1. Construct one 8 ft x 20 ft Living Connex. The contractor shall construct and install one 8 ft x 20 ft (2.5m x 6.1m) Living Connex as sown in the attached drawings and described in the Statement of Work (SOW).

1.1. Structure: The interior connex walls, floor and ceiling will be framed using nominal 2 in x 4 in lumber (5.1 cm x 10.2 cm lumber). The walls, ceiling and floor will be insulated using no less than 75 mm (3 in) of R-11 fiberglass insulation. Seal all penetrations with expanding foam insulation. The interior walls and ceiling covering will be plywood surfaced with waterproof fiberglass sheets. The fiberglass sheets will be laminated with waterproof glue to the surface of the plywood. Acceptable equal alternates will be considered with approval of the Contracting Officer or his/her representative. The floor will be plywood with a waterproof laminate covering. Attach the laminate covering with waterproof glue to the surface of the plywood. All work shall be executed per the design drawings and the Task Force Phoenix Standard Specifications PART 6: Lumber. 1.2. Steel Doors: As per plan one single 91.4 cm X 203.2 cm (36 in X 80 in) steel door with a window in the upper half of the door shall be installed, centered on the ends of the building. See attached drawing for guidance in the placement. The doors shall be provided with three sets of heavy-duty hinges, metal door handles, locking mechanism, an automatic door closure device, weather-stripping and threshold. Door hinges shall be a minimum of 11.4 cm (4.5 in). Metal door handles and lock shall be provided on interior and exterior of the door. Doors shall be installed per the design drawings and the Task Force Phoenix Standard Specifications PART 8: Doors and Windows. 1.3. Concrete Slab: The Contractor shall provide and install a concrete slab measuring 3.05 m (10 feet) wide by 6.7 m (22 feet) long for each containerized unit to be installed. The slab shall be level, and will be constructed to achieve a uniform thickness not less than 15 cm (6 in). The slab will be reinforced using welded wire mesh (WWM) resting 7.6cm (3 in) above the thermal moisture barrier. The contractor will wait a minimum 7 days (168 hours) after concrete placement before the Living Connex is installed. The concrete will be mixed and placed in accordance with the Task Force Phoenix Standard Specifications PART 3: Concrete and PART 7: Thermal Moisture Barrier. 1.4. Stairs: The Contractor will construct wooden stairs that lead up to the entrance of the Connex. The stairs will be fabricated and installed per the Task Force Phoenix Standard Specifications PART 6: Lumber. 1.5. Structural Material Specifications: 1.5.1. Nominal 2in x 4in lumber (5 cm x 10.2 cm lumber) 1.5.2. Plywood (1.3 cm) thick

1.6. Electrical: All electrical work will be installed per the Task Force Phoenix Standard Specifications PART 11: Electric. 1.6.1. The contractor shall install a 3 phase main electrical panel and will have a main breaker rated at 100 Amps. The panel will have 8 branch circuits. Refer to the design drawings for breaker sizes. 1.6.2. The contractor shall install 8 duplex type receptacles. Two-20 Amp circuits will be installed for the outlets; one every four outlets. 1.6.3. The Contractor shall install two-2 tube fluorescent light fixtures. There will be one circuit for the lights. See drawing for more details. There will be a switch located at the door. 1.6.4. The Contractor will install electrical requirements for 1 HVAC unit. See drawing for location. 1.6.5. The Contractor will install one 220 volt smoke detector on the ceiling. The smoke detector will be hardwired to the main breaker and use batteries for back-up power. 1.7. HVAC: Install one (1) HVAC system per the Task Force Phoenix Standard Specifications PART 10: Mechanical. 1.7.1. The contractor shall install one (1) 2-Ton (24,000 BTU/hour) combination Heat Pump and Air Conditioner wall mounted HVAC ductless split-unit at the entrance of the connex. 1.7.2. The outdoor condenser unit will be mounted on a platform above the ground. The unit will have a 61cm (24 in) air gap between the condenser and the exterior wall of the connex.
2. Installation: The contractor shall provide all tools, materials, and labor to perform the following functions: Install one (1) living connex and supporting utilities.

2.1. Site Preparation: The site should be prepared such as to provide a perimeter of level, debris free, cleared and grubbed area under and around the connex. All site prep will be completed in accordance with the Task Force Phoenix Standard Specifications PART 2: Site Preparation. 2.2. Concrete: Contractor will place a concrete slab per section 1.3 of this SOW and the Task Force Phoenix Standard Specifications PART 3: Concrete.

2.3. Stairs: Wood stairs may be required for the living connex. This scope of work covers any finish work necessary to create stairs for the connex unit. All wood work will be completed in accordance with Task Force Phoenix Standard Specifications PART 6: Lumber or Part 5: Metals, depending on stair construction material. Contractor must get approval from the Contracting Officer to use metal stairs in lieu of wood stairs. 2.4. Doors: Some minor door installation or fixes may be required for any doors damaged or set ajar during transportation of the living connex. Upon completion of the installation, all doors should function properly. All door installation work will be per the Task Force Phoenix Standard Specifications PART 8: Doors and Windows. 2.5. Mechanical: HVAC Units will be included for each of the living connex units. Condenser unit should be placed off the ground on an elevated platform. Hose connections may be necessary prior to performing function checks. The condenser unit will be mounted externally on an elevated platform with at least 2ft (61cm) air gap between the unit and the external wall. 2.6. Electrical: Contractor shall connect the living connex facility to on-site power source. The contractor shall perform the following functions in order to do so: 2.6.1. Electrical Contractor will ensure all required electrical components are on site before beginning the electrical installation. 2.6.2. Contractor will thoroughly inspect any equipment, cabling or wire for damages during construction or transportation. 2.6.3. Contractor will verify that all electrical components, cabling and wire are UL and or CE listed and labeled and are of the correct type and size for the application as specified in this SOW, Task Force Phoenix Standard Specifications PART 11: Electrical, and in compliance with the National Electrical Code (NEC) 2008 standards. It is the Contractors responsibility to identify sub-standard electrical components and bring them to the attention of the Contracting Officer or COR. 2.6.4. After the inspections have been completed and all deficiencies corrected, the Contractor will inspect the Distribution Panel, looking for the UL and or CE label and ensuring that it is properly rated and has the correct type and size circuit breakers in accordance with this SOW, Task Force Phoenix Standard Specifications and in compliance with NEC 2008 standards. 2.6.5. The contractor will properly bond and ground the panel using the ground rod in accordance with this SOW, Task Force Phoenix Standard Specifications, and in compliance with NEC 2008 standards.

2.6.6. Contractor will verify the impedance reading on the installed grounding electrode reads 25ohms or less. If the reading is above 25ohms, the contractor will take additional measures in accordance with NEC 2008 standards until an acceptable impedance reading is reached. 2.6.7. The contractor will ensure both generator frames are grounded. Once again the Contractor will verify the impedance reading on the installed grounding electrode reads 25ohms or less. If the reading is above 25ohms, the contractor will take additional measures in accordance with NEC 2008 standards until an acceptable impedance reading is reached. 2.6.8. After the generator grounding has been ensured, the contractor will wire the living connexs panel to the nearest distribution panel or power source, ensuring that the correct size and type of cable is used, that it is UL and or CE listed and labeled and that this installation is in accordance with this SOW, Task Force Phoenix Standard Specifications and in compliance with NEC 2008 standards. 2.6.9. Contractor will ensure color codes are consistent throughout the electrical grid. The code is as follows: 2.6.9.1. 3 Phase: L1 - Black L2 - Red L3 - Blue Neutral - White Ground - Green or Bare 2.6.10. Once all connections have been made, proper startup procedures can begin. Startup procedures are as follows: 2.6.10.1. Turn off all breakers in all panels including the Main Distribution Panel.

2.6.10.2. Fire up a generator and ensure it is putting out the proper voltage and frequency. 2.6.10.3. Pull the Transfer Switch lever (if necessary) to the selected live generator position. Turn on the Main Breaker in the Main Distribution Panel. 2.6.10.4. Turn on the first branch circuit breaker, go to its corresponding connex and turn on the main breaker, then turn on each branch circuit breaker and test each circuit, receptacle, fixture for proper voltage and ground.

Once everything is powered up, check the load per phase at the generator. Take steps to balance the load equally across the three phases.

2.6.10.7. Once the power is up and running and everything works, ensure that all cabling is laid out in a safe orderly fashion and that cables that run through a heavy traffic area are protected. 2.6.10.8. Ensure all panel doors are closed and all panels are secure.

2.6.10.9. Make sure all connections are tight and that all weatherproof components are sealed. 2.6.10.10. Identify, mark and record all branch circuits in all panels in compliance with NEC 2008 standards. Record ground impedance readings at all panels and load per phase readings at the generator and give this information to the COR.
