APPENDIX 5A: Sample Fuel and Liquid Chemical Spill Response Procedure

ENVIRONMENTAL MANAGEMENT REQUIREMENTS 2009 Appendix 5A

FUEL & LIQUID CHEMICAL SPILL RESPONSE


1. 1.1 1.2 1.3 MAKE SAFE Safety is always the first consideration. Stop people and vehicles passing through or near the spill area (using traffic markers/ barricades). Prohibit smoking in the vicinity of the spill. Eliminate all ignition sources (for example, engines and live electrical equipment) and ventilate the area to prevent build up of fumes. 1.4 Use appropriate personal protective equipment, for example chemical resistant gloves, safety goggles.

2. CONTAIN AND CONTROL FUEL/ CHEMICALS 2.1 Stop the flow of fuel or chemicals from the source (by rolling the leaking drum, closing valves, applying putty to seal a leak, or other safe method). 2.2 Stop the liquid from entering drains, waterways, sewers, ducts, or other sensitive receptors as follows: Place barriers around the source with absorbent materials (for example, particulate, socks, mats). Follow manufacturers instructions for use. Never use saw dust as an absorbent, as it increases fire hazard. Divert fuel/ chemicals into another container or an area where it can be contained (with a sealed base). Place barriers around drains, waterways, sewers, ducts, or other, with absorbent materials (for example, socks, pads). Prevent the spread of fuel/ chemicals on water by placing floating booms or absorbent socks on the water. 3. REPORT THE INCIDENT (& GET HELP) 3.1 Notify the contractors supervisor on duty (and the environmental representative) about the fuel/ chemical spill. 3.2 Get help to contain the spill from additional personnel at site, if needed. If the spill cannot be contained using spill response materials or equipment on site, or if fuel or liquid chemicals (including oil) has escaped onto public roads, drains or watercourses, call Civil Defence (Fire) for help: Jebel Ali telephone +971 4 883 3111. 3.3 Notify Nakheel Environment Department by telephone (refer to page (i) of EMR for contact details). 4. CLEAN UP 4.1 Collect all used absorbent materials, by shovelling or sweeping loose particulate absorbent, or picking up used booms, socks or mats. Collect all used personal protective equipment and other associated waste. 4.2 Absorbents used for soaking up diesel or oil may be disposed of as general waste, provided there is no dripping or free liquid oil, and the oil does not contain other contaminants. Disposal of absorbents used to collect other chemicals must be assessed on a case-by-case basis, in accordance with relevant regulations and Dubai Municipality guidelines, and possibly disposed of in hazardous waste landfill. 4.3 Residual oil on hard surfaces (for example, concrete) may be cleaned by leaving powder absorbent for a period of time to absorb the oil. 4.4 Collect all contaminated soil or other material in sealed containers for disposal at hazardous waste landfill. 4.5 Waste management contractors that may be of assistance are listed below. 5. FOLLOW-UP MANAGEMENT 5.1 Continue to monitor seepage of fuel or chemicals at and in the vicinity of the incident site and replace absorbents until no further environmental risk. 5.2 Restock spill response products/spill kits used during the incident. Return equipment to normal storage location. 5.3 Prepare a written report for the incident and send it to Nakheel Environment Department within 48 hours of the incident occurring: fax: +971 4 368 6919 or email: Shaun.Lenehan@nakheel.com. 5.4 Update the incident register with corrective and preventative actions, and responsibilities for implementing these.
