Chapter 1: Preamble
Government has identified small-scale sector as a priority sector and has been announcing policies for its sustained growth. For any development a systematic and realistic planning is essential, especially for development for tiny, SSI, medium and large-scale industries. A detailed study of resources, existing infrastructure facilities and industrial base is necessary. To encourage local entrepreneurs a strong database regarding the resources, availability of infrastructure facilities and more importantly potential projects that could be promoted locally is a basic essential. Bangalore (Rural) District consists of eight Taluks, viz Ramanagaram, Channapatna, Magadi, Kanakapur, Devanahalli, Doddaballapur, Hosakote and Nelamangala. Doddaballapur taluk is one amongst the eight Taluks in the District. Department of Industries & Commerce has entrusted the preparation of District Industrial Perspective Plan (DIDP) of Bangalore Rural District to Technical Consultancy Services Organization of Karnataka (TECSOK) Taluk-wise Industrial Perspective Plan for the eight Taluks of the District is to be prepared to facilitate consolidation as District Industrial Perspective Plan Report. Accordingly, this Report presents Industrial Perspective Plan of Doddaballpaur Taluk. 1.1 Objectives of the study; Primary Objectives Identification of potential investment opportunities in secondary and service sectors. Suggesting a Facilitation Plan for materializing the potential. Secondary Objectives To take stock and prepare a SWOT Analysis based on; Resource base-trends and growth rate. Existing industrial and other infrastructural facilities and recent developments. Existing industrial base. Recent trends in industrialization. Other relevant factors such as coming up of mega infrastructure projects, proximity to market centers, etc.

1.2

Methodology The Report is prepared based on primary data & secondary data. Primary data was collected by contacting and interacting with the resource persons, stakeholders in Government Departments/ Organizations, Industry Associations, Industrialists, NGOs etc., at Taluk & District levels. Secondary data was collected from published sources. The collected data was analysed for trends and inferences and adopted for the preparation of Taluk Industrial Perspective Plan.

Disclaimer Data obtained from various Government Departments/ organizations are analysed to form the basis for the Taluk Industrial Perspective Plan. Data available from relevant Government publications have been adopted for the Study. Wherever a particular data was not available, appropriate trend projections / estimates were made based on the growth/ development and adopted in the Report. The Report is for the general guidance of entrepreneurs, the Department of Industries & Commerce and other developmental agencies. Investment opportunities have been suggested taking into consideration the viability, availability of raw material, labour and a host of other factors. However, any entrepreneur desirous of setting up an enterprise is advised to carry out due diligence before committing the investment.

Chapter-2: Potential Investment Opportunities


Potential investment opportunities for the Taluk have been suggested based on the following parameters: Resource base Demand in the location & surrounding areas Entrepreneur skill / possible footloose investment opportunities. Infrastructure Development projects. New / innovative projects for newer developments in industrial, infrastructural sectors. Emerging service sector. Tourism related infrastructure & services. Scope for supply of goods & services to existing and upcoming medium & large industries. Recent developments. The investment opportunities have been identified separately in respect of tiny & SSI sector and medium & large scale sector keeping in view Dr. A P J Abdul Kalams suggestions for Karnatakas prosperity. 2.1 Tiny & SSI Sector The Taluk has potential for investment of around Rs.240 crores in 1041 units in tiny & SSI sector including services during next five years (2006-11). These units are expected to generate employment opportunities for about 14000 persons. The investment opportunities have been identified mainly in the following relatively more potential sectors:

The identified investment opportunities in the Taluk are furnished in Apart from these relatively more potential sectors, there are other segments, which also have potential which include other industries, construction materials, agro & food based industries, plastic & rubber, information technology, services, metallurgical, chemicals / pharmaceuticals have also been identified and presented.

2.2

Medium & Large Scale The Taluk has potential for investment in excess of Rs. 1370 crores in 162 units in Large & Medium Scale during next five years (200611). These units are expected to generate employment opportunities for more than 70,000 persons. The investment opportunities have been identified mainly in the following relatively more potential sectors:

The identified investment opportunities in the Taluk are tabulated in Apart from these relatively more potential sectors, there are other segments, which also have potential which include agro & food based industries, precision engineering & machine tools, plastic & rubber, others, printing and stationery, chemicals/ pharma, metallurgical have also been identified and presented. Sector-wise details of number of units proposed, likely investment and employment opportunities expected during 2006-11 are presented in Table2.1 & 2.2. Though potential investment opportunities have been identified considering various factors like resource base, demand in the location and surrounding areas, availability of skills etc, it is necessary for the investors to assess the actual demand for the specific product(s) / service(s) and take appropriate steps for manufacturing. The entrepreneurs will also do well to study and confirm the market demand, specific to the location and capacity besides delivering quality product(s) / service(s) at competitive rates to consumers. It is also necessary to deliver products in good and attractive packages to penetrate the market. Branding of consumer products may be necessary to compete. Wherever branding is not feasible, manufacturing of consumer products should be ventured into by seeking marketing support from large manufacturing companies who have well-established brand for their products. First generation entrepreneurs, who do not possess marketing acumen, can choose intermediates and not end products or consumer products.

Chapter 3: Facilitation Plan


3.1 Industrial Facilitation Plan Under the Facilitation Plan, it is envisaged to promote around 1000 tiny & SSI units including services. The total investment that can be catalyzed during five years period is closed to Rs. 240 crores of which equity will be Rs. 96 crores (approx) and credit will be Rs. 144 crores (based on debt equity ratio 1.5:1). The Taluk also has potential for promotion of 162 units in large & medium sector spread over five years. The total investment that can be catalysed is in excess of Rs. 1370 crores, of which credit works out to Rs. 685 crores (based on debt equity ratio 1:1) and the remaining Rs. 685 crores will be the equity. These investments are likely to generate direct employment for about 85,000 persons and indirect employment to about 35,000 persons. It is suggested that, a new industrial area be developed adjoining existing industrial area at Doddaballapur for attracting tiny & SSI units and large & medium industries. The extent of industrial area required to be developed is 783 acres to yield plots aggregating to 470 acres and the estimated cost is Rs. 391 crores. Power requirement for the proposed industrial units is 86 MW and the estimated cost of generation and transmission is Rs. 688 crores. Power generation could also be in the private sector. As such, this itself could be an investment opportunity. It is desirable to take effective steps to supply required power to the suggested industries. Water requirement for the industries, which are expected in the proposed industrial area, is around 39 lakh liters per day. Ground water could be tapped, as there are no perennial sources. Water is becoming scarce day by day. As per the report of Department of Mines and Geology (Ground Water Wing), Government of Karnataka, ground water sources in the Taluk are over exploited. Possibilities of meeting industrial water requirement from the BWSSB (Cauvery river sources) / other sources could be explored. Rainwater harvesting and water recycling are options which could possibly augment water supply to the industrial units.

3.2

Industrial Promotional Programmes For Capacity Building it is proposed to take up industrial promotional programmes viz. entrepreneurship awareness, entrepreneurship development, special EDP, skill development, management development, export training, consultancy & mentoring services, market intelligence / facilitation, Buyers' / Sellers' Meet / Trade Fair and training in MIS / Ecommerce. For this purpose, the amount required is estimated at Rs. 422 lakhs over five years to catalyze investments from the existing and prospective entrepreneurs. The details of fund requirement are furnished in Table-3.1.

Chapter-4: Statistical Profile of the Taluk


Doddaballapur Taluk with a geographical area of 779.87 Sq. Kms (78760 hectares), constituting 13% of Bangalore Rural District, falls in 'Maidan' agro climate zone, nearly 5% of the geographical area covered by forest. The Taluk has five hoblies with 277 inhabited villages, population (2001 census) is 268332 with 71% living in rural areas and remaining 29% in urban areas; taluk with population density of 344 persons / Sq. km. Literacy of the Taluk is 69.1 per cent as against district literacy of 64.7% percentage Net sown area is 47229 hectares with 1167 hectares sown more than once; Cropping pattern reveals 64% of the cropped area under food crops, 4% - oil seeds, 6%- fruits and vegetables and 26% - other crops. Net irrigated area forms 21% of the total cropped area, which means remaining 79% is rain fed. However, rainfall generally erratic in many areas Agriculture and more importantly Horticulture are major economic activities in the Taluk. . Major Industrial Hub amongst 8 taluks of Bangalore (Rural) District with presence of many medium and large scale industries (over 20 units). The number of tiny and SSI units in the Taluk are 4183 numbers as on March 2006 with an aggregate investment of Rs.7385 lakhs and have provided employment to 11398 persons. The Taluk has a total road length of 5326 Kms. which is 682 kms / 100 sq kms of its geographical area. The major food crops grown in the Taluk are paddy, maize and ragi. The major horticultural crops of the Taluk are mango,papaya, Jack, Sapota, Banana, Grapes, Potato, Tomato, Sweet Potato etc.

Chapter-5: General Details


Bangalore (R) District came into existence on 15th August, 1986. The District occupies 16th place in size. The district is located in the SouthEastern corner of Karnataka State. The geographical area of the district is 5,814 Sq. Kms. and lies between the latitudinal parallels of 12o 15 N and 13o 35 N on one hand and longitudinal meridians of 77o 05 E and 78o E on the other. The District almost surrounds Bangalore (U) District, except having an opening in the South-East, the Anekal Taluk of Bangalore (Urban) District connecting the area between Kanakpur and Hosakote Taluk. The district lies on plateau with average elevation of 600 to 800 Mtrs. above the mean sea level. Kolar and Tumkur Dists bound the Taluk in the North, Devanahalli Taluk in the East, Bangalore (U) District in the South and Nelamangala taluk in the west. 5.1 Soil The soil of the Taluk is red sandy soils derived from peninsular gneiss, granites and laterites. The soil are red to brownish in colour, shallow to fairly deep shallow, loamy to sandy loamy in texture intermixed with fairly large amounts of coarse gravel and pebbles. These soils are favourable for growing crops like paddy, ragi, vegetables and plantation crops.

5.2

Rivers Arkavathi River a tributary of Kaveri only river flows through the Taluk. After passing through the Taluk it receives the rivulet, Kumudavathi from west at Thippagondanahalli and flows through Magadi taluk and then enters into Ramanagaram taluk. The irrigation potential from the river is low.

5.3

Climate and Rainfall The Taluk enjoys salubrious climate and free from extremes. It receives rainfall from southwest monsoon from June to September, the northeast monsoon from October to November. The relative humidity during June to October is between 80% to 85%. Normal rainfall of the Taluk was 849 mm, whereas actual rainfall during 2004 was 752.4 mm, which is below the normal rainfall. Administrative Division Bangalore (R) District has been divided into 2-revenue sub-divisions viz. Ramanagaram Sub-division consisting of Ramanagarm, Channapatna, Kanakapura and Magadi taluk and Doddaballapur sub-division consisting of Doddaballapur, Devanahalli, Nelamangala and Hosakote taluks. Taluk panchayat is incharge of development works in the Taluk under overall supervision of Bangalore (Rural), Zilla Panchayat. There are 5 hoblies, 277 inhabited villages, 29 Gram Panchayats, one

town / urban agglomeration and one city / town municipality, in the Taluk. 5.5 Demographics The Taluk has a population of 268332 persons as per 2001 census, which is about 14% to the district population. The Taluk is predominantly rural with only 29% living in urban areas.

The literacy rate is 69.1%, as against district literacy rate of 64.7% and the Taluk stands third in the District the literacy ranking. The demographic details are given in the table 5.2.

Socio-Economic Profile of the Taluk Located in close Proximity to Bangalore, of course, the Taluk has Potential for accelerated growth in various sectors viz: Textiles, Information Technology, Tourism, Infrastructure, Agro & Food based industries, etc. Hindus in the Taluk have major population, followed by Muslims and then Christians. In recent times, there has been a great change in the dress, food and drink habits of the rural people due to the influence of the urban life specially

that of Bangalore city Agglomeration. The rural life is agro oriented and all the rural crafts are tuned to the needs of the main occupation. The taluk is connected with the other urban centers viz., Bangalore, Tumkur, Hindupur, Devanahalli, Gowribidanur, by good roads. The Taluk has improved social facilities for education, medical aid, drinking water and power supply. Products like milk, eggs, fruits and vegetables have secured a ready market. The demand for milk and milk products by the urban centers and particularly by the Bangalore Urban Agglomeration has made Dairy activity a fast developing and popular activity of the Taluk. Growing vegetables and flowers has been increased considerably in the taluk. The people of the Taluk amuse themselves during lean period of work by celebrating festivals, participating in Jatras and cultural activities.

Chapter- 6: Resource Endowment


6.1 Agriculture Agriculture is the major economic activity in the Taluk. Major percentage of population (about 57%) of the workforce is engaged in agriculture either as cultivators or agricultural labourers. The Taluk has a total cropped area of 47229 hectares. The rivers, which flow through the Taluk, are not perennial in nature. Canals, tanks, wells, borewells, LI and other structures irrigate an area of 9809 hectares. The remaining cropped area 37420 hectares forming nearly 79% of total cropped area is rain fed. Important agriculture crops are Ragi, paddy, maize etc,. The Taluk has adequate scope for encouraging the farmers to adopt organic farming practices and use of bio-inputs such as organic manure, bio-pesticides and bio-control agents. There is potential for installation of drip/ sprinkler irrigation sets in the Taluk on account of large area under agriculture crops. Majority of the land in the Taluk is rain fed. It is necessary to ensure that the rainwater is tapped judiciously by limiting wastage through surface run-off. Rainwater has to be harvested through farm ponds. There is good

scope for rejuvenating farm ponds in the Taluk.

6.2

Horticulture The conducive weather & quality soil of the Taluk and continuous market for fruits & vegetables at Bangalore city, has made production of vegetables and fruits, a characteristic feature of the Taluk. The contribution of horticulture to the economy of the Taluk is quite substantial. The major fruit crops are Banana, guava, sapota, papaya, grapes and pomegranate. The major vegetable crops are Potato, sweet potato, carrot and tomato. The major plantation crops are coconut and arecanut. The Taluk is also known for production of varieties of commercial flowers. Many floricultural units are located in the Taluk. The major flowers grown are Jasmine, Marigold, Chrysanthemum, Tuberose, which have export value. The details are furnished in table 6.2:

Bangalore (Rural) District is covered under Agri Export Zone (AEZ) for export of gherkins, rose, onion and flowers. The climate of Doddaballapura taluk suits the cultivation of these commodities. With a view to taking advantage of the new international trade environment, GoI, through Agricultural and Processed Food Products Export Development Authority (APEDA) had established 60 AEZs spread over 230 districts in 20 States covering 35 crops. In Karnataka, GOI has approved and notified four AEZs, viz., Gherkins (8 districts), Flowers (6 districts) and Vanilla (6 districts). To promote Agri-Exports, NABARD extended refinance facility at soft interest rates to client institutions and for activities covered under AEZs. NABARD developed a special refinance package for the entire contract farming arrangements (within & outside AEZs), thus enabling increased production of commercial crops and creating marketing awareness for farmers.. The NDDB has set up a Safal Fruit and Vegetable Auction Market (SFVAL) for the horticultural produce in the district near Whitefield. The air cargo complex at Bangalore Airport facilitates export of goods, including flowers. The proposed international airport, which is to come up at Devanahalli, will supplement the existing facilities and provide the much-needed fillip to exports. The Flower Auction Centre functioning in Hebbal is rendering quality service to the flower growers in Bangalore (Rural) district. There are many farms established on modern techniques and cultivation of horticultural crops in a large scale has created opportunities for agro processing, extraction of juice, pulp and other products. The Horticulture Department is implementing the cold storage subvention scheme, which envisages providing subsidy of Re.1/- per unit of power to the existing cold storages, storing horticultural commodities with the object of reducing post-harvest losses. Government of India has announced various programmes in the State

under National Horticulture Mission (NHM) to increase the production of horticulture crops. The effective implementation of the NHM scheme will further boost the production of horticulture crops in the Taluk. 6.2 Minerals The Taluk has reasonable source of building stones, ornamental stones etc. China clay deposits abound in the Taluk. Quartz deposits are found in the hillocks near Doddaballapur. The production of building stone during the year 2003-04 was 26,960 MT of value Rs.4.04 lakhs. 6.3 Sericulture Sericulture is a subsidiary activity in the Taluk. The area under mulberry cultivation is 881 hectares during 2003-04 and the cocoon production was 779 tonnes. Silk weaving activity is predominant in the Taluk. Technical service centers functioning in the Taluk provide necessary extension services including technical guidance to the sericulturists. The silk farmers in the Taluk are engaged in maintenance of breeders stock of silkworm races, propagation of high yield varieties of mulberry, cultivation of mulberry, rearing of silk worms etc.

6.4 Forest There are no major forest resources available in the Taluk. Out of total geographical area of 78760 hectares, forest coverage is about 3895 hectares constituting only 5%. The casuarina and eucalyptus are cultivated in many areas of the Taluk, as it is more profitable to raise such plantation than growing cereals. These trees yield poles which are required by construction activities and also provide firewood. 6.5 Animal Husbandry The Taluk is known for livestock population including poultry population. Salubrious climate of the taluk is conducive for rearing high-yielding good quality dairy animals. The Taluk has veterinary infrastructure facilities comprising veterinary hospitals, mobile vaccination clinics and primary health centres. There are totally 30 various such institutions available in the Taluk. The livestock details as per census of 2003 is furnished in the Table 6.4

The dairy farming has been a subsidiary income generating activity in the Taluk. Salubrious climate of the Taluk is conducive for rearing crossbreed cows (CBC). Bangalore (Rural) District ranks third in the milk production in the state. Dairy Cooperatives are functioning at the village level and technical

inputs are being provided by the Bangalore Urban and Rural District Cooperative Milk Producers Union Ltd., (BAMUL). for the benefit of the farmers in the area. This has helped in development of livestock in the area. Milk routes are available throughout the length and breadth of the Taluk. Karnataka Milk Federation (KMF) collects milk from these centers for chilling and for the production of value added products. In Bangalore District (combined Urban & Rural) there are 79 milk routes, 6 chilling centers, processing plant of 4.80 lakh litres per day (llpd) capacity, are functional. In addition, Mother Dairy at Yelahanka (processing capacity of 3 llpd) and 5 processing units in the private sector with an aggregate capacity of 3.85 llpd are also available. There is a ready market for milk and milk products in Bangalore City. Good scope for value addition to milk processing and products like panner, ghee, khoa, butter, peda, etc. .6.1

.6.1 6.6 Water Resources & Irrigation Arkavathi is the only one river, which flows through the taluk, is not a perennial river. The scope for lift irrigation is limited. Utilizable irrigation potential is limited. The taluk is mainly dependent on ground water for agriculture and other applications. The net irrigated area thorough surface water (Tanks, canals etc) is only 23% & remaining 77% is through underground water (Tube wells & wells). Thus, no fresh Minor Irrigation (MI) structures are feasible.

6.7 Fisheries The Taluk has reasonable potential for inland fisheries. Tanks and wells are the main resources of fish development in the Taluk. There are 170 tanks including major and minor tanks. The total fish catch was 75 MT during the year 2003-04. The Department may take measures to increase fish production in the Taluk. Considering the growing urbanization of Bangalore city and the nearness of the Taluk to it, there is scope for promoting ornamental fish culture in the Taluk. Activities for fisheries development include construction of fish tanks both for seed production / rearing, providing financial assistance to fishermen for purchase of fishery requisites etc. 6.9 Human Resources & Education facilities

6.9.1 Human Resources The Taluk has a total work force of 127843, which is around 48% of the total population. About 57% of the total work force is agri cultivators & agri labourers. Graphical representation of distribution of workforce is furnished below:

There are many private institutions providing training in various trades and skills like electronic equipment servicing, leather articles, bakery products etc, in the Taluk. There are many technically trained persons ( ITI and Diploma holders) registered on the rolls of the employment exchange in the Bangalore District. With their diverse qualifications in various trades of engineering as also in trade skills like fitter, turner, machinist, electrician, welder, wiremen etc., there is reasonable technical talent available in the Taluk. 6.9.2 Registration in Employment Exchange In the District Employment Exchange 19,328 persons have registered from Doddaballapur Taluk. Majority (78%) of the persons registered with the employment exchange are matriculates, under graduates, graduates, post graduates and stenographers. ITI, Diploma holders have share of 10% only. The details are furnished in the Table 6.6.

Employment opportunities in the Government / Public / Private Sectors are dwindling fast. These unemployed persons could be motivated to start self-employment activities by conducting Entrepreneurship Awareness / Development Programme through CEDOK, RUDSETI, STEP etc. 6.9.3 Educational Facilities The Taluk has two-degree colleges, one engineering college with intake of 1261 and 176 students respectively. The Taluk has one ITI College also. The details are furnished in the Table 6.7:

6.10

Tourism The Taluk has reasonable attractive tourists spots. There are few hill peaks and temples are located. Ghati Subramanya is a famous temple situated in a deep valley surrounded by series of hills and is located at a distance of about 14 kms from Doddaballapura town. Many tourists and pilgrims visit this place everyday. Shaneshwara temple at Madhurai is another famous temple located in the Taluk.

7.1 Roads and Transportation Network

7.1.1 Road Network The Taluk has 31 kms length National Highway, 69 kms State Highway besides other roads.. Over all the Taluk has a road length of 5326 kms, which is about 682 kms / 100 Sq kms of its area. Bangalore-Hindupur road (NH-201) passes through Doddaballapur town and further it connects Hyderabad to the Taluk. The existing BangaloreHyderabad highway is in close proximity to the Taluk. There is heavy traffic on this road as it connects Bangalore city to Hindupur, Ananthpur, Hyderabad etc. Due to the improved road conditions the travel time has reduced considerably between the urban centers.

7.1.2 Transport Vehicles There is good demand for transport and goods vehicles in the Taluk. This is due to it's proximity to State capital and also availability of good road network including state highways, District roads, village roads etc. The favuorable financial assistance by the banks may be attributed to the increase and demand in the Small Road Transport Operators (SRTO) sector. There were 7110 vehicles registered as on March, 2001 and 9737 vehicles as on March, 2004. The number of vehicles registered in the Taluk has been increased by 37% during this period. Airports The nearest airport at present is the HAL, Bangalore at a distance of about 40 kms. This provides gateway to major cities of the country and countries such as UK, Germany, Baharin, Muscat, Sharjah, Singapore, Bangkok, Koulalampur, Frankfurt, Paris, etc, as there are many operational domestic and international flights. Most of the service providers in the state along with BSNL are providing mobile phone facilities in the Taluk. 7.6 Power Electric Power is essential for industries. Bangalore (R) district in general and the Taluk in particular receive power from Bangalore Electricity Supply Company Limited (BESCOM). It was reported that there is power shortage and fluctuations in power supply in the Taluk. There is a need to

From the above it can be observed that industrial consumption accounts for about 21% of the total consumption and it is more than domestic consumption of 14.50%. 7.7 Water Supply Facilities. Water supply to Doddaballapura town is augmented through bore well for both industrial and domestic purposes. KIADB has implemented three industrial areas at Doddaballapura. The water supply system is augmented through bore wells by KIADB to the candidate industries in the project area. KSSIDC has dug two bore wells in the Industrial Estate to meet water required for industrial consumption. 7.8 Industrial Areas & Sheds

7.8.1 Industrial Areas KIADB has developed two industrial areas in the Taluk. In addition to this another integrated textile park is under implementation by KIADB. The details are given below :

Industrial Area, Doddaballapur KIADB has developed industrial area in the Taluk located about 2 kms from Doddaballapura town. It has acquired and developed 330.62 acres of land. The entire marketable area has been allotted to 98 industrial units and no land is available for allotment in the Industrial Area.

(b)

Apparel Park, Doddaballapur KIADB has developed an Apparel Park at Doddaballapur in an extent of 187 acres of land. The entire marketable area has been allotted to 28 units and no further land is available.

(c)

Integrated Textile Park, Doddaballapur KIADB is in the process of establishment of Integrated Textile Park at Doddaballapur in addition to the existing Apparel Park. KIADB has already received applications from 43 interested companies for allotment of plots at Integrated Textile Park, Doddaballapur. The requirement of land by these 43 units is 209 acres. The applicants are mainly from garments, textiles, silk based units all focused on exports. The demand is growing as more and more enquiries are being made at KIADB. Doddaballapur is suitable for establishment of Integrated Textile Park as seen from the growing demand for plots by textile and apparel units. Prominent textile and garment industries viz., Himatsingka Siede Ltd., Gokuldas Images, Gogo Exports are established in the Taluk. In addition, there are 25000 powerlooms mainly working on silk fabrics in Doddaballapur town. Some of the leading weavers have proposed to expand and modernize their capacity in integrated textile park as a cluster. They have already registered a company and sought 50 acres of land in the Integrated Textile Park. This project envisages about 700 automatic looms, warping & sizing plant and other facilities which will provide a backward linkage for supplying fabrics to the garment units. 7.8.2 Industrial Sheds and plots KSSIDC has developed one industrial estate near Doddaballapura town. In this industrial estate, there are 104 sheds of various sizes. Out of these sheds, 98 have been allotted & 6 are vacant. In addition to the above, KSSIDC has also developed industrial plots in an extent of 20.26 acres of land. Totally 4 plots have been developed and all the plots are available for sale. 7.8.3 Vishwa Sheds There are 5 sheds constructed under Vishwa scheme and all sheds have been allotted. All the 5 units occupied are working.

7.9.2

Credit Facilities NABARD, the apex Development Bank, has been preparing District-wise Potential linked Credit plans (PLPs), with a view to bringing about a qualitative improvement in the credit planning exercise undertaken annually by banks. The Potential Linked Credit Plan looks at the resource endowments of the district, the present stage of development in Agriculture & Rural sectors and estimates the potentials for rural economic activities both in physical and financial terms. It also takes into consideration the present state of the infrastructure of the district, institutional support available, the policy/thrust being given to various sectors of the economy, etc. while estimating the realizable potential for various sectors. Potential linked plan (PLP), prepared by NABARD for Bangalore Rural District projects a credit requirement of Rs.462.48 crores of which Rs.41.36 crores (9%) were for non farm sector and balance amount for other sectors. District Credit Plan As per the District Credit Plan for Bangalore (Rural) District, prepared by the lead bank (Canara Bank) for the year 2006-07, the credit requirement for the Taluk, projected for non-farm sector including Tiny and SSI is Rs.497.25 lakhs.

Financial Disbursements by KSFC Karnataka State Financial Corporation (KSFC) has assisted 83 units in Bangalore Rural District during 2004-05 to 2005-06. and the total amount disbursed was Rs. 1039 lakhs. For Doddaballapur taluk an amount of Rs. 81.66 lakhs (9 units) and Rs 69.50 lakhs (8 units) has been disbursed during 2004-05 and 2005-06 respectively. 7.10 State / Central Level Sectoral Development Corporations 7.10.1 Karnataka State Powerloom Development Corporation Ltd.(KSPDC) Karnataka State Powerloom Development Corporation Ltd., (KSPDC) is involved in promotion of powerloom industry in the State,by way of establishment of infrastructure development, assistance for technology up gradation., marketing support( domestic as well as exports.) and human resources development. It has established apparel parks at Bangalore, Belgaum and Gadag Betageri and Integrated Textile Parks at Doddaballapur, Davanagere and Mysore. In addition to this KSPDC has also established powerloom complex at Doddaballapur and Shigli in Gadag District. There are about 10,000 weavers working on about 25,000 power looms in the Taluk. There is a power loom service centre established for development of power loom industry in this region.. The centre has been equipped with advanced textile machineries, testing lab and other facilities. The center is fully equipped to train the powerloom weavers. 7.10.2 Karnataka State Khadi & Village Industries Board (KSK & VIB) KSK&VIB is involved in promotion of Khadi & village industries in the district. a) Under Pattern Based scheme KSK&VIB has provided financial assistance to 146 units in the Taluk. The highest number of units assisted is Khandasari units (77 units) and rural engineering industries (20 no) occupy the second place. b) Under Consortium Bank Credit (CBC) scheme KSK&VIB has

provided financial assistance to 12 units amounting to Rs. 63.16 lakhs (loan Rs.50.09 lakhs and margin money Rs.13.07 lakhs). c) Under Margin money scheme, the Board has provided assistance to 114 units amounting to Rs. 34.23 lakhs (loan Rs.31.33 lakhs and margin money Rs.2.90 lakhs). Support services available by KVIB.

Karnataka State Khadi & Village Industries Board (KSK &VIB) has established 11 marketing centers / Bhavans in the Bangalore (R) district. This includes main marketing center located in the premises of KVIB Head Office, Bangalore. KSK &VIB has assisted more number of employment generating activities viz., bricks, pottery, carpentry, black smithy, agarbatti units, stone cutting, cement blocks etc., KSK &VIB has arranged many exhibition-cummarketing events at various places in the district.

The facilities at New Mangalore Port Trust, an all weather port, are available for shipment of goods to foreign destinations. The general cargo berths are under utilized and available for immediate use for enhanced foreign trade. The Port, in its Master Plan, has planned for augmenting cargo handling facilities and additional berths and expected to acquire the status of a hub port. This perhaps offers the highest potential for facilitating foreign trade. 7.12 Housing its cost & availability Housing is an essential requirement for development of industries. Housing facilities are required for employees working in industrial units. Industrialists intending to make large investment in any particular place make a preliminary assessment of social and commercial infrastructure facilities available in that place. Therefore, the availability of sufficient housing facilities is an essential pre-requisite for attracting investments. During discussions with the local residents in Doddaballapura town, it was informed that sufficient residential buildings are available for renting out. The rental charges are in the range of Rs.2,500 to Rs.3,000 per month depending on the localities. The commercial area measuring about 250 to 350 sft available for rent ranging between Rs. 1,500 to Rs.2,000 per month depending on the locality and the space. Chapter 8: Industrial Scenario


The Taluk has fully developed industrial base with presence of small, medium and large-scale industries. Good industry culture and skilled workforce is available in the Taluk. Adequate telecommunication transport network has facilitated the growth of industries in this region. 8.1 Tiny & Small Scale Sector As on 31.3.2001, 3597 tiny & SSI units with an aggregate investment of Rs.4911 lakhs were functioning in the Taluk, employing 8466 workers. The number of tiny and SSI units increased from 3597 to 4183 during this period 31.3.2001 - 31.3.2006, indicating 16% growth. Similarly, during this period, investment and also employment have increased to Rs.7385 lakhs (50% growth) and 11,398 numbers (35%) growth respectively. It may be observed that the average investment per unit has increased from Rs.1.37 lakhs as on 31.3.2001 to Rs.1.77 lakhs as on 31.3.2006. The average employment per unit has also increased. However, average employment per unit lakh investment has slightly reduced in the same period. 8.1.2 Year wise Registration of tiny & SSI units (2001-02 to 2005-06) Year-wise registration of tiny & SSI units in terms of number of units, investment & employment between the period 2001-02 & 2005-06 is compared. It may be observed that, during the year 2001-02 more number of units were registered (176) when compared to other four years. However, investment and generation of employment were high during the year 2005-06. During the year 2004-05 as low as 74 units were only registered. During the year 2003-04 the investment made (Rs.209 lakhs) and employment generated (161 nos.) was low when compared to other four years. 8.1.3 Sector-wise break-up of tiny and SSI units The existing major tiny and SSI units are mainly in the sectors of textiles, wood based industries, printing and stationery, mechanical, services and miscellaneous products. During the year 2005-06 the number of tiny and SSI units registered were 99 nos. These units cover 3 major sectors. Sector-wise number of units registered are furnished in the Table 8.3. It is estimated that, out of 4183 registered units about 85% are working. The production value per unit is estimated at Rs.5.00 lakhs per annum. Based on this the total turnover from tiny and SSI units is

estimated at Rs. 17800 lakhs from 3555 units. 8.1.4 Sector-wise Unregistered Units

It was indicated that most of the tiny and SSI units have been registered in the District Industries Centre, even then, there are few units un-registered. It is estimated that, un-registered units are in the range of 600 to 650 units and are mainly tailoring, carpentry, pottery, bamboo, masonry, jelly crushing units. Estimated investments from these units is in the range of Rs. 650 lakhs to Rs.700 lakhs. The employment generated from these units is in the range of 1200 to 1300 nos.

8.1.5 Artisans There are about 11221 artisans working on different crafts. The major artisans are weavers, carpenters, tailors etc. Weavers are predominant over 10,000 are in the Taluk, followed by Masons around 445 nos. There are 22 handicraft artisans engaged in Veena Making in the Taluk. 8.1.6 Prime Minister Rozgar Yojana (PMRY) The District Industries center (DIC) is conducting self employment programmes in the district mainly to provide self employment opportunities to unemployed educated persons. In the recent times, Under PMRY scheme, the number of persons seeking assistance has increased substantially. During the year, 2003-04, 157 cases were recommended to banks of which 112 cases were sanctioned. During 2005-06, 170 persons received assistance out of 221 cases recommended. There is a need to encourage more number of persons to take up self-employment activities under the scheme by increasing allocation of funds. These industrial units are mainly in the sectors of electrical and electronics, textiles, construction materials, precision engineering and mechanical tools, chemical & pharmaceuticals etc.,

8.2.1 Existing Large & Medium Industries As on 31.3.2006, there are 23 large & medium industries established in the Taluk. Brief details of major projects are given below. BPL Sanyo Technologies Limited has established an industry for manufacture of Printed Circuit Boards with an investment of Rs.70.85 crores with employment potential for 106 persons. Shrishma Fine Camicals and Pharmaceuticals have established an industry for manufacture of Aspirin Powder, Acitic Acid at an investment of Rs. 44.32 crores with employment potential for 228 persons. Tractors and Farm Equipments Ltd., (TAFE) has established an industry for manufacture of Tractors at an investment of Rs. 37.28 crores with employment potential for 126 persons. Birla Industries has established a cement-packaging unit. The investment is around Rs.25 crores created employment potential for 36 persons. Construction materials projects have second highest share of investment with Rs.5800 lakhs. 8.2.2 Closed units in the Taluk In the Taluk, 14 Medium and Large Scale Units are closed. 8.3 Projects Cleared by HLC & SWA

8.3.1 Projects Cleared by HLC The State High Level Committee, a Committee constituted for according clearance for the projects with investment more than Rs. 50 crores has cleared one such project. Mudra Fabrics Ltd, proposing for manufacture of fabric and garments with an investment of Rs.118 crores is being located in Doddaballapur taluk. The unit has potential for creating employment to about 460 persons. 8.3.2 Projects Cleared by the SWA: The State Level Single Window Clearance Committee which clears investment proposals with investment above Rs. 3 crore and up to Rs. 50 crores, has cleared 56 projects to be implemented in the Taluk during the last five years period. 2001-02 to 2005-06 ( upto July 06). Out of these 56 projects, four projects have been implemented, 51 are under implementation. It is learnt that, one project was dropped. Among the above-approved industries first four units have already commenced production whereas the rest of the units are under different stages of implementation. It could be seen from the list that, out of 56 project proposals cleared by SWA as many as 43 projects are coming up in the Apparel Park in Doddaballapur. It can be observed that, Textiles have highest share in terms of investments, Employment and number (Rs.33,565 lakhs- 92% 26252 nos- 63% and 29 nos.72.5%) . 8.4.1 Bangalore International Airport Project Bangalore International Airport Project is under implementation by the State Government. After its completion it is likely to provide a vital link to international destinations enhancing the overall economic development in the region. The proposed project will also facilitate export of goods especially perishable commodities to overseas destinations. These five townships are proposed at Ramanagaram & Bidadi, (Ramanagaram taluk), Solur (Magadi taluk), Satanur (Kanakapura taluk) and Nandagudi (Hoskote taluk) The Mega Plan also proposes a network of 8-lane / 6-lane 734 km. roads [comprising 284 km. Satellite Towns Ring Road (STRR), 188 km. Intermediate Ring Road (IRR) and 262 km. Radial Roads], to improve connectivity to all the taluks of Bangalore Rural District including Doddaballapura taluk. A total of Rs.24,000 crores is proposed to be invested for these mega infrastructure projects by BMRDA. Impact of the mega projects in the region The mega infrastructure projects as discussed above will give opportunities for generation of employment and establishment of number of industries in and around this region. There will be more demand for construction/ building materials and service activities. The demand for construction materials viz, steel, cement, sand, jelly etc., and service trades viz., carpentry, masonry, plumbing, electrician etc., will be increased. These projects create large-scale employment potential for the local persons directly and indirectly. The artisans in the building trades viz., carpentry, masonry, electrical servicing, plumbing, bar bending etc., will have more number of job opportunities generating out of these projects. Other service based industries viz., hotel, lodging and boarding restaurants, motels, resorts, water and fantasy parks, heritage food centers have potential to be established in the region.

9.0 In the foregoing chapters, the demographic & geographic characteristics of the Taluk, natural resource endowment, existing industrial, commercial & social infrastructure, prevailing industrial base, etc., have been discussed. Taking all these aspects of industrial development into consideration, SWOT analysis of the Taluk is presented below: Strengths and Opportunities

Major strength of Bangalore Rural District in general, and


Doddaballapura taluk in particular, is derived from the reputation of Bangalore as a preferred global destination, particularly for hi-tech, knowledge industries and land-intensive industrial projects.

Bangalore District houses a substantial percentage of Fortune 500


Companies and other MNCs in diverse sectors such as aerospace, apparel, automobile, food processing, IT enabled services, etc..

Bangalore Rural District will be the destination for manufacturing sector,


as already evidenced by the presence of multinational automobile giants including Toyota in Bidadi, Ramanagaram taluk & Volvo in Hoskote taluk.

Bangalore Rural District is the emerging investment destination for


industrial segments such as pharmaceuticals, biotechnology, automobiles & auto components, aerospace, apparel, machine tools, precision components, tooling, food processing, floriculture, etc., because of the proximity to Bangalore and due to the constraint on the availability of land in Bangalore Urban District.

The State Cabinet has approved the Mega Plan envisaged by Bangalore
Metropolitan Regional Development Authority (BMRDA) for infrastructure development of Bangalore Urban & Rural Districts. Some industries are expected to be re-located from Bangalore (Urban) to Bangalore (Rural).

The Mega Plan also proposes a network of 8-lane / 6-lane 734 km. roads
comprising 284 km. Satellite Towns Ring Road (STRR), 188 km. Intermediate Ring Road (IRR) and 262 km. Radial Roads], to improve connectivity to all the taluks of Bangalore Rural District. The said Mega Plan Project is expected to begin by the end of 2006 and is envisaged to be completed in three years.

The flow of investment into Bangalore (Urban) will be constrained due to


non-availability / expensive land. Bangalore (Rural) District is presently ranked fourth in terms of industrial investment among the 27 districts of Karnataka.

Doddaballapura taluk has developed industrial base (presence of small,


medium and large scale industrial units).

Presence of many medium and large-scale textile / garment manufacturing


units. In addition to this, about 55 medium and large-scale industries (cleared by State Single Window Agency) are being established at Doddaballapura. Exclusive apparel and integrated textile parks facilitate for establishment of more Tiny and SSI units in Textile/Garment sector.

The climatic conditions of the Taluk are suitable for cultivation of horticulture crops especially grapes, exotic flowers etc. Nearer to International Flower Auction Centre (IFAC) located at Hebbal, Bangalore (about 25 kms). The facilities created here can handle around one million flowers a day.

Good livestock population, as the Taluk has salubrious climate conducive


for rearing Cross Breed Cows (CBC), ram and sheep fattening, piggery & poultry. Creation of logistic for Information Technology / Floriculture /Textiles. Scope for commercial exploitation of biotechnology.

Establishment of farms on modern techniques and cultivation of


horticultural crops in a large scale has created opportunities for agro processing, extraction of juice, pulp and other products.

Export Zone (AEZ) for Gherkins and Flowers. Chapter 10 : Salient Features of the Central & State Government Schemes.


Many Central and State Governments schemes are being implemented in the District. The salient features of some of the important schemes are given below: Swarnajayanthi Gram Swarozgar Yojana (SGSY) SGSY is a holistic programme that has replaced the IRDP, TRYSEM, DWCRA, SITRA and MWS programmes, introduced with effect from 1.4.1999, covering all aspects of self-employment such as organisation of the poor into Self Help Groups (SHGs), training, credit, technology, infrastructure, insurance and marketing. The focus and objective of SGSY is to bring the assisted poor families (Swarozgaris) above the poverty line in three years by providing them income-generating assets through bank credit and Government subsidy. Efforts under SGSY are to focus on group approach and to cover 30% of the poor in each block in next five years. SGSY is a credit-cum-subsidy programme with credit as a critical component and subsidy being only a minor and enabling element. Under the programme, emphasis is to promote multiple credit rather than one time credit injection. Under SGSY, the Zilla Panchayat, through District level and block level SGSY Committees, have indentified viable activities such as dairy farming, sheep, goat rearing, lift irrigation, garment manufacturing, NFS activities etc., both under group lending as well as individual lending. The subsidy under SGSY will be uniform at 30% of the project cost, subject to a maximum of Rs.7500/-. In respect of SC/ST and disabled persons, this will be 50% and Rs.10,000/respectively. For group of swarojgaris (SHGs), the subsidy would be 50% of the project cost subject to per capita subsidy of Rs.10,000/- or Rs.1.25 lakh, whichever is less. There will be no monetary limit on subsidy for irrigation projects. There is a provision to provide Basic Orientation and Skill Upgradation training programmes for both individuals as well as groups (10%) creation of infrastructure (20%) and provision of revolving fund (10%). Funding of the SGSY is in the ratio of 75: 25 between the Centre and the States. Swarna Jayanthi Shahari Rojgar Yojana (SJSRY)

Swarna Jayanthi Shahari Rozgar Yojana being implemented in all towns falling under the Urban local bodies of any category irrespective of the population, has two components: i) Assistance to individual urban poor for setting up Micro Enterprises.

Under the scheme, persons living in urban areas and below the poverty line are supported with a subsidy of 15% (maximum Rs.7500/-) of the project cost of Rs.50000/-. Minimum th standard is required for any educational qualification upto 9 person to be eligible under the scheme. Development of Women and Children in Urban Areas (DWCUA) DWCUA is a sub scheme under SJSRY for women beneficiaries. Based on the group approach, is being implemented exclusively to assist poor women from urban areas to enable them to set upself employment ventures. The DWCUA group consists of 7 to 10 women members from the BPL families. All activities to be financed should be on group basis / project, for the group as a whole. The subsidy will be 50% of the project cost, with a maximum of Rs.1,25,000/- per group, and the balance will be from bank loan and margin money of 5% to be contributed by all members of the group. As against a target of assisting 15 groups during 2004-05, only 3 were financed involving a total subsidy of Rs.3 lakh. It is projected to assist 18 groups under the programme during 2005-06. Prime Minister Rojgar Yojana (PMRY) Launched in 1993-94, it is a programme for assisting unemployed youth to take up income generating activity underself employment. This programme for assisting unemployed youth to set up micro-enterprises was extended to cover rural areas during 1994-95. Task Force Committee comprising of representatives of DIC, LDM and the respective Branch Managers makes the selection of candidates. Before disbursing the amount, the beneficiaries are required to be given minimum training / orientation in Entrepreneurship, accountancy, and

basic managerial inputs. The age of the candidate has been relaxed upto 45 years in respect of SC / ST / Ex-serviceman / Physically Handicapped and women. The scheme will cover all generating activities under Industrial Services & Business activities, agricultural activities, excluding raising crops, purchase of fertilizer, etc., are now covered under PMRY. Subsidy eligible is 15 percent of the projectcost, subject to a ceiling of Rs.7500/per borrower. Banks may provide a composite loan (term loan / working capital) not exceeding Rs.2 lakh per individual borrower depending upon whether the project is in the business sector or other than the business sector respectively, after satisfying about the viability and bankability of the project. The working capital component should be determined based on actual requirement to avoid under-financing of units which may lead to sickness of the project. Banks should disburse the amount inclusive of margin money deposited by the borrowers. The DIC, the implementing authority, provides necessary training for identified PMRY beneficiaries. KVIB Margin Money Scheme The KVIB provides 25% of margin money in the form of subsidy up to investment cost of Rs.10 lakh and 10% margin money free of interest for project cost of over and above Rs.10 lakh and up to Rs.25 lakh. In the case of SC / ST / OBC / Women / Minority community, the margin money grant will be 30% of investment cost upto Rs.10 lakh and 10% for project cost over and above Rs.10 lakh and up to Rs.25 lakh. KVIC has been implementing Rural Employment Generation Programme (REGP) commonly known as Gramodyog Rozgar to generate employment in rural areas. It has now been decided to extend the benefits of REGP to Self Help Groups (SHGs) and REDP trainees, supported by NABARD and conducted through selected institutes and agencies, so as to widen the avenues for creation of more employment and strengthen rural economy. Initially, the programme would be implemented in the selected 8 States including Karnataka. Scheme of Karnataka Corporation (KMDC) State Minorities Development

Under the Swavalambana scheme, eligible persons are financially assisted for improving business, starting small-scale industries, services, agriculture, etc., through the Banks and KSFC.

To become eligible for assistance under the scheme, the applicant with an age limit of 18 60 years, must be a permanent resident of Karnataka by birth or domicile and belonging to the religious minority group. The total annual income of the applicant's family should not exceed Rs.22000. The applicant needs to have necessary skills and experience to start the business / take up the activity on his own. The Corporation will identify the applicants and forward the applications to the bank concerned for verification of viability and feasibility of the project. The District Committee will approve the sanctioned proposals and recommend to the corporation for release of margin money loan and subsidy component. It provides margin money loan at 7% pa. The financial institutions will release the total loan including margin money and subsidy to the beneficiaries. Programme for Women The Government of Karnataka introduced a programme for rural women during the year 2000-01 called "Stree Shakthi" to give special impetus to the empowerment of the rural women through SHGs and fixed a target of formation of 1 lakh SHGs for the year. The groups so formed are eligible for finance from the banks and also 100% refinance from NABARD on automatic basis in respect of banks lending to these groups. Udyogini This innovative and new scheme of Government of Karnataka provides loan cum subsidy to women entrepreneurs exclusively for business and service activities. The Karnataka State Women Development Corporation (KSWDC) through the Department of Women and Child Development would release the subsidy, while the banks would meet the loan portion. The scheme provides for a maximum unit cost of Rs.50000/-. The special category (SC/ST, disabled women and widows) are entitled for 30% subsidy subject to a maximum of Rs.10000/- and the general category at 20% of the total project cost subject to a maximum of Rs.7500/-. The age limit is 18 to 45 years. There is no income limit for special category, while for general category women coming from families with annual income of Rs.40,000/- or below are eligible for assistance. SC/ST Development Programme

SC / ST Development Corporation has been implementing number of subsidy oriented programmes for upliftment of SC / ST families. While some of the schemes for SC/ST like Ganga Kalyana Yojana, purchase of lands and loan assistance under micro credit scheme are fully funded by the Corporation, a few schemes are implemented through credit support from the financial institutions. Under Self Employment Programme (SEP) the corporation provides subsidy @ 50% of project cost with maximum subsidy limit of Rs.10000/- and bank loan component of Rs.15000/- per beneficiary. Under Safai Karmachari Rehabilitation scheme (SKRP), irrespective of SC / ST, a maximum subsidy is available upto 50% of the project cost with a maximum of Rs.10000/-. In addition 15% margin money at 4% interest with maximum of Rs.7500/- and the balance amount in the form of loan component is also available from the financial Institutions. The Corporation has recently introduced a new scheme viz., Swarnima, wherein financial assistance is being provided to groups to undertake income-generating activities. The subsidy is provided through SGSY funds from Zilla Panchayat and the balance amount of the project cost from the Corporation at Rs.15000/- per beneficiary at the rate of 6% per annum. Under Industrial Services & Business margin money at 20% of the project cost is being provided subject to a maximum of Rs.1 lakh at 4% interest rate. Agri-Export Zones (AEZs) With a view to taking advantage of the new international trade environment, GoI, through Agricultural and Processed Food Products Export Development Authority (APEDA) had established 60 AEZs spread over 230 districts in 20 States covering 35 crops. In Karnataka, GOI has approved and notifies four AEZs, viz., Gherkins (8 districts), Flowers (6 districts) and Vanilla (6 districts). To promote Agri-Exports, NABARD extended refinance facility at soft interest rates to client institutions and for activities covered under AEZs. NABARD developed a special refinance package for the entire contract farming arrangements (within & outside AEZs), thus enabling increased production of commercial crops and creating marketing awareness for farmers. NABARD has also taken promotional initiatives, such as preparation of banking plans, bringing out publications for the benefit of stakeholder and financial interventions like developing loan products covering cost of production and post harvest management.

Under Devadasi Rehabilitation Programme (DRP), the objective is to eradicate the practice of Devadasi system and empower these women. Under the programme all eligible Devadasis are entitled to avail maximum subsidy of Rs.5000/- with bank loan component of Rs.10000/for all developmental activities. The Individual Bore well Scheme (IBS) gives subsidy upto Rs.65000/- and loan facility from corporation at 7% ROI. Under the land purchase scheme (LPS), 50% subsidy and 50% loan from corporation at 6% ROI is provided.
