The labor force is civilian men & women, 16 and over, working/ seeking work. 4. Unemployment is civilian men & women, 16 and over, actively seeking work. 5. Four types of unemployment are: a. Frictional b. Structural c. Seasonal d. Cyclical 6. Frictional unemployment is unemployment that occurs when people take time to find a job. 7. Seasonal unemployment is unemployment that occurs as a result of harvest schedules or vacations, or when industries slow or shut down for a season. 8. Structural unemployment is unemployment that occurs when workers skills do not match the jobs that are available. 9. Cyclical unemployment is unemployment that rises during economic downturns and falls when the economy improves. 10. The unemployment rate is the percentage of the nations labor force that is unemployed. 11. Full employment means there is no cyclical unemployment. 12. Underemployment is a situation in which a person is overqualified for the job he or she has.
