IN VIEW OF DEVELOPMENTS REPORTED IN REFTELS CONCERNING EVACUATION OF MILITARY FIGURES TO BANGKOK, I CALLED PRESIDENT'S PRINCIPAL SECRETARY CHASHI AT 2030 TO ASK IF REQUEST TO ME ABOUT ASYLUM HAD NOT BEEN OVERTAKEN BY ABOVE ARRANGEMENTS WHICH WE HAD BEEN INFORMED ABOUT BY CHIEF OF PROTOCOL. BUT THERE WAS STILL OUTSTANDING THE QUESTION OF THE PRESIDENT'S POSSIBLE DESIRE TO REQUEST ASYLUM THAT HE HAD DISCUSSED WITH ME. HE SAID HE WOULD REPEAT THAT ANY SUCH ACTION BY THE PRESIDENT WOULD ONLY BE THE RESULT OF A NEGOTIATED SETTLEMENT WITH THE "AUTHORITIES WHO RULE THIS COUNTRY." WHEN I SAID I WAS STRUCK BY HIS USE OF THE LANGUAGE "THE AUTHORITIES WHO RULE THIS COUNTRY," HE SAID HE WAS NOT IN A POSITION TO CLARIFY THIS FURTHER BUT THE POINT WAS THAT THERE WOULD BE NO EMBARRASSMENT TO US FROM ANY SUCH ARRANGEMENTS. 2.
