NOTICE INVITING REQUEST FOR EXPRESSION OF INTEREST


Desilting of Vaigai Reservoir in Andipatti Taluk of Theni District of Tamil Nadu, India and Disposal of sediments Notice No. 2/2012-2013/F. 199/DO1/Dt. 18.07.2012.

The Superintending Engineer, Periyar Vaigai Basin Circle, Madurai 625 001, invites Expression of Interest (EOI) for desilting the Vaigai Dam in Theni District of Tamil Nadu and disposing the sediments from financially sound and technically competent bidders or consortium of business entities who have satisfactorily completed works of similar nature.

SCOPE OF WORK: The Vaigai Dam constructed in the year 1958 is one of the important Dams in Tamil Nadu. The Reservoir is formed by the construction of masonry dam across river Vaigai. The catchment of the Reservoir is 1399.83 sq.km and the water spread area is 24.20 sq.km. The original capacity of the Reservoir was 194.785 M.cum. The capacity of the Reservoir as of the year 2000 is 167.239 M.cum. The loss of capacity due to the siltation of the bed of the Reservoir over a period of 42 years is 27.545 M.cum (14.159 %). The annual rate of sedimentation from the catchment from 1958 to 2000 ( over a period of 42 years) and from 1983 to 2000 (over a period of 17 years) works out to 0.6566 M.cum and 0.3043 M.cum respectively. The average annual silting rate has been worked out as 0.3371%. As per the study conducted by the Water Resources Department, Tamil Nadu, the quantity of earth to be desilted is about 27.545 M.cum (973 Mcft). It shall be the responsibility of the selected bidder to remove

the sediments using the most appropriate and latest technologies, strictly adhering to the safety conditions and logistical guidelines stipulated by the Water Resources Department.

The details of technologies proposed to be applied, work plan and logistics should be clearly indicated in the Expression of Interest. Sediments should be removed only from within the boundary and zones earmarked by the Water Resources Department. The sediments should be separated in different categories like silt, sand, stones etc.,

While desilting and disposal of sediments, the following conditions should be followed:

1. The safety of the dam, intake and distribution structures should not be affected in any way while desilting and allied operations.

2. Turbulence and turbidity of water near the intake structure should be maintained within permissible limits.

3. The entire work of desilting and disposal of sediments shall be completed within a period of 36 months.

4. The desilted earth must be transported from the project area within a period of one month and dumped at earmarked locations.

5. In the event of violation of any of these above conditions, the Department shall be free to impose any penalty or fine as deemed fit.

ANTICIPATED QUANTITY: It has been estimated that above 27.545 M.cum quantity of sediment is available for excavation from the Reservoir. PERIOD OF COMPLETION: The entire work shall be completed within 36 months.

ELIGIBILITY CRITERIA AND SELECTION PROCESS: The bidder can be an individual or a consortium of business entities. However, the number of members of the consortium shall be limited to a maximum of three.

FINANCIAL STRENGTH: The bidder or the consortium of firms taken together must have an annual tangible net worth of Rs.100.00 Crores as per the audited financial statement of atleast the preceding three years, beginning from 2009 - 2010. The bidder should submit supporting documents and proof of net worth as on the last date of the latest financial year. The lead member of the consortium shall have a minimum of 26 % stake in the consortium.

TECHNICAL EXPERIENCE: The bidder should have experience in executing dredging works for a value of atleast of Rs.200.00 Crores Necessary proof of experience, availability of skilled manpower and suitable equipments shall be produced along with the bid.

PRE-BID MEETING: A pre bid meeting will be held at the office of the Chief Engineer, Water Resources Department, Madurai Region, Thallakulam, Madurai 625 002 on 22.08.2012 at 11.00 AM followed by a visit to the site. Members of the Technical Committee that would supervise the work will be present for interaction.

TWO-STAGE SELECTION PROCESS: A two stage selection process is envisaged. The first stage involves invitation to submit the Expression of Interest (EOI), on or before 26.09.2012. A Technical Committee constituted by the Government will evaluate the technical and financial competence of the bidder. The bidder should be ready to make a presentation before the Technical Committee if called upon to do so. After the evaluation of the Technical Committee, the shortlisted bidders shall be issued a Request for Proposal (RFP) Document inviting detailed technical and financial bids. An amount of Rs.20.00 Lakh shall be furnished as Earnest Money Deposit along with final bid document in favour of the Executive Engineer, Water Resources Department, Periyar Vaigai Basin Division, Madurai 625 002. The technical bids in 4 copies and financial bids shall be submitted in two separate sealed covers. After evaluating the technical bids, the financial bids of those whose technical bids are found acceptable alone will be thereafter opened. The successful bidder to whom the work is awarded has to deposit 2 % of the bid amount as security deposit within 15 days after receipt of the selection notice. The bidder shall convince the authorities through Integrated Bathymetric Studies and other techniques, the quantum of sediments removed. The bid amount once quoted shall be final and binding on the bidder. The bid amount shall not be negotiated or the time shall not be extended under any circumstance. Government reserves the right to disallow the bidder from proceeding with desiltation beyond 36 months.

Any legal proceedings will be within the jurisdiction of the Courts situated within the State of Tamil Nadu. The Expression of Interest (EOI) shall reach the office of the undersigned before 5.00 PM on 26.09.2012. The undersigned reserves the right to cancel the EOI without assigning any reasons thereof.
