Machineryincludedinparagraph(a)ofthis sectionwhileithasbeenconvertedor adaptedforanonhoisting/liftinguse.Such conversions/adaptationsinclude,butarenot limitedto,powershovels,excavatorsand concretepumps. Powershovels,excavators,wheelloaders, backhoes,loaderbackhoes,trackloaders. Thismachineryisalsoexcludedwhenused withchains,slingsorotherriggingtolift suspendedloads. Automotivewreckersandtowtruckswhen usedtoclearwrecksandhaulvehicles. Diggerderrickswhenusedforaugeringholes forpolescarryingelectricand telecommunicationlines,placingand removingthepoles,andforhandling associatedmaterialstobeinstalledonor removedfromthepoles.Diggerderricksused inworksubjectto29CFRpart1926,subpart V,mustcomplywith29CFR1910.269.Digger derricksusedinconstructionworkfor telecommunicationservice(asdefinedat29 CFR1910.268(s)(40))mustcomplywith29 CFR1910.268. MaterialHandlers
(MaterialDelivery)
Articulating/knuckleboomtruckcranesthat delivermaterialtoaconstructionsitewhen usedtotransfermaterialsfromthetruck cranetotheground,withoutarrangingthe materialsinaparticularsequencefor hoisting. Articulating/knuckleboomtruckcranesthat delivermaterialtoaconstructionsitewhen thecraneisusedtotransferbuildingsupply sheetgoodsorbuildingsupplypackaged materialsfromthetruckcraneontoa structure,usingafork/cradleattheendof theboom,butonlywhenthetruckcraneis equippedwithaproperlyfunctioning automaticoverloadpreventiondevice.Such sheetgoodsorpackagedmaterialsinclude, butarenotlimitedto:sheetsofsheetrock, sheetsofplywood,bagsofcement,sheetsor packagesofroofingshingles,androllsof roofingfelt. Thisexclusiondoesnotapplywhen:
Thearticulating/knuckleboomcraneisusedto hold,supportorstabilizethematerialto facilitateaconstructionactivity,suchasholding materialinplacewhileitisattachedtothe structure;

Thematerialbeinghandledbythe articulating/knuckleboomcraneisa prefabricatedcomponent.Suchprefabricated componentsinclude,butarenotlimitedto: precastconcretemembersorpanels,roof trusses(wooden,coldformedmetal,steel,or othermaterial),prefabricatedbuilding sectionssuchas,butnotlimitedto:floor panels,wallpanels,roofpanels,roof structures,orsimilaritems; Thematerialbeinghandledbythecraneisa structuralsteelmember(forexample,steel joists,beams,columns,steeldecking (bundledorunbundled)oracomponentofa systemsengineeredmetalbuilding(as definedin29CFR1926subpartR). Theactivityisnotspecificallyexcludedunder 1400(c)(17)(i)and(ii).

Theriggingworkisdonebya qualifiedrigger. Syntheticslingsareprotected from:Abrasive,sharporacute edges,andconfigurationsthat couldcauseareductionofthe slingsratedcapacity,suchas distortionorlocalized compression. Wireropeslingsmustbeused followingthemanufacturers inspectionsandprotectionmustbe usedwhereapplicable. Whensyntheticslingsareused,the syntheticslingmanufacturers instructions,limitations, specificationsand recommendationsmustbe followed.

Themonthlyinspectionis normallydonebythe operator.OSHArequiresthe personthatdoesthis inspectiontobeconsidereda competentperson. Thisinspectionneedstobe documented(recordedin writing). Thelastthreemonthly inspectionsmustberetained. Theseinspectionreportsmust bemadeavailabletoall peoplethatareorwillbe inspectingthecrane. Anydeficiencyfoundduring theannualinspectionthatwas recordedasneeding monitoredonamonthlybasis mustbeinspectedduringthe monthlyinspectionand recordedspecificallyonthe monthlyinspectionreport.

AnnualInspection
Theannualinspectionisnormally notdonebytheoperator.OSHA requiresthepersonthatdoesthis inspectiontobeconsidereda qualifiedperson. Qualifiedpersonmeansaperson who,bypossessionofa recognizeddegree,certificate,or professionalstanding,orwhoby extensiveknowledge,training andexperience,successfully demonstratedtheabilityto solve/resolveproblemsrelating tothesubjectmatter,thework, ortheproject. Thisinspectionneedstobe documented(recordedin writing). Thelastannualinspectionmust beretained.Thisinspection reportmustbemadeavailableto allpeoplethatareorwillbe inspectingthecrane.
