As per Government Decision No 84/2003 concerning foundation of the National
Company of Motorways and National Roads, with all subsequent changes, and the Order
of the Ministry of Transport, Constructions and Tourism No 703/10.27.2003, eng Mihail
Basulescu- General CNADNR Manager, issues the following,
DECISION
Art.1, The paper “GENERAL COMMON SPECIFICATIONS FOR ARTWORKS”,
indicative AND 590-2002, is hereby approved.
Art, 2, DRDP 1-7 and CESTRIN will fulfil provisions of the Decision hereunder.

ARTWORKS. GENERAL TECHNICAL SPECIFICATIONS
‘The current specifications have a general character and comprise all the specific chapters
for artworks: bridges, overpasses, viaducts and tunnels.
‘The designer of the artwork shall select from the chapters of the specifications hereunder
only those referring specifically to the type of artworks the respective specifications book
was developed for.
‘The designer can also make additions to standard and normative provisions, bringing new
specifications apart from the already adopted ones, concerning quality of materials and
allowed tolerances during execution.
1.1. THE MAIN FEATURES OF THE WORK
This sub-chapter will include the main features describing the work- length, number of,
spans, construction components for infrastructures and superstructures, as well general
data referring to the execution technology.
1,2, GENERAL DESIGN PROVISIONS
Bridges, overpasses, viaducts, tunnels and support walls are resistance structures
considered ‘artworks’. Bridges, overpasses and viaducts are constructions supporting
communication ways while crossing over obstacles, leaving a space in order to ensure
continuity of the crossed obstacle,
Any resistance structure and therefore artworks must observe a series of general
principles, resulted from experience, as follows:
- functionality
~ resistance capacity
- economical effectivencss
- aesthetics
According to these principles, the bridge (overpass, viaduct) must correspond to/ comply
with its designed purpose- that is, to ensure undisturbed traffic for the vehicles while
crossing the obstacle. This implies that free pass space must be ensures on and below the
bridges, ensuring that structure rigidity complies with admissible deformation values and
guarantee optimal exploitation and maintenance conditions.
Depending on location conditions (length and height of obstacle, geotechnical foundation
conditions etc.), economic effectiveness of the work is achieved through correct length
and by adopting cost-effective bridge spans.
All above-mentioned principles shall be simultaneously observed during bridge design;
adoption of a certain bridge solution (overpass, viaduct) must only result from a technical
documentation, which shall comparatively analyse several possibilities.
