hp OpenView TeMIP simplifies network complexity for Liaoning Mobile

As a subsidiary of China Mobile, Liaoning Mobile Communication Co. Ltd.s major operations include mobile communications, transmission and data communications. Its operations cover an area of 150,000 square kilometres and cater to the needs of almost six million GSM users through its OSS (Operating Support System).

Mobiles network management system, Meng Xin, Director of the Network Management Center of the Liaoning Mobile, said, The network environment of Liaoning Mobile is probably the most complex one in China at the moment. Due to an entrenched multi-vendor network environment, Liaoning Mobiles network management personnel had to undergo special OMC/EMS training, which increased the difficulty and cost of management. Given that parts of the OMC/EMS system were only able to provide minimal performance management functions, some of the equipment were inefficiently managed. Network faults could not be identified and rectified in a rapid and timely manner, causing service quality to be affected. In addition, the growth of Liaoning Mobiles network environment had been rapid. The operator needed to carry out fault and performance management for the entire infrastructure via a comprehensive and direct visual diagram. Liaoning Mobiles entire network system comprises transmitters, GSM, GPRS, IP, IN and synchronised network structures provided by various equipment vendors. With the different OMC (Operations Maintenance Centre) or EMS (Element Management System) systems provided by various manufacturers, Liaoning Mobiles network management personnel were challenged by managing different equipment on disparate platforms. This challenge directly impacted the business growth of Liaoning Mobile. Lastly, Liaoning Mobile was considering employing a standards-based commercial software product, rather than selecting customised solutions as some operators had done. Commercial software products would allow easier development, reduce training hours, save costs in development and maintenance, and most importantly, offer longer product life cycles as compared to tailored solutions.

In planning the network management system, the HP project team had two considerations. Firstly, to ensure the capability of integrated network management platforms at the provincial level to efficiently carry out transmission, IP, GSM, synchronised network operations and more. Secondly, the future network management would gradually move from the current management at network level to the operations and business levels, to improve service standards and facilitate market-related decision-making capability.

With the ever increasing variety of telecommunications services available in recent years, the number of users in China has multiplied exponentially. While this was a boon to Chinas telecommunications industry, the growth also placed higher demands on the network management capability of the operators. Faced with intense market competition, telecommunications operators have to effectively manage and leverage their existing network resources to ensure the highest levels of service quality from their current operations while incurring minimal cost. The need to keep up with the international telecommunications industry also compelled operators in China to continuously upgrade their technology in order to meet customers demands for new services. The complexity of these services also posed an additional challenge in their management. Like most telecommunications operators, Liaoning Mobile was faced with these challenges. In such an environment, one either forges ahead or risks falling behind. Liaoning Mobile proactively sought a solution to its problems.

The solution has been successfully operating on the different interfaces of seven equipment providers of Liaoning Mobile, covering GSM, GPRS and IP operations. There are plans to extend the solution to manage SS7, transmission and future SDH environments. Currently, with this unified network management solution, Liaoning Mobiles network management personnel are handling approximately 20,000 alerts per day. At the same time, with the increasing scale of the network and number of users, network management personnel are able to view the network service situation in real-time, and maintain a good grasp of the local situation of the network and deal with problems promptly.
