HOW SELECTION BOARDS VIEW OFFICER FITREPS


BUPERS Code 801 is responsible for the management of Selection Boards. Their website, located at www.bupers.navy.mil, contains regularly updated information and guidance for officers preparing for selection boards. 1. Breakout. The most significant factor in an officer's record is how he/she fares when ranked against competing officers. This is generally the first item briefed and the most influential in determining how board members vote. If an officer failed to break out against his/her peers, explanatory comments are taken into consideration. A CO who has two officers and gives both MPs makes it impossible for a board to make a distinction between the officers, resulting in the board assuming an average performance by both. The breakout is the strongest tool a reporting senior has to differentiate among his/hers officers. 2. Averages. Both the reporting senior's average for and his/her cumulative average are extremely influential factors. An officer's breakout history and grading averages are the two criteria that require an "officer-to-officer" comparison. Because of this, they are viewed as the "bottom line" assessment of the officer being reviewed. a. Reporting period average. The reporting period average assists the voting members in drawing conclusions on where the officer ranked among peers during a reporting period, especially if the officer was one of several in a promotion category. For instance, if an officer was one of five MPs but received a grade significantly higher than the average, the board would deduce that the officer was probably the highest or one of the highest ranked MPs. b. Cumulative average. The reporting senior's average is a particularly useful tool when the officer being graded was a 1 of 1. In this case, the only comparative measure available to board members is the CO's cumulative average and where the officer being reviewed compares with the senior's historical average. 3. Dead space. Dead space refers to a block(s) left empty to the right of the given mark in the promotion recommendation (i.e. if a reporting senior was reporting on one officer and assigned him/her an MP and left the early promote (EP) block empty). Most boards refer to this as an "air gap" and may view such records in a negative light. Dead space coupled with above average marks result in a loss of credibility of the fitrep. 4. Ranking within promotion categories.

When multiple officers fall within the same promotion recommendation category, intra-category ranking provides valuable clarification to the promotion board. If a CO lists six Lieutenants as MPs, narrative in the fitrep may be added that states exactly where in the MP category the officer ranks (i.e., my number 1 MP). This may be used to assist the officers in the upper part of the MP category without mention of those officers in the lower part of the category. There are numerous ways to break out an officer in the narrative, most of which will be briefed to the board. An officer may be ranked against any set of competitors the reporting senior desires. Some comparisons are more credible than others. A non-comprehensive list includes: a. b. c. d. e. f. 5. Trends. Improving or declining trends are easy for the board to track using the OSR/PSRs and are a key tool in determining promotion viability. Ideally, an officer will display a progression "from left to right" in both promotion category and grade averages. If officers are frequently assigned to billets where they are ranked 1 of 1, it is extremely important for them to display an improving trend in trait averages. To be competitive, an officer should not display declining trends in trait grades or breakouts. If an officer displays a declining trend, which is not intended by his reporting senior, it should be explained in the fitrep narrative. 6. Goodbye kisses. A goodbye kiss refers to the fitrep an officer receives upon departure from his/her command. Although the detaching officer will almost always be 1 of 1, in the comment section of the fitrep, the reporting senior could (and should if he/she wants to help the officer) rank him/her against other command members in the narrative (i.e. 1 of 15 of all LTs assigned to this command). A goodbye kiss of less than an EP with at least maintenance of previous fitreps grades will likely be viewed in a negative light. 7. Last reporting period before the board. The latest fitrep before any board is generally the most important fitrep in an officer's record. The question repeatedly asked is "What has he/she done lately?" The latest fitrep answers not only that question but also describe an officer's performance at his/her most senior level and provides a last opportunity to display an improving trend. 8. Hard/overseas/remote tours. Where an officer has been stationed makes a difference to a board. While continuous presence in one location is not necessarily viewed negatively, (assuming the officer did a good job and demonstrated an improving trend) an officer's willingness to take hard, overseas, and remote assignments is considered a demonstration of dedication to the Navy and ability to operate in demanding, forward environments. Real-world and operational experience carries a lot of weight with any board and should be emphasized in the fitrep comments. 9. Length of reporting period. All fitreps are not equal. If a fitrep covered only a few months, it will not carry the weight of a fitrep, which covers a more extensive period. A newly reported officer may not break out of the pack and a new commanding officer may reset the

command fitrep standard. Selection boards recognize these factors when weighing the merits of such reports. Conversely, a newly reported officer who immediately broke out is viewed extremely positively (i.e. he's "hitting the deck running.") 10. Consistency between the narrative and ranking. Most boards spend a great deal of time trying to interpret a reporting senior's comments and desired intention for the promotion of the officer. Ambiguous or contradictory comments may result in an unintended promotion outcome. 11. Fiche 5 and other significant life events. An officer may recover from a serious problem (i.e., DUI, failed PRTs, terrible fitreps, etc.) if subsequent fitreps are extremely strong. Recovery from serious shortcomings is easier with the passage of time and is more excusable the more junior the officer.

LEADERSHIP 101
1. Leadership.
Junior officers should focus on learning and being the best possible specialist. They should earn the credentials and recognition, which document their proficiency. Senior LCDRs and CDRs should focus on "leadership." Leadership is not about how many collateral duties or the titles held. It's also not about having to abandon your specialty. Leadership is about demonstrating initiative, broader interests and increased responsibility while still maintaining specialty expertise. For example, an officer may have participated on a department, directorate, command, Navy, or DOD-wide initiative because of his/her specialty expertise, which solved a problem or developed and documented a process that gained wide support. If the officer did the work, it should be documented and its impact explained in the fitrep. The key is to recognize and report unique contributions. 2. Performance. Not everyone can be in the early promote (EP) category all the time. Similarly, there are some communities in which the majority of billets are in a 1 of 1 ranking category. If an EP breakout from peers cannot occur, progression to the right (i.e. getting higher scores) at least in trait average is important to show a selection board that the officer is progressing. If the reporting senior feels comfortable ranking his/her promotables (Ps) and must promotes (MPs), a selection board gains important information on the promotability of the officer. If an officer is repeatedly assigned to 1 of 1 billets, the

officer may want to ask the reporting senior for a bullet in his/her fitrep explaining how the officer would compete if in a summary group. 3. Diversity of Assignments. A wide diversity of assignments is important for an officers career progression. Taking different assignments to include MTF, operational, overseas or other unique assignments can achieve diversity. The needs of a specialty may dictate a specific follow-on assignment, as can the need for a specific utilization tour after duty under instruction (DUINS). 4. Education. In some communities, having an advanced degree/training is critical for all selection boards beyond the rank of LCDR. The Navy offers opportunities for every officer to get advanced education and training. The officers detailer and/or Specialty Leader can help strategize the timing for such training and its impact on promotion cycles.

WRITING BETTER BRAG SHEETS


Reporting seniors are charged with accurately documenting the performance of all members of their command. Reservists may encounter their reporting senior only once per month, sometimes less. To aid in the accurate recollection of a sailors contributions, all leaders (and sailors) should keep written, ongoing records of performance. These submissions are often referred to as brag sheets. Fitness reports (FITREPs) serve three functions: they document performance, provide feedback, and serve as basis for decisions by selection boards. Poor FITREP inputs are the inevitable result of last minute recollections of the years contributions written in haste. FITREPs and OSR/PSR breakouts are the single, most important element in promotion decisions made by boards. Your best influence over that process is quality input. Early implementation of our current FITREP format in 1995-1997 often resulted in reports that provided a laundry list of actions with no qualification of the impact. Trying to interpret these reports still frustrates boards today. Today, the standard is to write concise, meaningful FITREPs that document what the sailor did, quantifies it, and shows the impact of the accomplishment. Long-winded narratives are difficult to read during boards. The preferred format is a series of short, concise statements called bullets. A poor bullet might be, Served capably and superbly as AT coordinator, completing all assigned tasks on time. Remember the formula for bullets: it tells what the sailor did, quantifies it, and shows the impact. A better bullet might be, Coordinated 50 simultaneous AT periods, enabling supported command to deploy to Iraq. Write brag sheet inputs in this format. Condense final FITREP bullets down to their essence.

The first rule of a good brag sheet is that it starts the day after the last reporting period ends. take it a working document that evolves and grows from month-to month. Take five minutes at the end of the last drill to write down the months accomplishments before heading for the parking lot. Consider using the NAVFIT98 software itself; the limited comment space in block 41 will provide the discipline to avoid writing too much. If you run out of room, discard the least important bullet. That way, your input gets better over time. When writing FITREPs, or even brag sheets, write for the board. Document actions that demonstrate why this person should be selected for promotion, or serve in a command billet, or receive a pay billet. A good question to ask when writing a bullet is so what? Is there a meaningful answer to that question? If not, leave it out. For example, LCDR Bravo completed the PRT with a score of excellent (low). So what? Would that influence a board to promote Bravo to CDR? Probably not. Leave it out. Comments that help a board make promotion decisions are those that show demonstrated leadership and measurable results with a definite benefit especially contributions to ones supported command. Always put significant accomplishments from AT into a regular FITREP. Many boards dont look carefully at AT FITREPs; many commands no longer provide them. A concern many sailors face is that they have to dig pretty deep to fill in a list of accomplishments for the year. Sometimes, they pile it pretty deep, too. Fluff never promotes; nor do PRT results; nor 100 percent drill attendance; nor being in a church choir. If you havent done much so far this year, shame on you. Get busy, get to work, and start documenting. Reporting seniors should resist the urge to fill white space with drivel. Boards will see through it and will lose respect for the writer. Use midterm counseling to document accomplishments to date, and get the reporting senior to endorse them in writing. The final, signed FITREP becomes a matter of record, so ensure that you validate any claims. It is rumored that we could balance the federal budget every year with the aggregated cost savings claimed on FITREPs. Remember that brag sheets may route through several layers of unit management; allow sufficient time for Admin, XOs, and COs to prepare smooth FITREPs. Input submitted three months ahead of FITREP time nominally loses only six days of observation. If you anticipate additional significant accomplishments, leave space, and provide an update with the missing information. Entrepreneur Nido Qubein reminds us that garbage in, garbage out isnt exactly true. Rather, garbage in, garbage stays. Then it gets pregnant and gives birth to triplets. Anyone who has had a bad FITREP in his/her record knows this is true. The best way to avoid bad FITREPs is to deliver performance and to provide good, substantiated inputs in a timely fashion. Remember, your FITREP will influence your career long after your reporting senior has retired or forgotten about you. Make sure it is the very best possible.

WRITING YOUR FITNESS REPORT OR EVAL


1. Focus on primary duty and be outstanding. No amount of collateral duties can make up for mediocrity in an officers primary duty. However, collateral duties can help to round out an officers overall experience. 2. Emphasize the 4 Ps - Performance, Participation, Progression and Potential. It's all about performance; being the best at what an officers does; being involved at different levels; demonstrating increased capability and leadership skills; and showing that the officer has the ability to be a leader in Naval Medicine. Bullets for senior officers should show far-reaching impact and clearly demonstrate leadership qualities. 3. Bulletize your statements. Don't expect or rely on a board member to figure

out exactly what the officer did and why it is important. Tell them! When feasible, start each bullet with a hard-hitting action word, such as completed, initiated, co-authored, implemented, and developed. Bullets that start out "As Chair of the Committee for Protection of Human Subjects..." or "While serving as a Special Assistant to the Commanding Officer..." or "In her role as Department Head...." quickly lose their impact. 4. Write cause and effect bullets. Write what the officer did, what the positive outcome was, and clearly state what the benefit was to the command, specialty community and Corps, Naval Medicine or the Navy in general. Do not write a job description. A busy reporting senior will likely adopt well-written comments verbatim. 5. Avoid use of techno babble and scientific jargon. Selection boards consist of specialists from many fields and backgrounds. Therefore, the narrative should be written for someone with no background in the specialty. Few will care what the title of a scientific article is or what journal it was published in. It is the significance of the article and its impact on the Navy that counts. 6. Work on input year round. Officers should keep track of their accomplishments throughout the year, not wait until a few days before fitrep input is due. Officers should keep electronic and hard copy Brag Files and place potential items for fitness report input into these files throughout the year. Fitness report block numbers should break down input in order to make it easier for the reporting senior. 7. Pay attention to Block 40. Selection boards look at the recommendations for next assignment. Recommended milestones should be aligned with an officers current rank and experience. For example, a newly promoted LCDR should not be recommended for CO of an MTF, but rather for Department Head, staff, etc. 8. Break out and remove doubt. Fitness reports should paint a clear picture for board members. A diversity of contributions, along with demonstrated progression in job scope and responsibilities, will help an officers record break out from the pack. Each fitrep should build on the previous one, not just be more of the same. Do NOT repeat the same accomplishments, even major ones, over and over in successive fitreps in a single tour. Each fitrep should present new or additional material. Remember that the board reads all fitreps at the same time. 9. Be consistent in writing and ranking. Throughout the process of writing and ranking fitreps, there should be consistency between the narrative and the rank assigned to the officer. High marks and a vanilla narrative or a strong narrative with average marks may puzzle board members. 10. Quantify, quantify, quantify. Look for cost savings, cost avoidance, and other tangibles. Board members need metrics. Emphasize outcome as well as effort and try to put it into a context that explains its significance. For example: LCDR Smiths superior management skills and outstanding creativity directly contributed to the success of the Combined Federal Campaign, does not carry the impact of the same statement written with quantifiers, LCDR Smith organized, trained and supervised over 130 Combined Federal Campaign volunteers, who attained 100% command contact. Over $170,000 was pledged, which exceeded the commands goal by 7%. 11. White space in your narrative is not a bad thing. Board members read lots of fitness reports in a short period of time. The layout in Block 41 should be easy to read, pleasing to the eye, and should convey a clear message. Put the most important contributions at the beginning of the narrative where they will be sure to get attention.

COMMON MISTAKES SELECTION BOARDS SEE


Fitness report writing is an art and a science. Commanding Officers need to ensure they are fair and above reproach in the evaluation of their people. At the same time CO s need to mentor juniors on how to write a fitness report, the importance of performing meaningful work, and taking on the hard jobs. You, the individual, should be able to provide the skeleton on which to add the meat for your FITREP. Often it becomes

difficult to hang meat on a skeleton just coming to drill and being a good person does not help your superiors to write a meaningful fitness report. Remember it is your career and your record you need to work hard to make the most of it. There are dozens of anecdotal stories about how WE have inadvertently affected the careers of good officers through poor fitness report writing. These mistakes are often the mistakes of omission (Gee, I didnt know that!) or, more seriously, commanding officers trying to game the system or simply avoiding a tough decision. Writing fitness reports is one of the most important responsibilities of those in command. The Navy expects us to know the rules and to be uncompromising in doing the right thing. We all make mistakes. Regrettably, that is one of the best ways we learn. As our medical brethren would say----Scar tissue is the strongest tissue. Here is some scar tissue assembled by our Board of Directors: 1. Marking a superior performing officer who is junior lower than a weaker performing officer who is senior in order to help the senior officer get promoted. 2. Boilerplating. A CO who boilerplates 25% of the report for all personnel tells the selection board he/she doesn't know their personnel. 3. Lingering on personal or civilian-job related information. Block 41 gives you 18 lines to mention significant military accomplishments. When you waste space to discuss scouting, coaching, community service, the promotion at work, you neglect the military report of fitness which IS the meat of any fitness report. 4. Cheating. You cheat when you: a) Score your MP's higher than your EP's to show MP officers as higher than the reporting seniors average. b) Use block 41 comments to state what you didn't state in the ranking. Example: "this is my number one department head and the number one officer in my command"--but--you make this officer a Promotable. 5. Waiting until the last minute to write them. Plan three months in advance. Hold murder boards with your ACOS/ Department heads. When you hurry, you make mistakes. Your personnel are the losers. 6. Lack of bullets; a long wordy FITREP will not be as helpful, especially in front of a board. 7. Overly general content. Use specific numbers accomplished, e.g. man-hours provided in operational support for an exercise or something else notable are a must. Saying we received positive reviews from the gaining command is a loser. 8. FITREPs that are too short. We have seen FITREP inputs that were six lines. This may be OK for a four month, not quite NOB report, but if thats all you have for a year, especially as an O-4 or above, you need to revisit it. 9. Award recommendations that have not yet been presented or approved. NO, NOT, NEVER put them in a FITREP. 10. Empty statements; LT. Smith is a great officer, liked by all.

10 Deadly Sins

September is the month for ruining careers. E-7, E-8, O-4, and O-5 Reserve FITREPS are all due. However, new and experienced COs alike often sign FITREPs that can inadvertently damage careers. Therefore, let me share with you my prospective on fitness report preparation. Selection boards use FITREPS to decide on promotions and to select senior officers and COs for pay billets. Accordingly, write FITREPS for selection boards, and recognize that only the reviewing board member will actually read the comments. Aim for talking points that the briefer can use to sell your Sailor to other board members. Selection board members notice the following items when evaluating a record. Uncertainty rarely works in ones favor, and records with questionable FITREPS rarely get the benefit of doubt. To avoid inadvertently damaging your peoples careers (or to document performance that is not superlative), be aware of the following deadly sins: 1) Lack of continuity. Records should have day-to-day continuity. If not, it begs the question, what happened during this hole? As mentioned previously, uncertainty is bad. Ensure that the FROM date is one day after the last TO date, or help your sailor retrieve the missing dates with the previous reporting senior. 2) Non-descriptive block 29 abbreviation. The 14 characters in the block 29 duties box appear in the performance summary record (PSR) briefed at boards. List the most significant duty performed. Common abbreviations are best (e.g., CO, XO). If a person served only part-time in that job, still list it (and quantify months in block 29 text.) If youre especially clever, recognize that the PSR line breaks after seven characters two spaces between ADMIN and OFFICER enhance readability. 3) 2.0 (or 1.0) in any trait. Technically, only a 1.0 is adverse. In practice, a 2.0 will do the trick. Only use these grades to identify clearly substandard performance of a nature that warrants an entry in a Sailors permanent record. 4) 4.0 (or 3.0) in leadership. If you can have only one 5.0 trait, you want it to be leadership. An otherwise glowing FITREP without a top grade here may cause concern. Any other trait can be other than 5.0. Use this to flag Sailors who still need improvement in this area. 5) Missing or reversed billet assignment recommendations. The best first entry in block 40 is CO, CO, as Major Command for Officers, Command (Senior) Chief or Senior Enlisted Advisor for chiefs. Additionally, convention dictates reiterating these recommendations in block 41 comments. Officers not recommended for command, or receiving inverted recommendations (e.g., XO/CO) do not fare as well at apply and selection boards. Be honest, though, and only recommend for command those you consider ready for it. 6) Weak comments. Civic contributions, routine duties, and adjectives without supporting facts are fluff. Fluffy FITREPS imply a Sailor did not accomplish anything significant. Many reporting seniors resort to fluff when receiving weak or non-existent inputs. Consider the uses of FITREPS mentioned above. If a sentence will not make a difference, leave it out. If it means the FITREP is uncomfortably brief, so be it. Use initial and midterm counseling sessions to established meaningful goals to avoid end-of-year gaps. 7) Lack of strong opening and closing line. The first and last comment lines are FITREP sweet spots. This is where a record reviewer looks first. Use this prime advertising space to sell your Sailor. Ranked #1 of 48

Commanders of any designator is a silver bullet. CDR Smith has continued to perform his outstanding and demanding duties in a superlative manner is fluff. Same officer, vastly different perception. If possible, leave line 2 and 17 blank so first and last lines stand out even more. Close with future recommendation: select for command now, promote now, etc. These become your talking points for the board. 8) Accomplishments in AT FITREP only. AT FITREPS are highly overrated. Many board members barely glance at them while reading IDT FITREPS judiciously. If a Sailor makes significant achievements on AT, reflect that in the regular report as well. 9) EP left on the table. Any 1-of-1 FITREP that is not EP is damaging, regardless of the comments. There is no penalty to the grader for using the EP, thus boards consider a 1-of-1 MP to be a negative signal. A 1-of-1 P can be devastating. Use this only when telling a board that this individual is not up to par. 10) Failure to manage reporting senior average. FITREPS now require summary group average in block 45. However, Sailors (and COs) may not know the reporting seniors cumulative average at FITREP time. A 4.00 in a summary group averaging 3.70 is great, but if the cumulative average is 4.50, this is substandard. For new COs, remember that the first FITREP you write is your cumulative average; start low and work your way up so that you dont run out of maneuvering room later in your career. Boards also consider how many FITREPS reporting seniors have written. It wont matter if the first FITREP you sign is 3.5 or 5.0; the narrative will make or break your case. If you think you have been guilty of these sins, review BUPERSINST 1610.10 plus all NINE changes, take these lessons to heart, and go forth and sin no more.

FITREP and EVAL FAQ's

What causes a performance evaluation report to be rejected?

The Performance Evaluations Branch receives 500,000 to 600,000 reports annually and approximately 10% are rejected for fatal errors. Invalid reports are returned to Reporting Senior's for corrections via letter, message traffic or email. Reporting Seniors can verify the status of reports on BUPERS Online (BOL). They do not have to wait on official reject notification from PERS-311. If a review of the Reporting Senior's Submission report indicates a report has been rejected, contact PERS-311 for correction procedures. Listed below are the major reasons for rejected reports: - Forced Distribution Errors. Promotion recommendation quota exceeds maximum limit - Report with a trait grade of 1.0 with a promotion recommendation higher than Progressing. - Report with a trait grade of 2.0 with a promotion recommendation higher than Promotable. - Report with a trait grade of 2.0 or less in Command or Organizational Climate/Equal Opportunity with a promotion recommendation higher than Progressing. - Enlisted members cannot receive a promotion recommendation of Progressing when the members last promotion recommendation in the same pay grade was Promotable or higher. In this case, the member must receive a Significant Problems promotion recommendation. - Blank or invalid PRT entries for regular reports. Exempt is no longer an authorized entry for block 20. See OPNAVINST 1610.1G for details. - Incomplete summary lines: block 43 for FITREP and block 46 for EVAL must have an entry in each block, even if 0, i.e., 0/0/0/0/1. - Special report without justification for submission in the Comments on Performance block. Special reports for superior performance or recommendations are specifically prohibited for officers. - Unsigned copies, unsigned advance copies, and reports not signed by the reporting senior. - Missing report(s) from summary group will result in the rejection of the entire summary group. - Improper summary group, i.e., grouping FROCKED reports with REGULAR reports (block 8) or grouping APPROVED reports with NA or BASIC reports (block 21). - Reports that are not in compliance with the Officer and Enlisted Summary Group Tables in BUPERSINST 1610.10, annex A. - Unauthorized reporting seniors per BUPERSINST 1610.10, annex B. 2. What is a Letter-Supplement and who can submit it?

A Letter-Supplement can only correct entries in blocks 20 and 28-43 for FITREP and blocks 20 and 28-47 for EVAL. Only the original reporting senior who signed the report can submit supplemental material to a fitness report or enlisted evaluation. PERS-311 is not authorized to make changes or corrections to a report or summary group

via telephonic request. Do not submit a Letter-Supplement to correct a report that is in a REJECTED or UNPROCESSED status. Supplemental material should only be submitted to correct a report that has already been filed to the official permanent record. To determine the status of a report, log on to BOL, click the FitRep/Eval Reports icon. Both the Individual Continuity Report and the Reporting Senior's Submission Report will show the report status. Supplemental material can be submitted as a Letter-Supplement or as a Supplemental Report submitted under a cover letter. Supplemental material should be submitted within 2 years of the end date of the report. If over 2 years old, refer to BUPERSINST 1610.10, annex P, paragraph P-4c. Please Note: Changes made via supplemental material will not be reflected on a member's Performance Summary Record (PSR) per BUPERINST 1610.10, annex P, paragraph P-8b. 3. What is an Administrative Change?

An administrative change can only correct entries in blocks 1-19, 21-27 and block 44 for FITREP or block 48 for EVAL. PERS-311 is not authorized to make changes or corrections to a report or summary group via telephonic request. Do not submit an administrative change to correct a report that is in a REJECTED or UNPROCESSED status. Administrative changes should only be submitted to correct a report that has already been filed to the official permanent record. To determine the status of a report, log on to BOL, click the FitRep/Eval Reports icon. Both Individual Continuity Report and the Reporting Senior's Submission Report will show the report status. The original reporting senior, the member or the members present command can submit administrative changes. 4. What are some of the obvious administrative errors that PERS-311 will attempt to correct? Obvious administrative errors are errors that do not require returning the report to the Reporting Senior for correction. PERS-311 will attempt to correct a report if the following errors are discovered: NAME/SSN errors: If the member's name and SSN does not match the Naval Personnel System database, PERS-311 will automatically correct the report. Periodic reports submitted on non-Periodic dates: If PERS-311 can determine the occasion for the report, the report(s) will be corrected. AT/ADSW reports that are greater than 10 days but less than 90 days: PERS-311 will correct the report to NOB per NAVADMIN 049/97. ENS/LTJG reports (excluding LDOs): If the promotion recommendation is higher than Promotable, PERS-311 will correct the report to Promotable per NAVADMIN 276/98. Block 39 is blank for non-warfare qualified officers: PERS-311 will add NOB to block 39.

Where does a command mail performance evaluation reports?

Mail summary letter with report(s) to: COMMANDER NAVY PERSONNEL COMMAND PERS-311 5720 INTEGRITY DRIVE MILLINGTON TN 38055-3110 NAVFIT 98 will not print the information listed below. Ensure that the Summary Letter includes the following typed or handwritten entries: Reporting Senior's e-mail address Command telephone number Ensure your admin personnel make command file copies of reports prior to mailing them to PERS-311. PERS-311 is not authorized to mail or fax copies of reports back to the command. If the command fails to make required copies or the member misplaces their copy, a replacement report can be obtained per MILPERSMAN 1070150. 6. Who is authorized to be a Reporting Senior?

A commanding officer may submit properly authorized fitness and evaluation reports on any individual, regardless of rank, who has reported to that commanding officer for permanent, temporary, or additional duty under competent written orders. Officers in charge are reporting seniors in their own right only if in charge of commissioned units or established activities. For MCPOIC's, see BUPERSINST 1610.10, annex B, paragraph B-4. Delegated reporting seniors for officer reports must be in the grade of commander (O5) or GS-14, or equivalent. Reports on members in the grade of E-5 through E-9, including members frocked to E-5, may not be delegated below the grade of lieutenant commander (O4) or GS-12 or equivalent. Training commands and replacement training squadrons may delegate to the lieutenant (O3) level. Other exceptions require prior approval from CHNAVPERS (PERS311). Reports on members in the grade of E-4 and below may not be delegated below the grade of chief petty officer (E-7) or GS-11 or equivalent. Exceptions are not permitted. 7. How do I get a copy of my report?

Each member is responsible to ensure the continuity of his or her fitness or evaluation report record. Enlisted members should review their field service record and all members should review their OMPF and PSR to correct oversights. Once a performance evaluation report is debriefed, a copy should be given to the member at that time. Ensure administrative personnel make command file copies of reports prior to mailing them to PERS-311. PERS-311 is not authorized to mail or fax copies of reports back to the command or to an individual member. If the command fails to make required copies or the member misplaces their copy, a replacement report can be obtained per MILPERSMAN 1070150.

What is considered an adverse report?

While not an all-inclusive definition, NAVPERSCOM will consider a report adverse if it contains any of the followi- A trait grade of 1.0 - A promotion recommendation mark of "Significant Problems" - Command or Organizational Climate/Equal Opportunity trait graded below 3.0 - More than two traits graded as 2.0 - Shows a strong decline in performance within the same pay grade under the same reporting senior - Contains comments indicating serious weakness, incapacity, or lack of qualifications for promotion or assignment A report will not be considered adverse solely because it may make the member less competitive than another for promotion or assignment. 9. When is it appropriate to submit an Extension Letter and who can submit it?

An extension letter may be submitted on a Periodic, Detachment of Individual, Detachment of Reporting Senior or a Frocking report. It may also be submitted on a Special report if the report was not submitted due to a reduction in rate. The extension letter can be submitted by the original reporting senior or by direction. An extension letter may not change or add to the pay grade, trait grades, comments or promotion recommendation on the original report, but may add to the duties performed and the qualifications attained. An extension letter cannot exceed 3 months in duration and cannot extend the reporting period beyond 15 months. An extension letter is not authorized for the following report types and occasions: An extension letter is not authorized if the report being extended is in a different pay grade. Either submit a NOB report or a graded report as per reporting senior direction. An extension letter is not authorized to extend a previous Detachment of Individual report. To correct an error to block 15 (report ending date), submit an administrative change per BUPERSINST 1610.10, annex P, paragraph P-3. 10. How do you correct a rejected report?

The original Reporting Senior may choose to correct a report in one of the following ways: 1. The original reporting senior may correct the rejected report(s) by retyping the report(s) in question and forward to PERS-311; or 2. The report may be corrected by pen/ink changes on a copy of the report, then initialed by the original Reporting Senior and forwarded to PERS-311; or 3. The report may also be corrected by whiting out or taping over the error, then initialed by the original Reporting Senior and forwarded to PERS-311. If the correction changes the competitive grouping, corrections must be made to all reports in the summary group.

Ensure a copy of the corrected report(s) is provided to the member or forwarded to their new command. If the report is rejected due to missing a members signature, the report is not adverse, and the report ends on or after 11 August 1998, the reporting senior can write, certified copy provided in the members signature block.
