One of the proposals voters will see Nov. 6 is a state constitutional amend-
ment that 25 percent of the electricity generated in Michigan come from renewable energy sources wind, solar and others. Its a proposal that brings into focus whether the state constitution is the right document for such requirements. The supporters of the proposal say its because of special interest lobby-
ing and a state Legislature unwilling to enact a standard higher than the one that exists 10 percent by 2015. For Rodger Kershner of Michigan Energy Michigan Jobs, passage of the proposal is a boost for Michigan businesses. A constitutional amendment brings certainty, Kershner said. Business
knows whats going to happen next year and the following year. Its not at the mercy of a legislature to decide, Were going to have a renewables program this year, but next year were going to cancel it and maybe in a couple of years, well bring it back. The proposal is simple enough in its wording. It asks voters to approve a
constitutional amendment to require utilities to obtain at least 25 percent of electricity from clean renewable energy sources (wind, solar, biomass and hydropower) by 2025; limit how much utilities can charge consumers for the cost of complying with this requirement; and promote

he nal link in a non-motorized trail from the Saline District Library to the Depot Museum will soon become a reality. The Saline City Council awarded the bid to Pavex Corp. for $202,481.02 at Mondays City Council meeting. The work will build a path from the library to Harris and Maple roads and include a spur to the Brecon Park parking lot. Department of Public Works Director Jeff Fordice recommended Pavexs bid. The company is relatively new, city documents state, but Fordice said they come with great references. The project will be funded by the city ($80,000), library ($70,000), coun-
ty ($60,000) and the CARES fund ($20,000). Fordice said the library has paid out another $10,000 to help with the design. Weve been working with the library for a while on the trail, Fordice said. The path of the link will begin at where the current trail by the library ends and will run along the southern edge of Brecon Park and then to Harris and Maple. The city received four bids Sept. 4. The other three bids ranged from $225,000 to $227,000. Pavexs original bid, but after Fordice corrected some minor math errors, the new total was $3,000 lower. The path is not designed for motorized vehicles, but will not have signs prohibiting their use, Fordice said. However, where the
