PROCESS FOR ELECTION OF JAMAICAN DIASPORA-CANADA FOUNDATION FUTURE LEADERS EXECUTIVE MISSION and MANDATE To cause Jamaicans living

in Canada to come together for the purpose of enhancing Jamaica in the areas of national security, business, education and social development; and through continuing liaison and collaboration with the Jamaican Diaspora in other nations, to impact positively the interests of Jamaica and Jamaicans everywhere. OBJECTIVES and PURPOSES To receive and maintain a fund and to apply all or part of the principal and income there from, from time to time, to charitable organizations that are also registered charities under the Income Tax Act (Canada); To unleash the full potential, intellect and financial ability of Jamaican nationals, especially those living in Canada, and channel them toward large scale, life-quality improvement projects, primarily aimed at Jamaica; To protect the interests of Jamaican nationals overseas; To encourage the participation of Jamaican nationals overseas in the ongoing process of national development, and encourage their individual development as well; To engage in such other activities as will promote the purposes of the JD-CF. Jamaican Diaspora-Canada Foundation JD-CF) is the parent organization of the JD-CF Future Leaders and functions under the rules, by-laws and constitution of the Jamaican Diaspora-Canada Foundation(JD-CF).

PROCESS and PROCEDURES


This is the process by which the election of the JD-CF Future Leaders Executive will be conducted. Voting is to be done by Future Leaders who hold membership in the Jamaican Diaspora-Canada Foundation (JD-CF )and in good standing . Persons who wish to nominate persons, seek office on the Future Leaders Executive and/or vote at the Future Leaders AGM (August 9, 2012) must meet the following criteria: Be of Future Leaders age, 16-30 years Be a Jamaican (birth, hold citizenship) or of Jamaican Heritage (i.e. Parents, Grandparents) Be a member of the JD-CF (See instructions) (paid up for 2012) Reside in Canada, as a Permanent Resident or as Canadian Citizen To be a paid member of the JD-CF Future Leaders (Please see instructions below)

To become a paid member of the Jamaican Diaspora-Canada Foundation Future Leaders (JD-CF) simply complete a (JD-CF) membership application and submit a fee of $20.00 to accompany your application form. A completed membership form and fee can be sent electronically (to be expedited) or dropped off at the Jamaican Consulate, 303 Eglinton Ave. East, Toronto, ON. (C/O Jamaican Diaspora Canada Foundation Future Leaders). **Important - If you have dropped of your completed form and membership fee please send an e-mail alert to jdcffl@live.com. The process of election, any paid up member of the JD-CF Future Leaders is eligible to nominate a Future Leader (s) to stand for office who meets the criteria listed above . You may broadcast the call for nominees to regions, members, and Jamaican organizations in effort to give everyone an opportunity to submit names and the completed profiles of members from the region to serve on the Future Leaders Executive Committee. Once the deadline to receive nominations has passed, the Future Leaders Elections Steering Committee will circulate to the Future Leaders holding membership the entire list of Candidates nominated and eligible to run in the election. Each region is also responsible for recruiting and assembling members from there region to vote for their choice of Regional Coordinators onto the Executive Committee: Methodology for Election All Future Leaders holding membership in the JD-CF will be eligible to one (1) vote for the candidate of their choice per position as presented on the list of nominees. Additionally, eligible voters are only able to vote for the Regional Coordinator candidate from the region they reside. This will be achieved, as much as possible, by inviting nominations for the various posts of Director, Deputy Directors, Secretary, Treasurer and Regional Coordinator. Voting Outside the Greater Toronto Area (GTA) To ensure participation of Regions, voting will take place on August 9, 2012. JD-CF Future Leaders who reside outside of the GTA, who are unable to attend the meeting will be given an opportunity to vote on the day of the Election by selecting the candidate(s) of their choice by filling a electronic ballot and submitting in confidence to the JDCF Future Leaders Steering Committee on the day of the Election. Secretary - Directors Membership Relations Director Outreach & Communications Director Fundraising & Special Events Director Policy Director - 24 Regional Coordinators Alberta - 2 British Columbia 2 Manitoba 2 Nova Scotia, Prince Edward Island, New Brunswick 2 Northwest Territories, Nunavut and Yukon 1 Ontario - 9 (1 from Ottawa, 1 from Southern Ontario, 1 from Northern Ontario, and 6 from the GTA) Quebec - 2 Newfoundland and Labrador 2 Saskatchewan 2 EXECUTIVE COMMITTEE RESPONSIBILITIES The Executive Committee of the Jamaican Diaspora Canada Foundation Future Leaders shall be responsible for the following: (a) Giving direction to the Director of the Jamaican Diaspora-Canada Foundation Future Leaders (JD-CF FL), or to any other member of the Executive Committee; (b) Enact policies, regulations, and procedures to support the mandate of the Jamaican Diaspora Canada Foundation (JD-CF) (c) The approval of the JD-CF FL Budget; (d) The filling of vacancies within the JD-CF Future Leaders Executive; (f) The setting of the time and place of the JD-CF FL Annual General Meeting; (g) Executive Committee members shall submit an individual monthly report on their respective portfolios to include progress on their goal setting for the year; (h) Executive Committee members shall serve a 2 year term.

- Management Board President of JD-CF Future Leaders The President of the Future Leaders also holding the title of Director of the Future Leaders on the JDCF Executive Board shall be responsible for:

(a) Coordinating the general administration of the JD-CF Future Leaders; (b) Presiding over all JD-CF Future Leaders Executive Committee meetings, and shall delegate responsibilities dealing with the general administration of the JD-CF Future Leaders when necessary; (c) Ensuring that the members of the Executive Committee properly carry out their duties; (d) Liaising with Future Leader Executives from the other Diaspora groups; (e) The federal and international organization of the JD-CF Future Leaders and outlining the priorities and direction that the JD-CF Future Leaders should take federally and internationally; (e) Representing the JD-CF Future Leaders at all activities of the JD-CF, and the Jamaican Diaspora Advisory Board; (f) Jointly approving with the Treasurer any expenditure under $500; (g) Jointly approving with the other members of the Management Board, the Director, Deputy Director, and Secretary, any expenditure $501 and over; (h) Developing programs and activities targeted to Jamaican youth; (i) Establishing programs that preserve the Jamaican culture including but not limited to the promotion of the arts; (j) Helping the Director of Membership to maintain database of youth members; (k) Creating linkages between Canadian youth of Jamaican origin and/or descent and youth in Jamaica; Vice-President of Future Leaders Vice-President of the Future Leaders shall be responsible for: (a) Assisting the Director with coordinating the general administration of the JD-CF Future Leaders; (b) The national and provincial organization of the JD-CF Future Leaders and outlining the priorities and direction that the JD-CF FL should take nationally and provincially; (c) Assisting the Director to develop programs and activities targeted to Jamaican youth; (d) Assisting the Director to establish programs that preserve the Jamaican culture including but not limited to the promotion of the arts; (e) Creating linkages between Canadian youth of Jamaican origin and/or descent and youth in Jamaica; (f) Working closely with regional coordinators to coordinate engagement and activities on the provincial and national level; (g) Assuming the office of the JD-CF FL Director until the next Annual General Meeting if the position is declared vacant, in which case the office of the Deputy Director shall be declared vacant. Treasurer The Treasurer shall be responsible for:

(a) Maintaining the financial records of the JD-CF Future Leaders as the custodian of the funds and of any and all securities which are the property of the Society and keep an accurate record of each. (b) Presenting a financial report at all Executive Committee meetings and the Annual General Meeting of the JD-CF Future Leaders; (c) Acting as the Chief Financial Officer of the JD-CF Future Leaders, and maintaining the bank account; (d) Preparing a budget for approval by the Executive Committee following the Annual General Meeting in consultation with the Management Committee; (e) Working closely with the Fundraising Director with fundraising efforts; (f) Jointly approving with the Director of the JD-CF Future Leaders any expenditure $500 and under; (g) Jointly approving with the other members of the Management Board, the Director, Deputy Director, and Secretary, any expenditure $501 and over; (h) Responding in a timely manner to the general membership and executive committee on all matters or queries pertaining to the financial status of the JDCF Future Leaders; (i) Submitting quarterly financial statements at general meetings; presents monthly and other financial statements at executive meetings; (j) Liaising with the banks and other financial institutions with respect to the keeping of financial records and submits same to the Secretary; (k) Keeping a list of all members recording their payment of dues and submit the list to the Director, Membership Relations. Secretary The Secretary also referred to as Secretary, JD-CF Future Leaders shall be responsible for: (a) The taking of minutes during all meetings of the Executive Board; (b) Presenting the minutes from the previous Executive Board meeting for approval at each Executive Board meeting; (c) Making available the approved minutes of any Executive Board meeting to any member of the JD-CF Future Leaders upon request within one (1) week; (d) The proper safe-keeping of all correspondence including but not limited to the official minutes of all meetings; (e) Regular recording of the proceedings meetings including but not limited to Executive Committee, general membership meetings, committee meetings and biennial conference as well as official meetings of regional directorships; (f) Keeping an accurate list of members and their records as submitted by the Director of Membership; (g) Notifying officers and members of their election or appointment to the board; (h) Keeping proper calendar of meetings and activities of the JD-CF FL; (i) Managing the editing process regarding publications / promotional material of the JD-CF FL (j) Performing the duties of liaison between the media and the Executive Committee;

(k) Acting as one of the spokespersons on behalf of the JD-CF FL, when so appointed by the President of the Future Leaders. (l) Holding responsibility in particular for duties specific to organizing the general membership and annual general meetings.

- Directors Membership Relations Director The Membership Relations Director shall be responsible for: (a) The recruitment strategies for increasing the membership of the JD-CF Future Leaders; (b) Developing and maintaining a database of all members of the JD-CF Future Leaders; (c) Ensuring that pertinent material such as contact lists and other items that the Management Committee deems necessary is prepared and up kept; (d) Posting as much recruitment information as possible on the JD-CF Future Leaders website, social media accounts, and mailing list; (e) Sharing recruitment information through the databases used by the JD-CF FL and the JD-CF FLs stakeholders and partners (f) Tracking membership donations and membership dues received; (g) Providing membership forms (online and hardcopy) and receiving completed membership forms which shall be submitted to the Secretary; (h) Keeping an accurate list of members and their records as submitted by the Director of Membership. Outreach & Communication Director The Outreach & Communication Director shall be responsible for: (a) Overseeing the media strategy of the JD-CF Future Leaders; (b) Posting notices of JD-CF Future Leaders events and meetings, as information is available; (c) Ensuring that all mailing lists are kept current and up-to-date; (d) Ensuring that all JD-CF Future Leaders members receive any and all official communication on behalf of the JD-CF FL; (e) Overseeing regular website updates, and ensuring that the website of the JD-CF Future Leaders and their social media accounts is as current and up-todate as possible; (f) Working closely with the sub-committee to further the goals of the JD-CF Future Leaders; (g) Working closely with the Director, Deputy Director, Regional Directors, and Fundraising and Special Events Director to implement or amend Outreach and

Communication strategy, as previously approved by the JD-CF Future Leaders Executive. Fundraising & Special Events Director The Fundraising & Special Events Director Shall be responsible for: (a) Working closely with the sub-committee to further the goals of the JD-CF Future Leaders; (b) Working closely with the Treasurer and Director, Deputy Director, and Director of Outreach and Communication on fundraising projects, activities and/or to present funding proposals previously approved by the JD-CF Future Leaders Executive; (c) Building and maintaining profitable, long-term fundraising relationships with current donors and potential donors; (d) Searching and researching potential donors and foundations to identify and evaluate potential funding sources. (e) Generating new ideas and business opportunities to increase fundraising and fund development to meet and exceed revenue goals; (f) Establishing an ongoing fundraising program to support the work of the JDCF Future Leaders; (g) Developing an annual fundraising plan and budget; (h) Developing revenue and expense reports for all fundraiser events after the event is completed; (i) Taking the full responsibility to lead in initiating, planning, and implementing all necessary activities, in a timely manner, to ensure that program goals and objectives are accomplished. (j) Preparing grants/ project proposals and progress reports as required; (k) Make initial contacts, and follow-through of securing available funding along with the coordination of all optional funding opportunities. Policy Director The Policy Director shall be responsible for: (a) The development and determination of JD-CF Future Leaders policy; (b) Lobbying to have JD-CF Future Leaders policy adopted by the Government of Jamaica, the Government of Canada, and the various Provincial and Territorial Governments within Canada; (c) Examining all possible lobbying methods to promote JD-CF Future Leaders policy; (d) Organizing opportunities for JD-CF Future Leaders to engage in discussions and policy development, example Policy Conferences, and Summits; (e) Working with the Regional Directors and Area Coordinators in organizing opportunities for membership engagement around policy development;

(f) Ensuring that the policies of the JD-CF Future Leaders are to be proposed are properly submitted; (g) Lobbying, advocating and liaising with government representatives to ensure that the mandate of the JD-CF Future Leaders is maintained and represented.

- Regional Coordinators Regional Coordinators Regional Coordinators shall be responsible for: (a) Representing their region to the Executive Committee, and representing the Executive Committee to their region; (b) Working towards the goal of ensuring that each major city in their region has an active JD-CF Future Leaders organisation; (c) Acting as area presidents and head the respective committees that govern operations and activities in said region. (d) Working closely with the Director, Deputy Director, Policy Director, and Secretary. (e) Selecting Area Coordinators that meet the approval of the Executive Committee to assist them in the mobilising and outreach in their region; (d) Assisting the Policy Director and Area Coordinators in organizing opportunities for membership engagement around policy development; (e) Holding any responsibilities assigned to them by the Management Board or Executive Committee.
