GOVERNMENT SAFETY INSPECTOR (GSI) COURSE FOR ANS INSPECTOR 1. INTRODUCTION 1.1As part of its obligation to become a full member of ICAO Trainer_ Plus network, East African School of Aviation has undertaken to produce a standardized training package (STP) for training of Air Navigational Services (ANS) inspectors who inspect and audit ANS facilities, procedures and personnel in the Air Navigational Services (ANS) provision. 1.2 Safety oversight inspection/audit of Air Navigational Services providers is a critical factor in aviation industry an enhanced flight safety is one of its primary objectives. 1.3 For effective delivery of ANS inspection service, the team is usually composed of four officers responsible for the main components of the ANS service provision as follows:

CNS InspectorNavigation and

Inspection and audit of Communication,

Surveillance (CNS) and respective personnel. ATM Inspectorrespective Inspection/Audit of Air Traffic services and

Personnel. AIS inspectorservice and the Inspection/Audit of Aeronautical Information

Respective personnel. MET InspectorInspector/Audit of Aviation Meteorological information service

and respective personnel. 1.4Non-compliance or failure to inspect and audit these systems can lead to compromised safety issues which if not well addressed can lead to detrimental repercussions including even closing of an airport or an aircraft accident. 1.5Training of qualified personnel (inspectors) for inspection and auditing of ANS facilities and personnel with minimal errors following correct procedures and standards to ensure air safety. 2 PROBLEM DEFINITION 2.1The fundamental performance problem is that the ANS safety inspectors have been carrying on their inspection duties without undergoing the prerequisite ANS inspector training. Currently this training program is not available locally and only one inspector has undertaken the training program in Singapore Aviation Academy. 3 MAIN SYMPTOMS 3.1The main symptoms of the problem are: Complaints from the current inspectors on the need to undergo the basic training as an ANS Inspectors. Complaints by ANS service providers about poor public relations skills by ANS inspectors during inspections/audits. Complaints from ICAO on some of the procedures used in inspection e.g the period of time allocated for corrective measures. Acquiring of ANS personnel from the service providers during the ANS inspection and auditing due to lack of adequate number of qualified ANS inspectors.

4 POTENTIAL VALUE OF ELIMINATING THE PROBLEM 4.1By eliminating the problems above, the air transport industry in Kenya will gain in enhanced safety due to improved monitoring of the aviation systems and services as provided by the aviation service providers e. g. ANS. 5 CAUSES OF THE PROBLEM 5.1The main causes of the problem are: Shortage of adequate qualified staff to carry out routine inspections and auditing of ANS facilities, personnel and procedures. Initial training not matching the job requirements.

Great workload on the few available ANS inspectors. Lack of succession plan. Lack of funds to train the ANS inspectors overseas. Inadequate updated operational tool s e g manuals.

6 SYSTEMS AFFECTED 6.1The Aviation, Aerodromes, Meteorology, Legislation and enforce (AAMLE) division of KCAA is the primary system affected by the problem of lack of trained ANS inspectors. The AAMLE division has the responsibility of inspections and auditing of ANS facilities, personnel and procedures that enhance safety in the aviation industry in Kenya. The diagram (Figure6.1) illustrate the of ANS inspectorate system of the AAMLE division in KCAA. This system involves four categories of personnel: CNS, ATM, MET and AIS inspectors who are responsible for inspection and auditing in ANS services and systems. 7 SOLUTIONS TO THE PROBLEM 7.1Every effort should be made to eliminate the above mentioned causes in order to resolve the problem described in paragraph 2.1. The proposed training solution is only one of the requirements necessary to overcome the operational problem. The training solution to the problem consists of training of: Existing ANS safety inspectors in order to make them proficient in the inspection and auditing tasks Newly recruited ANS safety inspectors to make them be able to carry out inspection and auditing tasks 7.2An STP needs to be developed to enable the ANS safety inspectors to carry out their tasks. Given that no formal training has been offered even to those who are currently working as ANS inspectors, an STP needs to be developed forthwith. This will enable training wherever it is given to be of the same degree and to be repeated.

7.3Its expected that the ST P developed will be used whenever there is a training need or whenever there are new ANS inspectors who have just been recruited. 7.4In addition to the training solutions mentioned above, other non training solutions were also observed. These are as follows: Review of the current establishment of ANS safety inspectors Recruitment of adequate number of ANS safety inspectors Separation of the establishments of the service provider and inspectorate division. Allocation of adequate funds for the purpose of training of ANS safety inspectors. Establishment of the basic qualifications so as to be recruited as an ANS safety inspector. 8 EXPECTED BENEFITS 8.1The training solutions recommended will provide the ANS safety inspectors with adequate skills capable of enabling them conduct inspections and audits process effectively and efficiently. The proposed developed of the STP will assist in harmonizing the application of the ANS safety inspection and auditing procedures, and should form part of the ANS inspectors qualification policy. 9 COURSE AIM 9.1This course will provide the ANS safety inspectors with the necessary skills, knowledge and attitude to ensure that the ANS safety procedures are implemented appropriately according to the Manual for ANS operations, ICAO annexes and Kenya Civil Aviation regulations (KCARS) to achieve the goal of enhanced safety of the Aviation industry in Kenya. 10 RESOURCES REQUIRED 10.1 The following personnel are required for the duration of the development of the STP Ten course developers full time One secretary Two ANS safety inspectors to assist as SMEs in course development process. Four ANS safety inspectors for developmental testing. 10.2 Material resources for the development of the STP from the: ANS safety inspection handbook KCARs Technical guidance manual ICAO Annexes ANS safety inspectors checklists

11 CONSTRAINTS 11.1 The potential constraints include: Hiring of a qualified GSI ANS subject matter expert to participate in the development of the STP Release of current ANS safety inspectors during the development of the course. 12 COST EFFECTIVENESS OF THE PROPOSED TRAINING SOLUTION 12.1 The cost of human life, assets and material of loss due to accidents caused by unsafe Practices cannot be expressed by in monetary terms. 12.2 Training of ANS inspectors will consequently eliminate the errors likely to be made by the ANS inspectors during the ANS safety inspections and audits which is one the obligations of KCAA. 13 TENTATIVE SCHEDULE 13.1 A tentative work plan has been prepared and is attached to this report. 14 EVALUATION PLAN
