Mayors Message
it is my pleasure, on behalf of Uxbridge Township Council and staff, to present our fall/winter 2012 Community guide. This year, the Township Council formally created a Community health Committee, consisting of individuals representing many different aspects of health Care. The mission of this Committee is to actively promote Uxbridge as a healthy community, focusing on health related education, awareness, prevention and communication.

As a first step, in this edition, we have started a process of having a section devoted to community health awareness and communication topics. we have begun by listing the contact information for all the health-related services that currently exist in the community. over time, we will expand this to add more information about available programs and services. Uxbridge already has many great facilities to encourage healthy living and recreation. our goal is to build on those, and to identify where there are opportunities to be even better. i encourage you to be active, and be informed.

stay active during the colder months with Uxbridges indoor trail through the corridors of Uxbridge secondary school. Mondays and wednesdays from 6:00 8:00 p.m. from nov. 5 to Apr. 29. 6 months of indoor walking for an annual membership fee of $25. register at Uxpool or on your first visit. please bring indoor walking shoes - cloak room available. Children under 18 are free and must be accompanied by an adult.

What Is Masters Swimming?


The Uxbridge Masters Team is a professionally coached group of adults (must be 18+years) who are committed to improving their fitness and swimming ability by participating in regular team practices. Coached sessions offer 3 levels of workouts (beginner, intermediate, advanced) designed for both beginning swimmers looking to simply elevate their fitness levels, as well as for intermediate and advanced swimmers wanting a structured physical challenge or training for triathlons or sanctioned Masters swimming competitions.

The Masters practice times for this season are as follows. The Uxbridge squash Club has operated in our community for more than 30 years, using one north American court located at Uxpool. Currently, adult Club members play one another in box leagues on Monday, Tuesday, wednesday and/or Thursday evenings and saturdays from september through April. Adult League 8 months $266 or 12 months $355, family (max. 2 adults) 8 months $345 or 12 months $460, family (max. 2 adults) These fees include a full fitness facility Membership including swimming at the pool. All Adult fees are subject to hsT. Adult Club members also pay an additional $20 annual fee to the Club. FALL / WINTER 2012 2013

The Uxbridge Squash Club

The squash Club offer several tournaments throughout the year for both youth and Adult members. They also offer free youth clinics on saturday afternoons throughout the season. patrol is a 3 level (rookie patrol, ranger patrol, star patrol) prebronze award progression that delivers work hard/play hard training for skilled swimmers 9 12 yrs of age. swim patrol levels form a pre-bronze progression of enriched training for young swimmers who are ready to go beyond lessons. swim patrol is designed to be challenging but achievable with effort. Content is organized in modules (water proficiency; first Aid; recognition & rescue) and participants can work on content appropriate for their abilities, regardless of the level they are enrolled in.

How do I become a Lifeguard and Swim Instructor?


Step 1:
Bronze Medallion Teaches an understanding of the lifesaving principles embodied in the four components of water rescue education judgment, knowledge, skill and fitness. rescuers learn tows, carries and release methods in preparation for challenging rescues of increased risk. Lifesavers learn to respond to increasingly complex situations involving conscious and unconscious victims with an obstructed airway. WSI and LSSI: Red Cross Water Safety AND Lifesaving Society Instructor This is a course designed to further develop instructional and leadership concepts. Candidates experience, analyze and apply the red Cross program curriculum. This course prepares instructors to teach the Canadian swim patrol, bronze Medal awards and emergency first aid as offered by the Lifesaving society pre-requisite: 16 yrs of age, current bronze Cross and a current Awsi certification. since Uxpool offers both red Cross and Lifesaving instructors jointly, red Cross gives us the option to require a minimum of 16 years of age for the full instructors course. **Full attendance is mandatory Fall: sept 28, 29, 30 & oct 12, 13, & 14 Cost includes materials & course fee $400.00 + hsT Note: if you already have the wsi, please speak to Carolyn about taking only the Lssi

The Thomas Foster Memorial


The foster Memorial is located: 4 km north of Uxbridge on durham 1 (Conc. 7) on the east side of the road. 9449 regional rd # 1, Uxbridge The Thomas foster memorial was built for $250,000 in 1936 on a hill in the countryside of Uxbridge Township. The Taj Mahal inspired its structure (Agra, india). The roof surfaces are copper tile, and the entrance doors, windows, tracery and all metal parts are bronze. The beautiful stained glass windows are the work of Yvonne williams, and are of hand-painted, fired and leaded glass, the colour and designs are harmonious and are distributed so as to flood the interior with soft, colourful light. The 22 kgold mosaics with also multi-colors give elegance to this magnificent building. The floors are of rich coloured terrazzo and marble mosaics, wrought in symbolic designs. on entering, one crosses the river of oaths on which floats water lilies and lily pads. in the general design of the floor beneath the great dome, the motion, typifying life, radiates from the greek letters Alpha and omega this in turn flank the Chi rho monogram in its early byzantine form. The Laurel wreath of victory over death encircles the centre motif. Above, the drum of the dome is pierced with 12 stained glass, leaded windows, that in the east being in the form of a gold cross on a rich blue ground. Circling the lower part of the dome, above the great arches in gold lettering on a field of graded blue mosaic is the inscription Take this my body for it is done and i have gained a new life, glorious and eternal.

The Uxbridge fire department responds to a number of Carbon Monoxide Alarms throughout the Township. our records indicate that the possible causes of these alarms can be attributed to: vehicles left running in the garage or in the driveway with the garage door and/or the doorway from the garage to the residence open or ajar. faulty or damaged door sweeps and/or weather stripping allowing the Carbon monoxide to enter the home. the detector has been in service or manufactured prior to 2004. To ensure a safe environment for you and your family we suggest that you take extreme care during the winter season and refrain from idling a vehicle in the garage, or in the driveway for an extended period with either the garage door and/or the door from the garage to the residence open/ajar. GREEN FLASHING LIGHTS


Legislation was enacted by the government of ontario through an amendment to the highway Traffic Act, 1990 (hTA, 1990) that allows firefighters to display a flashing green light on their personal vehicle when responding to emergencies. The use of flashing green lights on vehicles is restricted to the ontario fire service. The purpose of flashing green lights is to help other drivers recognize a firefighter en-route to an emergency and be courteous and yield the right-of-way. firefighters using the flashing green light do not have any special privileges and cannot break any traffic laws. The motoring public is asked to recognize that firefighters displaying flashing green lights are responding to an emergency and it would be appreciated if you could yield the right of way in order to speed their response. Volunteer firefighters are serving their local community . . . and who knows they may be responding to assist one of your neighbours or even your family.

Heritage Uxbridge
heritage Uxbridge is a committee commissioned by the Uxbridge Council to act as an advocate for the preservation and conservation of heritage properties in the township. The committee is made up of dedicated volunteers who carry out a number of on-going responsibilities throughout the year, working with the community and the township members assisting with and advising in matters related to heritage and cultural aspects. in past years, the committee has developed and organized guided tours, and published articles and maps that help promote Uxbridges cultural heritage. further, the committee continues to maintain a close watch on the pickering Airport lands, and will endeavour to help protect any properties of historical value found within that area. it also produced a heritage district sign by-law to help promote a heritage look in the downtown district and continues to recognize individuals homes of heritage or cultural value through the pride plaque program. A few years ago, an award called the Heritage Appreciation Award was established by the committee to recognize those individuals for taking the initiative and action to preserve our past. several local businesses, including rutledge Jewellers and the Tin Mill, have received this award. This year we will continue to award local area heritage farms. The heritage sign by-law guidelines is used as a reference to determine award recipients, and the boundaries include the entire township. information about how to receive this award along with ideas on improving building facades, windows and general landscapes in keeping with a heritage appearance, can be found in the heritage Uxbridge sign guidelines at the Townships office. 2012 will also see the committee continue with initiatives associated with the downtown revitalization project and the plans and policies that will guide the township with its development of the downtown core. further, the committee continues to maintain a close watch on the pickering Airport lands, and will endeavour to help protect any properties of historical and cultural value found within that area. What is a Building Permit? A building permit is formal approval to construct, add to, or remove a building on your property. When do I need a Building Permit? TREASURY DEPARTMENT
General Tax Information
The taxes you pay each year to the Township of Uxbridge support the many services which the Township provides, and also contribute to the delivery of regional and educational services. As a result, the Township collects taxes not only for its services, but also on behalf of the region of durham and the local school boards.

Tax Billings and Installment Due Dates


The Township issues two tax bills per year. The interim bill is mailed in January or february each year with installments due in february and April. The interim bill is based on 50% of the previous years taxes and is shown as a reduction on the final bill. The final bill is mailed in May or June with the installments due in June and september. in order to satisfy the taxes for your property for the entire year the full amounts of both the interim bill and the final bill must be paid.

weekly green bin collection place kitchen food wastes inside kitchen container. Use compostable bags or paper bags as liners for the kitchen container. never use regular plastic bags, such as grocery bags, to line your indoor container. once full, remove compostable bag liner, tie closed, and place it into the Curbside green bin. inside kitchen containers and curbside greenbins can be purchased at the Township office. if you can, place organics directly into containers without a liner bag. be sure to latch and lock the Curbside green bin with the metal bar. place the Curbside green bin at the Curb for collection weekly on your garbage day.

CLERKS DEPARTMENT
Township of Uxbridge Clerks Department
The Clerks department is responsible to administer all legislative requirements under the ontario Municipal Act, and other statutes that impact municipalities. The department prepares Council and Committee agendas and minutes, acts as secretariat to Council and its Committees, and organizes and manages the municipal records. it administers the freedom of information and protection of privacy Acts and ensures that all eligible records are available for public viewing. The department is also responsible for issuing various licences including marriage licences, business licences, taxi licences, and various forms of lottery licences. The Clerks department also conducts civil marriage ceremonies. All vital statistics such as the birth and death registries are maintained by the Clerks department. The Clerks department also oversees and administers a Municipal election every four years.

How does Road Watch work?


Citizen report forms may be used any time you observe an act of aggressive driving. record as much information as you can about the particular aggressive driving incident that you witnessed. This information will help the police in monitoring high risk areas in our community. To complete the report, include the license number, the make and colour of the vehicle, the location (as exact as possible) and the nature of the incident. when you send in the report, it is important that you sign it. This helps safeguard the system against abuse. be assured that your personal information is for statistical use only and is held in the strictest of confidence. drivers reported will receive a letter from the police, describing the unsafe or aggressive driving incident that was witnessed. if a driver is reported more than once, the police will make personal contact with that individual regarding the reported problems in person or by telephone. subsequent offenses may result in enforcement action by the police depending on the severity of the incident. remember, this is your opportunity to make our roads safer the same roads you use everyday. by-law 2008-160 states; every owner or occupant of any building, whether such building is occupied or not, and every owner of any land within the boundaries of the Township, shall clear away and remove or cause to be cleared away and removed any slush, snow and ice from any sidewalk adjacent to any building or land within twenty-four (24) hours after the accumulation of such slush, snow or ice. furthermore by-law 2008-160 also prohibits the depositing of slush, snow and ice onto a highway or sidewalk.

snow removal equipment use distinctive flashing blue lights to warn you that operations are underway. when these lights are on, slow down and stay well behind the plow to avoid flying snow and sand. drive with you headlights on and avoid driving in the snowplows blind spots. if you must pass the plow, be sure there is enough visibility to avoid the snow coming from the plows blade.

Unsure what level your child is in? Uxpool offers free level assessments during any public swim to accurately tell you what swimming level you should register your child in. Uxpool offers the red Cross program featuring a preschool and swim Kids program for all ages.

Groups
please book groups well in advance with a supervisor to ensure there is adequate staff. entrance to public swim is on a first come first serve basis; please arrive early to ensure your group gets in together. Admittance policy must be adhered to.

Street Shoes
persons wearing street shoes will not be permitted to enter change rooms or the pool deck. it is recommended that you bring a change of shoes to enter the pool area.

Admission Standards for Public Pools


Admission Standards for Public Pools were developed by the office of the Coroner of ontario to assist Lifeguards and Assistant Lifeguards in maintaining adequate surveillance over the whereabouts and the activities of young bathers while they are inside the pool enclosure. The ontario Ministry of health and Long Term Care strongly support these recommendations for the purpose of preventing injuries and fatalities. 1. Children 5 years of age and younger must be accompanied by a parent or guardian 12 years of age or older. The parent or guardian is responsible for their direct supervision and must be in the water and within arms reach of the child(ren) at all times. Children 6 to 9 years of age must be accompanied by a parent or guardian 12 years of age or older. The parent or guardian is responsible for direct supervision & must be in the water. if the child can swim and pass a facility swim test, the parent or guardian does not have to remain within arms reach of the child, however, must remain in the pool enclosure to provide supervision of the children and remain in visual contact. Children 10 years and older may swim without adult accompaniment.

Personal Belongings

Pool Foul/Power Failure/Maintenance Closure


The pool may close at an inopportune time due to a pool fouling, power failure, or mechanical/maintenance problem. when this occurs, instructors will use the time to focus on water safety components of instructional programs. Cancelled lessons cannot be made up and swim tickets will be issued.

Code of Behavior
The Town of Uxbridge endeavors to provide the highest level of safety and enjoyment to all participants and staff members for the duration of its leisure programs/aquatic lessons. These guidelines have been developed to ensure that all involved are aware of acceptable behavior. Coarse language, bullying, vandalism, physical and aggressive behavior will be recorded, reported and may result in the removal from the leisure program/aquatic lesson or facility.

Family Rate
A family rate is defined as iMMediATe fAMiLY MeMbers (mother, father, children, step parents/children) living in the same household.

if a participant has a communicable disease (e.g. Lice, Chicken pox, etc.) or a current public health concern we would ask that the participant not attend leisure programs, swimming lessons or public swimming. participants are welcome to return to the leisure program/aquatic lesson when they are healthy. parents should be aware that the Child & family service Act requires that any suspicion of child abuse be reported immediately to the Childrens Aid society.

Senior Rate
The senior rate is for people who are 60 years of age or older. proof of age may be required.

Registration Deadlines
Later registrations may be accepted on a space availability basis. full payment of fee and applicable taxes will be administered. registration deadline is one week following the commencement of programs. Discount fees will not apply for transfers after discount date.

Serious Medical Conditions


Those with serious medical conditions should be accompanied by an individual, who is knowledgeable of their condition. please notify staff on duty of your condition.

Program Cancellation/Revisions
sometimes excellent programs, with super instructors are cancelled when too many people wait until the last minute to register. our programs are based upon a cost recovery basis and we need a minimum number of participants registered before a camp/ class can go on. A full credit will be provided if the recreation department is responsible for program cancellations or changes. The Town of Uxbridge reserves the right to cancel or revise any program in accordance with participant requirements.

Unforeseen Cancellations
Unfortunately the Township of Uxbridge is unable to reschedule classes cancelled due to weather conditions or maintenance breakdowns or other unforeseen circumstances.

A full refund is available if the program you choose is cancelled. request for refund will not be accepted after the first lesson unless accompanied by a medical certificate. we regret participants receive no refund if the cancellation affects minimum class numbers or the request is past the fourth lesson. refund/credit requests must be submitted in writing. The effective date will be the date the parks, recreation and Culture department receives written notification. Verbal notification will not be accepted. non-attendance does not constitute notice of withdrawal. An administrative fee of $15 will be deducted regardless of refund or credit issued. All refunds/credits will be prorated whether classes are attended or not. seven days notice is required. Returned Cheques
we know that mistakes sometimes happen, but it is necessary to administer a $35.00 charge for returned nsf cheques. The Town of Uxbridge reserves the right to cancel the registration or to revoke privileges until full payment is received.

Age of Participants
Most of our programs/swimming lessons are designed for a specific age group. All participants must be the required age as outlined in the guide as of the completion date of the program/ lesson. Camp programs are based on age of participant in the current calendar year.

The Township of Uxbridge & recreation department is currently enhancing its schedule of recreation and leisure programs for the spring/summer 2013 seasons. if you are an individual or business operator and are interested in partnering with parks & recreation to deliver a recreation or leisure style program, we would like to hear from you! program proposals are being accepted now for inclusion into the upcoming season. proposals being submitted must be consistent with the mandate of the parks & recreation department to enhance the quality of life in the community through the delivery of quality programs which promote a healthy and active lifestyle. proposals should include: name of company or individual name of the program being proposed with a full description of the program and its desired outcomes. identify length of the program i.e., one class or a series of classes over a number of weeks being proposed identify winter, spring or summer program season potential location for program(s) experience and background of individuals/company specific to program being proposed including any individual certifications. proposals can be of a cultural, sport, leisure, wellness or recreational nature. Photography/Videotaping/Photo Cellphones
due to the new privacy laws, the use of cameras and video recorders must be arranged with the office supervisor prior to the event. ALL CELL PHONES MUST BE TURNED OFF AND NOT USED IN THE CHANGE ROOMS. Unless parent/guardians indicate otherwise, The parks & recreation department will assume permission is given for any pictures taken during any department program to be used to promote recreation programs.

Weather Conditions
participants are encouraged to dress appropriately and be prepared for diverse weather conditions during the course of the selected program. severe weather conditions are taken into consideration when planning programs. programs will be altered if the need arises. indoor facilities are usually available for all programs unless otherwise specified.

Late Pick Up Fee Policy


extended care is available for camp programs. participants must sign up in advance for staffing purposes. please check/confirm your pick up times with your councilors. An extended care fee will be charged if you are late picking up your child.

Staff Training
All department staff receives training in the Town of Uxbridges policies, procedures and relevant legislation prior to beginning work.

Lost & Found


participants in department programs are responsible for their own articles. it is strongly recommended that no valuables or money be brought to any program. The Town of Uxbridge is not responsible for any lost or stolen items. The Lost and found is located at the Uxbridge pool.
