Evolving a Gender Mainstreaming Model for Flood Emergency Reconstruction Project [FERP]

Context
A $650-million emergency loan to the Government of Sindh to meet urgent reconstruction priorities emerging from 20102011 floods Focus on transport (primarily roads and bridges) and irrigation with an aim to restore livelihoods, and secure the social infrastructure services against future flooding

PILOT Project: From Dreams to Reality


One year (project in 6th month) Total amount: US$ 49,000 Targeted households: 220 in 4 flood affected villages Aim: To enhance the communitys ability to articulate and demand gender equality interventions Strategy: To support socioeconomic development of at least 220 households, specifically women

Develop Changemakers
Whose problem is it?
Be non-prescriptive and go beyond the sector Encourage innovation, i.e. to do it cheaper, better and faster Institutionalize a mechanism to bring about the change at the community level Build exit into entry

Changemakers

Local, community based, self-driven volunteers with a social conscience and an entrepreneurial mindset, who dare to imagine or conceive vague possibilities into a reality.

Community-based Changemakers
Identified and built capacity of 23 changemakers (male (8) and female (15)) to: Understand womens issues with regard to time use and access to and control over resources, water, health, education and livelihoods Undertake area assessment Adopt households (10 each 230 total) Link up with resource persons and institutions Identify and set up a social enterprise

National Identity Cards Safe drinking water Hygiene during menstruation Discussion on issues of domestic violence Livelihood and enterprise development for 120 households Request for safe bathing spaces Risk reduction for livelihood assets during disaster Adult literacy Exposure to biogas and solar energy

Next Steps
Set-up Sartiyon Centers as all-purpose community centers for women e.g. industrial home, input supply shop, basic business support unit, adult literacy center, day care center Four social enterprises, linked to the Sartiyon center,
Hamam, latrine and a washing area Biogas plant as a demonstration Water filter and bottling plant Solar light

Forming and supporting common interest business groups through technical training and market linkages
