In 2010 the Kerry Learning Forum Future Skills Task Group published its first Kerry Future Skills Report. This was a major piece of work by the Forum, which was established by the Kerry County Development Board in 2007. One of the key recommendations of the Kerry Future Skills Strategy was the annual publication of a joint directory of all education and training available in the county. The Service Plan for FS Training Provision 2012 provides market led programs with industry relevant qualifications which will provide you with the necessary skills to compete for jobs in the current and future market place and also allow for progression routes within FS and with our partners. In line with the OECD 2011 and FORFAS 2012 recommendations, many courses are closely aligned with the labour market and provide occupational specific skills. Other courses are more generic education programmes which enable learners identify and analyse their strengths, their creativity and to broaden their own horizons. Kerry Education Service, FS and the Institute of Technology, Tralee are delighted to announce the publication of this very comprehensive directory which lists the adult and further education and training courses in Kerry for the year September 2012/13. This is the first publication of its kind in Kerry. It is an excellent example of locally based public service reform and efficiency, not to mention effective interagency collaboration between KES, FS and the ITT. The process of developing the directory has been very helpful in paving the way for the integration of Kerry Education Service (the VEC in Kerry) and FS who together are due to become the Kerry Education and Training Board. This directory illustrates our strategic approach to joint planning with the ITT which we do in a needs based, future skills orientated manner to ensure effective progression pathways for learners. It is great to see this publication become a reality. For many years we have all been aware that despite the vast array of courses, it can be challenging for the public to find out about what education and training opportunities are open to them. It can be even harder to know which route to take. What is the difference between one course or another? Which is the best one for me? This directory is set out thematically. GARDA VETTING
KERRY EDUCATION SERVICE GARDA VETTING POLICY Kerry Education Service is committed to practices which safeguard the safety of children and vulnerable adults. In this regard all learners who may have contact with children or vulnerable adults will be required to undergo Garda Vetting prior to confirmation of receipt of a place on a course. Garda Vetting is also a requirement for enrolment on certain further education programmes/courses where students may have contact with children or vulnerable adults. Not all disclosures will necessarily exclude a student from a programme/course. Only relevant disclosures will be assessed by a designated Vetting Group. KES will make every effort to support students and those excluded from programmes/ courses due to disclosures and they will be referred to a Guidance Counsellor to evaluate their suitability for an alternative course.
IT, TRALEE GARDA VETTING POLICY Students progressing to 3rd level Institutes will also have to undertake Garda Vetting, as registered students of that H.E.I. The Institute of Technology, Tralee provides a number of educational programmes where students are required to do a placement, as a mandatory part of the programme. To ensure the protection of the public and to justify public trust and confidence, the Institute is committed to ensuring that only suitable candidates are allowed to undertake work placements which involve contact with children or vulnerable adults. To ensure that only suitable students are sent on work placement, the Institute requires students registering on a number of programmes to complete the Garda Vetting Application process. FS GARDA VETTING POLICY FS is committed to the protection and welfare of children and vulnerable adults. FS is committed to best practice in recruitment and selection procedures which include Garda vetting. Clearance to work or train to work with children and/or vulnerable adults is granted upon successful completion of the recruitment and selection process which shall include appropriate vetting checks with the Garda Central Vetting Unit (GCVU). An individual cannot work or train with children unless they have been Garda vetted. Individuals can, in certain circumstances, work with vulnerable adults whilst the Garda vetting process is ongoing, however, such individuals must be supervised. Participation on relevant programmes is subject to a satisfactory outcome in accordance with FS Garda vetting procedures. The final decision, following receipt of information from the GCVU, is a matter for FS.
From a learner and trainee perspective, the NFQ can help individuals to plan their education, training and career progression and provide value for different types of learning. Its transparent nature allows learners to compare and contrast qualifications and make informed choices about the qualifications they choose, whilst taking into account the progression routes that may be open to them upon completion, thereby avoiding education and training cul-de-sacs.

STUDENT GRANT
The student grant is the main source of financial help available from the Irish State for students in fulltime Post Leaving Certificate Courses (PLCs) and full-time higher education undergraduate courses. Support is available to eligible students in most colleges in Ireland as well as eligible Irish students in many colleges in Northern Ireland, the UK and other EU States. For eligible students, the grant is there to help with the various costs of participating in further or higher education. Students on part-time courses, access or foundation courses (in higher education institutions) and short courses are not eligible to apply for a student grant. Family and/or personal income is a key factor that will be assessed when you apply for a student grant. A student may also be eligible for European Social Funding (ESF) when they progress to third level. All applications are made directly to susi.ie. Young people in receipt of a 16/17 year old allowance will not have to sign on during the course to qualify for the standard allowance when reaching 18 years. A FS training allowance should be paid to those persons on Supplementary Welfare Allowance (SWA) as it has been established that they are in need of financial assistance and they should not be penalised by the removal of their allowance should they attend a FS course. The payment of training allowances to those on SWA should be in accordance with the principles for persons on JA/JB.
* These rates apply to new entrants only from 1 January 2012 excluding those in receipt of Disability Allowance.
Notes FS Training Allowance is not to be paid to new entrants not entitled to Job Seekers Benefit/Allowance These allowances are available for all FS courses with the exception of: Evening Courses; eCollege and Screen Training Ireland. If a participant's social welfare entitlement exceeds the amount above, a training allowance equivalent to this entitlement will be paid on receipt of certified evidence, namely an F103 'Participant Allowance Entitlement' form to be completed by DSP. Persons on Illness Benefit, Invalidity Pension, Incapacity Supplement and Occupational Injury Benefit must obtain written exemption from the 'rules of behavior' from the DSP before they can engage in FS training. A Training Bonus of 20.00 per week is payable to the following categories of people who were on, or commenced, a FS training course on or after 1 January 2011: - Persons in receipt of Jobseeker Benefit or Jobseeker Allowance for 12 months or more ; or - Persons who progress to FS training having completed a minimum of 12 months on a Community Employment programme; or - Persons who progress to FS training having completed a minimum of 12 months on the Job Initiative programme; - Persons in receipt of Carer's Allowance for 12 months or more prior to participating on a FS training course (effective 1 January 2009). Persons who have completed a minimum period of 12 months in a combination of the above categories (i.e. in receipt of Jobseeker Benefit/Allowance, on Community Employment or Job Initiative programmes) prior to progressing to a FS training course are eligible for the bonus. If a persons Social Welfare allowance is lower than the standard allowance, FS will pay the standard allowance for the full duration of the course (except where trainees are on a part time course in which case they will receive the part-time allowance above).

Notes 1. If a course participant is in receipt of a travel allowance, accommodation allowances are not payable. 2. If a course participant is in receipt of an accommodation allowance, travel allowances are not payable. 3. PATHFINDERS PROGRAMME
The Pathfinders Programme at IT, Tralee offers 95 new places each year to students from nine participating schools in Co. Kerry. It targets fifth and sixth year secondary school students who have the potential to achieve at third-level and who would benefit from participation in an access programme. Participants are nominated by their respective schools in consultation with Study Support Groups and Home School Liaison Officers. The Pathfinders Programme originated in 2001 in collaboration with Partnership Tr L and initially targeted second-level schools within the partnership area. In 2006, IT, Tralee with the support of the Kerry Access Network revised and extended the programme to include all schools in Co. Kerry which are designated by the Department of Education and Science under the School Support Programme. Aims and Objectives of the Pathfinders Programme: To support fifth and sixth year secondary school students to achieve their potential; Support positive attitudes to education in the community as a whole and raise awareness about third level; To increase the number of students from affiliated schools who proceed to third-level education; To increase the number of students who have been traditionally under-represented at third level; To raise students awareness and expectations regarding their own ability to progress to third-level; To profile the learning opportunities available at IT, Tralee to assist students to make more informed school choices; To increase parental involvement in the educational careers of young people; To continue to establish links with community based organisations working to combat educational disadvantage. Please note that once you complete the Pathfinders programme, you will always be considered eligible for programmes at the IT Tralee, whether you apply with your Leaving certificate or/and a Full FETAC award.

To be eligible for a place on a Springboard course a person must be: Unemployed* with a previous history of employment AND satisfy one of the following three criteria: Be in receipt of one of the following payments from the Department of Social Protection : Jobseekers Benefit Jobseekers Allowance One Parent Family Payment Disability Allowance Qualified Adults of Working Age Carers Allowance Farm Assist/Fish Assist Widow(er)s Contributory or Non-contributory Pension Blind Pension Deserted Wives Allowance There is no requirement to be in receipt of a payment for a particular period of time prior to the commencement of the course. Participants in receipt of an eligible payment at the time the Springboard course commences are eligible to apply for a place on that course. However, providers will be required to give priority to applications from people who are long term unemployed. OR Be signing for social insurance contribution credits OR Be previously self-employed AND Be actively seeking employment People participating in the Community Employment Scheme; the Rural Social Scheme; Ts; JobBridge or in receipt of the Back to Work Enterprise Allowance or the Short Term Enterprise Allowance may apply for Springboard and, with the approval of a Department of Social Protection Facilitator, take up a Springboard course. *For the purposes of determining eligibility for Springboard the term unemployed also includes people who are on short term working and in receipt of a Jobseekers payment from the Department of Social Protection. Further guidance on Springboard and Department of Social Protection income support Participation on a Springboard course will not confer any entitlement to receive an income support payment from the Department of Social Protection. Participants who are in receipt of a Department of Social Protection income support payment may be able to retain such payments.

The Institute of Technology, Tralee (ITT) is committed to providing entry routes to its programmes to students who have been awarded a combination of FETAC (NCVA) Level 5 and Level 6 awards qualifications. The Institute has agreed Advanced Progression routes for selected programmes. This allows students who have achieved specific FETAC awards and who meet pre-requisites to gain entry into the second year of specific ITT programmes. The Institute has individual agreements with individual FETAC colleges which guarantee reserved places in the specified programmes for qualifying applicants. Registration Fees: All students will be required to pay a registration fee of a maximum of 150 on registration day. Additional fees may apply and are listed in the contents where posible. Government Levy: Department of Education and Skills (DES) 200 charge for PLC students. Exemptions apply to medical card holders and a number of other categories. Tuition Fees: Full time courses are free of charge for EU nationals. Non-EU nationals are subject to an economic fee which is set by the Department of of the Department of Education and Skills. Information on this fee is available from the Further Education Section of Department of Education and Skills. Examination Fees: Examination fees are payable during the year to the relevant awarding body. Courses accredited by FETAC incur an examination fee of 50. Students who hold an up-to-date medical card may be exempt from paying these fees.

APPRENTICESHIP INFORMATION
FS has statutory responsibility under the Labour Services Act and Industrial Training Act for the administration and management of the Apprenticeship programme. Apprenticeship is governed by the Rules of Apprenticeship in the designated occupations and FS provides a support service to help apprentices to gain the knowledge, skills and competence required to perform effectively as a craftsperson. Apprenticeship is standard based. During your apprenticeship you will be required to follow a specific course of training and undergo a series of assessments to confirm that youve reached the required standard. Apprenticeship generally comprises of seven phases, three off-the-job and four-on-the-job. The only exceptions to the above are the Floor/Wall Tiling and Print Media apprenticeships, which have five phases, three on-the-job, and two off-the-job training phases. FS and the Department of Education and Science have responsibility for providing off-the-job training. Off-the-job training is provided as follows: Phase 2 : FS Phase 4 : Department of Education and Science Phase 6 : Department of Education and Science At present the general duration of apprenticeship is a minimum of four years provided that the following is complied with: - Attend all off-the-job training phases when scheduled by FS - Pass all off-the-job modular assessments at the first attempt - Pass all on-the-job assessments and ensure results are returned to FS on time On the job training Employers have responsibility for providing on the job training as outlined below.
What are the duties and responsibilities of Apprentices? Like other employees, apprentices must work for their employer with care and skill and must follow the employers instructions, provided they are reasonable and lawful. You must be diligent and honest and must not wilfully disrupt the employers business nor disclose any confidential information. You also have a duty to take care of your own health and safety and that of other people in the workplace who might be affected by your acts or omissions. Apprentices must apply themselves diligently to learning all aspects of their chosen occupation and must complete all phases of training and assessments as required by the particular apprenticeship. Requirement of becoming an Apprentice You must obtain employment as an apprentice in your chosen occupation. Your employer must be approved by FS and must register you as an apprentice within 2 weeks of recruitment. You must meet the Educational Requirements Entry Requirements The minimum age at which the employment of an apprentice may commence is 16 years of age. The minimum educational requirements are: Grade D in five subjects in the Department of Education and Science Junior Certificate Examination or an approved equivalent, Or The successful completion of an approved Pre-Apprenticeship course Or Be over 18 years of age, have at least 3 years work experience approved by FAS. You must obtain employment as an apprentice in your chosen occupation. Your employer must be approved by FS and must register you as an apprentice within 2 weeks of recruitment. In certain crafts, apprenticeship applicants are required to pass a colour vision test approved by FS. Approved Qualification Equivalence FS recognises people may seek to commence apprenticeship holding qualifications other than those outlined. In such instances people should contact their local FS Services to Business Office for advice on qualification equivalence.

How to become an Apprentice? Before seeking an apprenticeship it is wise to fully understand what is involved. You should observe the type of work being done in your intended apprenticeship. You should ask employers, qualified craftspeople or apprentices for advice about your intended craft and potential career opportunities. You can also consult with career guidance counsellors and your local Department of Social Welfare, Employment Office for advice. You need to inform your local FS Office of your interest in apprenticeship so that your details can be made available on request to employers.

national Learning network, kerry The National Learning Network has been providing quality vocational training and employment opportunities for people with additional support needs for over 50 years. We provide training programmes which are nationally recognized, accredited and assist our students to gain employment. Mainstream Qualications Plus Personal Centred Approach Courses are tailored to the needs of the individual by means of assessment and discussion which leads to a Personal Training Plan. Personal Development: In order to provide training which is of maximum benet to the individual and also help to obtain employment we concentrate on areas such as assertiveness, condence building and independent living skills, as required by the student.
Vocational Development: Courses include job specic modules plus job seeking skills and work experience. THE mEnTOr PrOJECT The Tralee Mentor Project is young person centred and facilitates the progression of early school leavers to meet their individual needs through the provision of personal support, guidance, training and advocacy in a safe, open environment. Included in this service is the provision of 1:1 mentoring support to those young people in Transforum Alley Youthreach, Tralee Youthreach Leaving Cert Applied and Tralee Community Training Centre who are preparing to progress on, coupled with the provision of support for a year after their progression. The Mentor Project works 1:1 with young people aged 15+ years who have left school early. The Mentor Project is housed in the KDYS Youth Centre, Denny Street, Tralee.
