Remuneration package starts at Rs.707,595 per year (taxable) and follows a progressive scale depending on the candidates relevant experience as specified in UNDPs service contract guidelines. Background The Energy and Environment Unit (EEU) supports the Government of India in meeting their commitments under the Country Programme Action Plan (CPAP). The programmes in the Unit are organized around the thematic areas of Climate Change, Biodiversity Conservation, Land Degradation, Ozone Depleting Substances and Persistent Organic Pollutants. Projects in the respective thematic areas are implemented through UNDPs core funds, bilateral and Government co financing and financing from Trust Funds like the Global Environment Facility (GEF) and Montreal Protocol. Bureau of Energy Efficiency is implementing a project titled Energy Efficiency Improvements in Commercial Buildings supported by GEF-UNDP-Bureau of Energy Efficiency (Ministry of Power, Government of India). Brief description of the project: The Bureau of Energy Efficiency (BEE) is the statutory body to facilitate and coordinate energy efficiency initiatives at the central level. To promote energy efficiency technologies and measures in new buildings under the Energy Conservation Act (EC ACT) 2001, the Bureau of Energy Efficiency (BEE) has developed the Energy Conservation Building Code (ECBC). The ECBC is currently voluntary and India is still in the early stages of implementing the new building energy code. In practice, few (public and commercial) buildings in India currently meet the code and none of the states have adopted it yet. The expected addition of commercial building floor area in India is growing at about 8% per year and hence achieving energy efficiency in this sector is important. The project aims to address the barriers identified informational, capacity, institutional and financial that will help bring ECBC under mandatory regime. GEF-UNDPs intervention aims to address the above barriers and assist the Government to implement and operationalize the ECBC, through a comprehensive and integrated approach that will focus on (a) Strengthening of institutional capacities at various levels to implement ECBC and other energy efficiency programs for commercial buildings, (b) Developing technical expertise and awareness raising of key partners; (c) Compliance with ECBC demonstrated in 8 model buildings (with a total floor area of 1.47 million m2) in five climatic zones, (d) Formulating fiscal and regulatory incentives for investors and (e) Monitoring, evaluation; knowledge sharing and learning. Eight pilot commercial buildings planned are in the cities (in 5 different climatic zones) namely; Hyderabad, Jaipur - Hot & Dry, Kolkata, Mumbai - Hot Humid, Bengaluru - Moderate, Shimla - Cold and Ludhiana, New Delhi Composite climate. Estimated annual direct carbon dioxide emission reduction resulting from these investments is 90.7 ktCO2 per year or 181.4 ktCO2 during the project duration assuming the buildings are operational for two years and 2.27 million tonne CO 2 cumulatively over 25 years of their lifetime. Indirect emission reduction as a result of the project capacity and institutional strengthening activities is estimated on a conservative basis as per Manual for Calculating GHG Benefits of GEF Projects (a) bottom up approach results in 2,720,682 tCO2 and (b) top-down approach results in 48,969,467 tCO2. A Assistant Project Manager (APM) is required to lead the PMC-Com bldg. in coordinating and conducting following functions/responsibilities. Functions, Expected outputs Scope of work/ Key Results Expected Functions APM is expected to carry out functions as outlined below. APM is responsible for the activities listed in Project Components 2 namely Technical Capacity Development resulting in the outcome enhancement of technical capacity and expertise of local building practitioners and service providers. Expected outputs, Scope of work and Key Results expected includes the following; Expected outputs Capacity development of Property Managers, Developers, Owners who are aware of and interested in EE in buildings Facilitate specific training programmes for key stakeholders and certified practitioners Facilitate development of training curricula and modules incorporate at training institutes Facilitate development of tools for energy efficient building design guidelines, handbooks,

software Facilitate establishment of technically capable and equipped building materials testing laboratories

Scope of work Provide technical inputs for market assessment of energy efficient material and establishing of testing labs. Provide technical inputs for pilot ECBC projects in five climatic zones. Develop framework for sharing information and knowledge on products and best practices to promote energy efficient building technologies. Impact analysis on account of effective implementation of ECBC in pilot projects. Formulating implementing rules and regulations for ECBC. Prepare handbook and guidelines on energy efficient building design and technologies for dissemination of information. Development of specifications and test procedures for material and laboratories Key Results expected Responsible to implement the component/outcome/outputs of project as outlined above and as per the Annual Work Plan (timelines as agreed in AWP) Responsible to provide inputs to the website, updation of information periodically as decided by the PMC. (At least quarterly updation) Provide inputs on relevant components to prepare Quarterly Progress Reports in the formats and timely submission internally and to UNDP (Quarterly) Responsible to prepare Project Information Report (PIR)/ Annual Progress Review (APR) in the GEF format and timely submission to UNDP (yearly) Supervision and Collaboration S/he will work under the supervision of National Project Manager, Energy Efficiency Improvements in commercial buildings and Head/Programme Analyst, Energy and Environment Unit, UNDP. S/he will work in collaboration with colleagues in Bureau of Energy Efficiency and EEU, UNDP The person will collaborate closely and support the agencies as outlined in Project Document of the Energy Efficiency Improvements in Commercial Buildings across the country. Recruitment Qualifications Education: Essential: Bachelors degree in Engineering / Architecture from a recognized University or Institute. Desirable: A Masters degree in Engineering / Architecture / Building Science / Physics/ Chemistry/ from a recognized University or Institute or equivalent. Minimum experience of at least 5 years which should include project related experience of at least 3 years commensurate with the job profile & roles and responsibilities expected to be handled by the candidate specifically in the areas of Building Energy Efficiency Policies & Programmes / Commissioning / Performance Contracting. Candidates having GRIHA Evaluator / LEED AP / IGBC AP / CMVP professional certification are desirable. Building strategic partnerships: Maintaining and utilizing a broad network of contacts.
