ACCREDITATION AND CERTIFICATION PROGRAMS

DRIVING IMPROVEMENT IN SAFETY AND ENVIRONMENTAL PERFORMANCE IN DEEPWATER OPERATIONS


To support its mission, the COS has developed a program that includes the certification of an Operators safety and environmental management system (SEMS) through third party audits. To provide confidence in the third party auditing process, the program includes accreditation of organizations (Audit Service Providers) providing certification services. The accredited third party auditing process provides members with a higher level of confidence on managing risk and identifying specific opportunities for improving safety performance. It also provides the opportunity for regulators to accept the audits as an effective means of complying with regulations and improving industry performance.

Meet the specific COS experience, knowledge and skills requirements for SEMS auditors Successfully complete auditor training that meets the COS requirements prescribed in COS-2-04 Experience auditing and working in the oil and gas industry, preferably offshore Must work for a COS accredited Audit Service Provider

Implementation of a management system that meets the requirements of ISO 17021 the international standard for bodies performing third party certification and auditing activities Proven experience auditing and certifying safety and environmental management systems Access to competent safety and environmental systems auditors that meet the specific COS requirements for offshore SEMS auditors as prescribed in COS-2-03 COS accreditation, which includes successful completion of COS office and site witness audits

COS SEMS TOOLKIT


The Code of Federal Register 30 CFR Part 250 Oil and Gas and Sulphur Operations in the Outer Continental ShelfSafety and Environmental Management Systems Final Rule (SEMS) required each operator (a lessee, the owner or holder of operating rights, or the designated operator)1 on the Outer Continental Shelf of the US to develop and implement a SEMS plan by 15 November 2011. While SEMS clearly states that operators will be held accountable for complying with this new regulation, it is understood that operators cannot do this alone. Contractors, defined in SEMS as anyone performing work for the lessee,2 must also be aware of the regulation and be prepared to support operators in their efforts. The tools listed represent the collective work of professionals from more than 50 companies from various sectors of the oil and gas industry. Beginning in February 2011, with precedent setting cooperation and collaboration, these companies came together to review the SEMS rule and identify where operators/ contractors/facility owners may need to take specific actions and/or supply documents or records in support of an operators SEMS plan.

However, these requirements do not apply to contractors providing domestic services to the lessee or other contractors. Domestic services include janitorial work, food and beverage service, laundry service, housekeeping, and similar activities.
