ORGANIZATIONAL CLIMATE FOR e-INNOVATION & PERCEIVED HRMIS USABILITY IN MALAYSIAN PUBLIC SECTOR

Organizational climate for innovation has been identified as one of the social-technical factors that seem to exert an influence on other organizational outcomes of the organization. The organizational climate has been emphasized by many researchers because it determines the degree to which creativity and innovation are supported in the organization. In particular, the organizational climate of a government department is a reflection of how shared norms and values in the organization are expressed through the behavior of the public sector employees. An organizational climate for innovation exerts an influence on the extent to which innovative solutions such as Human Resource Management Information System (HRMIS) in Malaysian public sector are encouraged, supported, implemented, and valued as something highly desirable. Organizational climate helps thus to set the tone of the organization and workers, in particular their perceived usability on the HRMIS. As the concept of usability refers to

the effort required to use a computer system such as HRMIS, it is usually associated to ease-of-use of a website and is considered a critical factor on the development of egovernment initiative such as the HRMIS, in which again the role played by perceived usability of the civil servants is strategically crucial. Based on a theoretical framework, a path analysis on the relations between these variables is methodically conducted.
