West Block No. 7, R.K. Puram Sector -I, New Delhi 110 066 Subject: Request for proposal for fresh projects to be implemented under Baba Saheb Ambedkar Hastshilp Vikas Yojana (AHVY) for 2012-2013. Office of the Development Commissioner (Handicrafts) has been implementing a cluster Development Scheme for sustainable development of cluster of handicrafts artisans through different implementing partners. The scheme is implemented in a projectised and need based mode for a period of 5 years with the aim to empower the artisans. Under this scheme the artisans are given financial assistance for a package of Social, Technological, Marketing and Financial interventions depending on the need.

Reputed NGOs, Cooperatives, Apex cooperative societies, Trusts, COHANDS, EPCH/, CEPC, MHSC, IICT, NCDPD, NIFT, NID, University Deptt. DRDA, NISSIET, EDIs, Central/ State Handloom and Handicrafts Development Corporations and other related Govt. Corporations/ Agencies, Federation of NGOs/ SHGs, Associations of entrepreneurs/ designers/exporters, etc. registered under proper statute, for sustainable development of identified craft clusters. The proposal in prescribed proforma along with self grading can be submitted to the concerned Regional Offices as detailed below or at the concerned Handicrafts Marketing and Service Extension Centres/Carpet Weaving Training Service Centre/ Field Administrative Cell. Proposal for artisanal category of General, SC and ST shall be submitted seperately

Subject: Expression of interest is invited for setting up of E-Kiosks in 40 locations from eligible organization under Baba Saheb Ambedkar Hastshilp Vikas Yojana (AHVY) for 2012-2013. Objective: The purpose of the E-Kiosks to create on enabling environment for rural communities by facilitating access to information and essential services, providing opportunities through capacity building and training tools using ICT as outreach platform and attempt at reducing frictional losses and enhancing existing livelihoods for under-served communities. The E-Kiosks programme would provide a Physical space that provides public access to information and Communication Technologies for social and economic development. Proposals are invited for setting up of Facility Centres on Public Private Partnership (PPP) mode by eligible exporters and entrepreneurs under Baba Saheb Ambedkar Hastshilp Vikas Yojana (AHVY) for the year 2012-13. The financial parameter would be based on 30:70 sharing between the Government of India through the Office of DC (H) and the Exporters/ Entrepreneurs respectively. The total financial ceiling for a project for setting up a new Facility Centre for benefitting artisans and giving marketing support will be Rs. 60.00 lakh and the extent of Government of India share is maximum of 18,00,000/- or 30% of the project cost whichever is less. The Government of India Own the right of ownership of assets to the extent of assets created with the assistance of the Govt. of India. Release of funds will be of 100% reimbursable on completion and commissioning of the Facility Centre in all respect and on submission of audited Statement of expenditure inspection report along with all relevant documents.
