The conference outline


Discussed were results-based approaches in public sector management (PSM) to improve delivery of services and to achieve national goals and MDGs.

Highlighted was the mixed performance on MDG 3 (Gender Equality and the Empowerment of Women) and other key MDGs which are closely linked to achieving gender equality (e.g. MDG 5).
Two parallel session were held relevant to gender: Sharing the purse strings: budgeting for gender equality Numbers tell HERstory: Why gender statistics is important to monitor the progress in achieving MDGs

Collaboration with other ADB departments and CoPs Collaboration of specialists with different expertise working on gender mainstreaming (e.g. PSM) can enhance the quality of capacity development provided to DMCs.

Capacity development on gender mainstreaming for Government officials from planning units and Ministries of Finance Capacity development should be provided not only to EAs/IAs and National Womens Machineries, but also to Ministry of Finance and Planning Units to enable greater awareness and responsiveness towards gender sensitive national planning and budgeting as part of wider PSM reform.

Strengthen collaboration with UNESCAP and UNDP on capacity development of National Statistical Offices (collection, analysis, dissemination of sex-disaggregated data) ADB also needs to stay involved in the post 2015 development agenda and in the UN Inter-Agency Expert Group on Gender Statistics to support the mainstreaming of gender in the newly formulated development agenda.

The statistics act explicitly calls for the production of gender statistics. Another act explicitly calls for the production of gender statistics. Gender equality plan requires statistics. The statistical strategy includes the provision of gender statistics. A national framework of gender indicators exists.
