Info. on www.fbcny.com tf MIGRATORY GAME BIRD SEASONS TO BEGIN SEPT. 1 Harrisburg - Early Canada goose and dove hunters take to the fields of Penns Woods on Sept. 1, as part of Pennsylvanias 2012-13 migratory bird seasons announced today by Pennsylvania Game Commission Executive Director Carl G. Roe. Dove hunters will have the opportunity to participate in a triple-split season. The first season runs Sept. 1-29, and hunting will start at noon and close at sunset daily. The second and third splits will be Oct. 27-Nov. 24, and Dec. 26-Jan 5, with hunting hours a half-hour before sunrise until sunset. In all three seasons, the daily bag limit will be 15, and the possession limit will be 30. The early statewide season for resident Canada geese will open Sept. 1, and continue through Sept. 25. The early season retains a daily bag limit of eight Canada geese and possession limit of 16. However, Kevin Jacobs, agency waterfowl biologist, noted that these bag limits are restricted in certain areas. In most of the Southern James Bay Population Goose Zone, and on the Pymatuning Reservoir and the area extending 100 yards inland from the shoreline of the reservoir, excluding the area east of SR 3011 (Hartstown Road), hunters will have a daily limit of three and a possession limit of six. Also, in a portion of the SJBP Goose Zone in western Crawford County, the daily bag limit is one goose and possession limit of two geese in the area south of SR 198 from the Ohio state line to intersection of SR 18, SR 18 south to SR 618, SR 618 south to US Route 6, US Route 6 east to US Route 322/SR 18, US Route 322/SR 18 west to intersection of SR 3013, SR 3013 south to the Crawford/Mercer County line. The exception to this is on State Game Land 214, where September goose hunting is closed. This restriction does not apply to youth participating in the expanded youth waterfowl hunting days, which are set for Sept. 15 and 22, when regular season regulations apply.
The controlled hunting areas at the Game Commissions Middle Creek Wildlife Management Area in LebanonLancaster counties, as well as all of State Game Land 46, will remain closed to September goose hunting to address the decline in the resident Canada goose flock. And, in the area of Lancaster and Lebanon counties north of the Pennsylvania Turnpike I-76, east of SR 501 to SR 419, south of SR 419 to Lebanon-Berks county line, west of Lebanon-Berks county line and Lancaster-Berks county line to SR 1053 (also known as Peartown Road and Greenville Road), west of SR 1053 to Pennsylvania Turnpike I-76, the daily bag limit is one goose, possession limit two geese. This restriction does not apply to youth participating in the youth waterfowl hunting days, which are set for Sept. 15 and 22, when regular season regulations apply. Jacobs noted recent liberalizations in Canada goose hunting opportunities, along with local population control programs being implemented by many municipalities and public and private landowners, appear to be reducing the states resident Canada goose population. The 2010-12, threeyear average Pennsylvania spring resident Canada goose population was estimated at 232,820, which is 14 percent below the recent nine-year average of 271,049. However, the population remains significantly above the agencys management goal of 150,000. Hunting remains the most effective and efficient way to manage resident Canada geese, provided hunters can gain access to geese in problem areas, Jacobs said. As noted, young Pennsylvania hunters will be provided with two days of special waterfowl hunting on Saturday, Sept. 15 and 22. The Youth Waterfowl Days, which previously were limited to one day, are open to those 12 to 15 years old who hold a junior hunting license. To participate, a youngster must be accompanied by an adult, who may assist the youth in calling, duck identification and other aspects of the hunt. During these special two days of hunting, youth can harvest ducks, mergansers, coots and moorhens. In addition, because the Youth Waterfowl Days and the early Canada goose season overlap this year, youth and the adults accompanying them may harvest Canada geese. The daily limit for the Youth Waterfowl Days for Canada geese is the same as the daily limit for adults in the area being hunted. Youth Waterfowl Days bag limits for ducks, mergansers and coots will be consistent with the limit for the regular season, which will be announced in mid-August, after the annual Waterfowl Symposium on Aug. 10. Pennsylvanias woodcock and common snipe seasons will open Oct. 13, and continue through Nov. 24. The woodcock daily limit is three, and the possession limit is six. The common snipe daily limit is eight, and the possession limit is 16. Virginia and sora rail hunting will run Sept. 1-Nov. 9. Bag limits, which are singly or combined, are three daily and three in possession. The season for king and clapper rails remains closed. Hunting for moorhen and gallinules will run from Sept. 1 to Nov. 9, and the bag limits are three daily and six in possession.
Migratory game bird hunters, including those afield for doves and woodcock, are required to obtain and carry a Pennsylvania migratory game bird license ($3.70 for residents, $6.70 for nonresidents), as well as a general hunting, combination or lifetime license. All waterfowl hunters age 16 and older also must possess a federal migratory game bird and conservation (duck) stamp. Roe noted that, although general hunting hours have been extended to one-half hour after sunset for big game (except the first two weeks of spring gobbler), as well as small game and furbearers, federal regulations prevail for waterfowl and migratory game birds and shooting hours for these species will continue to close at sunset. The only exceptions to this are during the early September Canada goose season and the snow goose conservation season, in which the U.S. Fish and Wildlife Service (USFWS) has permitted states to extend the hunting hours to one-half hour after sunset. Annual migratory bird and waterfowl seasons are selected by states from a framework established by the USFWS. The Game Commission is expected to announce in mid-August the regular and late waterfowl seasons, after the agency holds its annual Waterfowl Symposium, Aug. 10. COMPARING AIRFARES I live in a city with a regional airport. The closest major airport is about 1.5 hours away. When I had to fly, I always assumed it was cheaper to drive to the major airport. Even with the extra costs of longterm parking and gas for the drive over, they had more total flights and more nonstops. PARTY TRAYS When you host a party, don't buy those expensive trays from caterers or grocery stores. A veggie tray is easy and quite cheap with baby carrots, radishes, celery sticks, broccoli florettes, and cauliflower pieces. Add a variety of dips that can also be used for a cheap cracker tray. Meat trays are easy and cheaper than the commercial ones. Deli ham, roast beef, and turkey are quickly rolled into attractive cones. If you want to get really fancy, buy some kale and decorate the trays. Keep in mind that the more work someone else puts into a product, the more you will pay. Most places double or triple their base labor cost and charge you the extra. Unless you are making more than ten trays of each item, you can do it yourself in a surprisingly short time. -Linda E. video produced by the Game Commission before being permitted to purchase the elk license. The elk license fees are $25 for residents and $250 for nonresidents. There is no cap, or limit, for the number of licenses that may be awarded to nonresidents. Individuals who applied in each year from 2003 through 2011 but were not awarded an elk license have nine preference points heading into this years drawing if they submit an application this year, and will have their name entered into the drawing 10 times (nine preference points plus the point for this years application). As part of the preference point system established by the agency in 2003, consecutive applications are not required to maintain previously earned preference points, but those points can be activated only in years that a hunter submits an application. For instance, if a hunter has nine preference points, but does not enter the 2012 drawing, he/she will not have any chances in the upcoming drawing. However, their preference points will remain on hold until they apply in a future drawing. Once a hunter is awarded an elk license - either an antlered or antlerless elk license - the hunters preference points will revert to zero. Additionally, hunters who want to earn a preference point for this year, but know that they would not be able to participate in the elk hunting season if drawn, have the option of simply purchasing a preference point for $10.70. While they will not be included in the drawing for the 2012 elk licenses, they will continue to build their preference points.
Those applying for an elk license can choose either an antlered or antlerless elk license, or they may select either sex on their application. For those who select antlered only, if they are drawn after the antlered licenses are allocated, they will not receive an elk license. For those who do receive an antlered elk license, they will not be permitted to re-apply for future elk hunting opportunities for five years. However, those who received an antlerless elk license in any of the previous hunts may submit an application this year. Applicants also have the opportunity to identify their elk hunt zone preference, or they may select NP (no preference). If drawn and their preferred hunt zone is filled, applicants will be assigned a specific zone by the Game Commission. The public drawing of applications to be awarded licenses will be webcast on Sept. 14. To view the drawing, a special icon will be posted online the morning of the public drawing for individuals to click on and watch the drawing. Each year, tens of thousands of individuals apply for an elk license, said Carl G. Roe, Game Commission executive director. Unfortunately, not all of them can make it to the public drawings and we are unable to send everyone who applied a letter to let them know whether they were drawn. By webcasting the drawings, we make it convenient for more people to view these events without having to travel. Roe also noted that those who have submitted applications can check the status of their applications for the elk drawing, as well as
their antlerless deer license applications, thanks to the Pennsylvania Automated License System (PALS). To access this information, go to the Game Commission website (www.pgc.state.pa.us), and click on the blue box in the upper right-hand corner of the homepage. Click on the Purchase License Permit and or Application/Replace License and or Permit option, which includes the ability to Check on the status of any Lottery Application, scroll down and click on the Start Here button at the bottom of the page. At this page, choose one of the identification options below to check your records, fill in the necessary information and click on the Continue button. Click on the appropriate residency status, which will display your current personal information. At the bottom of the page, choose the Check on the status of any Lottery Application button, and then hit Continue. While this may seem like a lot of clicking and box checking to get to the information, the system is designed to protect an individuals personal information, while at the same time enabling that person to check on the status of his or her applications, Roe said. In the past, the only way to know for sure that you were awarded an elk license was to attend the public drawings, wait for a letter in the mail or to call the Game Commission. Thanks to PALS, we will be able to update the data files shortly after the elk drawing is completed so that license buyers will be able to see for themselves if they were drawn for one of the limited number of Pennsylvania elk hunting licenses. fb

A classic in time, it was sent before ZIP codes and eons before cell phones and snappy e-mail. The relic wasn't written by some great-grandparent, but by my "boomer" husband to his parents when he was off to camp for the first time at Round Lake in northern Minnesota at the age of 10. I'm sure his parents were waiting patiently for news of the week. Was he healthy, happy, making new friends, missing his parents -- but not too much? -- all those concerns we have when our kids are away from home for the first time. Well, here's what he wrote: "Dear Mom and Dad, I wasn't going to write, but they made me write it or I couldn't eat dinner. Camp is really fun. We won volleyball and water polo today and now tied for second place. Well, now that I got this written, I can go eat. Love, Dean" While we like to receive any word from our kids while they're away at sleepover camp, it's the campers who also like to hear their name at "mail call." Here are some tips: --Write and send a note or two to your child's camp via U.S. mail a few days before he leaves home. Your child will be thrilled to hear from you the first day of camp. Keep the letters coming. They'll no doubt end up in a scrapbook (or shoebox) your child will treasure in years to come. --If your child is a baseball fan, remember to send clippings of box scores of games missed while away, or send a favorite comic strip from the paper. --Tuck in addressed envelopes, stamps and a pen to encourage your child to write home. --If your child's camp will print out your e-mailed letters, try not to overload the system. There is a fine line between keeping in touch and letting your child feel independent and "away" from his typical "at home" routine. Tip: A camp experience in the outdoors can positively impact a child. Consider sending a kid to camp by providing scholarship funds for someone who might not otherwise have resources. ELK APPLICATION DEADLINE APPROACHES Webcast planned for public drawing of elk licenses HarrisburgHunters looking to participate in this years Pennsylvania elk season have until Aug. 26 to submit an application through the Pennsylvania Game Commissions Pennsylvania Automated License System (PALS). This can be done at any issuing agent or through the Enter Elk Drawing icon in the center of the agencys h o m e p a g e (www.pgc.state.pa.us). Applicants must pay a $10.70 non-refundable application fee to be included in the drawing. Details on the elk season and drawing are available on pages 86-88 of the 2012-13 Pennsylvania Hunting and Trapping Digest, which is provided to license buyers and may be viewed on the agencys website. On Friday, Sept. 14, at 10 a.m., the Game Commission will hold a public, computerized drawing in the auditorium of its Harrisburg headquarters. At that time, the agency will award the 65 elk licenses, the first 19 drawn will receive an antlered license and the next 46 drawn will receive an antlerless license. By law, only one application is permitted per person per year, and PALS will prohibit an individual from submitting more than one application. Individuals are not required to purchase a resident or nonresident general hunting license to apply for the drawing. PAW'S CORNER: By Sam Mazzotta Dog Tormented by Allergies Q: My 7-year-old dog, Cara, itches terribly and scratches all the time. She may have allergies, but I'm not certain. I've tried a number of treatments, including Benadryl, steroids, special shampoos and conditioners, sprays, pills, etc. I have her groomed regularly, and during the last trip had her fur shaved off because it tangles so badly when it's long. Nothing helps! Is there anything you could suggest? -- A Reader, via e-mail A: I'm sorry to hear how Cara is suffering. I'm sure you've taken her to the vet for a complete examination to rule out other underlying causes, but I do want to mention it for my other readers' sake. Dogs can suffer from allergies to many of the same things we humans do.
Allergens like dust and dander, as well as flea bites, can cause allergic symptoms. Certain foods also can cause allergic reactions including skin reactions, itching, diarrhea and vomiting. You've tried several common medications to relieve allergy symptoms, without any improvement. It's time to consult the veterinarian again. Look at Cara's diet, including snacks and sneaked food that you may have caught her trying to get at. Also note her home environment, where she spends most of her time, and the objects, carpeting and plants around her. Talk with the vet about any other possible causes of her allergies. GOOD HOUSEKEEPING Shrimp, Watermelon and Feta Salad Get this fresh, protein-rich summer salad on the table in just 20 minutes. 4 tablespoons prepared lemon and chive dressing 1 pound large shelled and deveined shrimp 1 bag (5 to 6 ounces) mixed baby greens 3 cup (from about 1 1/2 pounds with rind) diced (1 1/2-inch chunks) seedless watermelon 2 ounce (1/3 cup) crumbled feta cheese 1. In 12-inch nonstick skillet, heat 1 tablespoon dressing on medium 1 minute. Add shrimp and cook 6 to 8 minutes or until shrimp are opaque throughout, stirring occasionally. 2. Meanwhile, in large bowl, toss mixed greens, diced watermelon and remaining 3 tablespoons dressing until evenly coated. THE KITCHEN DIVA: By Angela Shelf Medearis A to Zucchini Nothing inspires a gardener to be generous to friends and neighbors like an abundant crop of zucchini! Anyone who has grown zucchini knows that a little planting goes a long way. Maybe you've run out of ways to prepare zucchini, and friends and neighbors are no longer returning your phone calls. Here are some recipes to transform your abundant crop into tasty snacks, along with tips for preserving your bumper crop for future dishes. ZUCCHINI-PINEAPPLE 4 quarts diced or shredded zucchini 46 ounces canned unsweetened pineapple juice 1 1/2 cups bottled lemon juice 3 cups sugar Mix ingredients in a large saucepan and bring to a boil. Simmer 20 minutes. Fill hot jars with hot mixture and cooking liquid, leaving 1/2inch headspace. Adjust two-piece lids and process in a boiling water bath (15 minutes for half-pints or pints). ZUCCHINI PICKLES 2 pounds zucchini, sliced (about 8 small) 1/3 pound onion, quartered and sliced (about 1 small) 1/4 cup canning salt (2 cups sugar 2 tablespoons whole black peppercorns 2 teaspoons mustard seed 1 teaspoon celery salt 1 teaspoon turmeric 3 cups vinegar 1. Combine zucchini and onion in a large bowl. Sprinkle with salt & cover with cold water. Let stand 2 hours. Drain mixture, then rinse and drain again. Combine remaining ingredients in a saucepan and bring to a boil. Pour vinegar mixture over zucchini and onions & let stand 2 hours. 2. Bring all ingredients to a boil, reduce heat and let simmer 5 minutes. Pack hot zucchini and liquid into hot jars, leaving 1/4-inch headspace. Adjust two-piece caps and process 15 minutes in a boiling water canner. Makes 4 half-pints. ZUCCHINI RELISH 2 cups chopped zucchini (about 3 medium) 1 small head green cabbage, finely chopped 1 cup chopped onion (about 1 medium) 1/2 cup chopped sweet green pepper (about 1 small) 1/2 cup chopped sweet red pepper (about 1 small) 2 1/2 tablespoons salt 2 cups sugar 2 cups apple cider vinegar 2 teaspoons celery seed 1 teaspoon mustard seed 1. Combine zucchini, cabbage, onion and peppers in a large bowl. Sprinkle with salt and cover with cold water. Let stand 2 hours. Drain mixture, then rinse and drain again. Combine remaining ingredients in a saucepan and bring to a boil. Add vegetables and simmer 10 minutes. 2. Pack hot relish into hot jars, leaving 1/4-inch headspace. Adjust two-piece lids and process 10 minutes in boiling water canner. Makes 4 half-pints. DEHYDRATED ZUCCHINI Choose young, slender zucchini. Wash zucchini & cut into 1/4-inch slices for cooking purposes or 1/8-inch slices for chips. Dry in a single layer in a 125 F oven until brittle. Use slices in soups & casseroles, or sprinkle zucchini chips with seasoned salt & serve with dips. To Freeze Slices: Choose young, tender zucchini. Wash and cut in 1/2-inch slices. Blanch in boiling water for 3 minutes. Cool promptly in ice-cold water before draining and packaging in freezer bags or containers, leaving 1/2inch headspace. Seal and freeze. To Freeze Grated: Choose young, tender zucchini. Wash and grate zucchini, then steam blanch in small batches for 1 to 2 minutes. For use in recipes, pack measured amounts into containers, leaving 1/2-inch headspace. Cool by placing the containers in cold water. Seal and freeze. ADD MENINGITIS VACCINATION TO BACK-TO-SCHOOL CHECKLISTS (NAPSA)-When preparing preteens and teens across the country for the new school year, vaccination against meningococcal disease needs to be at the top of every parent's back-to-school checklist. Meningococcal disease is a rare, but serious bacterial infection that can cause meningitis and take the life of an otherwise healthy child in just a single day. Tiffany Thornton, of Disney Channel's "So Random!" knows firsthand about the dangers of meningitis. She nearly lost her life to the disease when she was a teen and has now joined the National Association of School Nurses' (NASN) Voices of Meningitis campaign, an initiative in collaboration with Sanofi Pasteur that aims to educate parents about the importance of vaccination for preteens and teens. "I knew nothing about meningitis before I got sick and spent 10 days in the hospital fighting for my life-I was lucky to have survived," said Thornton. "If my parents and I had known that preteens and teens are at greater risk for meningitis, I would have been vaccinated. Parents should talk to their child's school nurse or health-care provider about vaccination to help protect them against this disease." Health officials recommend vaccination for preteens and teens, but nearly half of teens in the U.S. have not been immunized. This is of concern as a new national telephone survey shows that the majority of preteens and teens engage in activities that put them at risk of meningitis, like sharing water bottles and kissing. "Given meningitis is spread through common, everyday activities, it is difficult to help protect preteens and teens through education alone. Ensuring they are vaccinated is the best way to help protect preteens and teens from the disease," said Linda Davis-Alldritt, MA, BSN, RN, FNASN, FASHA, President of the NASN. About 10 percent of the 1,000 to 2,600 Americans who get meningococcal meningitis each year will die. Of those who survive, one in five is left with serious medical problems, including amputation of limbs, brain damage, deafness and organ damage. Preventing meningitis is particularly important because the disease moves quickly and can be hard to recognize, especially in its early stages, because symptoms may be similar to those of the flu. It's due to a compression of a wrist nerve as it passes through a tunnel of ligaments and bones on its way to the hand and fingers. You describe something similar, compression of the ulnar nerve at the elbow. This nerve supplies the little finger and the adjacent side of the ring finger. Compression of the nerve causes the kind of symptoms you have. You can try a simple treatment, an elbow splint. Your wear it at night, and the elbow should be bent about 60 degrees. Give it a week.
