Note: Some of the influential persons by hand in glove with some of the officialsoftheDevasthanamsobtainedprimeArjithaSevaticketstoperform certainsevasveryfrequentlyandstrategically,so astoattendthesaidsevas everymonthinanYear.,whichtakesawaytheopportunityofotherdevotees toattendtheprimesevassincetheticketswereblockednearlyuptotheyear 2040. The same has created serious uproar in the general public. Since one should not be allowed to book/ enblock most of prime seva tickets (Vastralankara, Abhishekam, Thomala, and Archana etc.) for years together affectingtherightsofotherdevoteestoworshipthelord. In view of the above the vigilance & Enforcement department of the Andhra Pradesh government after thorough enquiry on the above subject matterhassuggestedtheTTDfortakingremedialaction.

PageNo.131 Accordingly,theTTDSpecifiedauthorityinitsresolutionNo.360Dt.20 012011 has resolved to streamline and regulate the seva tickets so as to provideequalopportunitytolargernumberofdevoteepublic,itwasresolved to allow one Melchat vastram, 5 persons for Poorabhishekam, Civet vessel, Kasturi vessel Thomala, Archana, 2 tickets for Astadalapadapadma radhana seva, Sahasra kalasabhishekam, Thiruppavada seva or to allow single performance in a calendar year from 2011 onwards by canceling the Rest of bulk booking seva tickets duly refunding the amount to the gruhasthas concerned. The details pertaining to cancellation of various Arjitha seva tickets madebytheindividualandtheamounttobe refundedtothegruhasthas as pertheresolutionoftheSpecifiedauthorityTTDisfurnishedhereunderfor perusal.

The statement showing the vacancy position of Thomala, Archana, Abhishekam(Melchatvastram,Poorabhishekam,Civetvessel,Kasturivessel) arising due to cancellation of bulk bookingArjitha seva tickets made by the individualsisannexed herewithforperusal.

As per the Proc.Roc.No.p3/213/Aeo (Arj)/ 2010 the system of booking seva tickets on individual basis was introduced w.e.f 03012011 duly

dispensing with the system of group booking in the sevas like Arjitha Brahmotsavam, Sahasra deepalankara seva, Unjal seva, Vasantotsavam seva and the Weekly sevas like Astadala pada padmaradhana seva, Sahasra kalasabhishekamsevaandThiruppavadasevaandalsoAnnualsevaticketsto avoid impersonation misuse and to check the identity of the individual and thesameisstillbeingimplemented.

The statement showing the individual seva ticket and the maximum quota limit of the seva/Utsavamto be issued under different categories is as follows.

The TTD Specified authority in its resolution No82 Dt.21042011 has also resolved to issue Sahasra kalasabhishekam and Thiruppavada single tickets @25 each through current booking counter of vijaya bank Tirumala @850/pereachticketandthesameisbeingImplementedw.e.f.01052011.

It isnotoutofplacetomentionherethatthenoticeswerealsoserved onthegruhasthaswhohavebookedthesevaticketsinbulkwiththecareoff addresseswithanintentiontosellthesametotheinnocentdevoteesathigher rates for cancellation of the same as per the res. No83 Dt.21042011 of TTD Specifiedauthority.Furthercourseofactionwillbeinitiatedafterscrutinyof theobjectionsreceivedfromthegruhasthas.

PageNo.134 At present the Advance booking balance left over Arjitha seva tickets like Arjitha Brahmotsavam, Unjal Seva, Vasantotsavam, Sahasra

deepalankara seva, Nijapada darshanam, are being transferred to current booking system from Arjitham office Tirumala daily oneday in advance for allotment under current booking through Vijaya Bank, and the left over Kalyanotsavam tickets through J.E.Os office Tirumala under Discretionary quota.

Intheaforesaidspecialcircumstancesexplainedaboveitisproposedto issue the Arjitha seva tickets like Thomala, ArchanaandAbhishekamwhich were cancelled under advance bulk booking to the pilgrims under current booking through Vijaya bank Tirumala by transferring the said tickets from ArjithamofficeonedayinadvanceasinthecaseofotherArjithasevassuch asArjithaBrahmotsavam,Unjalseva,S.D.Sevaetc.

FurthertheAbsenteeslistofeachsevaforaperiodof4monthsisalso annexed herewith for perusal. As could be seen from the statement it is noticed that the absentees for these sevas are increasing day by day for various reasons such as non production of Identity proof during vigilance verificationandalsoabsenteesofUSSESgruhasthasforthesesevas.

PageNo.135 Withaviewtomakeuseofthesevacanciesariseduetoabsenteesand also to due to cancellation of bulk booking, the following are proposed for implementation.

1. To send thenotices to all the concerned gruhasthaswhohave booked the Arjitha seva tickets under Advance booking and also to USSES Gruhasthaswith a requestto confirm their participation inthe sevaat leastonedayinadvanceattheofficeoftheAEO(Arjitham),Tirumala. 2. To send Emails to the gruhasthas who have booked their tickets throughEDarshan,Internetaccordingly. 3. To Transfer the seva tickets in respect of absentees on receipt of confirmationfromthegruhasthasconcernedtothecurrentbookingfor issuanceofthesametothepilgrimsthroughvijayabank,Tirumala. 4. To allot the left over prime Arjitha seva tickets like Thomala, Archana, Abhishekam due to cancellation of Advance Bulk Booking made by individualsw.e.f.01082011throughcurrentbookingonthepreviousdayby transferringfromArjithamofficedulyfollowingtheprocedurelaiddown:

i. Allthegruhasthascomingtothesevashallconfirmtheirarrivalonthe previousdayby6P.M.atadesignatedplace. ii. By6P.M.wewillknowtheabsenteeslistinadditiontothecancellation made. Contd

PageNo.136 iii. Currentenrollingwillbeallowedforhalfanhour/onehourforarising vacancies i.e. 6 P.M. to 6.30 P.M. or 6.00 P.M. to7 P.M at Vijaya bank Tirumala. iv. Theissuanceofsevaticketsistobemadebydrawoflots i.e.byusing random number software developed by EDP department and the allotees will be decided in the presence of all other gruhasthas at 7.15 P.M. v. Paymentcanbemadebythesuccessfulalloteeswithin30minutesand to collect the allotted seva ticket from Vijaya bank counter, Tirumala and the cost of the seva ticket is similar to the tickets issued under advance Booking( Thomala Rs.220, Archana Rs.220/, Melchat vastram 12250/, Poorabhishekam750/) failing which such left over ticketswillbeallottedunderdiscretionaryquota. vi. Transparency will be ensured by developing necessary software and usingLEDscreensincludingSVBCforinformation. vii. Tostartwith,TTDwilladoptthisforthevacanciesthatarose/arisedue toenblockcancellationdonerecentlyandlateritcanbeextendedtothe vacanciesarisingoutofabsenteesalso. ThematterisplacedbeforethespecifiedauthorityTTDfortaking adecisionontheaboveproposal.
