II. Organizational Context UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing womens rights at the centre of all its efforts, UN Women (UNW) will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States priorities and efforts, building effective partnerships with civil society and other relevant actors. The UN Women South Asia Sub-regional Office (SA SRO) works for countries including India, Nepal, Pakistan, Afghanistan, Sri-Lanka, Bangladesh, Maldives and Bhutan. SASRO will strengthen partnerships with international organizations, government agencies, research organizations and civil society organizations in order to strengthen womens rights to land, property and inheritance, and empower women migrant workers as well as home-based workers for the advancement of womens economic security and rights. Under the Womens Economic Empowerment programme, the UN Women South Asia Subregional Office will continue support to national initiatives to include gender perspectives in formulation and implementation of national policies. In addition UN Women will scale up efforts to develop knowledge on excluded women (e.g., adivasi/indigenous women/informal workers) and their communities and supports development of practical skills needed for securing sustainable livelihoods. To support increased economic opportunity for women, the programme has focused on an assessment of economic policies from a gender perspective and mainstreaming gender into strategic economic policies that support womens ownership and control right to economic assets. The programme recognizes the need to collect sex disaggregated data in the economic sector to be used in evidenced based advocacy campaigns to mainstream gender into economic policies. The formation and operationlization of UN Women provides the opportunity to scale up SASROs work on Economic Security and Rights and make the crucial linkages between EE and other key areas of SASROs work on VAW, GRB and WPS. The Programme Advisor for the Economic Empowerment will develop a strategy that takes into

account womens limited rights to economic resources, gendered distribution of productive assets and emerging realities of the financial crisis, and deeper levels of poverty in rural areas and marginalization of women. The Programme Advisor for the Economic Empowerment Programme will work under the direct supervision of the Regional Programme Director (RPD) and in close consultation with the other SA SRO Heads of Units to ensure synergies between other programmes that include Promoting Womens Leadership in Local Governance and Eliminating Violence against Women.

III. Functions / Key Results Expected

1. Ensures the strategic direction of UN Women programme focusing on achievement of the following results: Provide strategic leadership that will enable the Regional and Country Offices to provide support to the national governments in their development processes. Provide guidance and leadership to country offices in developing programmes that address issues of womens economic rights and security. Provide guidance in the formulation of advocacy strategies and messages and their links to national priorities, that can be used by UN Women in international fora and with governments. Provide technical expertise to SA SRO in areas of gender and economic security and rights.. Constantly update UN Women SA SRO on emerging issues and new thinking in the work towards the development of gender sensitive indicators in the area of womens economic empowerment. Overall effective management of the program to ensure that progress is made in achieving

its goals and objectives in line with project document and UN Women values and mission and through strategic and substantive leadership for program implementation. Monitor the development of, and provide substantive guidance and technical inputs, to ensure the quality of products and capacity development tools commissioned under the program, with emphasis on ensuring evidence-based approaches (e.g. training materials, training workshops, tools, knowledge-sharing publications and outreach materials developed). Develop, finalize and implement annual work plans and budget forecasts to ensure timely and effective implementation within the given timeframe. Manage and oversee overall program budget, in close collaboration with administrative and financial staff. Develop and drive donor outreach and fundraising plans to mobilize additional resources for the program. Ensure high-quality, results-oriented reporting on the programme, for internal and external audiences (e.g. UN, donors).

2. Ensures effective management of the programme and supervision of the Programme team focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results: Effective application of RBM tools and monitoring achievement of results. Design and formulation of programme within the area of responsibility, translating UN Women priorities into local interventions. Coordination of programme implementation with the executing agencies. Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UN Women rules and regulations. Effective monitoring, measuring the impact of the programme and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme. Follow up on audit recommendations. All exceptions are timely reported. Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.

3. Evaluation and Learning: Ensure oversight and overall coordination related to the programme monitoring and

evaluation, including facilitating coordination among evaluation experts, UN Women SASRO, and the UN Women HQ Evaluation Unit. Ensure timely and quality delivery of baseline, monitoring and evaluation plans. Develop and oversee wide strategic distribution of the programme findings and knowledge management and knowledge products, inclusive of select case studies, good practices and lessons learned; and document, and analyze lessons learned that might be useful for UNI Women , in particular for global institutional learning.

4. Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results: Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals. Coordination of development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners. Establishment of advocacy networks at national level and linked to international networks. Relevant, high-impact advocacy campaigns are implemented with key partners. Sound contributions to knowledge networks and communities of practice. 5. Establishes and maintains strategic partnerships and supports the resource mobilization focusing on achievement of the following results: Implementation of the Regional partnerships and resources mobilization strategies to achieve programme outcomes. Strengthen and enhance partnership and cooperation with national and local state actors, national and international civil society, especially women's organizations, bilaterals, the UN, donors, academia, the private sector. Determination of programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors priorities. Utilize effectively ongoing coordination mechanisms to ensure coherence of the programme with other processes in the country including national development policy-making, and UN programming and coordination processes (the UNDAF). Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.

The key results have an impact on the success of regional programmes. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

VI. Recruitment Qualifications

Education:

Masters degree in international development, public administration, business administration, public policy or other relevant social sciences.

Experience:

10 years of relevant experience for programming geared to support women's economic empowerment and rights. A proven track record in managing and monitoring results-based and rights-based national programming is required. Experience writing project documents, fundraising proposals and project reports. Fundraising experience highly desirable. International development experience and knowledge of the South Asia region desirable.

Language Requirements:

Strong written and spoken skill of the UN working language of the duty station. A second UN language desirable.
