Water Governance in OECD Countries A Multilevel Approach

Author: Organisation for Economic Co-Operation and Development (OECD)
Water Governance in OECD Countries: A Multilevel Approach addresses multilevel governance challenges in water policy implementation and identifies good practices for coordinating water policy across ministries, between levels of government, and across local actors at subnational level. Based on a methodological framework, it assesses the main coordination gaps in terms of policy making, financing, information, accountability, objectives and capacity building, and provides a platform of existing governance mechanisms to bridge them. Based on an extensive survey on water governance the report provides a comprehensive institutional mapping of roles and responsibilities in water policy-making at national/subnational level in 17 OECD countries. It concludes on preliminary multilevel governance guidelines for integrated water policy. Author: Organisation for Economic Co-Operation and Development (OECD)

The provision of water supply, sanitation and wastewater services generates substantial benefits for public health, the economy and the environment. Benefits from the provision of basic water supply and sanitation services such as those implied by the millennium development goals are massive and far outstrip costs. Benefit-to-cost ratios have been reported to be as high as 7 to 1 for basic water and sanitation services in developing countries. Wastewater treatment interventions can generate significant benefits for public health, the environment and for certain economic sectors such as fisheries, tourism and property markets, although these benefits may be less obvious to individuals and more difficult to assess in monetary terms. Finally, protecting water resources from pollution and managing water supply and demand in a sustainable manner can deliver clear and sizeable benefits for both investors in the services and end water users. Investments in managing water resources are going to be increasingly needed in the context of increasing water scarcity at the global level. The full magnitude of the benefits of water services is seldom considered for a number of reasons. Non-economic benefits that are difficult to quantify but that are of high value to the concerned individuals and society, i.e. non-use values, dignity, social status, cleanliness and overall well-being are frequently under-estimated. In addition, benefit values are highly locationspecific (depending on the prevalence of water-related diseases or the condition of receiving water bodies, for example) and cannot be easily aggregated This title belongs to OECD Report Series April 2011 144 pages Paperback ISBN: 9781780400112 IWA Members Price: 18.75/US$33.75/e25.31 Non Members Price: 25.00/US$45.00 /e33.75

Utility performance, especially in developing countries is still working toward the standard necessary to deliver best practice. This book examines performance monitoring and regulation as a prominent efficiency enhancement tool and clarifies many of the unknowns regarding the design and approach surrounding the area of utility management. Principles and practices are linked in a way that is informative and accessible, highlighting the challenges facing those who are trying to improve performance in the water sector. Operational settings are complex and unpredictable in developing countries due to inadequate infrastructure planning and this book makes clear which systems work best in these situations. The book discusses performance monitoring in the critical areas of utility management that achieve sustainable performance goals: Performance development planning Modes of performance monitoring Provocative approaches to incentives creation Monitoring through high incentive plans Customer relations monitoring Pro-poor oriented monitoring Careful use of partial performance indicators Proposed indicators for assessing governance incentives A case study on the National Water and Sewerage Corporation, Uganda is included in the book detailing the difficulties in discerning performance progress based on partial performance indicators. It underlines disparities in basing performance conclusions on partial performance indicators on one hand and aggregate analysis using modern benchmarking toolkits on the other. This is an excellent handbook for utility monitors or regulators whose primary duty is to oversee performance management. It is a valuable resource for decision-makers, analysts, and policymakers and can be used in capacity-building programs (both in-house and in universities) around the world. Different treatment applications in terms of behaviour of key microbial and chemical contaminants are assessed. Engineered as well as natural treatment trains are investigated to provide guidance for sustainable MAR schemes using alternative sources such as effluent and stormwater. The technologies considered are also well suited to the needs of developing countries, which have a growing need of supplementation of freshwater resources. A broad range of international full-scale case studies enables insights into long-term system behaviour, operational aspects, and fate of a comprehensive number of compounds and contaminants, especially organic micropollutants and bulk organics. The book depicts advances in water reclamation technologies and aims to provide new process combinations to treat alternative water sources to appropriate water quality levels for sustainable aquifer recharge. Meeting the Challenge of Financing Water and Sanitation Tools and Approaches
Author: Organisation for Economic Co-Operation and Development (OECD)
The investments needed to deliver sustainable water and sanitation services, including the funds that are needed to operate and maintain the infrastructure, expand their coverage and upgrade service delivery to meet current social and environmental expectations, are huge. Yet, most systems are underfunded with dire consequences for water and sanitation users, especially the poorest. Providing sustainable drinking water supply and sanitation services requires sound financial basis and strategic financial planning to ensure that existing and future financial resources are commensurate with investment needs as well as the costs of operating and maintaining services. Some of the key messages of this report are: WSS generate substantial benefits for the economy Investment needs to generate these benefits are large in both OECD and developing countries Tariffs are a preferred funding source, but public budgets and ODA will have a role to play, too Markets-based repayable finance is needed to cover high up-front capital investment costs Strategic financial planning and other OECD tools can help Governments move forward This title belongs to OECD Report Series November 2011 115 pages Paperback ISBN: 9781780400327 IWA Members Price: 16.50/US$29.70/e22.28 Non Members Price: 22.00/US$39.60/e29.70

Drinking Water Quality Best Practice Guide on Sampling and Monitoring of Metals in Drinking Water
Editor: Adam Postawa
There is increasing concern regarding the presence of metals, particularly heavy metals in drinking water. In addition to the well-known toxic effects of lead, which are discussed at length in the Best Practice Guide on the Control of Lead in Drinking Water (in this series of Guides), the latest WHO guide values for maximum mean concentrations of arsenic, nickel and others in drinking water have been lowered compared to previous versions. European Union, USA and National standards for drinking water have followed the trend based largely on the same toxicological information. There is currently growing interest in the presence of hexavalent chromium in drinking water following its finding in some drinking waters in the USA above the national upper limit for total chromium and research suggesting that this limit needs to be considerably lowered. Some metals, particularly iron and manganese are associated with the production of discoloured (dirty) water in distribution systems and are therefore very important to the production of water with acceptable aesthetic qualities. Others (iron and aluminium) are key to the treatment of raw waters to drinking water standards. In most cases it is not possible to continuously monitor waters for metals and suitable sampling programmes must be designed and carried out to give results representative of the

Drinking Water Quality Best Practice Guide on the Control of Iron and Manganese in Water Supply
Author: Adam Postawa
This Best Practice Guide on the Control of Iron and Manganese in Water Supply is one of a series produced by the International Water Associations Specialist Group on Metals and Related Substances in Drinking Water. Iron and manganese are often found in soft upland water sources associated with natural organic matter and are also commonly found in the groundwaters abstracted from confined and unconfined aquifers. The presence of iron and manganese in water is one of the most frequent reasons for customers complaint due to aesthetic issues (yellow, brown and black or stains on laundry and plumbing fixtures). These two metals can be removed fairly readily by physico-chemical treatment. The municipal treatment systems deployed derive benefit from their larger scale, particularly in relation to control, but the processes used are less suitable for the numerous small supplies that are the most common water supplies throughout Europe especially in rural areas. One important source of iron in drinking water is from old corroded cast-iron water mains, historically the material used most commonly in supply networks. Replacement and refurbishment is very expensive and the major challenge is how best to prioritize available expenditure. The purpose for this Best Practice Guide on the Control of Iron and Manganese in Water Supply is to give readers the broad view of a problem based on state-of-the-art compilation of the range of scientific, engineering, regulatory and operational issues concerned with the control of iron and manganese in drinking water. Drinking Water Quality Best Practice Guide on Metals Removal by Treatment

Editors: Mustafa Ersoz and Lisa Barrott
The EU Drinking Water Directive sets a range of standards for metals and related substances in drinking water, many of which are concerned with health protection. A number of these standards are very stringent and require compliance to be assessed at the point of use. Because of the difficulties associated with monitoring, historic practices in many countries have concentrated on the quality of water within the distribution network. As a result, the magnitude of problems with some metals and related substances in drinking water is not fully appreciated in all European countries, and the extent and nature of corrective actions differ widely. This Best Practice Guide on Metals Removal from Drinking Water describes drinking water standards and regulations, and explains the impact of a range of water treatment processes on metal levels in drinking water. Its objectives are to provide a basis for assessing the extent of problems and to identify appropriate water treatment options. The Guide provides a reasoned guide to selection of key water treatment processes. Each chapter focuses on a specific water treatment process and has been written by experts in that particular process. Best Practice Guide on Metals Removal from Drinking Water provides practice-based knowledge for water engineers and scientists in large and small water utilities, regulatory agencies,

Drinking Water Quality Stochastic Water Demand Modelling Hydraulics in Water Distribution Networks
Author: Mirjam Blokker
Water quality processes in the drinking water distribution network are strongly influenced by the flow velocity and residence time of the water in the network. In order to understand how the water quality changes in the drinking water distribution network, a good understanding of hydraulics is required. Specifically in the periphery of the network, where customers are connected, the hydraulics can change rapidly. During the night time the water is almost stagnant and the residence time increases. In the morning, when everybody gets up and flushes the toilet and takes a shower, high flow velocities can occur. During the remainder of the day flow velocities are low. The stochastic endues model SIMDEUM was developed to simulate water use on a small time scale (1 s) and small spatial scale (per fixture). SIMDEUM enables a good model of flow velocities, residence times and the connected water quality processes in the water distribution network. Stochastic Water Demand Modelling: Hydraulics in Water Distribution Networks describes the requirements of hydraulics in water quality modelling and provides insight into the development of detailed residential and non-residential water demand models. The book illustrates the use of detailed demand models in water quality models with respect to the variation in residence times and the relation with particle accumulation and resuspension. The models are compared to measurements in several real drinking water distribution networks. Drinking Water Quality Guidelines for Drinking-water Quality 4th Edition

Author: World Health Organisation (WHO)
This fourth edition of the World Health Organizations Guidelines for Drinkingwater Quality builds on over 50 years of guidance by WHO on drinking-water quality, which has formed an authoritative basis for the setting of national regulations and standards for water safety in support of public health. It is the product of significant revisions to clarify and elaborate on ways of implementing its recommendations of contextual hazard identification and risk management, through the establishment of health-based targets, catchment-to-consumer water safety plans and independent surveillance. It reflects the renewed focus on primary prevention. Significant additional guidance on good practice is presented, incorporating changes introduced by the first and second addenda to the third edition. Emerging water management issues are comprehensively addressed for a range of circumstances, from household water treatment and safe storage and the bulk supply of water over long distances to the potential implications of climate change. Additional risk assessments are presented for a number of new chemical and microbial hazards and applied to a suite of pesticides used for public health purposes. Existing reviews on chemicals and waterborne pathogens have been revised to account for new scientific information. The chapter on radiological aspects of drinking-water quality has been comprehensively updated. Even more than the previous edition, the 4th edition of Guidelines for Drinking-water Quality emphasizes achievable practices and the formulation of sound regulations, applicable to low-income, middle-income and industrialized countries alike, that aim to prevent a potential health crisis caused by the consumption of unsafe drinking-water, against the backdrop of rapid urbanization, water scarcity and climate change. Drinking Water Quality Cause and Prevention of Clogging of Wells Abstracting Groundwater from Unconsolidated Aquifers
Authors: C.G.E.M. (Kees) van Beek
Groundwater serves many purposes. It is a source of public and private drinking water, it is utilized as an industrial feedstock and it is used in agriculture for irrigation and cattle watering. The abstraction of groundwater also serves many civil engineering purposes such as structures, construction pit dewatering and remediation of polluted groundwater. Furthermore, groundwater is increasingly used for supply and storage of energy for the cooling and heating of buildings. Many wells abstracting groundwater suffer from impaired performance as a result of clogging by mechanical or biogeochemical processes. This represents a significant economic loss due to volume reductions, cost of well rehabilitations or construction of new wells. Cause and Prevention of Clogging of Wells Abstracting Groundwater from Unconsolidated Aquifers provides a comprehensive description of the various causes and processes associated with well clogging in addition to describing methodologies for diagnosis and prevention. Drinking Water Quality Management from Catchment to Consumer A Practical Guide for Utilities Based on Water Safety Plans
Editor: Bob Breach
Drinking Water Quality Management from Catchment to Consumer is a best practice book that builds on the experience of water suppliers and experts across the world in order to provide a practical guide to help utilities improve the management of drinking water quality. It is based on the Water Safety Plan approach and the principles of the Bonn Charter for Safe Drinking Water, and is intended to complement and support other relevant publications particularly the WHO Water Safety Plan Manual. It has evolved from the work of The Bonn Network which is a global group of water suppliers originally established to develop and share best practice in drinking water quality management based on the Bonn Charter. The emphasis is on practical information by operators for operators, learning from the experience of a range of water suppliers across the world. The book supports and encourages users to think through the best way for them to improve drinking water quality management taking account of local factors. It recognises that whilst water suppliers are central to the provision of good drinking water, this has to take place within a broader legal, institutional, and financial framework which is the responsibility of Government and others. It thus highlights the ways that water suppliers can work with a range of partners to ensure that all are committed to the same goal of good safe drinking water. Drinking Water Quality Management from Catchment to Consumer is an essential reference for water quality, laboratory and operational managers from water utilities around the world. It is also helpful to consultants working in this area and regulatory, health and municipal, and catchment management authorities. The book is of interest to academics working in the field of drinking water quality, and risk management and may be used on any courses aimed at managing drinking water quality. Drinking Water Quality Computational Fluid Dynamics in Drinking Water Treatment

Author: Bas Wols
Computational Fluid Dynamics (CFD) uses advanced numerical models to predict flow, mixing and (bio)-chemical reactions. In drinking water engineering, CFD is increasingly applied to predict the performance of treatment installations and to optimise these installations. A lack of understanding of the hydraulics in drinking water treatment systems has resulted in suboptimal design of installations. The formation of unwanted disinfection-by-products and the energy consumption or use of chemicals is therefore higher than necessary. The aim of this work is to better understand the hydraulic and (bio)chemical processes in drinking water treatment installations using experimental and numerical techniques. By combining these techniques, CFD modelling is further developed as a tool to evaluate the performance of these installations. This leads to new insights in the applicability of models in ozone and UV systems, and new insights in design concepts of these systems. CFD modelling proves to be a powerful tool to understand the hydrodynamic and (bio)-chemical processes in drinking water systems. If applied properly, accounting for the complex turbulent motions and validated by experiments, this tool leads to a better design of UV reactors, ozone systems and other systems dictated by hydraulics. Environment Water and Energy Threats and Opportunities

Author: Gustaf Olsson
Water and Energy Threats and Opportunities creates an awareness of the important couplings between water and energy. It shows how energy is used in all the various water cycle operations and demonstrates how water is used and misused in all kinds of energy production and generation. Population increase, climate change and an increasing competition between food and fuel production create enormous pressures on both water and energy availability. Since there is no replacement for water, water security looks more crucial than energy security. This is true not only in developing countries but also in the most advanced countries. The western parts of the USA suffer from water scarcity that provides a real security threat. The book does not aim to show how to design or to solve some of the very intricate conflicts between water and energy. Instead it systematically lists ideas, possibilities and a number of results. There are a few more technical chapters that act as entry points to more detailed technical literature. Part One of the book describes the water-energy nexus, the conflicts and competitions and the couplings between water security, energy security, and food security. Part Two captures how climate change, population increase and the growing food demand will have major impact on water availability in many countries in the world. Part Three describes water for energy and how energy production and conversion depend on water availability. As a consequence, all planning has to take both water and energy into consideration. The environmental (including water) consequences of oil and coal exploration and refining are huge, in North America as well as in the rest of the world. Furthermore, oil leak accidents have hit America, Africa, Europe as well as Asia. The consequences of hydropower are discussed and the competition between hydropower generation, flood control and water storage is illustrated. The importance of water for cooling thermal power plants is described, as this was so tragically demonstrated at the Fukushima nuclear plants in 2011. Climate change will further emphasize the strong coupling between water availability and the operation of power plants. Part Four analyses energy for water - how water production and treatment depend on energy. The book shows that a lot can be done to improve equipment, develop processes and apply advanced monitoring and control to save energy for water operations. Significant amounts of energy can be saved by better pumping, the reduction of leakages, controlled aeration in biological wastewater treatment, more efficient biogas production, and by improved desalination processes. The water-energy issue is not only about technology. It is our attitudes and our lifestyle that can significantly influence the consumption of both water and energy. We all have to be reminded that water is energy and energy is water. The reader The book is aimed for various kinds of readers: The politician and decision maker providing a holistic view; The engineer who wishes to find out about the key issues and to understand the strong driving forces from the increasing population, climate change and the food supply in the world;

Environment Renewable Energy Applications for Freshwater Production

Editors: Jockhen Bundschuh and Jan Hoinkis
Worldwide, many regions have a great potential to cover part of their pressing water needs by renewable energy powered water treatment processes using either thermal or membrane based technologies. Not only arid and semiarid regions are increasingly exposed to water shortage but also many other regions face a limitation of freshwater resources either by increasing contamination of surface water bodies and/or groundwater resources unsuitable for drinking and irrigation purposes either due to their high grade of mineralization or their contents of toxic components as for example arsenic, which affects worldwide the drinking water of over 200 million people. In many areas without centralized water supply, treatment techniques using locally available renewable energy resources such as wind, solar and geothermal can we provide an economic, social, and environmentally sustainable option for clean water production from seawater and from highly mineralized or otherwise unsuitable ground and surface water. This book provides an overview on possible cost-efficient techniques and application opportunities for different scales and shows why the implementation of these technologies faces numerous technological, economic and policy barriers and gives suggestions how these hurdles can be overcome. Costs of novel treatment units using renewable energy sources are discussed and compared with those of other technologies for clean water production considering external costs, such as environmental and social costs which are caused by using fossil fuel based technologies. Energy efficiency is highlighted since it is of special importance in systems that are to be powered by renewable energy. Moreover applications of water supply systems providing water in emergency condition are discussed. Environment Making Space for the River Experiences with Multifunctional River Planning in the US and Europe
Editors: Jeroem Frank Warner, Arwin van Buuren and Jurian Edelenbos
Making Space for the River examines the recent developments in river management that aim to green rivers, including increasing river discharge for flood management, enhancing natural and landscape values, promoting local or regional economic development, urban regeneration. This offers opportunities and synergies, but also risks as it crosses established boundaries and touches on multiple stakeholder interests, which can easily clash. The book demonstrates that there is no one-sizefits-all prescription to river management. The numerous linkages to achieve multiple goals almost inevitably lead to promoting some links at the expense of others and cause tensions between conflicting parties. Making Space for the River helps the reader to understand the policy dynamics that leads to these tensions and pays attention to the attempts to organize connections between stakes, frames, and goals of different actors in the process, descriptions and analyses of the effectiveness and legitimacy of these interconnections. Making Space for the River provides an interdisciplinary approach that examines:

Environment Water Sensitive Cities
Editors: Carol Howe and Cynthia Mitchell
Todays urban water managers are faced with an unprecedented set of issues that call for a different approach to urban water management. These include the urgent changes needed to respond to climate change, population growth, growing resource constraints, and rapidly increasing global urbanization. Not only are these issues difficult to address, but they are facing us in an environment that is increasingly unpredictable and complex. Although innovative, new tools are now available to water professionals to address these challenges, solving the water problems of tomorrow cannot be done by the water professionals alone. Instead, the city of the future, whether in the developed or developing world, must integrate water management planning and operations with other city services to meet the needs of humans and the environment in a dramatically superior manner. This book has been developed from selected papers from 2009 Singapore Water Week Planning for Sustainable Solutions and also papers taken from other IWA events. It pulls together material that supports the water professionals need for useful and up-to-date material. Health Related Water Issues Arsenic Contamination in the World An International Sourcebook
Author: Susan Murcott
Arsenic Contamination in the World: An International Sourcebook provides a global compendium of cited arsenic incidences in drinking-water. This book details arsenic contamination by source, region and arsenic-affected country. Arsenic is identified in 105 countries and territories, representing a larger database than any previous published work. Sources of arsenic contamination are categorized as: Anthropogenic, Geogenic, Volcanogenic, Coal, Mining and Petroleum-related. National, regional and international maps locate the affected areas and populations. A synthesis of critical country information includes an estimate of the exposed population of over 178 million people worldwide. This reference work is an indispensible tool for governments, industries, non-profit organizations and communities in identifying site-specific arsenic contamination. By synthesizing the known occurrences of arsenic world-wide, we offer an essential foundation for understanding the global geologicalmedical interface of arsenic. An extensive bibliography of peer reviewed literature gives the reader important arsenic contamination locations as the first step towards remediation. Complaints due to odour annoyance have become a major issue for wastewater treatment plant, waste management, landfill, intensive livestock and other industrial operators as the repeated release of unpleasant odorous emissions can constitute a nuisance to a local population. Traditionally, odour management has been maintained by the use of buffer distances between industry and receptors or by the installation of odour abatement systems that both collect and disperse the emission or treat the emission to acceptable level to limit receptor impact. With the expansion of suburbia and the associated encroachment, residents and industry are coming into closer proximity than in the past. This interaction is unpredictable, complex and difficult to address. Integrated odour impact management approaches involving improved measurement and understanding of odorous emissions, their impact on local receptors, treatment performance and integration in local community relations programs are needed to meet the potential impact due to population growth and increasing global urbanisation. Health Related Water Issues Arsenic in Groundwater: Poisoning and Risk Assessment
Authors: M. Manzurul Hassan, Peter J. Atkins

The main focus of Arsenic in Groundwater: Poisoning and Risk Assessment is to explore the untold stories of groundwater arsenic in view of its poisonous nature for human health, social implications, exposure and risk assessment, worldwide concentrations with space-time dimension, micro level GIS application in spatial arsenic concentration, policy response and mitigation options, and water right and legal issues of safe drinking water. There are very few books on arsenic issues and almost all the books are mainly based on geology, geochemistry and health issues. There is a gap in spatial, social and legal issues of arsenic toxicity, and the lack of literature on GIS-based modeling for spatial risk of arsenic contamination is a serious methodological limitation. Therefore, this book is a departure for health geography with a social science and legal context. The book deals with the arsenic issue within a social science point framework, with the context being set by environmental

Health Related Water Microbiology Animal Waste, Water Quality and Human Health
Editors: Alfred Dufour and Jamie Bartram
Domestic animals contaminate recreational waters and drinking-water sources with excreta and pathogens; but this threat to public health lacks a systematic evidence base is inadequately understood and is insufficiently addressed in regulations. More than 85% of the worlds faecal wastes is from domestic animals such as poultry, cattle, sheep and pigs. These animals harbor zoonotic pathogens that are transported in the environment by water, especially runoff. However, little information exists on health effects associated with exposure to the potential hazards; water standards focused on control of human fecal contamination do reflect the contribution of nonhuman fecal contamination to risk. Prepared with contributions from a group of international experts, Animal Waste, Water Quality and Human Health considers microbial contamination from domestic animal and bird sources and explores the health hazards associated with this microbial contamination and approaches to protecting public health. Animal Waste, Water Quality and Human Health is of interest to regulators with responsibility for recreational waters, drinking water quality and water reuse; policymakers working in water quality, public health and agriculture; decision makers responsible for livestock management; and scientists and practitioners concerned with many affected subjects. Topics covered include: Credible waterborne zoonotic pathogens are discussed and ranked according to their potential hazard level. Each pathogen is described with regard to its sources, reservoirs, and infectivity. Faecal production rates of various domestic animals are discussed, alongside pathogen transmission in animal populations, pathogen prevalence in animals and supershedders. Transport of fecal indicator organisms and their episodic occurrence in catchments Interventions for improving food safety and reducing production losses. The impact of interventions, e.g. enhanced attenuation and storage to prevent spills; benchmarking against best management practices to reduce diffuse source contamination. Models to inform design of farm-scale best management practices and the effectiveness of best management practices for attenuating pathogen transport within catchments. The complex nature of human exposure to zoonotic waterborne pathogens; including the relationships among livestock waste contamination, water impairment, zoonotic pathogens, and human infection and illness. and legal considerations. Due consideration is given to the methodological issues of spatial, quantitative and qualitative enquiries on arsenic poisoning, for instance using GIS to investigate the distribution of arsenic-laced water in space-time to uncover the pattern of variations over scales from metres to kilometres. The production of spatial risk maps provides an indication to researchers, policy makers, and politicians of possible long-term strategies of mitigation. Qualitative methodological approaches uncovers the hidden issues of arsenic poisoning on human health and their social implications as well as their coping strategies and adaptation in the face of community and in-family ostracism. Health Related Water Microbiology Environmental Aspects of Zoonotic Diseases

Authors: Robert Armon and Uta Cheruti
Environmental Aspects of Zoonotic Diseases provides a definitive description, commentary and covers the research needs of environmental aspects related to zoonotic diseases. There are many interrelated connections between the environment and zoonotic diseases such as: water, soil, air and agriculture. The book presents investigations of these connections, with specific reference to environmental processes such as: deforestation, floods, draughts, irrigation practices, soil transfer and their impact on bacterial, viral, fungal, and parasitological spread. Environmental aspects such as climate (tropical, sub-tropical, temperate, arid and semi-arid), developed and undeveloped countries, animal (domestic and wild) traffic animal border crossing, commercial animal trade, transportation, as well geography and weather on zoonosis, are also discussed and relevant scientific data is condensed and organized in order to give a better picture of interrelationship between the environment and current spread of zoonotic diseases. Altogether, the book presents a remarkable and a vast amount of potential future research directions based on the link: environment-vectors-pathogens-humans. The most up-to-date source of information on this increasingly important cross-disciplinary subject, Environmental Aspects of Zoonotic Diseases will be invaluable for environmentalists, veterinarians, medical staff, environmental engineers, government agencies and consultants working in this field. a disregard for past water technologies that were considered to be far behind the present ones. There are a great deal of unresolved problems related to the management principles, such as the decentralization of the processes, the durability of the water projects, the cost effectiveness, and sustainability issues such as protection from floods and droughts. In the developing world, such problems were intensified to an unprecedented degree. Moreover, new problems have arisen such as the contamination of surface and groundwater. Naturally, intensification of unresolved problems led societies to revisit the past and to reinvestigate the successful past achievements. To their surprise, those who attempted this retrospect, based on archaeological, historical, and technical evidence were impressed by two things: the similarity of principles with present ones and the advanced level of water engineering and management practices. There is a continued impetus to reduce land area, capital costs, running costs, and to optimise performance and process control. The discovery of the activated sludge process is detailed including the development, in the early 1900s, of many forms of this process. Industrial wastes were discharged to biological treatment systems and the impact of such pollutants is reviewed. The work of Royal Commissions, River Boards and the National Rivers Authority is summarised, and the advances in chemical analysis and on-line measurement of chemical quality characteristics. Later developments such as reed beds and the use of hybrid treatment systems are covered. Examples are included such as the fixed film activated sludge process which has found application for small communities in package form, and also for large-scale municipal treatment plants. Membrane Based Desalination: An Integrated Approach MEDINA

Authors: Enrico Drioli, Alessandra Criscuoli and Francesca Macedonio
Reverse Osmosis is the dominant technology in water desalination. However, some critical issues remain open: improvement of water quality, enhancement of the recovery factor, reduction of the unit water cost, minimizing the brine disposal impact. This book aims to solve these problems with an innovative approach based on the integration of different membrane operations in pre-treatment and posttreatment stages. Membrane-Based Desalination: An Integrated Approach (acronym MEDINA) has been a three year project funded by the European Commission within the 6th Framework Program. The project team has developed a work programme aiming to improve the current design and operation practices of membrane systems used for water desalination, trying to solve or, at least, to decrease the critical issues of sea and brackish water desalination systems. In the book, the main results achieved in the nine Work Packages constituting the project will be described, and dismissed by the leaders of the various WPs. The following areas are explored in the book: the development of advanced analytical methods for feed water characterization, appropriate fouling indicators and prediction tools, procedures and protocols at full-scale desalination facilities; the identification of optimal seawater pre-treatment strategies by designing advanced hybrid membrane processes (submerged hollow fibre filtration/reaction, adsorption/ion exchange/ozonation) and comparison with conventional methods; the optimisation of RO membrane module configuration, cleaning strategies, reduction of scaling potential by NF; the development of strategies aiming to approach the concept of Zero Liquid Discharge (increasing the water recovery factor up to 95% by using Membrane Distillation - MD; bringing concentrates to solids by Membrane Crystallization or Wind Intensified Enhanced Evaporation) and to reduce the brine disposal environmental impact and cost; increase the sustainability of desalination process by reducing energy consumption(evaluation of MD, demonstration of a new energy recovery device for SWRO installations)and u se of renewable energy (wind and solar). Membrane Technology Biofouling of Spiral Wound Membrane Systems

Authors: Johannes Simon Vrouwenvelder, Joop Kruithof, and Mark van Loosdrecht
High quality drinking water can be produced with membrane filtration processes like reverse osmosis (RO) and nanofiltration (NF). As the global demand for fresh clean water is increasing, these membrane technologies are increasingly important. One of the most serious problems in RO/NF applications is biofouling excessive growth of biomass affecting the performance of the RO/NF systems. This can be due to the increase in pressure drop across membrane elements (feed-concentrate channel), the decrease in membrane permeability or the increase in salt passage. These phenomena result in the need to increase the feed pressure to maintain constant production and to clean the membrane elements chemically. Biofouling of Spiral Wound Membrane Systems relates biomass accumulation in spiral wound RO and NF membrane elements with membrane performance and hydrodynamics and determines parameters influencing biofouling. It focuses on the development of biomass in the feed-concentrate (feed-spacer) channel and its effect on pressure drop and flow distribution. It can be used to develop an integral strategy to control biofouling in spiral wound membrane systems. Most past and present methods to control biofouling have not been very successful. An overview of several potential complementary approaches to solve biofouling is given and an integrated approach for biofouling control is proposed. Mathematical modelling of activated sludge systems is used widely for plant design, optimisation, training, controller design and research. The quality of simulation studies varies depending on the project objectives, finances and expertise available. Consideration has to be given to the model accuracy and the amount of time required carrying out a simulation study to produce the desired accuracy. Inconsistent approaches and insufficient documentation make quality assessment and comparison of simulation results difficult or almost impossible. A general framework for the application of activated sludge models is needed in order to overcome these obstacles. The genesis of the Good Modelling Practice (GMP) Task Group lies in a workshop held at the 4th IWA World Water Congress in Marrakech, Morocco where members of research groups active in wastewater treatment modelling came together to develop plans to synthesize the best practices of modellers from all over the world. The most cited protocols were included in the work, amongst others from: Hochschulgruppe, STOWA, BIOMATH and WERF. The goal of the group was to set up an internationally accepted framework to deal with activated sludge models in practice. This framework makes modelling more straightforward and systematic especially for consultants and other practitioners. Additionally, it helps to define quality levels for simulation results, a procedure to assess this quality and to assist in the proper use of the models. The goals can be summarised as follows: 1. Set-up of an internationally accepted framework for activated sludge modelling, with a strong emphasis on the quality control of simulation studies. 2. The framework should be targeted towards practitioners and consultants and therefore cost aspects are very important. 3. Identify and classify different model application goals together with the appropriate effort to obtain results with sufficient quality to meet the objectives of the study. The GMP Task Group hopes to achieve these objectives through the publication of a Scientific and Technical Report entitled Guidelines for Using Activated Sludge Models. The GMP Task Group has developed a Unified Protocol and an Application Matrix as the basis for the modelling framework. The Unified Protocol was developed by synergizing the best salient features of several published modelling protocols and consists of five major steps: 1. Project definition 2. Data collection and reconciliation 3. Plant model set-up 4. Calibration and validation 5. Simulation and result interpretation The Application Matrix consists of a list of 14 typical modelling applications and indicates the relative rigour with which each of the Unified Protocol steps should be carried out for the particular application. This book provides an introduction to learning Good Modelling Practice (GMP) in activated sludge modelling. It is of special interest for process engineers who have no prior knowledge of modelling, and can be used as a textbook, and a modelling reference book. Flood Risk and Social Justice is a response to the rising significance of floods and flood-related disasters worldwide, an initiative to promote a holistic viewpoint of how to approach the problem of flood risk in a socially just way. This book is accordingly about socially just flood risk mitigation practices in which the process of engaging in social justice requires multidisciplinary approaches which start from social needs and concerns and proceed in indefinable feedback cycles where the acceptable social, ethical, technical and environmental norms and standards continuously change, leading to transcendences in levels of understanding and consciousness. In this book, the question of how to judge whether a risk is acceptable or not requires much deeper social and phenomenological considerations rather than simple calculations of probabilities multiplied by unwanted outcomes and their balancing between costs and benefits. The book discusses these and some other important aspects and it suggests that the present flood management practice should adopt the social justice approach and pay particular attention on what is the right thing to do within a much wider context which does not deny the validity of modes of human understanding which cannot be addressed within the spirit of modern science. Therefore, the material presented in this book is in some parts philosophical and theoretical and in some other parts it is purely scientific and technical. Flood Risk and Social Justice is written to support a wide range of audiences and seeks to improve the dialogue between researchers and practitioners from different disciplines (including post-graduate engineering and social science students, industry practitioners, academics, planners, environmental advocacy groups and environmental law professionals) who have a strong interest in a new kind of social justice work that can act as a continuous counter-force to the various mechanisms that unceasingly give rise to injustices. Water & Wastewater Treatment Chemistry of Ozone in Water and Wastewater Treatment From Basic Principles to Applications
Authors: Clemens von Sonntag and Urs von Gunten
Even though ozone has been applied for a long time for disinfection and oxidation in water treatment, there is lack of critical information related to transformation of organic compounds. This has become more important in recent years, because there is considerable concern about the formation of potentially harmful degradation products as well as oxidation products from the reaction with the matrix components. In recent years, a wealth of information on the products that are formed has accumulated, and substantial progress in understanding mechanistic details of ozone reactions in aqueous solution has been made. Based on the latter, this may allow us to predict the products of as yet not studied systems and assist in evaluating toxic potentials in case certain classes are known to show such effects. Keeping this in mind, Chemistry of Ozone in Water and Wastewater Treatment: From Basic Principles to Applications will discuss mechanistic details of ozone reactions as much as they are known to date and apply them to the large body of studies on micropollutant degradation such as pharmaceuticals and endocrine disruptors that is already available. Extensively quoting the literature and updating the available compilation of ozone rate constants will give the reader a text at hand on which his research can be based. Moreover, those that are responsible for planning or operation of ozonation steps in drinking water and wastewater treatment plants will find salient information in a compact form that otherwise is quite disperse. A critical compilation of rate constants for the various classes of compounds is given in each chapter, including all the recent publications. This is a very useful source of information for researchers and practitioners who need kinetic information on emerging contaminants. Furthermore, each chapter contains a large selection of examples of reaction mechanisms for the transformation of micropollutants such as pharmaceuticals, pesticides, fuel additives, solvents, taste and odor compounds, cyanotoxins. and maintenance), simple to operate, proven technologies, is a key component in any strategy aimed at increasing the coverage of wastewater treatment. Sustainable Treatment and Reuse of Municipal Wastewater presents the concepts of appropriate technology for wastewater treatment and the issues of strategy and policy for increasing wastewater treatment coverage. The book focuses on the resolution of wastewater treatment and disposal problems in developing countries, however the concepts presented are valid and applicable anywhere and plants based on combined unit processes of appropriate technology can also be used in developed countries and provide to them the benefits described. Sustainable Treatment and Reuse of Municipal Wastewater presents the basic engineering design procedures to obtain high quality effluents by treatment plants based on simple, low cost and easy to operate processes. The main message of the book is the idea of the ability to combine unit processes to create a treatment plant based on a series of appropriate technology processes which jointly can generate any required effluent quality. A plant based on a combination of appropriate technology unit processes is still easy to operate and is usually of lower costs than conventional processes in terms of investment and certainly in operation and maintenance. Chapters in the book are organized in a practical and accessible way to: demonstrate selected unit process of appropriate technology and provide the scientific basis, the equations and the parameters required to design the unit processes, with some innovations developed by the authors. highlight design procedures for selected combined processes which are in use in developing countries. propose an innovative Orderly Design Method (ODM), which is easy to follow by practicing engineers, using the equations and formulas developed, once the fundamentals of each unit and combined process have been established. provide a numeric example for the basic design of each selected appropriate technology process for a city with a population of 20,000 using the ODM and an Excel program which will be provided to the readers for download from an online web page. This book is a valuable and practical resource for all wastewater treatment engineers in field and the operational managers of waste treatment facilities. Water & Wastewater Treatment Benchmarking of Control Strategies for Wastewater Treatment Plants
Editors: Krist V Gernaey, Ulf Jeppsson, Peter A Vanrolleghem, John B Copp and Jean-Philippe Steyer
Wastewater treatment plants are large non-linear systems subject to large perturbations in wastewater flow rate, load and composition. Nevertheless these plants have to be operated continuously, meeting stricter and stricter regulations. Many control strategies have been proposed in the literature for improved and more efficient operation of wastewater treatment plants. Unfortunately, their evaluation and comparison either practical or based on simulation is difficult. This is partly due to the variability of the influent, to the complexity of the biological and biochemical phenomena and to the large range of time constants (from a few minutes to several days). The lack of standard evaluation criteria is also a tremendous disadvantage. To really enhance the acceptance of innovative control strategies, such an evaluation needs to be based on a rigorous methodology including a simulation model, plant layout, controllers, sensors, performance criteria and test procedures, i.e. a complete benchmarking protocol. This book is a Scientific and Technical Report produced by the IWA Task Group on Benchmarking of Control Strategies for Wastewater Treatment Plants. The goal of the Task Group includes developing models and simulation tools that encompass the most typical unit processes within a wastewater treatment system (primary treatment, activated sludge, sludge treatment, etc.), as well as tools that will enable the evaluation of long-term control strategies and monitoring tasks (i.e. automatic detection of sensor and process faults). Work on these extensions has been carried out by the Task Group during the past five years, and the main results are summarized in Benchmarking of Control Strategies for Wastewater Treatment Plants. Besides a description of the final version of the already well-known Benchmark Simulation Model no. 1 (BSM1), the book includes the Benchmark Simulation Model no. 1 Long-Term (BSM1_LT) with focus on benchmarking of process monitoring tasks and the plantwide Benchmark Simulation Model no. 2 (BSM2). A CD-ROM Appendix containing benchmarking software developed by the Task Group, simulation results and detailed technical reports describing all aspects of the benchmark systems is also included. Water & Wastewater Treatment Uncertainty in Wastewater Treatment Design and Operation Addressing Current Practices and Future Directions
Editors: Evangelina Belia, Marc Neumann, Lorenzo Benedetti, Bruce Johnson, Sudhir Murthy, Peter Vanrolleghem and Stefan Weijers
Uncertainty in Wastewater Treatment Design and Operation aims to facilitate the transition of the wastewater profession to the probabilistic use of simulators with the associated benefits of being better able to take advantage of opportunities and manage risk. There is a paradigm shift taking place in the design and operation of treatment plants in the water industry. The market is currently in transition to use modelling and simulation while still using conventional heuristic guidelines (safety factors). Key reasons for transition include: wastewater treatment simulation software advancements; stricter effluent requirements that cannot be designed for using traditional approaches, and increased pressure for more efficient designs (including energy efficiency, green house gas emissions control). There is increasing consensus among wastewater professionals that the performance of plants and the predictive power of their models (degree of uncertainty) is a critical component of plant design and operation. However, models and simulators used by designers and operators do not incorporate methods for the evaluation of uncertainty associated with each design. Thus, engineers often combine safety factors with simulation results in an arbitrary way based on designer experience. Furthermore, there is not an accepted methodology (outside modelling) that translates uncertainty to assumed opportunity or risk and how it is distributed among consultants/contractors and owners. Uncertainty in Wastewater Treatment Design and Operation documents how uncertainty, opportunity and risk are currently handled in the wastewater treatment practice by consultants, utilities and regulators. The book provides a useful set of terms and definitions relating to uncertainty and promotes an understanding of the issues and terms involved. It identifies the sources of uncertainty in different project phases and presents a critical review of the available methods. Real-world examples are selected to illustrate where and when sources of uncertainty are introduced and how models are implemented and used in design projects and in operational optimisation. Uncertainty in Wastewater Treatment Design and Operation defines the developments required to provide improved procedures and tools to implement uncertainty and risk evaluations in projects. Water & Wastewater Treatment Wastewater Treatment: Source Separation and Decentralisation
Editors: Tove A. Larsen, Kai M. Udert and Judit Lienert
During the 1990s, several groups started working on source-separating technologies for wastewater treatment. Source separation was not new, but had long been propagated as a cheap and environmentally friendly technology for the poor. The novelty was the discussion whether source separation could be a sustainable, resource efficient alternative to existing end-of-pipe systems, even in urban areas and industrialized countries. Since then, sustainable resource management and many different source-separating technologies have been investigated, thereby developing the theoretical framework and also possible technologies to a more mature state. At the same time, many interesting technologies for the processing of combined or concentrated wastewaters have been developed, which are equally suited for the processing of source-separated domestic waste(water). Growing water scarcity is one of the main drivers for new approaches in wastewater management. Based on the insight that water will be an important limiting factor for the quality of urban life, it is increasingly questioned whether the paradigm of sewer-based wastewater treatment is the only valid technical solution for urban water management. Wastewater Treatment: Source Separation and Decentralisation sets up a comprehensive view of the resources involved in urban water management and the potential of source separation and decentralisation to provide viable alternatives to sewer-based urban water management. The book presents a comprehensive view of the State of the Art of source separation and decentralisation and the technical possibilities and practical experience with source separation in different countries around the world. The area is in rapid development, but many of the fundamental insights presented in this book will stay valid. Wastewater Treatment: Source Separation and Decentralisation is intended for all professionals interested in wastewater management, whether or not they are familiar with source separation. Contents: Introduction: Why Question the Prevailing Paradigm of Wastewater Management? The Advantages of Source Separation and Decentralisation: Energy

Water & Wastewater Treatment Reduction, Modification and Valorisation of Sludge

REMOVALS Editors: Azael Fabregat, Christophe Bengoa, Josep Font and Frank Stueber
The adoption of the Urban Waste Water Treatment Directive requires sewage sludge to be subsequently treated and the Sewage Sludge Directive regulates the uses and properties of stabilised sludge for being either recycled or disposed. Both directives drive specific actions in two complementary ways. Reduction, Modification and Valorisation of Sludge aims at developing strategies for the disposal and reuse of waste sludge. It aims to develop several processes for reducing both amount and toxicity of sludge, with simultaneous transformation into green energy vectors such as methane or hydrogen. Mesophilic and mainly thermophilic and autothermophilic conditions are explored as classical alternatives for sludge stabilisation, assuring sanitary conditions of the treated sludge. Valuable materials are obtained from sludge, such as activated carbons, which are used in conventional adsorption processes and in innovative advanced oxidation processes. Guidelines are provided for technology selection in agreement with the geographic, economic and technical characteristics of the sewage plants, demonstration of the feasibility of new applications for the sewage sludge, manufacturing of activated carbon from sludge sewage as innovative recycling of sludge waste, and a deep understanding of the methods involved. Water & Wastewater Treatment Handbook on Particle Separation Processes

Editors: Arjen Van Nieuwenhuijzen and Jaap Van der Graaf
Particles in water play an important role in all kinds of water quality and treatment issues. Since the early beginnings of centralised water production and treatment, the main goal of water purification was primarily the removal of water turbidity in order to produce clear water free from visible particles. The Handbook on Particle Separation Processes provides knowledge and expertise from a selected group of international experts with a wealth of experience in the field of particles and particle separation in water and wastewater treatment. The Handbook on Particle Separation Processes includes an edited selection of presentations and workshops held at the academic summer school Particle Separation in Water and Wastewater Treatment, organised under the supervision of the IWA Specialist Group Particle Separation. Decision Support for Water Framework Directive Implementation

Volume 3 Editor: Peter A Vanrolleghem
Decision Support for Water Framework Directive Implementation: Volume 3 is a concrete outcome from the HarmoniCA concerted action as part of a 4-volume series of Guidance Reports that guide water professionals through the implementation process of the Water Framework Directive, with a focus on the use of ICT-tools (and in particular modelling). They are complementary to the Guidance Documents produced by the EU Directorate General for Environment. Water resources planning and management and the development of appropriate policies require methodologies and tools that are able to support systematic, integrative and multidisciplinary assessments at various scales. It also requires the quantification of various uncertainties in both data and models, and the incorporation of stakeholders participation and institutional mechanisms into the various tools and risk assessment methodologies, to help decision makers understand and evaluate alternative measures and decisions. The other three volumes in the Water Framework Directive Series are: Water Framework Directive: Model supported Implementation - A Water Managers Guide edited by Fred Hattermann and Zbigniew W Kundzewicz Modelling Aspects of Water Framework Directive Implementation - Volume 1 edited by Prof. Peter A. Water Policy/Legislation/ Finance/Governance Optimizing Private Sector Participation in the Water Sector
Cledan Mandri-Perrott and David Stiggers
Public sector funding and resources are often inadequate to meet increasing demands for investment and effective management, and a growing case history shows increasing involvement by the private sector in provision of infrastructure and services through PPP arrangements. The objective of this book is to determine, and make recommendations on, means of optimizing the use of Public Private Partnerships (PPP) in development of infrastructure whilst ensuring the sustainable long term provision of water and waste water services. The focus is on providing detailed recommendations on contractual issues and contract structures to achieve this objective. Optimizing Private Sector Participation in the Water Sector: Identifies what is needed to establish effective and sustainable water and wastewater service reform when using a PPP arrangement, and importantly how those issues can be addressed contractually. Provides specific recommendations of a comprehensive and detailed approach to contract drafting to ensure effective, sustainable and long term provision of water and wastewater services, including an approach for adaptation of public procurement procedures for PPP arrangements. Recommends a proposed approach to dealing with the influence of imperfect or unavailable data on the long term

Water policies around the world are in urgent need of reform. Despite improvements in some sectors and countries, progress on meeting national, regional and international goals for managing and securing access to water for all has been uneven. Rallying policymakers around a positive water reform agenda needs to be a high priority and calls for strong political commitment and leadership. This report on Meeting the Water Reform Challenge brings together key insights from recent OECD work and identifies the priority areas where governments need to focus their reform efforts. It calls for governments to focus on getting the basics of water policy right. Sustainable financing, effective governance, and coherence between water and sectoral policies are the building blocks of successful reform. Water Policy/Legislation/ Finance/Governance Risk Assessment for Water Infrastructure Safety and Security
Authors: Anna Doro-on
One of the seventeen critical infrastructures vital to the security of the United States, the water supply system remains largely unprotected from the threat of terrorism, including possible revenge by Al Qaeda over the killing of Osama Bin Laden. Recognizing and identifying prospective events of terrorism against the water infrastructure is critical to the protection of the nation, as the consequences triggered by a terrorist attack on the water supply would be devastating. Risk Assessment for Water Infrastructure: Safety and Security provides a unique quantitative risk assessment methodology for protection and security against terrorist contamination, vandalism, attacks against dams, and other threats to water supply systems. Focusing on the human safety, environmental, and economic consequences triggered by potential terrorist attacks and other threats, the book presents: The development of an integrated approach of risk assessment based upon the cumulative prospect theory The qualitative/quantitative processes and models for security and safe facility operations as required by EPA, DHS, and other governmental and regulatory agencies The application of an integrated model to the risk assessment of surface water, dams, wells, wastewater treatment facilities, reservoirs, and aqueducts of large urban regions The development of intelligence analysis incorporating risk assessment for terrorism prevention Finally, Risk Assessment for Water Infrastructure: Safety and Security presents the legal and regulatory requirements and policy related to the protection and security of water infrastructure from terrorism and natural hazards to both human health and the environment. By analyzing potential terrorist risks against the water supply, strategic improvements in U.S. water infrastructure security may be achieved, including changes in policy, incorporation of intrusion detection technology, increased surveillance, and increased intelligence.
