As a subsidiary of China Mobile, Liaoning Mobile Communication Co. Ltd.s major operations include mobile communications, transmission and data communications. Its operations cover an area of 150,000 square kilometres and cater to the needs of almost six million GSM users through its OSS (Operating Support System).
Mobiles network management system, Meng Xin, Director of the Network Management Center of the Liaoning Mobile, said, The network environment of Liaoning Mobile is probably the most complex one in China at the moment. Due to an entrenched multi-vendor network environment, Liaoning Mobiles network management personnel had to undergo special OMC/EMS training, which increased the difficulty and cost of management. Given that parts of the OMC/EMS system were only able to provide minimal performance management functions, some of the equipment were inefficiently managed. Network faults could not be identified and rectified in a rapid and timely manner, causing service quality to be affected. In addition, the growth of Liaoning Mobiles network environment had been rapid. The operator needed to carry out fault and performance management for the entire infrastructure via a comprehensive and direct visual diagram. Liaoning Mobiles entire network system comprises transmitters, GSM, GPRS, IP, IN and synchronised network structures provided by various equipment vendors. With the different OMC (Operations Maintenance Centre) or EMS (Element Management System) systems provided by various manufacturers, Liaoning Mobiles network management personnel were challenged by managing different equipment on disparate platforms. This challenge directly impacted the business growth of Liaoning Mobile. Lastly, Liaoning Mobile was considering employing a standards-based commercial software product, rather than selecting customised solutions as some operators had done. Commercial software products would allow easier development, reduce training hours, save costs in development and maintenance, and most importantly, offer longer product life cycles as compared to tailored solutions.
We think that a good network system should conform to international standards, possess excellent expandability and upgradability. It should also be able to adapt to the real conditions of China and be equipped with ample practical functions. Judging the HP OpenView TeMIP solution by these standards, it tallies with all our requirements. This is our reason for opting to go with TeMIP......The TeMIP solution is a high quality product by HP based on its long-term experience in standard telecommunications management network theory. We are particularly impressed by the alert management function of TeMIP and the system framework that allows us to carry out module development.

standards, it tallies with all our requirements. This is our reason for opting to go with TeMIP, said Meng Xin.
Network management personnel are able to quickly discover and resolve network problems. This lowers the cost of network and service management, thus increasing profit generation. TeMIP has been proven by numerous HP customers to increase the efficiency of network operation by up to eight percent. In addition, the TeMIP solution provides preventive trend analysis and solutions to network and service problems, enabling speedy diagnosis. It also issues fault reports and alerts and expedites the resolution process. Through direct monitoring of service quality, various organisations are able to focus their attention on services and users, which can generate the highest profitability, thus raising the QOS (Quality of Service). In an intensely competitive mobile telecommunications market, the ability to meet the unrelenting changes of business operations is a critical benchmark to judge the quality of a solution. The TeMIP solution provides ready connectivity for most network technologies, while the range of pre-integrated applications enables it to shorten the time taken to introduce new service products to the market. The ability of TeMIP to adapt to changes without having to be altered enables Liaoning Mobile to quickly introduce new services to the market to increase revenue. Another strength of TeMIP is its expandability. Regardless of the type of network, each component of the TeMIP solution is capable of individual linkages with other products. Hence, to achieve expansion of the solution, all a user needs to do is simply add new components. We think that a good network system should conform to international standards, possess excellent expandability and upgradability.
