How it workS
Air from the existing trailer air supply is routed to a control box, then into each axle. Acting as a conduit, the axles carry air through a rotary union assembly at the spindle end, which then distributes the air to each tyre as needed. The rotary union is the only moving part in the entire system, making it virtually maintenance-free.

NTC: Next chapter of transport reform more complex and difficult

nnovation and transformative change will be required to tackle the transport and infrastructure challenges of the future, NTC Chief Officer Strategy, Paul Sullivan told the audience at the National Transport Regulations Reform Conference in Canberra in June. Sullivans presentation reflected on the achievements of the NTC, governments and its stakeholders in national transport reform and outlined the key challenges for government in undertaking the next wave of reform. National reform has evolved from technical harmonisation, to better regulation with growing CoAG involvement over the last 20 years. Internationally, Australia is recognised as a reform leader, including regulations based on sleep science to manage fatigue risks, targeting off-road causes of unsafe driver

behaviour and performance-based regulations to allow vehicle design flexibility. This work provided the foundation for national heavy vehicle and rail safety laws. NTC will continue to put its shoulder to the wheel; working with governments and industry to see the regulator reforms implemented and delivering outcomes, he said. NTC is also working hard to fully implement the recommendations of the Review of NTC 2009, which included establishing NTC as the place to go for advice (centre-ofexcellence) in national reform; and performance reporting of national reform outcomes. Mr Sullivan said initiatives to develop NTC as a centre of excellence were well underway, including an ongoing information exchange program on leading practice with the USA, and outcomes-based program design

and performance reporting. Its the delivery of practical outcomes that provides value to the community and business and that means developing policy with people, not for people. Were also looking at whether implemented reform such as higher mass limits is achieving its intended results on the ground and, if not, sharing learning to modify our actions. Future reform directions for Ministers including a 21st Century model for planning, funding and using transport infrastructure were also canvassed. The next chapter of transport and infrastructure reform will be more complex and difficult unless were innovative. Building collaborative networks and partnerships to leverage expertise and engaging citizens to achieve buy-in and trust will be essential to deliver effective national reform.

he Alice Springs Road Transport Historical Society will join the celebrations for TruckWeek 2012 with their annual Truckies Reunion, to be held at the National Road Transport Hall of Fame from 23 to 26 August. This year, the Truckies Reunion will celebrate both TruckWeek and the 17th anniversary of the Hall of Fame. The four-day event will include Cummins Truckies race day, a Cameleers night and the annual induction ceremony for the Shell Rimula Wall of Fame. As a special addition for TruckWeek 2012, the Reunion will hold a

lunchtime BBQ on Sunday 26 August, featuring unusual outback dishes such as camel curry. A TruckWeek awards ceremony will also recognise local operators who provide exceptional service in their community. Chief Executive of the Hall of Fame, Liz Martin OAM, said both TruckWeek and the Truckies Reunion provided excellent opportunities to recognise the importance of the trucking industry to outback Australia. I think that people need to understand that trucking, particularly in the outback, is our lifeblood literally everything we

Origin takes the lead to keep Queensland roads safe
rigin Energy Australia is the first company to be licensed under a new Cold Seam Gas (CSG) Logistics Safety Code of Practice, launched this month in readiness for the expected increase in heavy vehicle traffic in Queensland. The CSG Code of Practice standardises the detection, remediation and reporting of gas emissions from CSG facilities such as the Australian Pacific Line Project, Gladstone Liquefied Natural Gas Project (GLNG), Gladstone LNG Project and the Queensland Curtis LNG and places particular emphasis on community safety. The Australian Logistics Council issued a license to Origin under the new code, and Managing Director Michael Kilgariff congratulated

Origin for taking a proactive approach to handling safety on the states roads. CSG will account for a large proportion of the forecast increase in heavy vehicle usage in Queensland, he said. In becoming the first signatory to the CSG Code, Origin is ensuring that all company employees operating heavy vehicles, contractors and subcontractors will comply with the 45 legal elements laid out in the Code. According to Origin Upstream CEO, Paul Zealand, whose company took the lead in formulating the industry code, Origin is committed to ensuring that every heavy vehicle movement was a safe one. During the next four years, the number of heavy vehicle movements from our project alone is expected to increase significantly,

he said. The CSG Code was developed in line with the National Logistics Safety Code. Among the areas covered are fatigue management, including driver health and fitness for duty, scheduling and transit times; safe loading practices including mass, dimension and load restraint; speed management; vehicle compliance and safety; and contractor safety including subcontractor management. The CSG Code comes into effect ahead of the introduction of the National Heavy Vehicle Law on January 1, 2013. It will standardise heavy-vehicle legislation across Australia, and will be enforced by a national regulator.

First BharatBenz truck rolls off the assembly line

erman Daimler AG has set a further milestone in its efforts to open up the Indian truck market. As planned, the Groups subsidiary Daimler India Commercial Vehicles (DICV) now commenced series production of BharatBenz trucks. Between now and 2014, the brand that was specifically created for the Indian market will launch a total of 17 models, covering the entire weight segment from six to 49 tonnes GVW. DICVs product range will meet the rising demand for durable and reliable trucks and prepare the subsidiary for the strong growth expected in the modern domestic segment. The brands first product is a heavy-duty truck with 25 tons GVW and an output of 230 hp. The start of production is the latest in a series of measures that DICV is

implementing as it prepares to deal with the increasing demand for stateof-the-art trucks in Indias volume segment. The Chennai manufacturing plant was inaugurated in April after a record construction time of only 24 months. Since early May, BharatBenz trucks have been taking part in a more than 8,000-kilometer-long Power Yatra trip through all of India. During the tour, they will stop in 22 major cities to promote peoples interest in the new brand. The BharatBenz trucks will be launched on the market in September 2012, when the first vehicles will be handed over to customers through a nationwide network of approximately 70 dealerships. On the occasion of the start of production, Marc Llistosella, CEO and

Soilworx adds two new Isuzu FVZ 1400 to fleet

elbourne garden specialists, Soilworx, have recently expanded their fleet with the addition of two new Isuzu FVZ 1400s fitted with specially made tipper bodies. The new trucks join the companys 25 strong fleet of various truck and trailer combinations and are replacements for smaller Japanese truck models. Chris Ristovski, Soilworx Managing Director, said the new Isuzus have complimented the fleet very well since their purchase. Equipped with 221kW/981Nm engines, the trucks

are utilised in both on and off-road deliveries. The tipper bodies have been custom-designed to hold different types of quarry materials in one load, allowing Soilworx to make their popular 3-for-1 deliveries throughout Victoria. Since the introduction of the specially made tippers to the fleet, Chris said that Soilworx likes what Isuzu has to offer. The ability to extend the trucks warranty to five instead of three years has provided additional peace of mind, he said. We have enjoyed our experience

Volvo presents I-See autopilot

he truck industry is searching high and low for solutions that cut fuel consumption. One method is to use the vehicles kinetic energy to propel the truck. Now Volvo Trucks has developed I-See, which operates like an autopilot and takes over gearchanging and utilises gradients to save fuel. Kinetic energy is the mechanical work needed to reduce an objects speed to zero. When an object in motion is slowed down, its kinetic energy has to be transformed into some other form of energy. When a vehicle brakes, its kinetic energy is converted into heat. Many manufacturers in the automotive world are now examining solutions for harnessing kinetic energy instead of releasing it as surplus heat. If kinetic energy can be exploited to a greater extent, it may help cut fuel consumption. This will benefit both the environment and the industrys economy, something that is very important today as fuel costs are becoming an increasingly heavy burden on many haulage firms, relates Anders Eriksson, product developer at Volvo Trucks. And it is precisely this that Volvo Trucks has succeeded in developing with its new I-See solution. The system harnesses the trucks own kinetic energy to push the vehicle up hills. On downhill gradients the same energy is used for acceleration. I-See is linked to the transmissions tilt sensor and obtains information about the topography digitally. The fact that the system is not dependent on maps makes it more dependable since it always obtains the very latest information. I-See can recall about

4000 gradients, corresponding to a distance of 5000 kilometres. I-See is an autopilot linked to the trucks cruise control, taking over and handling gear changes, throttle and brakes on gradients, ensuring they all operate in the most fuel-efficient way possible. I-See freewheels as much as possible - so on certain stretches of road no fuel is used at all, explains Hayder Wokil, product manager at Volvo Trucks. In this way fuel consumption can be cut by up to five per cent. This figure is based on the results of simulations and tests on public roads. I-See requires use of the cruise control, and we know that on average drivers use cruise control about half the time. For a truck in normal operation, covering 140,000km a year, the saving will be about 1000 litres of fuel annually. This makes a big difference to the haulage firms profitability, says Wokil. I-See carries out six different operations to utilise the kinetic energy to the very maximum. For instance, I-See accelerates up hills, remains in a high gear for as long as possible and freewheels on descents to exploit the trucks weight as a propulsion motor. I-See works best in undulating terrain. With moderately long and steep slopes, I-See ensures that you can freewheel for long distances without using the engine, explains Anders Eriksson, who was responsible for the development of I-See. It is this freewheeling capability that makes the system special, he adds. When the truck rolls freely, virtually no fuel is used. But in order to freewheel, a whole lot of data is

required. It imposes high demands on precision. For instance, you have to know whether your speed will drop or increase over the next stretch of road. A gradient of just a few per cent can be the decisive factor, reveals Anders Eriksson. Other factors that make a difference are air resistance and the trucks weight. All told the system has to keep track of and process a lot of information. Many truck drivers who test I-See will recognise the driving style it adopts. I-See imitates the driving style of good drivers. They utilise the vehicles kinetic energy, accelerate in time and avoid unnecessary gearchanging, says Hayder Wokil, and continues: But unlike a driver, I-See never gets tired - its like an autopilot. This allows the driver to focus more on the surrounding traffic and other aspects of the journey. What is more, progress on the road is more relaxed. And an alert driver is a better driver. Thats something we know for sure, says Hayder Wokil. Anders Eriksson also points out that it is not only fuel that is saved. I-See reduces brake and tyre wear, for instance. And that naturally benefits the environment, he says. I-See will become available on the market in Europe in 2013. Gary Bone, Vice President of Australia Sales, says he expects to offer I-See in the Australian and New Zealand markets late in 2013. VTA senior management transition
ictorian Transport Association (VTA) president Paul Freestone has announced that the VTA Executive Council has endorsed the succession plan for the VTA that has seen long standing Chief Executive Officer, Philip Lovel AM, handing over the reins to current Deputy CEO Neil Chambers in July. On 30 June this year, I have completed 26 years service at the VTA, said Mr Lovel. This is a long time to hold such a position. Now is the time to stand aside to allow a new enthusiastic person to lead the VTA into the next phase of its long existence. Neil has worked with me since 2003 as Industry Services Director and Deputy CEO. I am, along with the Board, very pleased to hand over to such a knowledgeable and professional person. Mr Lovel will maintain a part-time role as Executive Director of the Association over the next few years. I will be handing over corporate knowledge and assisting the new management team to ensure that the VTA continues its reputation as the leading employer/ prime contractor organisation representing the transport and logistics industry. I will remain as a Director of the TWU Superannuation Fund, having been an

employer representative on this highly successful Industry Fund since 1986. In addition, I am committed to being Secretary/Treasurer of the Australian Road Transport Industrial Organisation (ARTIO) for the next few years. The industrial relations scene is changing in our industry, with additional regulation such as the Road Safety Remuneration legislation, the ever evolving application of the Fair Work Act, the modernisation of the Award structure, and the prevalence of individual enterprise agreements. ARTIO has a central role in representing employers to Fair Work Australia, and to the new Road Safety Remuneration Tribunal. Mr Lovel is also keen to continue to chair the Victorian Transport Industry Safety Group (TISG), and to be involved in VTA-led industry enforcement authority safety liaison forums until the new management structure of the association has been finalised. Mr Lovel will also assist in delivering key industry events in 2012 and 2013, including the Australian Freight Industry Awards (AFIAs) on 1 September at Crown Palladium, and various events leading up to Freight Week 2013 in September next year. This is a very seamless hand over, full of goodwill and support, he added.

The VTA is changing everyday, along with our industry and customer base. The succession plan allows the VTA as an organisation to change and grow as well. Paul Freestone acknowledged the fantastic effort Mr Lovel has put in over difficult times that have included recessions, union industrial campaigns, new Governments and a changing membership base. I am amazed at what the VTA has achieved under Phils period of service. There are many industry changes that have been addressed or initiated by the VTA Board, Committees and Groups, led by Phil and by Neil also. Thankfully, Phil has agreed to stay around to assist in the change over, said Mr Freestone. Neil Chambers said he is looking forward to the challenges in assuming the role of CEO, and guiding the Associations services and initiatives into the future. We have recently renewed the Strategic Plan for the Association, Mr Chambers said. Our future lies in providing knowledge, delivering services and leading initiatives to assist our members to be as profitable, safe, sustainable and as productive as they can be.

TMC 2012 details venue change

he Technical and Maintenance Conference (TMC) 2012 will now be held at the Automotive Centre for Excellence, Docklands, Melbourne from October 15-17, instead of its initial venue in Sydney. The three-day program will include a combination of maintenance training workshops and technical forums for

participants to choose from and will also receive mentoring from industry workshop leaders. TMC 2012 aims to attract a diverse range of fleet operators, mechanics and maintenance staff as well as suppliers. The certificate courses will be aimed at fleet operators, mechanics and maintenance staff who have a hands-

on role in maintaining equipment. According to TMC officials, TMC 2012 may include up to 12 three hour sessions available for companies to run technical or maintenance related sessions on their products and give visitors a chance to get up to date with the latest transport technology.

Results of first NSW speed camera review released

he first annual NSW speed camera review, which looked at all mobile, fixed, red light and point-to-point speed cameras, has found that the cameras are effective in saving lives and reducing crashes and injuries. According to NSW Roads Minister Duncan Gay, five of the 97 fixed speed cameras will be the subject of a comprehensive field review by the Centre for Road Safety to determine if they are delivering the expected safety benefits at the location. Those five are Northern Distributor, Corrimal; Pacific Highway, Hungry Head; New England Highway, Kootingal; New England Highway, Lochinvar and New South Head Road, Edgecliff.

Were determined to ensure speed cameras are only in locations where they have a proven road safety benefit, and that they are not simply there as revenue raisers, Gay said. The review found that at the fixed camera locations fatalities dropped by 87 per cent, crashes dropped by 38 per cent and injuries were reduced by 37 per cent. Crashes at intersections enforced by red light speed cameras have dropped by 21 per cent, while casualties have fallen by 26 per cent, he added. Gay also said that while it was too early to fully evaluate point-to-point speed cameras, preliminary indications suggest that there is a high level of

compliance. Only 15 of the 24 proposed sections of road have so far been installed. The point-to-point section on the Great Western Highway between Meadow Flat and Raglan is the only location that was enforced for an entire 12 month period. In 2011 there was only one injury related to a heavy vehicle crash on this section compared with eight injuries and one fatality in the five years 2005 to 2009. Overall there has been a high level of compliance with speed limits on the point-to point sections, with low numbers of heavy vehicles detected speeding by the equipment.

ALC welcomes freight backbone in Infrastructure Australia Report

nfrastructure Australias Progress and Action report to the Council of Australian Governments (COAG) goes some way to reversing the long standing trend where freight has been the poor relation of long-term planning, according to the Australian Logistics Council (ALC). The report highlights three key national issues for freight addressing road governance issues; ensuring freight is an integral part of long term planning and land use; and securing a commitment to reform, says Michael Kilgariff, ALC Managing Director. These issues have all been highlighted by ALC as priority areas governments and industry must embrace if Australia is to meet its

future freight challenges. The ALC has backed B-triples being given access to the Hume between New South Wales and Victoria and for governments to increase mass limits on access roads to the Chullora rail terminal. Kilgariff says governments need to extend the use of B-doubles and B-triples to meet a growing freight task. As Infrastructure Australias report correctly points out, B-triples represent a large upwards stepchange in road freight productivity given their load carrying capacity, not to mention their fuel efficiency (per tonne) when compared to standard B-doubles, Kilgariff says. In this regard, ALC welcomes Infrastructure

Australias recommendation for a pilot land freight reform project on the Hume Highway in New South Wales and Victoria to enable high productivity vehicles to use this corridor. Kilgariff says the proposal to increase mass limits on access roads to the Chullora terminal is a positive step the ALC hopes will lead to improved access to a larger number of key production facilities. The report also cites the establishment of national regulators for the road, rail and maritime sectors as historically significant and capable of delivering billions of dollars in savings.

True to its word
having to use diesel particulate filters (DPF). the authorities did not like that, they wanted to push diesel particulate filters on all diesel vehicles. So they added in the particulate number count. So the industry was forced to add particulate filters. DPFs add maintenance costs, exhaust back pressures and a further loss in fuel efficiency. the new european legislation also specified a new World harmonised test cycle to be used when assessing trucks for the new regulations. the new test includes much more simulated city driving, and tests both cold and warm engines. this increases the level of difficulty for the truck manufacturers as DPFs have to work even harder in stop start operation. the new test cycle is the toughest of its kind in the world, surpassing the strict Japanese testing procedures. in the past higher particulate matter levels were allowed in transient cycles with lower levels specified when the vehicle was stationary. the cleanliness of the new exhaust gas particulate filters can be demonstrated by the fact the paper filters are completely clean after 30 minutes operation when compared with the same filter from a euro 5 engine. Further proof of the much improved particulate matter output in the euro 6 engines is in the fact the new exhaust pipes are completely clean inside and over time will become rusty rather than dirty. Politicians are not supposed to push technology but they have clearly done that in this case, says Bjorn. We now have to deal with a regulation which limits us to 800 billion particles per kilowatt hour. this is hard to count, and measurement technology has been tough to develop to meet this new part of the rules. however, we do believe that euro 6 is the last major step in the reduction of particulates in exhaust gases. We think the next step in exhaust emission regulation will concentrate on carbon dioxide. even without euro 6 we have seen a huge drop in the level of nitrogen oxides and particulate matter emitted by truck engines out on the roads. So far, Scania has released two engines from its range as euro 6, the 440 and 480 hp 13 litre. the company says its new engines will achieve the same fuel economy possible with its euro 5 product. this has been achieved by changing the eGR settings in a way that increases nitrogen oxide emissions but also increases fuel economy, running more efficiently. the increased nitrogen oxides are cleaned up by primemovermag.com.au 51.

he series of exhaust emission regulation changes of the past 20 years have come thick and fast. the latest emission reduction to affect europe will be introduced in 2013. euro 6 sees a reduction in nitrogen oxides allowed and a sizeable tightening on the amount of particulate matter in exhaust gases. Scanias development team in Sodertalje, just outside Stockholm in Sweden, explained to Prime Mover what has had to be done to the engine systems over the line to meet the latest regulations. euro 6 comes into effect as of 1 January 2013 for new models and extends to all truck models in europe on 1 January 2014. Scania has already released some of the new models onto the european truck market in anticipation of some october 2011

governments offering incentives to trucking operators who moved to the cleaner trucks earlier than they are mandated. Low emission incentives were effective in bringing forward the adoption of euro 5 technology in many countries in europe. however, no major european country has yet announced any measure, either reduced road tax or reduced road tolls. the european Union only recently finalised the euro 6 emission level figures first suggested in July 2009, giving truck manufacturers a tight deadline. Apart from the usual limits of allowable pollutants in exhaust gases, a new kind of limit was introduced. this restricts the number of individual particles permitted to be emitted. nitrogen oxides are reduced by 80% when compared to euro 5 levels, down to 0.4g per kilowatt hour. Particulate matter is halved to 0.01g per kilowatt

hour with carbon monoxide unchanged at 1.5 and hydrocarbons reduced by 75% to 0.13. euro 6 has been, and is, a challenge to us, says Bjorn Westman, Scanias engineering Director, head of engine Development. in practice, the mass limit for particulates has made the amount of particulate matter the engines can emit much smaller than the regulators imagined, i think. When we started looking at euro 6, particulate counting was not on the table. Different scenarios with nitrogen oxide levels and particulate matter mass were discussed along with their effects on fuel economy. the politicians set the limits knowing it would drive a 2% fuel economy penalty when compared to continuing with euro 5. it was clear to us it would be possible to achieve half the particular mass emissions without

As the son of highly regarded horse trainer John Hawkes of Hawkes Racing, Wayne Hawkes was surrounded by trucks from quite a young age and is now a well-known horse trainer himself. Since I was about 10 years of age, I travelled around the country with Goldners Horse Transport from Adelaide and thats how the trucks started for me, says Wayne. I always said I was going to own the biggest and best float company around but that went by the wayside and I became a horse trainer instead, before establishing Tailored Freight, so it all just marries together really well. The opportunity to start Tailored Freight arose when Waynes long time friend, Todd Moraitis, was working for his uncle Nick at the Melbourne fruit market. At the time Todd knew everything there is to know about fruit and vegetables so thats basically how it started, says Wayne, who began Tailored Freight with Todd in mid 2006. The business almost started overnight. Tailored Freight began with four employees and now employs 11. Based near the Argosy both of which still have their place in the fleet today. Before long, the demand placed on the two vehicles had increased and there was a need to implement a third vehicle within the first six months of the companys operations. This year another two vehicles were added to the a new supermarket depot was being built on the Albury and Wodonga border and Todds uncle needed to have some freight transported. Footscray market in Melbourne, Tailored Freight began its life with two B-doubles, towed by a second hand 2005 Mack Vision prime mover and a brand new Freightliner

fleet, bringing the total number of prime movers to five and the total number of trailers up to 11. Tailored Freight now operates nine insulated tautliners and two refrigerated pantech trailers which all operate as B-doubles, servicing the Melbourne, Wodonga and Shepparton districts as well as all the distribution centres in between. Fruit and vegetable cartage accounts for approximately 90 per cent of operations, while general cartage takes up the remaining 10 per cent. And while there has been several opportunities for the company to travel interstate, Wayne says that the companys fleet is geared to service the needs of Victoria. We dont want to be the biggest but we are trying to be the best, he says. It is easy to get too big and lose sight of the big picture. We are quite happy to stay around this sort of number of trucks. Every trailer in the fleet has been manufactured by Freighter, with all but one trailer purchased brand new. The most recent trailer purchased is a second hand Freighter trailer that has been completely refurbished. All vehicles in the fleet operate seven days a week and the business is open every day of the year except for Christmas Day and Good Friday. Horse training is no different to the fruit and vegetable market, it also runs seven days a week so the two work hand in hand, Wayne says.
