The YIS is counted from the date of an officers trained appointment to the Education Service.

The computation of the Years In Service (YIS) for the higher quantum of LDS will commence from the time the officer attains trained status. The Years in Service (YIS) is counted as at 31 Dec of the preceding year to ascertain who will qualify for the higher quantum. Hence, officers with 15 or more YIS as at 31 Dec 2006 will be eligible to claim up to $700 for the year 2007. | Top |

Who is Eligible for LDS?


All Education Officers (both trained and untrained) will be eligible for this scheme, with the exception of flexi-adjunct, relief teachers and the officers listed under the Exception column in the table below who will not be eligible for the LDS. Table 2 below provides details on who is eligible for LDS. Table 2: Exception

Seconded officers who did not opt for MOE service benefits will not be eligible for LDS.

If the trainee teacher is not receiving monthly salary from MOE, he will not be eligible for the MOE service benefits and hence he will not be eligible for LDS. Officers on no-pay leave for the whole year will not be eligible for LDS.

Untrained EOs teaching in schools Trained EOs in schools (including contract adjunct teachers and EOs on Part Time Teaching Scheme)

This quantum will be given to all eligible Education Officers on an annual basis, and will not be pro-rated according to the period worked in the year. Newly appointed officers and EOs on Part Time Teaching Scheme will also get to enjoy the full LDS quantum for the calendar year.

As the intent of LDS is to defray the costs incurred by Education Officers in their professional learning and development activities, items which are claimed under LDS should be items or activities that would benefit the officers professionally. Personal expenses are therefore not claimable under LDS.

Claim Procedures
LDS should be consumed by end of the calendar year as there will be no bringing forward of unconsumed balance. Hence, any unconsumed balance by end of the year will be forfeited. However, for expenses incurred in December of the year, officers have up to 1 month to make the claims, i.e. till 31 January of the following year to submit the claims. Officers are also not allowed to submit LDS claims with receipts bearing an external partys name.

Other Points to Note


Purchases and claims under LDS are not allowed during officers who are on No-Pay Leave, including No-Pay School Holidays. Officers who have just returned from their secondment in external organisations would have to make their LDS claims manually.
