All- here is the game plan for the 1400 blk of Miller. 4 officers preferred there to watch the premise (an OT detail managed by C. Shannon). If a SGT is not already assigned to the 4 officer detail, the detail falls under L74, who should meet with the officers and ensure they know the mission. Officer safety is the most important consideration. If at all possible (staffing the key), we do not allow any entry onto the property.

If the crowd grows and an advance is anticipated, the detail shall request additional resources (consider using SRS for example to respond). If we have the numbers (which we should during 1st and 2nd watch when SRS is present) arrests should be made if vandalism occurs. There is also a signed 602(o) P.C. statement authorizing arrests if needed. PDRDs shall be activated if engaging anyone. In the past, OO has tried to make the police the focus of attention; lets avoid this. Again, officer safety is the number one priority.

We will continue to evaluate for about another hour. So far it does not seem like it is in our best interest to move, at this time, due to crowd size, kids and mentality of crowd. That could change in an hour or so. We have about 115 officers here tonight. If we wait until Wednesday we will have less, but need to work out something with mutual aid. Due to it being mid-week and the B side being off we may only be able to get 80 or so officers on Wed. If we waited until the weekend we could have more. We are going to hold lineup and have the officers stage. We will determine if it is a go or not at about 2300 hours. If not, we will 938. We will evaluate the presence of children and the mood/size of the crowd before deciding. It has gotten a little smaller, hopefully it will continue to decrease in size. Will let you know. The crowd has increased a little more from previous estimates, still around 80-90 or so. Many kids still at location. The crowd has now added what appears to be OO people and Anonymous people. Yes I will. The crowd has gotten larger around 70-80 in all. We now have the BART protest officers available. We are about an hour out from having the Raider officers available. They just delivered pizzas and many kids are outside. We are pushing back our action until after ten so that the size will hopefully get smaller and the kids will not be present.
