It was a Good Morning for all
at the Margaret E. Heggan Li-
brary recently when children
came back to visit their stuffed
animals, which had just experi-
enced an exciting overnight stay.
Good Morning was the second
part of a two-day mini-event
where the children dropped off
their stuffed animals and had the
chance to pick them up the next
day.
The children had no idea what
to expect when the library chil-
drens coordinator Joan Alexan-
der told them that the stuff ani-
mals had a long night in the li-
brary.
Good Morning was a fun-filled
hour for the children from ages 3
to 6. The children watched a slide
of what the stuffed animals did
that night, had a morning snack
and sang a few songs.
We get a lot of new faces in
the summer, Alexander said.
Parents joined in during the
singing and clapping. They
watched the slideshow with the
kids and seemed to enjoy it, but
not as much as the children.

A fresh start comes with begin-
ning a new school year. Students
and parents may see some famil-
iar faces, new faces, adjust to new
curriculums and get used to dif-
ferent teachers. School buses
might even look a little different.
The Board of Education is still
in the process of approving a con-
tract with the Education Informa-
tion and Resource Center (EIRC)
to help generate more money by
placing ads on the sides of the
buses.
The district was considering
the joint agreement for a long
time, said Board Member Ginny
Murphy.
I support it 100 percent, said
Murphy. My original concern
was with the content, but that
seems to be under control.
EIRC is a public agency that of-
fers its educational services to
school districts throughout the
state, as well as providing servic-
es to non-profit organizations and
privately owned businesses.
The district has approximately
80 buses. Each advertisement will
depend on the content and length;
however, the advertisements still
need to comply with state regula-
tions.
The ads go through two ap-
provals, one by the state and the
other by the Washington Town-
ship board.
Ads may reach up to 18 inches
tall and 6 feet long depending on
the bus and locations, Research
and Development Director Jack
Calkin said.
The state prohibits certain
types of advertisements. Accord-
ing to the rules for student trans-
portation, the Advertising on
School Buses law states the law
permits the use of advertising on
the outside of school buses that
are owned or leased by local
boards of education.
All advertisements must meet
state standards before the ads are
placed onto the buses. Its EIRCs
job to not only solicit to advertis-
ers and have the signs installed,
they must meet the states require-
ments.
The state is not completely con-
trolling what appropriate ads are
placed on the buses. The board
also gets the chance to decide
what approved ads are placed on
the fleet.

Calkin said that the district
does not have to pay any out of
pocket expenses for the ads. Fifty
percent of the revenue goes to the
district and the other 50 percent
is used for the cost of installation
and production.
Getting the schools involved is
the easiest work right now,
Calkin said.
EIRC needs to make sure that
there are advertisers ready to
place ads on the buses. Its a
unique marketing concept, and
there are a few local businesses
that seemed interested in adver-
tising already, said Calkin.

hen Gov. Christie last week
signed a bill that overhauled
teacher tenure in the state,
it was a landmark moment. But its not
the final piece of the puzzle. Not even
close.
The measure, which was supported
by both parties, strives to make teach-
ers more accountable through evalua-
tions and reviews. If they get bad re-
views, they could be removed from the
classroom. The bill also added a year
before tenure is granted.
Were all for rewarding the best
teachers and getting the bad ones out
of the classroom. In theory, this move
is a step toward that.
But questions remain.
What will the final version of the
teacher evaluation system look like? In
other words, can the state implement a
system that effectively identifies teach-
ers who need to be rewarded and those
who need to go? Will local districts
have to hire more managers or super-
visors? Will that lead to tax hikes?
Student achievement is another ele-
ment of the bill, and another area in
which teachers are to be measured.
Does that mean standardized test re-
sults will be used? What about those
teachers who teach grades that dont
have standardized testing? Is it smart
to teach to the test? Since a childs
educational foundation begins early, is
it fair to hold a teacher accountable for
educational shortcomings that should
have been addressed years earlier?
Also, the measure is silent on the
last in, first out system when it comes
to layoffs.
Make no mistake significant ad-
vances were made in this bill. The
state is heading in the right direction
and should be congratulated for taking
initial steps to improve public educa-
tion.
But we shouldnt expect changes to
happen overnight. And we shouldnt
expect a perfect system right out of the
starting gate.
There are too many questions still to
be answered.

But a lot of questions still have to be
answered before anyone can pro-
nounce this move a success.

read, and her mom isnt opposed to contin-
uing her trips to the library.
Mary Borzell brought her twin sons,
Patrick and Shawn, 4, to the event. Borzell
has been taking the pair to library pro-
grams for about a year.
As the boys were playing with their
stuffed animals, Borzell was pleased with
the both the Nighty Night and Good Morn-
ing programs.
I think its great, Borzell said. It en-
courages kids to read.
After the children happily left with their
stuffed friends, Alexander mentioned that
the library offers not just fun for the little
ones; the library has plenty of opportuni-
ties for teens and adults to take part in.
The Good Morning program is one of
many the library has to offer. Alexander
only handles the childrens event planning
and is currently focusing on incorporating
more events for children from 6 month olds
to 22 month olds.
According to Alexander, more parents
were coming in and asking about pro-
grams geared toward that age group.
[We] try to see where there is a need
[for programs], Alexander said.
The age appropriation doesnt stop
there.
Youth Services Librarian Sarah Kramer
recently joined the librarys full-time staff
after spending three years working part-
time shelving books.
Kramer is also in charge of planning the
teen events.
The library is a fun place to be, said
Kramer. We have so much to offer these
teens.
The teens have their own section of
books, music, and computer station.
Kramer is always trying to come up with
new events and different ways to keep the
teens entertained and interested in coming
to the library.
Both Kramer and Alexander mentioned
that the summer months are usually slow
because of family vacations, but the hope
that with school coming the teen atten-
dance will be higher.
Currently, the library doesnt have many
teen-oriented programs, but Kramer is al-
ways searching for more ideas and activi-
ties geared toward teens.

The Washington Township
Board of Education has appoint-
ed Katherine Carey as the Dis-
tricts Administrator of Assess-
ment, Counseling Services and
Education Support Programs
Support, effective on or before
Oct. 8. She replaces Stan
Krzyminski, who served nearly
five years in a similar capacity.
In her new post, Carey will en-
sure the continuity of all District-
wide guidance and student assis-
tance counselor services and pro-
grams and will serve as the Dis-
tricts Anti-Bullying Coordinator.
Additionally, she will manage and
coordinate all federal, state and
district standardized testing pro-
grams, including scheduling, se-
curity, compliance and annual re-
port responsibilities. Carey also
will coordinate the Districts edu-
cational grant program by seek-
ing, identifying and monitoring
available educational grants as
potential external funding
sources.
We are pleased to place
Katherine Carey in this pivotal
administrative position, Super-
intendent of Schools Bob Gold-
schmidt said. In addition to her
quality teaching and supervisory
experience, she has extensive ex-
perience as a testing coordinator,
knowledge of NJ SMART and
varied curriculum and profes-
sional development expertise.
Her skill set also will make her a
competent coordinator of our
Districts anti-bullying efforts
and the competitive grant writing
process. She is capable, enthusi-
astic and resourceful, and we will
welcome her energy and expert-
ise.
Carey has served as the super-
visor of curriculum and instruc-
tion in the Township of Franklin
Schools in Franklinville, since
2010, where she coordinated all
district testing and the analysis
and disaggregation of testing
data, and managed the districts
basic skills program. She devel-
oped and implemented Franklins
professional development plan as
well as the standards-based cur-
riculum of the Pre K-6 district.
Prior to her appointment in the
Township of Franklin, she
worked as a K-5 academic coach
for mathematics from 2008 to 2010
in the Woodbury Public Schools,
where she planned and conducted
in-services for teachers, adminis-
trators, grade-level teams and
support staff for three elemen-
tary schools to enhance the quali-
ty of instruction and to ensure
the articulation of curriculum.
She assisted in the creation of
professional learning communi-
ties and assisted teachers in
learning and practicing effective
instructional strategies with an
emphasis on differentiated in-
struction.
Carey served as an elementary
school teacher (second and third
grade teacher and a fifth grade
basic skills instructor) at Ever-
green Avenue School in Wood-
bury from 2004 to 2008. She was
honored as the schools Teacher
of the Year in 2006.
Carey earned a Bachelor of
Arts degree in elementary educa-
tion and psychology in 2004 and a
masters degree in teacher leader-
ship in 2009 from Rowan Univer-
sity. She holds certifications as an
elementary teacher (K-8), a
teacher of mathematics (K-8) and
a teacher of reading (K-12), as
well as principal and supervisor
certificates.
