Status of compliance to the conditions stipulated in Environmental Clearance for Bauxite production @ 2.4 MTPY with respect to Panchpatmali Bauxite Mine, NALCO, Damanjodi. (Ministry Letter No. J-11015/20/83-IEnv.5/1A.DT 15.9.1986) Sl. i Condition Various pollution control measures listed in the EMP would be strictly enforced and the progress report regarding the implementation of these measures would be submitted to this department every six months. Compliance Pollution control measures as per EMP are being strictly enforced and the progress report is being submitted to MOEF every six months (First report.-April to Sept & Second report Oct to March) vide latest report pertaining to the period October 2011 to March 2012as enclosed at Annex-I. NALCO has been measuring water flow rate of perennial streams at the foot hill in 17 locations on four specific periods during the month of Feb, May, Aug and Nov every year and report being submitted to MOEF every six months enclosure copy of (appended as enclosure to the report at Annex-II ).

NALCO would continue studying the flow of water for the perennial streams on four specific periods every year during the months of February,May,August and November.A report of the study would be submitted to this department.

Status of compliance to the conditions stipulated in Env. Clearance for Bauxite production @ 4.8 MTPY with respect to Panchpatmali Bauxite Mine, NALCO, Damanjodi. (Ministry Letter No. J-11015/21/91-IA II(M) dt. 11-05-1994) Sl. i Condition A detailed socio-economic survey of the area and analysis of the impacts on the life style of local population incorporating proposed measures may be submitted. The levels of SPM concentration should not exceed 500 ug/m3 at any observation point within the mine leasehold. The quality of effluent finally discharged into the main watercourse should conform to the standards All the slopes of external dump should be maintained at a maximum of 28o. The post-mining land use should be made compatible to the pre-mining land use plan to the extent possible. Regular monitoring of air and water quality should be made in and around the core zone. Recorded data should be furnished to this ministry every 3 months. A plan for developing green belt as envisaged by the project proponent to improve the greenery should be provided. Compliance M/s NIRD, Hyderabad, conducted the study in 1995and copy of report submitted.

SPM concentration in ambient air is being measured over 10 locations & the concentration is always found below the prescribed limit. ( appended as enclosure to the report at Annex-III) Zero discharge system is under operation. As such no discharge to outside is taking place .All the waste water is treated and reused for sprinkling for dust suppression At present there is no dumping of overburden outside the mine, into the valley. All overburden mined, is used for concurrent backfilling of the mined out area. The slope of the dumped OB with in mining area is mostly kept within 28 degrees. Post mining land use is much greener than pre-mining land use due to proper reclamation and afforestation. Measurement of Air quality & water quality are being done in 10 (Ten) locations & 17 (seventeen) locations respectively at regular intervals & report thereof are being regularly submitted to the Ministry( Annex- III) . Every year plantation is being carried out in different areas in and around the Mine area. Extensive Plantation has been taken upon Hill slopes up to ML boundary & over peripheral barrier at the edge of the plateau to develop the green belt. The plan for plantation during 2012-13 is enclosed at Annexure- VIII. As per the environment management plan ,with the provisions of peripheral barrier at the edge of the plateau , no discharge of rain water carrying mud & slush is allowed outside the Mining area . There is no change of method of working & excavation is being carried by means of deployment of heavy earth moving machineries as per IBM approved mining plan/ scheme. A Separate Environmental Management Cell being headed by one Assistant General Manager (Env) who is reporting directly to GM(Mines) exists. One authorized agency, M/S Superintendence company of India (P) Ltd , Kolkata has been entrusted the task of collection & analysis of Air & water samples at intervals as stipulated under the environmental clearance .

The drainage pattern envisaged after postmining activity in the Environmental Management Plan should be strictly adhered to. No change in method of working ( including Calendar Plan of excavation), land use etc. be made without prior approval of this ministry. A Separate Environmental Management Cell with suitably qualified people to carry out various functions related to environmental management should be set up under the control of senior technical officer, who will directly report to Chief Executive of the area. A laboratory facility should be set up for collection and analysis of samples etc. Adequate fund position ( Capital and requiring expenditure ) provided towards Environmental C ontrol Measures & should not be diverted for any other purposes.

Adequate fund is always allocated to meet the capital & recurring expenses to implement the environmental control measures inclusive of plantation. Env expenditure incurred for the year 2011-12 is enclosed as Annex IV .

Condition The ministry or any other competent authority may stipulate any further conditions at any stage. This ministry may revoke the clearance if implementation of stipulated conditions is not satisfactory. The forest land should be handed back to the forest department after mining is over.

Compliance Any further condition(s) , if so stipulated by the ministry , shall be adhered to . Nalco is taking all care to implement the stipulated conditions satisfactorily. Nalco shall hand over the forest land , duly afforested under its reclamation & afforestation scheme , once the mining is completely over in the Mining lease area .

STATUS OF COMPLIANCE TO THE CONDITIONS STIPULATED IN ENV. CLEARANCE FOR BAUXITE PRODUCTION @ 6.3 MTPY WITH RESPECT TO PANCHPATMALI BAUXITE MINE. Ref. No. J-11015/09/2000-IA.II(M) from MOEF, GOI. A- SPECIFIC CONDITIONS: Sl. No. (i) Dated.30th July 2004.

Conditions

Compliance The present as well as future mining operation shall be confined to hill top only, within 35M from the top of the plateau whereas the ground water table exists around 80 Mtr below the surface level .As such there is no possibility of mine working intersecting water table. Top soil is being separately removed and directly used for land reclamation and plantation. OB is being concurrently backfilled. Check dams & siltation ponds are provided at strategic locations & are being cleaned / maintained at regular intervals. The rain water percolates down.

Mining will be continued to the hilltops only & will not intersect ground water table.

Top soil should be stacked properly with adequate measures at earmarked sites. It should be used for reclamation and rehabilitation of the mined out areas. There shall be no OB dumps as OB, minerals rejects and other wastes shall be concurrently backfilled. Check dams and siltation ponds of appropriate size should be constructed to arrest silt and sediment flows from soil and mineral dumps. The water so collected should be utilized for watering the mine area, roads, green belt development etc. The drains should be regularly desilted and maintained. Garland drain of appropriate size should be constructed to collect surface run-offs from the mining area, OB dumps, waste dumps, etc. Garland drain ( size, gradient & length ) and sump capacity should be designed keeping 50 % safety margin over and above the peak sudden rainfall and maximum discharge in the area adjoining the mine site. Sump capacity should also provide adequate retention period to allow proper settling of silt material Plantation should be taken up for soil stabilization along the slopes of the dump. Sedimentation pits should be constructed at the corners of the garland drains. The surface run-off should be desilted through a series of check dams and drains before final disposal.

Garland drains of adequate size are provided before monsoon to divert the run off of rain water to the valleys, without allowing it to enter into the mining area. The active rainfall inside the mine area are collected in sumps of adequate capacity and the rain water percolates into the ground.

Extensive plantation has been taken up for stabilization of dumps in the mined out area. Check dams have been constructed down below the hills to prevent washouts if any from mixing with surface water bodies.

The reclamation programme for the mined out area through concurrent reclamation should be implemented. Monitoring and management rehabilitated areas should be continued until the vegetation becomes self-sustaining. Compliance status should be submitted to the Ministry of Environment & forests on yearly basis.

Reclamation programme for the mined out area goes on concurrent to miming operation. The plantation in the rehabilitated area is maintained till the vegetation becomes self sustaining ( upto a period of 3 years). Compliance status is submitted to MOEF every six months.

Conditions Plantation should s\also be raised along haul roads, mineral dumps, etc. this includes a green belt of sufficient width all around the ML areas by planting native plant species in consultation with local DFO/ Agriculture Department. At least 2000 plant saplings / ha should be planted.

Compliance Native species like Jamun,Rose apple, Guava, Mangos, Jackfruit ,Tamrind , Bambooes etc are being planted at the rate of 2500 plants /ha for development of the green belt. Plantation has been raised along Haul Road and also a green belt of 7.5 mtr width has been developed around the mine. All drills are provided / operated with water injection system. There is no secondary blasting done at Panchpatmali Bauxite mine. However, the oversize boulders generated are broken down with the help of hydraulic Rock Breaker. Surface water quality monitoring is being done four times in a year with a network of 17 stations located in the valley area. It is revealed from a recent study by M/s RAMKY (in Yr 2010) that the ground water table exists below 80 mtr. from the plateau top, where the mining activities are going on. Hence ground water is being monitored in 15 villages around Mines. The latest results of analysis is presented at Annexure-V. Consent to operate for Air & Water obtained and is valid upto 31st March 2013. (18594/IND-1/CON-92,dated 8th Nov 2011) Site specific Wildlife Management & Conservation Plan has been prepared by M/s CEMC, Bhubaneswar during 2010 and has been approved by Chief Wildlife Waden. A deposit of Rs 10.43 Crores has been made with CAMPA, MoEF for its implementation.

Drills should be wet operated with dust extractors and controlled blasting shall be practised. Secondary blasting shall be practiced and only once in a month.

Regular monitoring of surface and ground water quality including for heavy metals should be carried out by establishing a network of stations at suitable locations in project area. The frequency of monitoring should be four times a year- premonsoon ( April / May ), monsoon ( August ), pot monsoon ( November ), and winter ( January ) seasons. Data generated from ground water regime monitoring will be submitted to CGWB, Eastern Region on an annual basis.

The Company should obtain Consent to Operate for the expansion in production from the Orissa State Pollution control Board before expanding production. The conservation plan prepared for conservation of natural biodiversity and for the protection of rare and endangered fauna found in and around the mine area shall be implemented in consultation with the State Government and identified agencies / institutions including establishment of Eco-Development Committees for implementation of requisite measures. The costs for the specific activities / tasks earmarked in the Plan shall not be diverted for any other purpose. Year-wise status of the implementation of the Conservation Plan and the expenditure thereon should be reported to the Ministry of Environment & Forests.

B- GENERAL CONDITIONS: Sl.No. Conditions (i) No change in technology & scope of work should be made without prior approval of the Ministry of Environment & Forests. (ii) No change in the calendar plan including excavation, quantum of bauxite, waste / OB generation should be made.

Conditions Four ambient air quality monitoring stations should be established in the core zone as well as buffer zone for SPM.RPM,CO and NOx. Location of the ambient air quality stations should be decided based on meteorological data, topographical features and environmentally and ecologically sensitive targets and the frequency of monitoring should be undertaken in consultation with the State Pollution Control Board. Data on air quality should be collected regularly, records maintained and submitted to the Ministry including its Regional Office at Bhubaneswar and the State Pollution Control Board / Central Pollution control Board once in six months. Adequate measures for control of fugitive emissions should be undertaken such as water spraying arrangements on haul roads, loading and unloading points, and transportation of minerals, etc. Fugitive dust emissions from all sources should be regularly monitored and data recorded properly.

Compliance At present 10 air quality monitoring stations are established in and around Mines based on the mentioned factors and measurements are being done once in every month (Annex-III). Data on air quality is being collected once in every month. Records submitted to statutory authorities once in six months -(Annx-III) Water spraying on haul road is carried out both with fixed and mobile sprinklers. Loading points of crusher house is provided with dry fog system. Transportation of Bauxite ore is carried out through a cable belt conveyor of 14.6KM long, provided with hood all along. Air quality near source is being monitored regularly(Annx-III) Monitoring of exhaust emission of all the heavy and light vehicles operating at mine is conducted once in six months through an outside agency authorized by OSPCB. PUC certificates are available for all the heavy and light vehicles operating inside the mines. Noise monitoring in work zone is taken up once in every quarter. Workers are provided with ear plugs /muffs. The results are within prescribed norm of 85 dB(A) (AnnxVI) The mine is operating a zero discharge system where all the waste water is treated,analysed and reused for sprinkling on the haul road for dust suppression. All the waste water from canteen and HEMM workshop is treated through a treatment system & clean/ treated water is used for gardening & dust suppression. All employees and contract workers are provided with protective devices. For all employees of NALCO , & contract workmen periodical medical examinations are done & records thereof maintained.During 2011, 173 nos of employees have undergone periodical medical testing. During 2012, it has been planned to cover appx 300 nos of contract workers under periodical medical checking.

Vehicles used in mining operations should be maintained properly and emissions kept under control; as per prescribed norms.

Adequate measures should be taken for control of noise levels and it shall be ensured that the noise levels do not exceed the prescribed standards at any time. Workers engaged in blasting and drilling operations of HEMM etc. should be provided with ear plugs /muffs.

Industrial waste water and wastewater from the mine including rainwater from the mine lease area should be properly collected, analysed and treated before discharge into the surface water so as to conform to standards prescribed under GSR 422 (E) dated 19th May1993 and 31st December1993 or as amended from time to time. Oil and grease trap should be installed before discharge of effluents from the Workshop.

Personnel working in dusty areas should wear protective respiratory devices and they should also be provided with adequate training and information on safety and health aspects. Occupational health surveillance programme of the workers should be undertaken periodically and corrective measures taken, if required.

Conditions The data on environmental quality should be collected and analysed either through an in-house environmental laboratory established with adequate number and type of pollution monitoring and analysis equipment or got analysed through an approved laboratory under the Environment ( Protection) Rules, 1986 in consultation with the State Pollution Control Board. Environmental management of the project with suitable qualified personnel should be overseen by a senior executive who will report directly to the head of the organization.

Compliance Data on environment quality is collected and analyzed through an outside laboratory M/s Superintendence Company of India (P) Ltd., Kolkota approved by the statutory authority. A Separate Environmental Management Cell being headed by one Assistant General Manager (Env) who is reporting directly to GM(Mines) exists for management of environment. The fund earmarked for environmental protection measures is never diverted for any other purpose. The expenditure incurred for the year 2011-12 is enclosed at AnnexureIV. The MoEF Regional Office shall be kept informed as required.

The funds earmarked for environmental protection measures should be kept in separate account and not diverted for any other purpose. Yearwise expenditure should be reported to the Ministry of Environment & Forests.

The project authorities should inform to the Regional Office located at Bhubaneswar regarding date of financial closures and final approval of the project by the concerned authorities and the date of start of land development work. The Regional Office of this Ministry located at Bhubaneswar shall monitor compliance of the stipulated environmental conditions. The project authorities should extend full co-operation to the officer(s) of the Regional Office by furnishing the requisite data / information / monitoring reports. A copy of the clearance letter should be marked to concerned Panchayat / local NGO, if any, from whom any suggestion / representation has been received while processing the proposal. The State Pollution Control Board should display a copy of the clearance letter at the Regional Office, District Centre and the Collectors / Tehsildars Office for 30 days. The project authorities should advertise at least in two local newspapers widely circulated around the project, one of which shall be in the vernacular language of the locality concerned within 7 days of issuance of the clearance letter informing that the project has been accorded environmental clearance and a copy of the clearance letter is available with the State Pollution Control Board and may also be seen at web site of the Ministry of Environment and Forests at http://envfor.nic.in

All co-operations will be extended to the officers of the Regional Office of the Ministry located at Bhubaneswar by furnishing requisite data, information/ monitoring reports. No such suggestions / representation has been received from the Panchyat / local NGO, while procession the proposal. The clearance letter has been displayed at the required places. The accordance of Environmental clearance has been advertised in two local news papers.

STATUS OF COMPLIANCE TO THE CONDIONS STIPULATED IN ENV. CLEARANCE FOR BAUXITE PRODUCTION @ 6.825 MTPY WITH RESPECT TO PANCHPATMALI BAUXITE MINE. (Ministry Letter No. J-11015/49/2008-IA. II(M) Dt. 20-02-2009) Sl.No. i A. Special Conditions The environmental clearance is in continuation to the environmental clearance earlier accorded to this project by the Ministry vide letter No. J-11015/09/2000-IA.II (M) dated 30.07.2004. The lease area shall remain unchanged. The project proponent shall obtain Consent to Establish from the State Pollution Control Board and effectively implement all the conditions stipulated therein. Status of Compliance The lease area shall remain unchanged.

The environmental clearance is subject to grant of forestry clearance. The project proponent shall obtain requisite prior forestry clearance under the Forest (Conservation) Act,1980 for working in the forest area The mining operations shall be confined to the hill tops only and restricted to above ground water table and it should not intersect the groundwater table. In case of working below the ground water table, prior approval of the Ministry of Environment and Forests and the Central Ground Water Authority shall be obtained, for which a detailed hydro-geological study shall be carried out The project proponent shall ensure that no natural watercourse and / or water resources are obstructed due to any mining operations. Adequate measures shall be taken while diverting seasonal channels emanating from the mine lease, during the course of mining operation.

The top soil shall temporarily be stored at earmarked site(s) only and it should not be kept unutilized for long. The topsoil shall be used for land reclamation and plantation. The overburden (OB) generated shall be concurrently backfilled. There shall be no external over burden dump. The entire backfilled area shall be progressively afforested. Monitoring and management of rehabilitated areas should continue until the vegetation becomes self-sustaining. Compliance status shall be submitted to the Ministry of Environment and Forest and its Regional Office located at Bhubaneswar on six monthly basis.

Consent to establish 6.3 MTPY is available & accordingly stipulations made therein are being complied with. Consent to establish @ 6.825will be applied in yr 2012-13 for facilitating production @ 6.825 MTPY w.e.f. Yr 2013-14. Forest clearance over 1032 Ha(732Ha+300Ha)already accorded by MOEF vide Letter No.8-330/83FRY(CONS) Dated. 3rd May1984.& F.No.840/93-FC dated 14th Feb2006. It is revealed from a recent study by RAMKY (in Yr 2010) that the ground water table exists below 80 mtr. from the plateau top, where the mining activities are going on. As the Mining activities limited to 35 Mtrs only from the surface, there is no impact of Mining operation on the ground water / aquifers. No Natural water course exists on hilltop/ plateau top. As such, mining operation which is confined to hill top does no way obstruct Natural water course. Necessary care is being taken during monsoon to divert / channelize run off rain water so that it does not carry any sediment to obstruct / affect the water bodies at the foot hill . Top soil is being separately removed and directly used for land reclamation and plantation . OB generated is being concurrently backfilled. Reclamation programme for the mined out area goes on concurrent to mining operation. The plantation in the rehabilitated area is maintained till the vegetation becomes self sustaining ( upto a period of 3 years). Compliance status is submitted to MOEF every six months.

Conditions Catch drains and siltation ponds of appropriate size shall be constructed around the mine working, soil and mineral dumps to prevent run off of water and flow of sediments directly into the water bodies. The water so collected shall be utilized for watering the mine area, roads, green belt development etc. the drains shall be regularly desilted, particularly after the monsoon, and maintained properly. Garland drains, settling tanks and check dams of appropriate size, gradient and length shall be constructed around the mine pit, topsoil dumps and the mineral dumps to prevent run off of water and flow of sediments directly into the water bodies and sump capacity shall be designed keeping 50 % safety margin over and above peak sudden rainfall (based on 50 years data) and maximum discharge in the area adjoining the mine site. Sump capacity shall also provide adequate retention period to allow proper settling of silt material. Sedimentation pits shall be constructed at the corners of the garland drains and desilted at regular intervals Dimension of the retaining wall at the OB benches within the mine to check run-off and siltation should be based on the rainfall data. The project proponent shall develop a 7.5 m wide green belt in the safety zone all around the mining lease. In addition, plantation shall be raised in the backfilled and the reclaimed area, around void roads etc. by planting the native species in consultation with the local DFO / Agriculture Department. The density of the trees should be around 2500 plants per ha. Regular water sprinkling shall be carried out in critical areas prone to air pollution and having high levels of SPM and RSPM such as around crushing and screening plant, loading and unloading point and all transfer point. Extensive water sprinkling shall be carried out on haul roads. It shall be ensured that the Ambient Air Quality parameters conform to the norms prescribed by the Central Pollution Control Board in this regard.

Compliance Check dams & siltation ponds are provided at strategic locations & are being cleaned / maintained at regular intervals. The rain water percolates down.

Garland drains of adequate size are provided before monsoon to divert the run off of rain water to the valleys, without allowing it to enter into the mining area. The active rainfall inside the mine area are collected in sumps of adequate capacity and the rain water percolates into the ground. A 7.5M wide retaining / Peripheral barrier is maintained all around the OB dump / backfilled area. . Peripheral green belt plantation over 7.5 M wide peripheral barriers is being developed & maintained around the mining area. Voids being created by extraction of Bauxite ore are being systematically backfilled & afforested with native species plantation with density 2500plants/Ha Regular water sprinkling is being done using self propelled 28KL mobile water tankers. Provision of PLC controlled Auto sprinkling system installed over Permanent haul roads . Ambient air quality is being monitored in every month & SPM & RSPM level are well within the norm / permissible limits. Flow & quality of springs are being monitored in four seasons ( Feb, May, Aug .& Nov). Report enclosed at Annexure-II.

Regular monitoring of the flow rate of the springs and perennial nallahs flowing in and around the mine lease shall be carried out and records maintained.

Conditions The project authority shall implement suitable conservation measures to augment ground water resources in the area in consultation with the Regional Director, Central Ground Water Board.

Compliance The plateau top , where the mining operation is confided, stands out about 300M above the surrounding valley areas. The ground water exists at a depth of about 80m . At present, 4 no. of rain water harvesting reservoirs development have been carried out and one more reservoir is being developed in the mine lease area to conserve the rain water. Rainwater fom these ponds percolate down below which augments the ground water reserve.Also, action has been initiated to develop rooftop rainwater harvesting structures for the office buildings and infrastructure facilities in the mine lease area. This will improve the water availability in the hill, which in turn will improve the water availability from the springs originating from the Panchpatmali hill. Further, the method of Mining & the peripheral barrier all around does not allow the storm water from within the mining area to go outside valley areas. The water thus trapped, percolates down & recharges the ground water. It is revealed from a recent study by M/s RAMKY (in Yr 2010) that the ground water table atop the hill exists below 80 mtr. from the plateau top, where the mining activities are going on. Hence ground water is being monitored in 15 villages around Mines. The latest results of analysis is presented at Annexure-V.

Regular monitoring of ground water level and quality shall be carried out in and around the mine lease by establishing a network of existing wells and constructing new piezometers during the mining operation. The monitoring shall be carried out four times in a year, pre-monsoon (April-May) , monsoon (August), Postmonsoon (November) and winter (January) and the data thus collected may be sent regularly to the Ministry of Environment and Forest and its Regional Office, Bhubaneswar, the Central Ground Water Authority and the Regional Director, Central Ground Water Board. If at any stage, it is observed that the ground water table is getting depleted due to the mining activity, necessary corrective measures shall be carried out. Appropriate mitigative measures shall be taken to prevent pollution of the Indravati River, the Vagabvalli river, Banadehar River and Kerandi River in consultation with the State Pollution Control Board.

The Mine is not having any beneficiation plant Further, the mine being a zero discharge mine, has got adequate facility to treat wash water from Workshop & Canteen & the treated water is used for dust suppression and plantation purpose. As already explained, rain water (with sediment) is also not allowed to go out of Mining areas . Further all the streams emanating from the Panchpatmali hill slopes are being monitored and all parameters are within prescribed norms. As such in no way the mining operation affects the river basins which are any way situated at least 30 KM away .

Compliance Permission for drawal of surface water from Jhulaguda streams upto 0.4MGD has already been obtained which adequately meets our present peak requirements. At present, 4 no. of rain water harvesting reservoirs development have been carried out and one more reservoir is being developed in the mine lease area to conserve the rain water. Rainwater from these ponds percolate down below which augments the ground water reserve. Also, action has been initiated to develop rooftop rainwater harvesting structures for the office buildings and infrastructure facilities in the mine lease area. The Panchpatmali Bhavan is the first place where roof top rain water harvesting will be implemented for which design has been completed. All equipments deployed at mine are maintained in perfect conditions with timely repair & maintenance done. The vehicular emissions are measured by OSPCB authorized agency once in six months. PUC certificates exist for all the vehicles operating inside Mines. Mineral is transported in the mine area in an environmentally safe manner. Blasting is being done during shift change over between 1.15PM to 2PM .NO blasting is done beyond day light hours .Further, controlled blasting is practiced with use of NONELs for sequential blasting to reduce fly rocks, boulders & ground vibration. All drills are provided with water injection system . All transfer points in crushing & Conveying system are provided with efficient dry fog system to suppress dust at source. Shall be obtained prior to start of enhanced production in the yr 2013-14. The Mine & refinery combined township exists 20KM away at Damanjodi where sewerage treatment plant is provided whereas ETP is provided at mine for treatment of canteen waste and wash water from HEMM area.

Vehicular emissions shall be kept under control and regularly monitored. Measures shall be taken for maintenance of vehicles used in mining operations and in transportation of mineral within the lease up to the stockyard. The mineral transportation within the mine lease shall be carried out through the covered trucks only and the vehicles carrying the mineral shall not be overloaded

No blasting shall be carried out after the sunset. Blasting operation shall be carried out only during the daytime. Controlled blasting shall be practiced. The mitigative measures for control of ground vibrations and to arrest fly rocks and boulders should be implemented. Drills shall either be operated with dust extractors or equipped with water injection system Mineral handling area shall be provided with adequate number of high efficiency dust extraction system. Site specific Wildlife Management & Conservation Plan has been prepared by M/s CEMC, Bhubaneswar during 2010 and has been approved by Chief Wildlife Waden. A deposit of Rs 10.43 Crores has been made with CAMPA, MoEF for its implementation.

Provision shall be made for the housing of construction labour within the site with all necessary infrastructure and facilities such as fuel for cooking, mobile toilets, mobile STP, safe drinking water, medical health care, crche etc. the housing may be in the form of temporary structures to be removed after the completion of the project. The project proponent shall take all precautionary measure during mining operation for conservation and protection of endangered flora and fauna found in the study area. Action plan for conservation of flora and founa shall be prepared and implemented in consultation with the State Forest and Wildlife Department. Necessary allocation of funds for implementation of the conservation plan shall be made and the fund so allocated shall be included in the project cost. All the safeguard measures brought out in the Wildlife Conservation Pan so prepared specific to the project site shall be effectively implemented. A copy of action plan shall be submitted to the Ministry of Environment and Forest and its Regional Office, Bhubaneswar. Digital processing of the entire lease area using remote sensing technique shall be carried out regularly once in three years for monitoring land use pattern and report submitted to Ministry of Environment and Forests and its Regional Office, Bhubaneswar A Final Mine Closure Plan along with details of Corpus Fund shall be submitted to the Ministry of Environment & Forests 5 years in advance of final mine closure of approval B. A landuse map has been prepared by M/s Bhagavati Analab, Hyderabad by using satellite imagery during March 2012. The detailed landuse breakup is given at Annexure VII. Final mine closure plan shall be submitted to the Ministry of Environment & Forests 5 years in advance of final mine closure. At least four ambient air quality- monitoring stations should be established in the core zone as well as in the buffer zone for RSPM, SPM, SO2 & NOx monitoring. Transportation of Bauxite ore is carried out through a cable belt conveyor of 14.6KM long, provided with hood all along. The mine is operating a zero discharge system where all the waste water is treated and reused for sprinkling on the haul road for dust suppression. All the waste water from canteen and HEMM workshop is treated through the zero discharge system & clean/ treated water is used for gardening & dust suppression. Personnel working in dusty areas are provided with respiratory devices and adequate training & information on safety and health aspects. Occupational health examinations are being done regularly and so far no dust related problems have been detected. A Separate Environmental Management Cell being headed by one Assistant General Manager (Env) who is reporting directly to GM(Mines) exists for management of environment. Adequate fund is always allocated to meet the capital & recurring expenses to implement the environmental control measures inclusive of plantation. Env expenditure incurred for the year 2011-12 is enclosed as Annex IV . The MoEF Regional Office shall be kept informed as required. NALCO undertakes that all co-operations will be extended to the officers of the Regional Office of the Ministry located at Bhubaneswar by furnishing requisite data, information/ monitoring reports. Ssix monthly report on the status of the implementation of the stipulated environmental safeguards is being submitted to MoEF, Govt. of India and State Pollution Control Board regularly. No such suggestions / representation has been received from the Panchyat / local NGO, while procession the proposal.

Measures should be taken for control of noise levels below 85 dBA in the work environment. Workers engaged in operations of HEMM, etc. should be provided with ear plugs / muffs Industrial waste water (workshop and waste water from the mine ) should be properly collected, treated so as to conform to the standards prescribed under GSR 422 (E) dated 19th May, 1993 and 31st December 1993 or as amended from time to time. Oil and grease trap should be installed before discharge of workshop effluents. Personnel working in dusty areas should wear protective respiratory devices and they should also be provided with adequate training and information on safety and health aspects Occupational health surveillance programme of the workers should be undertaken periodically to observe any contractions due to exposure to dust and take corrective measures, if needed A separate environmental management cell with suitable qualified personnel should be set-up under the control of a Senior Executive, who will report directly to the Head of the Organization The funds earmarked for environmental protection measures should be kept in separate account and should not be diverted for other purpose. Year wise expenditure should be reported to the Ministry of Environment and Forests and its Regional Office located at Bhubaneswar The project authorities should inform to the Regional Office located at Bhubaneswar regarding date of financial closures and final approval of the project by the concerned authorities and the date of start of land development work The Regional Office of this Ministry located at Bhubaneswar shall monitor compliance of the stipulated conditions. The project authorities should extnd full cooperation to the officer (s) of the Regional Office by furnishing the requisite data / information / monitoring reports The project proponent shall submit six monthly report on the status of the implementation of the stipulated environmental safeguards to the Ministry of Environment and Forests, its Regional Office Bhubaneswar, Central Pollution Control Board and State Pollution Control Board. The proponent shall upload the status of compliance of the environmental clearance conditions on their website and update the same periodically. A copy of clearance letter shall be marked to concerned Panchyat /local NGO, if any, from whom suggestion / representation has been received while processing the proposal

Conditions The State Pollution Control Board should display a copy of the clearance letter at the Regional office, District Industry Centre and the Collectors office / Tahsildars Office for 30 days The project authorities should advertise at least in two local newspapers widely circulated, one of which shall be in the vernacular language of the locality concerned, within 7 days of the issue of the clearance letter informing that the project has been accorded environmental clearance and a copy of the clearance letter is available with the State Pollution Control Board and also at web site of the Ministry of Environment and Forest at http://envfor.nic.in and a copy of the same should be forwarded to the Regional Office of the Ministry located at Bhubaneswar.

Status of implementation of EMP as on 31.03.2012. ii) Short term (5 years) as well as long term (20 Years) plans are always kept updated as per the Guide lines issued by A.P., France, providing for overall Environment management considerations. More than 7.5 mtr. width of peripheral barrier left all along the Mined out area with green belt developed over it. This green belt is developed/ maintained 500M ahead of Mining operation. Garland drains are being maintained ahead of mining operation to drain surface run-off water to the valley following natural gradient. Movement of mine faces are being carried out systematically as per mine plan following the contour lines such that the faces have self draining slopes. Rain water in the mines from these self draining slopes are being collected in two sumps within the mined out area. Water from the sumps mostly percolates down through thick clay layer which acts as a filtration bed. Three barriers/bunds are provided to arrest / restrict flow from sumps at mined out area . i) During initial mining activities about 1.0 lakh tonnes of top soil was excavated and preserved separately which was used in the back-filled areas, Overburden dumps, adjacent slopes , nursery development and afforestation activities by the end of year 1989-90.

At present top soil is being excavated separately and directly used in the reclamation area. Mining activities are carried out systematically as per a long term/ short term mining plan. Overburden & Top soil stripped ahead of bauxite mining faces are dumped in backfilled/ Mined out area created continuously as the mining proceeds with complete exploitation of Bauxite. Dumped lateratic overburden is levelled before putting topsoil which also subsequently leveled/ dressed to prepare the reclaimed land ready / suitable for plantation with necessary provision of benches and terraces. As such back filled area development/ land reclamation is an integral part of mining process and goes hand in hand with bauxite mining. Total area reclaimed so far, following the said procedure is 199 Hects.

Status of implementation of EMP as on 31.03.2012. As explained above , the backfilled area is developed with proper benching and drainage system to maintain slope stability. As such, the mined out area is totally reclaimed with backfilling, plantation and water basins at strategic points for ensuring proper drainage Afforestation is carried out with selected forest and fruit bearing species in this back-filled areas. Till date total 199 hects of mined out area reclaimed, has been planted with 4,92, 200 nos of trees.. At present total overburden(laterite & top soil) removed is being used for backfilling in mined out area obviating needs for further creation of overburden dumps. This process has started since the year 1989-90 . All soil dumps of construction phase have been suitably stabilised by undertaking necessary soil conservation measures .Further these areas with plantation done , have now been covered with good vegetation, where growth of vegetation is satisfactory. Dust suppression in the mining area is being carried out by water sprinkling using mobile tankers. In addition to this an auto sprinkling system has been installed/ maintained all along the central /Main haul road . All Drilling machines are provided with efficient dust extractors and or wet drilling arrangements. Dust extractors and hoods are also provided at transfer points in Crushing and Conveying System apart from provision of Covers all along the Conveyor System (14.6 km long) to restrict the dispersion of dust. In the crusher house ,an efficient dry fog system is provided for suppression of dust at ROM hopper and Transfer points. Employees are provided with personal dust protection equipment like nose masks, wherever necessary. Equipment/ machineries have been selected with least noise & vibration level and periodic surveys have shown them to be within limit of TLVs. With the multiple face working, the equipment are scattered over a vast area, there-by reducing any concentration of noise and vibration level exceeding TLV in any particular area. Operators cabins in different equipment/machineries and at drive house/crusher have been completely enclosed to reduce noise level. Vibrations due to blasting is also kept to a minimum by adopting a well designed blasting pattern with sequential blasting by use of delay detonators or by use of NONEL. As per the study conducted by M/s ISM, Dhanbad & M/S CMRI , the blast vibration falls to an imperciable limit within a distance of 50-60 metres on hill slope. Employees are provided with personal ear protective equipments like earplug, earmuff wherever necessary.

Status of implementation of EMP as on 31.03.2012. Adequate sewage systems are provided in the mining complex which are being checked regularly. Effluents from the Mechanical Workshop area is being chanelized through well-designed oil-water separation tank where oil is collected and the clear water is recycled for washing of equipments & dust suppression purpose. Also there is a canteen waste water disposal system designed, constructed and maintained for environmental friendliness. Till date we have completed plantation of about 1050 hects within Mininig Lease hold areas with 27,73,769 nos. of trees of more than 70 diff. Species. This includes experimental plantation, beautification of areas, development of lawns etc. Development of Nursery and experimental plantation : Mine has its own nursery and in this high altitude nursery experiments are being carried out for testing the survibility & adoptability of various types of forest & economical species. Monitoring of various aspects of environmental Management Plan by our multi-disciplinary team & confirmation by various professional agencies leads to conclude that implementation of EMP is going on very satisfactorily bringing continuous improvement of environment. Air borne respirable dust concentration to which mine workers are subjected/exposed in various mining operation is generally below the threshold limit value.
