F1: ENTRY RULES


The Entry Rules is to be read in conjunction with SDBAs Competition Regulations and Rules of Racing. Unless otherwise stated in this Entry Rules, the SDBF 2012 will be governed by SDBAs Competition Regulations and Rules of Racing. For any matter arising not found in the SDBAs Competition Regulations and Rules of Racing, it will be referred to IDBF Competition Regulations and Rules of Racing.

GLOSSARY: The reader will find the following common terms in this document:-

CR refers to Competition Regulations For the purpose of this document, the Competition Regulations are to be read in conjunction with the Rules of Racing. Both documents shall govern the organization, course and running of the racing event unless otherwise specified in the Entry Rules The Competition Regulations can be found as a separate document from the Entry Rules on the SDBA website.

ER refers to Entry Rules For the purpose of the Entry Rules, this document is to be read as superseding the Competition Regulations and Rules of Racing for specific regulations or rules (ONLY) as mentioned in the Competition Regulations and Rules of Racing. The Entry Rules shall specify the unique regulations or rules specific to the racing event not mentioned in the Competition Regulations and Rules of Racing.

RR refers to the Rules of Racing For the purpose of this document, the Rules of Racing are to be read in conjunction with the Competition Regulations. Both documents shall govern the organization, course and running of the racing event unless otherwise specified in the Entry Rules The Rules of Racing can be found as a separate document from the Entry Rules on the SDBA website.

RACING CLASS: The following Racing Classes will be featured in the SDBF 2012. This Entry Rule (ER-1) will supersede the Competition Rule (CR-1) for this subject matter:-

1.1

Open Class There are no restrictions on crew gender and composition.

1.2

Mens Class All Male crews, including the drummer & steersperson.

1.3

Womens Class All Female crews, including the drummer and steersperson. Exception is only made for Corporate Women category (See ER 5.8).

1.4

Mixed Class For a Mixed-gender crew ratio (see 2.3). The drummer and steersperson can be of any gender not affected by the gender-ratio requirement.

CREW & TEAM COMPOSITION: This Entry Rule (ER-2) will supersede the Competition Rule (CR-2) for this subject matter:-

2.1

For the Standard 22 Crew Racing Boat (DB22) The crew shall consist of twenty (20) paddlers, one (1) drummer, one (1) steersperson and four (4) reserves for a maximum of 26 athletes. The minimum number of paddlers allowed to race in the DB22 is sixteen (16) paddlers.

2.2

For the Small 12 Crew Racing Boat (DB12) The crew shall consist of ten (10) paddlers, one (1) Drummer, one (1) Steersperson and two (2) reserves for a maximum of 14 athletes. The minimum number of paddlers allowed to race in the DB12 is eight (8) paddlers.

2.3

For the Mixed Crew DB22: crews must contain a minimum of eight (8) and a maximum of twelve (12) Female paddlers making-up the racing crew (Note: reserves are not part of the racing crew). DB12: crews must contain a minimum of four (4) and a maximum of six (6) female paddlers making-up the racing crew (Note: reserves are not part of the racing crew).

2.4

For SDBA Inter-International Business Community races (DB22) The crew composition will comply with the International Dragon Boat Community (IDBC) guidelines.

2.5

Crew Reserves. DB22: a maximum of four (4) reserves is permitted DB12: a maximum of two (2) reserves is permitted

2.6

Competition Regulations & Rules of Racing: It is incumbent for each Team to read and be familiar with the Competition Regulations (CR) and Rules of Racing (RR). Unless stated within these Entry Rules, the CR and RR shall be complied with for this event.

2.7

Status of Crew Members: a. All crew members (paddlers, steersperson, drummer and reserves) must be active/current members/students/staff of the organization, company, corporation, st partnership, school, institution, club, association or society as of 1 January 2012. With regards to schools or learning institutions, final year students can still represent the school or institution provided their final examinations falls within the st year 2012 (considered to be up to 31 December 2012) and they have not graduated yet (considered to HAVE NOT been awarded a diploma, degree or certificate yet)

RACING EVENTS: This Entry Rule (ER-3) will supersede the Competition Rule (CR-6) for this subject matter:-

3.2

DB12 Racing Event: - National Championship Women - National Championship Senior Open - Corporate Mixed - Corporate Women - Corporate Open - Inter-Business Houses and Clubs Open - Tertiary Women

RACING DISTANCE: This Entry Rule (ER-4) will supersede the Competition Rule (CR-7) for this subject matter:-

4.1

The racing distance of the SDBF 2011 is a straight-course 800m except below: The Prime Minister Cup Men and Women racing events on a straight-course 1,000m racing distance.

NOTE! In the event of inclement weather, the organizers may have to use the 800m race course for this event to keep to the schedules of the race program.
4.2 The racing course is a straight stretch of water, marked by clearly visible buoys placed in a straight line at intervals down the length of the race course.

4.3

The number of lanes for the Championship Course is six (6). Lane one (1) shall be the lane nearest to the location of the Finish Line Judges.

4.4

The Start. The Start shall be at right angles to the Racing Lanes. The Start shall be the hold-on dragon boat tail from a Start Pontoon.

4.5

The Finish. The Finish shall be at right angles to the Racing Lanes. The Finish shall be marked by a flag at the outer limits of Lane 6.

CREW ELIGIBILITY: i) Teams are advised that back-to-back races are possible. It is incumbent upon teams to manage their own respective crews and that they have sufficient number of athletes (paddlers + drummer + steersperson + reserves) for all the events the teams have registered for.

The Race Organizers will not allow waiting time or concession to allow a team that has back-to-back races to be ready for their next event. Upon the expiry of the prescribed calling time and the team is still not ready, the Chief Boat Marshall will declare the said team as a no show and will advise the Chief Starter to start the race without the said team. The status of the said team will then be listed as DID NOT START and the team will forfeit progression to the next level. A Team that registers two (2) crews for the same racing category must note that the racing crew line-up (athletes + reserves + drummer + steersperson) cannot be replicated for both crews, i.e. Crew 1 must comprise a different set of people from Crew 2, etc.

5.1

DB22: NATIONAL CHAMPIONSHIP OPEN & MIXED: EACH TEAM CAN ONLY REGISTER A MAXIMUM OF TWO (2) CREWS FOR THIS RACING CATEGORY. a. Eligibility:i. Statutory Board, Government Service Organization and Partly Corporatized Entity of the Singapore Government: Civil Servant, Public Officer or Staff serving therein or full-time employee of such organization. On Race Day, Team members must produce their staff passes upon demand to authenticate their eligibilities to represent their teams. Alternatively, a letter from their Human Resource Department or equivalent may also suffice. ii. Tertiary Institution (university, polytechnic and ITE), Junior College or School: Registered full-time student or a staff/employee in such Institution or School (must be a current student or staff/ employee). The inclusion of the school/institution/ junior college staff/employee (i.e. fulltime teacher or appointed coach, etc.) is only permitted for this category. On Race Day, Team members must produce their student or staff passes (if they have) upon demand to authenticate their eligibilities to represent their teams. Alternatively, a letter from the Institution, JC or School may also suffice. iii. Tertiary Institution (university, polytechnic and ITE) Junior College or School Alumni Former graduates (must have completed the course study and awarded degree, diploma or certificate) of the said institution, college or school. On Race Day, Teams must produce a Letter of Sanction from the said Institution, JC or School upon demand, authenticating that The Team is made up of former students of the Institution, JC or School. iv. Registered Club, Association or Society: Registered member of such Club, Association or Society. On Race Day, Teams must produce a Letter of Sanction from the President, Chairman or equivalent of the Registered Club, Association or Society upon demand to authenticate their team members eligibilities to represent The Team. v. Company, Corporation or Partnership: Full time employee of such Company or Corporation and in the case of a Partnership, a partner thereof or a full time employee of such partnership. On Race Day, Team members must produce their staff passes upon demand to authenticate their eligibilities to represent their teams. Alternatively, a letter from the Human Resource Department or equivalent may also suffice.

5.2

DB22: INTER INTERNATIONAL BUSINESS COMMUNITY MIXED: EACH TEAM CAN ONLY REGISTER A MAXIMUM OF TWO (2) CREWS FOR THIS RACING CATEGORY. a. Eligibility:i. For all IDBC-registered teams. Conditions:ii. To follow IDBC rules and regulations.

DB22: TERTIARY OPEN & MIXED: a. Eligibility:i. Open exclusively for teams representing the Universities, Polytechnics and Institute of Technical Education (ITE).

EACH INSTITUTION CAN ONLY REGISTER ONE CREW FOR EACH RACING CATEGORY b. Conditions (with reference to ER.2.7b):i. Each paddler, drummer and steersperson in the Team shall at the time of registration, be a matriculated/registered student from the Universities, Polytechnics as well as the ITE pursuing full-time degree, diploma or certificate courses, in the year 2012. ii. Paddlers, Drummer and Steersperson representing the Universities, Polytechnics and ITE will be required to produce their student passes (or equivalent) on demand as confirmation/proof of their eligibilities of the said school/institution. Alternatively, a letter from the Institution may also suffice.

5.4

DB22: PM CUP MEN & WOMEN: a. Eligibility:i. Exclusively for teams representing the Universities.

EACH INSTITUTION CAN ONLY REGISTER ONE CREW FOR EACH RACING CATEGORY b. Conditions (with reference to ER.2.7b):i. Each paddler, drummer and steersperson in the Team shall at the time of registration, be a matriculated/registered student from the University, pursuing degree or diploma courses, full-time in the year 2012. ii. Paddlers, Drummer and Steersperson representing the universities will be required to produce their student passes (or equivalent) on demand as confirmation/proof of their eligibilities of the said school/institution. Alternatively, a letter from the University may also suffice.

DB12: NATIONAL CHAMPIONSHIP WOMEN: EACH TEAM CAN ONLY REGISTER A MAXIMUM OF TWO (2) CREWS FOR THIS RACING CATEGORY. a. Eligibility:i. Statutory Board, Government Service Organization and Partly Corporatized Entity of the Singapore Government: Civil Servant, Public Officer or Staff serving therein or full-time employee of such organization. On Race Day, Team members must produce their staff passes upon demand to authenticate their eligibilities to represent their teams. Alternatively, a letter from the Human Resource Department or equivalent may also suffice. ii. On Race Day, Team members must produce their staff passes upon demand to authenticate their eligibilities to represent their teams. Alternatively, a letter from the Human Resource Department may also suffice.

5.6

DB12: NATIONAL CHAMPIONSHIP SENIOR OPEN: EACH TEAM CAN ONLY REGISTER ONE (1) CREW FOR THIS RACING CATEGORY. a. Eligibility:i. With the exception of the Steersperson, all competitors (drummer + paddlers + reserves) must be aged 40 or over as of 1st January 2012.

Conditions i. Statutory Board, Government Service Organization and Partly Corporatized Entity of the Singapore Government: Civil Servant, Public Officer or Staff serving therein or full-time employee of such organization. On Race Day, Team members must produce their staff passes upon demand to authenticate their eligibilities to represent the teams. Alternatively, a letter from the Human Resource Department or equivalent may also suffice. Registered Club, Association or Society: Registered member of such Club, Association or Society On Race Day, Teams must produce a Letter of Sanction from the President, Chairman or equivalent of the Registered Club, Association or Society upon demand to authenticate their team members eligibilities to represent The Team. Company/Corporation or Partnership: Full time employee of such Company and in the case of a Partnership, a partner thereof or a full time employee of such partnership. On Race Day, Team members must produce their staff passes upon demand to authenticate their eligibilities to represent their teams. Alternatively, a letter from the Human Resource Department or equivalent may also suffice. Tertiary Institution (university, polytechnic and ITE) Junior College or School Alumni: Former graduates (must have completed the course study and awarded degree, diploma or certificate) of the said institution, college or school. On Race Day, Teams must produce a Letter of Sanction from the said Institution, JC or School upon demand, authenticating that The Team is made up of former students of the Institution, JC or School.

DB12: INTER BUSINESS HOUSES & CLUBS OPEN: EACH TEAM CAN ONLY REGISTER A MAXIMUM OF TWO (2) CREWS FOR THIS RACING CATEGORY. a. Eligibility i. For registered Clubs, Associations, Societies, IDBC Teams, Companies, Corporations, Partnerships, Constituency Sports Clubs, School/Institution Sports Clubs and Government Agency Sports Clubs. Conditions i. The Steersperson may be a non-member of The Team. Teams are required to declare the non-member Steersperson in the Document F3: Team & Crew List submitted on race day. ii. A Team that uses a non-member Steersperson is advised to manage its own respective schedule with regards to possible back-to-back races affecting the availability of the Steersperson. Refer to ER 5i to iii.

Teams participating in this category must get their President/ Chairperson/ Human Resource or equivalent to verify that each paddler, drummer, reserves and steersperson (unless ER 5.7.b.i applies) is a bonafide member of the registered Clubs, Associations, Societies, IDBC Teams, Companies, Corporations, Partnerships, Constituency Sports Clubs, School/Institution Sports Clubs and Government Agency Sports Clubs Such Team Members Verification Letter (described in ER 5.7.b.iii) must be produced upon demand on race day. In the event that the team could not verify the eligibility of the athlete-in-questioned, he/she (the athlete) will be disqualified from participating. Alternatively, the respective teams staff pass/ membership card (if have) could be used to authenticate eligibility. In the event that the team could not verify the eligibility of the athlete-in-questioned, he/she (the athlete) will be disqualified from participating.

5.8

DB12: INTER CORPORATE OPEN, MIXED & WOMEN: EACH TEAM CAN REGISTER A MAXIMUM OF TWO (2) CREWS FOR THIS RACING CATEGORY. a. Eligibility i. Exclusively for Companies registered under the Companies Act or under any corresponding previous legislation and includes any corporate formed or incorporated outside Singapore and any branch or subsidiary thereof provided that it is so registered. ii. Statutory Board and Partly Corporatized Entity of the Singapore Government (see Annex A for listing) Conditions i. The Steersperson may be a non-member of The Team. Teams are required to declare the non-member Steersperson in the Document F3: Team & Crew List submitted on race day. ii. A Team that uses a non-member Steersperson is advised to manage their own respective schedule with regards to possible back-to-back races affecting the availability of the Steersperson. Refer to ER 5.i to iii. iii. In the Corporate Women Racing Class, Teams may use a male steersperson if they do not have or unable to secure the services of a female steersperson. This exclusion to ER 1.3 is only applicable for the Corporate Women Racing Class. iv. The paddlers, drummer, reserves and steersperson (unless ER 5.8.b.i applies) must be a full time employee of the company or staff of the statutory board/partly corporatized government entity at the time of registration and at the time of the Race. v. A letter from the Human Resources Department or equivalent, certifying that each paddler, drummer and steersperson (unless ER 5.8.b.i applies), is a full time employee or staff. vi. Such Team Members Verification Letter (described in ER 5.8.b.v) must be produced upon demand on race day. In the event that the team could not verify the eligibility of the athlete-in-questioned, he/she (the athlete) will be disqualified from participating.

Alternatively, the respective teams staff pass or equivalent (if have) could be used to authenticate eligibility. In the event that the team could not verify the eligibility of the athlete-in-questioned, he/she (the athlete) will be disqualified from participating.

5.9

DB12: TERTIARY WOMEN: EACH INSTITUTION CAN ONLY REGISTER ONE (1) CREW FOR THIS RACING CATEGORY a. Eligibility i. Exclusively for Women crew representing the Polytechnics.

Conditions(with reference to ER.2.7b) i. The composition of the Tertiary Women Teams competing in this Racing Category shall be FULL ALL-FEMALE crew. The drummer and steersperson must also be FEMALE. ii. Each paddler, drummer, reserves and steersperson in the Team shall at the time of registration, be a matriculated/registered student from the Universities, Polytechnics as well as the ITE pursuing full-time degree, diploma or certificate courses, in the year 2012. Paddlers, Drummer, Reserves and Steersperson representing the Universities, Polytechnics and ITE will be required to produce their student passes (or equivalent) on demand as confirmation/proof of their eligibilities of the said school/institution. Alternatively, a letter from the Institution may also suffice.

5.10

Failure to submit the required supporting documents required during the registration stage will result in a rejection of the Registration and forfeiture of the Entry Fees.

5.11

Failure to produce the required proof of eligibility on race day may also result in the said paddler, drummer or steersperson to be disqualified from representing their respective team. The affected Team will be given a warning with any subsequent eligibility infraction necessitating a disciplinary action to be taken against the said Team. The Team will also be disqualified from participating any further in the SDBF 2012.

Sunday 1 July 2012 race program: i. DB22 National Championship Open * ii. DB22 National Championship Mixed * iii. DB22 Inter International Business Community Mixed iv. DB22 PM Cup Men v. DB22 PM Cup Women vi. DB12 National Championship Women * vii. DB12 National Championship Senior Open * 3 sets of Finals i.e. Plate, Minor & Grand Final NOTE! The Organizers reserves the right to alter the race program as they see fit to accommodate all the participating teams in all the respective categories.

Progression to Next Level: 6.5.1 Depending on the number of entries, the progression route to the next level shall be:Heats --- (Repechage for Heat losers) --- Semi Finals --- Finals NOTE! Due to time constraints to fit all the number of participating teams, the Repechage may be cancelled outright. Instead, the Heats will progress directly to the Semi Finals. NOTE! In the event of inclement weather and the necessity to keep to the race schedules, the Plate and Minor Finals may be sacrificed. Instead, only the Grand Finals will be raced. Progression to the next level will be based on the following:a. Finished position achieved in the respective race b. Time returned in the finished position of the respective races

REGISTRATION:

7.1

MANUAL (HARDCOPY) Registration: 7.1.1 Following feedback from the dragon boat community, The Organizers have decided to suspend the on-line registration system until proper customization and calibration have been achieved. Hence, registration for SDBF 2012 shall be via hardcopy. Team Managers are required to fill in the following document:i. Document F2: Registration ii. Document F3: Team & Crew List iii. Document F4: Waiver of Liability Team Managers are then required to burn Document F2 and F3 into a CD or thumb-drive and submit to SDBA by the closing date.

Team Managers may also consider emailing DocumentF2 and F3 to SDBA, provided the file size do not exceed 1,000kb.

7.2

Registration Documents: 7.2.1 Document F1: Entry Rules: i. ii. It is incumbent upon the Team Manager to ensure that he/she is familiar with all the Entry Rules as indicated in this document. The Entry Rules should be read in conjunction with SDBAs Competition Regulations (CR) and Rules of Racing (RR). Both of these documents can be found in the SDBAs website. For any matter arising not found in the Entry Rules, SDBA Competition Regulations and SDBA Rules of Racing, the matter will be referred to the IDBF Competition Regulations and Rules of Racing. Overall decision over any matters arising will be at the discretion of the Chief Official or Race Jury (if the race jury is convened).

Document F2: Registration: i. ii. All the available racing categories are displayed on Document F2: Registration. The Team Manager is required to tick/mark in the space next to the respective racing category. This will denote the racing category that The Team intends to participate in. 7.2.3

F3: Team & Crew List: i. Document F3: Team & Crew List is a brand new form under trial used by SDBA. It combines the Team List (entire team members registered) with the Crew List (used on Race Day). Team Managers are required to fill in Document F3. The fields required are:Team Members Photograph Name ID No (NRIC or Passport No) Gender Age The data in Document F3 will be fabricated into the ID Tags for SDBF 2012. This method dispensed with the need to submit separate team members photos. Team Members are advised to register the entire team strength in Document F3. Eg. Team XX has 40 members that will participate in one(1) DB22 and one(1) DB12 event. Team XX shall therefore register all the 40 members into Document F3. On Race Day, the Team Manager shall print a copy of Document F3 and submit to the Race Secretariat at least 1-hr before the start of their race. The Team Manager shall indicate in Document F3 submitted to the Race Secretariat, who among the entire team members registered will feature in the racing Crew. Eg. Out of the 40 members registered by Team XX, the team manager indicated 26 members that will participate in the DB22 event.

The Team Manager shall use a separate Document F3 for every different racing events. Eg. Team XX manager shall submit one(1) Document (with the racing crew clearly indicated) for the DB22 event. Team XX manager shall submit one(1) other Document F3 (with the racing crew clearly indicated) for a separate DB12 event If The Team has two(2) crews participating in the same event, the Team Manager may use the same Document F3 provided the separate crews are clearly marked and distinguishable.Eg. Team XX has Crew 1 and Crew 2 in a DB12 event. The Team Manager may use the same Document F3 for submission to the Race Secretariat. But the Team Manager must clearly indicate which athletes make-up Crew 1 and 2 in the Document F3.

7.2.4

F4: Waiver of Liability: i. It is incumbent upon the Team Manager to ensure that all the registered team members sign on the document. This will confirm that each registered team member is aware of their respective rights and liabilities. Team Managers are required to submit Document F4 to Race Secretariat on race day together with Document F3 at least 1-hr before the start of the teams first race. Document F4 is a legal document so please treat the completion of this form with the utmost seriousness and importance.

Amendments to Registration: 7.3.1 Amendments to Registration refers to the substituting or replacing of already registered team members or the addition of a new team member. Amendments can only be made on race day at Race Secretariat. For every Amendment made, a SGD$20 charge will apply:a. ID Tag replacement fee = $10 b. Administrative Charge = $10
