The Burlington Township Police Department Color Guard attended the 9/11 memorial ceremony at the Trinity Episcopal Church.
Residents gather to commemorate 9/11
By KRISTINA SCALA
The Moorestown Sun
With not a cloud in the sky, the
haunting reflection of a cool Sep-
tember day brought back fear and
sadness as people gathered to
commemorate those who died in
the 9-11 attacks. The temperature
and the clear blue sky during the
ceremony at the Trinity Episco-
pal Church in Moorestown on
Tuesday, Sept. 11, 2012, reminded
many of the clear blue sky on
Sept. 11, 2001.
An hour-long ceremony was
devoted to memorialize the tragic
death of 3,000 people. Police offi-
cers, firefighters and emergency
medical rescue workers all died to
help save the lives they swore to
protect. Civilians died who were
in the World Trade Center, Penta-
gon and on American Airlines
Flight 11 and Flight 77, United
Airlines Flight 175 and Flight 93.

Council limits liquor
license distribution
By KRISTINA SCALA
The Moorestown Sun
Restricting the sale and con-
sumption of alcohol in the town-
ship is back, but this time the
council decided to limit the distri-
bution of liquor licenses to the
south side of Route 38.
During a meeting on Monday,
Sept. 10, the council was present-
ed two solutions after Superior
Court Judge Roger Bookbinder
ruled that the second referendum
on the ballot last year was consid-
ered illegal.
Approved by voters in Novem-
ber 2011, two questions appeared
on the ballot the first entailed
approving the sales and consump-
tion of liquor in Moorestown and
the second restricted the sales to
the Moorestown Mall.
After Bookbinder ruled in
favor of East Gate, which chal-
lenged the restriction to the mall,
the council had to decide on an al-
ternative.
During a special meeting on
Thursday, Sept. 6, the council
went into closed session to dis-
cuss the details of the litigation
and the resolution for consump-
tion and sale of alcohol in
Moorestown. Township manager
Scott Carew and township solici-
tor Thomas Coleman were asked
to discuss the possible options for
a new plan.
Coleman presented two options
for ordinances. Council could
limit the liquor licensing to the
SRC (Special Restricted Commer-
cial) zone (Option A) or limit it to
a portion of the SRC zone (Option
B) the Moorestown Mall and
East Gate.
Coleman mentioned Book-

The Moorestown Sun
Grab some comfortable sneak-
ers and head to nearby Laurel
Acres Park in Mt. Laurel on Sun-
day, Sept. 23 to raise awareness
through a 5K run for an area non-
profit organization.
Kates Place, created in Oct.
2007 by executive director JoAnn
McNamee, helps developmentally
delayed teens and adults socialize
and interact with each other in a
safe environment.
Close to 100 people are expected
to attend the race, which begins
at 8:30 a.m. in the park rain or
shine.
All proceeds will benefit Kates
Place, which is currently being
held at the First United Methodist
Church in Moorestown.
Its a great thing, said Laura
Skolozdra, race director and pres-
ident of the Board of Trustees for
Kates Place. Because were non-
profit, fundraising is what keeps
our doors open.
Registration for the third annu-
al 5K run or 1-mile walk will
begin at 7:30 a.m., but pre-regis-
tration is recommended.
T-shirts will be given out to the
first 100 pre-registrants, and the
entry fee is $20.
Without the program, said
Skolozdra, the young adults
would have no other social activi-
ties.
Theres no place for them to
go (otherwise), she said. These
young adults are just so over-
looked in society.
The program began with a
handful of young adults, but has
expanded to more than 20 in regu-
lar attendance during the weeks.
They can hang out with their
friends, she said.
From baseball games to prom
to karate lessons, to movies,
games, crafts and other activities,
there is never a dull moment, she
explained.
They just love being together,
she said. Love it.
On race day, the Mt. Laurel
Striders will be on hand to help
out.
Trophies will be given to the
overall man and woman winners
as well as awards to the top finish-
ers in a number of age groups.
The age categories will be 13
and under, 14 to 19, 20 to 29, 30 to
39, 40 to 49, 50 to 59, 60 and over
and Masters.
There will also be a one-mile
walking course and the race will
be self-contained in the park.
Refreshments, including bagels
and fruit, will be served after the
race and those who register on
the day of the race will receive T-
shirts as long as supplies last.
McNamees daughter, Katie,
was the inspiration to begin the
organization, explained Skoloz-
dra.
Katie has Down syndrome and
had finished school. Rather than
have her sit at home during the
days, she came up with the pro-
gram idea.
According to their website, the
program currently takes place on
Mondays, Wednesdays and Fri-
days from 2:30 p.m. to 6 p.m., but
may expand to more days in the
future.
They have so much fun, said
Skolozdra. Its just a great
place.

G
ov. Christie last week said he
increased funding for schools
statewide by almost $200 mil-
lion. He also said that brought state
support for schools to its highest level
ever.
Now, while providing a quality edu-
cation requires more than just tossing
around dollars, theres no doubt that
local districts are grateful for the sup-
port. They remember all too well re-
cent years when state support was
slashed and tax-hike caps put in place.
Seeing more funds from the state no
doubt makes life a bit easier for all of
them.
When Christie slashed state funding
for schools shortly after taking office,
it indeed created hardship. But it also
made boards of education and admin-
istrators take a step back and rethink
how things are done.
One of the benefits weve seen is a
willingness and even encouragement
on the part of school districts to in-
volve the public in the budget process.
Thats not to say that some districts
werent actively courting public sup-
port before the budget cuts. But, when
everyone found themselves in the same
difficult situation, having to make
tough decisions about taxes and spend-
ing, it seemed like there was new em-
phasis on building public involvement.
We think school board member is
one of the toughest jobs around. Try-
ing to balance the mandate of provid-
ing children with a quality education
with keeping taxes as low as possible is
not easy.
But school boards responded. They
not only opened up the budget process,
they began to seek out creative ways to
save and raise money. They created
partnerships with other districts, for
example. Some are even looking at in-
volving corporate partners who want
to advertise on school property.
Yes, the added state money is wel-
come. But lets also remember that the
sharp budget cuts from a few years
ago, though painful at the time, also led
to improvements.
in our opinion
Education dollars
Theres more money for schools, but the budget cuts also led to progress
Doing things differently
The governor talked about increased
state support for schools. No doubt
that was good news for school board
members and administrators. But lets
not overlook the progress that came
from the budget cuts a few years ago.
As you know, Elaine Goralsky, Randy
Cherkas and I entered the town council
race back in early June, unaffiliated with a
political party. After some early team meet-
ings, we determined that we would launch
our full campaign efforts in September and
October and we have stuck with that strate-
gy.
After much consideration over the past
few weeks, and after vetting it with my
running mates, I have decided to withdraw
my pursuit of another term on Town
Council. As enthusiastic as they were
when we jumped into this, and recognizing
that they, too, have busy lives, Elaine and
Randy have been supportive of this deci-
sion and will withdraw with me.
My decision was based on two primary
factors: (a) as much as I have enjoyed my
role as Mayor and Councilman, it comes at
a price and, for me, that price has been an
incredible time commitment. At this point
in my life, I feel the need to focus more on
my personal business activities; (b) the fact
that we have achieved, or I believe will
achieve before year
end, much of what
we set out to do
four years ago,
when Michael
Testa, Greg Gallo and I took office.
I take great solace in knowing that our
township is positioned extremely well,
both fiscally and in terms of pending new
economic development, to assure a bright
future.
As I make this announcement, I want to
thank all of those who unexpectedly, but so
enthusiastically, endorsed and supported
our run for office. I was humbled by your
confidence in me and will remain forever
appreciative.
Rest assured that I will remain fully en-
gaged with my four council colleagues
until this term is over to successfully re-
solve some of the major issues in progress.
Our withdrawal from the election, howev-
er, will provide the opportunity for two
slates to run in opposition, which makes
the election less complex.
We still have work to do, but I can see the
path to a bright future ahead. Scott Carew,
our township manager, with whom I have
worked closely, is within sight of the end of
his first year on the job. It has been a chal-
lenging year, indeed, but his continued
commitment to making this town a better
place is evident. And it is certainly nice to
have someone who resides in our township
at the helm, given that, as a taxpayer and
parent, he has a real stake in our results.
Please know that when my term ends, I
will remain accessible for the next Council
and for Scott, should they deem my input
of benefit.
Serving this township is an incredibly
rewarding experience. I thank you for the
opportunity and I look forward to seeing
you around town!

that terrifying day.
I will never forget those who
died. I think back 11 years ago
and dont forget, Clifford said.
The most frightening for Clif-
ford was sending his son to help
out at Ground Zero months after
the attacks. Cliffords son,
Jonathan Clifford, was 13 years
old when he volunteered, but his
father was still fearful for his
sons safety. He was allowing his
son to go into the unknown. Clif-
ford knew he had to let his son go
to help out as much as he could.
Sending my child to volunteer
changed his life forever, Clifford
said.
According to Clifford, reflec-
tion is important.
I sincerely hope ceremonies
like this dont diminish, Clifford
said.
Clifford said it was only 11
years ago that a few hours
changed our world forever.
Those who were not in the city
during the attack remember what
they were doing when American
Airlines Flight 11 struck the
north tower at 8:46 a.m.
For 19 years, Patrolman George
Huble served in the Moorestown
Police Department. He vividly
pictured what he was doing that
day.
I was running radar control,
Huble said.
The incident was airing, as on
many of the stations during that
day, on KYW radio. Huble heard
that a small plane crashed into
the north tower. When he went
back to the station and turned on
the TV. He watched another plane
come in and hit the South tower.
It was a sickening feeling when
he watched and heard about the
attacks.
Vice president of the Burling-
ton County 200 Club, Jack Smith,
introduced a Medford Lakes resi-
dent who was in one of the build-
ings during the time of the at-
tack. David Piereth could not at-
tend the ceremony so he asked
Smith to read his story for him.
He was working on the 74th
floor of the south tower when the
plane struck 20 floors above him.
Piereth managed to get out of the
south tower safely, but when he
was in the stairwell, he felt the
building swaying.
I was very fortunate that day
to get home when many didnt,
Piereth wrote.
FBI Special Agent Richard
Quinn shared the grim details of
his experience in Manhattan on 9-
11.
Most people thought it was an
accident, but when Quinns meet-
ing was postponed because of the
attack, he hurried to his car and
sped into the city.
A significant amount of debris,
and smoke filled the city streets
and the bridges of New York City.
Quinn compared driving through
the ashes like driving through
snow. In his hurry, he lost control
of his car and hit a median.
Through the ash and smoke he
saw police and firefighters.
I remember the fear in their
eyes . . . I saw fear, but I also saw
something else, Quinn said.
Behind the eyes filed with fear,
Quinn saw determination in the
emergency responders eyes.
Through the debris, Quinn
could see objects falling around
the building. At first he didnt
think much of it until he noticed
flailing arms. He described the
objects that were coming down as
dark, but he couldnt make them
out.
Quinn mentioned the people
trapped in those buildings had to
decide between jumping or burn-
ing to death.
I cant imagine having to
make that decision, Quinn said.
He will never forget that feeling
of terror as he ran through the
streets when the building col-
lapsed.
Through the smoke, he saw an
opening across the New York Har-
bor. The Statue of Liberty stood
tall and framed by the horror of
the day. The torch was held high
and Quinn knew that the country,
and the city would be resilient
enough and defiant enough, to
withstand this attack.
Quinn expressed the pride he
felt when he watched police offi-
cers and firefighters. They swore
to protect civilians, and Quinn
was honored to watch emergency
responders risk their lives to pro-
tect others.
Ceremonies and memorials are
not enough according to Quinn.
It means remembering that
day, every day, to make sure that
part of American history never,
ever repeats itself, Quinn said.

CLIFFORD
Continued from page 1
Clifford: I hope ceremonies dont stop
In 2001, I was 11 years old and
starting sixth grade at Marine
Park Intermediate School in
Brooklyn. The weather was per-
fect. There was not a single cloud
in the sky and the summer weath-
er was slowly subsiding.
I lived right across the street
from my middle school. My house
and school were approximately 11
miles from the World Trade Cen-
ter.
I thought it would turn out to
be a normal day until the class-
room phone rang. My teacher did-
nt even know what was happen-
ing. She initially believed that a
small remote control plane hit the
north tower or maybe it was a pri-
vate plane where the pilot lost
control. I immediately knew
something was wrong.
At around 8:50 a.m. all the stu-
dents were asked to enter the
lunchroom. Slowly parents start-
ed picking up children.
When my mother finally ar-
rived, she looked frazzled, wor-
ried and angry. I asked her what
was going on, but she didnt need
to tell me. The streets filled with
sound of sirens, ashes and burnt
paper. All cars were covered in
soot.
That is
when I knew
the crash was
not an acci-
dent.
Helicopters
landed in the
park next to
my school and
my mom
rushed me
home.
Pasted all over the news and
with my mother on her way to
Coney Island to donate blood, my
concern grew. I wanted to help,
but I knew it was impossible.
Every day after the attack, I felt
guilty. I was a hopeless 11-year-old
girl watching my home under at-
tack.
My thought and prayers will
continue to go out to all who lost
on that day and to all who had to
watch a beautiful city turn upside
down.

Council candidates Phil Gar-
wood, Victoria Napolitano, and
Pete Palko released the following
joint statement regarding their
Constituent Relations pledge, un-
veiled recently:
We believe that government
works for the people and not the
other way around. To that end, we
have pledged to strengthen the re-
lationship between the taxpayers
of Moorestown and the individu-
als they elect to Town Council
and increase our accessibility to
the public. As councilmembers,
we pledge to:
Hold Regular Constituent Rela-
tions at the Moorestown Library or
other public building; We pledge to
have members of Council set aside
time outside of Town Council
meetings to hear from constituents
one-on-one, answer their concerns,
and receive their feedback in a
more personal, private setting.
Host Yearly Community Meet-
ings in all 20 Districts of
Moorestown: Our team will spend
time hosting doughnut and coffee
community meetings at homes or
a business within all 20 of
Moorestowns voting districts.
These roundtable discussions
will allow Council to hear about
the various concerns and issues
facing the many unique neighbor-
hoods within our town.
Revamp Moorestowns Munici-
pal Website to be More User-
Friendly: We will restructure our
townships website so that it bet-
ter meets needs of our con-
stituents and is easier for all citi-
zens to navigate and utilize.
Restore residents requests and
presentations to Council meet-
ings: We believe that comments
from the citizens of our town are
too important to postpone until
the very end of our Town Council
meetings. We pledge to restore
residents requests and presenta-
tions in an effort to allow all citi-
zens to be heard during an earlier
portion of our meetings.
By implementing our pledge,
we will create a Town Council
that is more personal, accessible,
and responsive to all of our towns
residents. Our constituent rela-
tions pledge is a cost-neutral way
for our Town Council to engage in
service to our citizens without
further burdening the taxpayer. If
elected, we look forward to listen-
ing to the ideas, concerns, and
input of all of the great people
here in Moorestown to build a
better future.

Burlington County Clerk Timo-
thy Tyler has now made it easy
for November voters to find need-
ed election information.
With less than 60 days until
the election and the conclusion of
both party conventions, our call
volume has shown a clear in-
crease, said Tyler. Residents are
calling for basic information and
new website links have been
added to help them find that in-
formation.
The office has added a link to
allow voters to be sure they are
registered to vote in a few simple
steps. The Check Voter Registra-
tion link will allow a resident to
search the States Voter Registra-
tion database by entering just
their name and date of birth.
The Where Do I Vote link al-
lows a voter to find their polling
location by entering only their
residence address. Voters do not
need to know their election dis-
trict to use the search. Residents
using the Where Do I Vote link
should double check their search
after the first of October as
polling locations may change
prior to that date due to construc-
tion or other issues at regular lo-
cations.
We have also moved a link to
our Vote By Mail Application to
the front page of our site, added
Tyler. All these links are located

The Burlington County Free-
holders will sponsor two free
Backyard Composting Work-
shops on Saturday, Sept. 22 at the
Rutgers Eco Complex located in
Bordentown.
Residents will learn how to
turn grass, leaves and kitchen
vegetable scraps into black
gold.
The one-hour sessions will be
offered at 10 a.m. and again at
11:30 a.m.
Pre-registration is required.
The complex is located at 1200
Florence-Columbus Road in Bor-
dentown.
Composting benefits the resi-
dents, the environment and the
county by enriching the soil, re-
ducing the amount of solid waste
that needs to be collected, and
saving valuable landfill space,
said Burlington County Freehold-
er Joe Donnelly, who oversees the
Department of Solid Waste.
Contact the Recycling Office at
(609) 499-1001 or recycle@co.

more information.

binders ruling was that the town-
ship did not have sufficient evi-
dence to limit the sales of alcohol
to the mall. Now with the litiga-
tion behind them, the council se-
lected the closest resolution to
what the residents initially voted
for and has enough evidence to
support the action.
[Bookbinder] did not say we
cant bring back question number
two, Coleman said.
Township planner and archi-
tect Brian Slaugh, presented the
council with evidence to support
councils move before it approved
the alternative.
To help revitalize and continue
to attract countywide visitors to
the mall, the economic develop-
ment advisory committee came
up with possible solutions to bet-
ter the malls attractiveness and
compete with the growing exis-
tence of Internet shopping and a
recession.
According to Slaugh, in 2009
the Economic Planning and De-
velopment committee devised a
master plan for development and
redevelopment of Moorestown. It
was a long-term planning map to
help bring income to
Moorestown. By looking at strate-
gies from locations such as
restaurant row at the Cherry Hill
Mall, establishment of restau-
rants would help bring business
to the Moorestown Mall. But
without a liquor license, restau-
rant chains are unable to open
businesses, officials said.
National restaurant chains
cannot locate in municipalities if
the municipality does not have a
liquor license, said Slaugh.
Higher end restaurants depend
on the sale of alcohol . . . Its hard
to imagine fine dining without a
wine selection.
Slaugh also mentioned, from a
capital standpoint, liquor licenses
are expensive in New Jersey and
chain restaurants are more will-
ing to spend the money.
The location of East Gate and
the Moorestown Mall causes a
regional draw and by creating a
plan focusing around an area
with a potential increase in cash
flow it could potentially act as a
favorable location for chain
restaurants.
Council Member Stacy Jordan
approved the idea to move for-
ward with the second option. She
thinks it mirrors the initial de-
cision approved by the voters.
Council member Chris Chiac-
chio did not approve the initial
action to restrict the licensing to
the mall, but he believed the
members still had a duty to carry
out what the people would want.
I think B is the closest thing
we can do, Chiacchio said.
Council also moved forward to
approving four bids on liquor li-
censes, awarding two to
Moorestown Beverage LLC One,
and two to Moorestown Beverage
LLC Two, totaling approximately
$4 million.
Coleman mentioned there are
more licenses that are available
for bidding.
According to council member
Gregory Gallo, if East Gate pass-
es the criteria the council created
for the liquor license bids than
East Gate will be awarded a li-
cense.

Winter is coming!
Time to think about your roof's abiIity to protect your home and famiIy.
Is your roof ready?
A roof protects your home from the elements and is the main defense against water
entering your home.
Most people don`t even think about the roof until a leak occurs and are not aware of
damages that may have already taken place over time. Roof leaks are rarely noticed
as soon as they begin to leak and generally cause costly repairs to more than just the
roof.
You might not even be aware of a leak if water is leaking down inside a wall.
Unknown leaking allows mold to thrive and be a health risk to you and your family.
Do you reaIIy want to wait untiI it Ieaks?
Simply look up to see if something doesn`t look right. Replacing the shingles now is more cost efficient than replacing
the shingles, plywood and possibly rafters as well as any interior damage.
Call today for a free estimate!
Your home is the singIe most important investment you can make, so protect it!
