been neither ratified nor defeated in the non-originating chamber. This list does not include measures exempt from the crossover deadline, unless such a measure has passed from one chamber to the other by the applicable deadline. Contact Cathy Martin in the Legislative Library at 919-733-9390 with questions. Here are the 2011 crossover rules: House Rules for Senate Bills:
House Rule 31.1 (h) requires that, in order to be eligible for consideration by the House during the rest of the 2011 first Regular Session, a Senate bill or resolution

must have been received and read on the floor of the House as a message from the Senate no later than June 9, 2011. (H. 19, as amended by H. 875). The following legislation is excepted from this House crossover deadline: 1. Senate resolutions; or 2. Senate bills that must be referred to the House Appropriations or Finance committees under Rule 38; or 3. Senate bills establishing districts for Congress or State or local entities; or 4. Senate bills ratifying an amendment or amendments to the U.S. Constitution. Senate Rules for House Bills: Senate Rule 41 requires that, in order to be eligible for consideration by the Senate during the rest of the 2011 and 2012 Regular Sessions, any House bill or resolution must pass third reading in the House no later than Sunday, June 12, 2011 and be received and read on the floor of the Senate as a message from the House no later than Monday June 13, 2011. (S.1, as amended by S. 782). The following legislation is excepted from this Senate crossover deadline: 1. House bills that must be referred to the Committee on Finance or the Committee on Appropriations/Base Budget by Rule 42; or 2. House bills that establish districts for Congress or State or local entities; or 3. An adjournment resolution.
