Topic Area A: Achieving Nuclear Zero Special Focus on Short Term Solutions
The race to nuclear zero is a multifold objective; it includes the reduction of nuclear arms, revision of past agreements (treaties, bans etc), creation of new ones, the identities of each country as a Nuclear or Non-Nuclear State and the consequences of unauthorized nuclear procurement. Needless to say it is a very vast topic. Since we will be focusing on short term solutions here, any debate will tackle three aspects: 1) The Nuclear Weapon Free Zone in the Middle East This is the section where I expect every single member of the committee to participate fully, since it is here where the first part of the debate will centre. This topic will cover the issues present in the local region, namely; The possible nuclear capabilities and current state of IRAN The alarming situation of two hostile countries having nuclear weapons, ie INDIA and PAKISTAN Any other issue raised in a moderated caucus related to this section will not only be entertained but looked favorably upon as well.
2) The State of Current Treaties and Test Bans This being a very lengthy and complex section, I only expect the committee to touch upon this lightly. A short discussion on the treaties, some of which are CTBT, NPT, PTBT etc
3) Consequences of Unauthorized Nuclear Procurement In this section, delegates are expected to debate on it, but the actual reason for this section is to be the basis of your solution. I would recommend that the committee tackle this near the end or after the first topic, and in doing so head toward a final solution ie the Draft Resolution. By this point I will expect working papers to be already present. What will be the consequences of unauthorized procurement of Nuclear Technology or Nuclear Materials? What safeguards may be put in place to monitor authorized procurement, if any, of the same?
What can be done to accelerate Global Zero and discourage countries from going after Nuclear Capability? What Alternative can be there to the Nuclear Deterrence Theory? Once again I will be very pleased to see personal initiative in this section.
I do not expect the committee to actually deal and find the solution to every single faucet of this area, a reasonable attempt at doing so would more than suffice. However any delegate that feels brave enough will have my utmost attention and if he succeeds, my respect (and along with it a handful of marks!). 1) What is the current status of the arctic arms race? All countries are expected to present their stance and position on the arctic arms race What countries are currently occupying the Arctic (and their Status Reports as well as their behavior)?
2) Is using the Arctic as a resource hub feasible? All the pros and cons of using the arctic for mining resources are to be discussed. This will include the dangers of a catastrophe in the arctic, and the very important question is this risk justified by the amount of income generated by the resources present? Delegates may present a risk analysis of the situation if they so wish
3) What can be done to discourage and eliminate all human involvement at the arctic OR what safeguards can be taken to insure the safety of the environment at the same. Depending on how the debate has progressed, the delegates are expected to make a reasonable attempt at a solution supporting any side. This will involve the eventual creation of a Draft Resolution; hence I would recommend that this issue should be dealt with last or after sections 1 and 2
The structure of this area will also depend very greatly on how the debate progresses in-session, so it would be redundant to give any more objectives here. Provided the above three are completed any additional section would be more than welcome.
